The following further forecast of the rate of release of officers and ratings, including Royal Marines and W .R.N.S., is promulgated for general information.

2. I t is emphasized again th a t the N avy still has big tasks to carry out all over die world and th a t general demobilization has not yet been ordered. Conse­quently the lagging behind of certain officer categories and rating groups, as stressed in previous Orders, will inevitably continue. On the other hand, some branches may be released faster than the average.

3. Officers.—By the end of the year the main body of officers should.have been dispersed up to age and service group No. 17 ; the Royal Marines m ay have reached group 22. The Engineer, Supply and Medical branches will probably still lag considerably behind, while extreme difficulty will be found in the release of some classes of W arrant Officers.

Administrative W.R.N.S. officers should reach group 16 and non-administrative W.R.N.S. officers group 30.

5013 204. Male Ratings.—The dispersal of male ratings, including other ranks Royal

Marines, up to and including age and service group No. 26 should, in general, be completed by the end of the year with the probable exception of certain rating groups. For example, a t the present time there has been some slowing down in the rate of release, particularly in the Regulating, Communications, Electrical, Engine Room, Sick Berth and Supply and Secretariat branches, but it is not possible a t this stage to forecast to what extent these branches will be lagging behind a t the end of the year. For some tim e past the m ajority of recruits have been entered into these branches where shortages were foreseen, bu t this process does- not produce senior ratings of experience.. Such shortages can only be made good by further dilution and by ,the willingness of junior ratings to fit themselves for more responsible positions.

5. W .R .N .S .—The release of married W.R.N.S. ratings, who have claimed priority of release, is due to be completed by the end of August, 1945, and the release of unmarried W.R.N.S. ratings has commenced.

The following statem ent gives a general summary of the releases which have been authorized to' be completed by 31st October, 1945, and of further releases to the end of the year :—

(а) Supply and Secretariat Branch and administrative ratings to age andservice group No. 15.

(б) Air Branch categories, switchboard operators, radio mechanics, M/Tdrivers to age and service group No. 25.

(cj General communications ratings, book correctors, cinema operators, mailclerks and intelligence services to age and service group No. 30.

(d) Plotters, air mechanics, photographic assistants and ship mechanics toage and service group No. 40.

(e) Boats’ crews, gunnery, torpedo, V/S, W /T and general maintenanceratings to age and service group No. 49.

Requirements in certain categories have fallen considerably with the cessation of hostilities, and it is inevitable th a t releases in such categories can proceed quicker than in those categories which are required to help implement the release plan of the Navy as a whole and to' enable the Navy to complete the many tasks still outstanding. All new recruits are being devoted to the relief of the hard-pressed categories and in addition retraining is being carried out to the maximum possible extent.

The present intention is to authorize further releases to be completed by the end of this year as follows :—

(а) To age and service group No. 26.(б) To age and service group No. 30.(c) To age and service group No. 35 or in some cases No. 40.(d) To age and service group No. 49.(e) Further releases as may be possible beyond age and service group No. 49.

Additional age and service groups beyond those given above will be released, if possible.

6. I t is intended th a t the above time table of releases shall be applied, where practicable, to personnel signed on Admiralty agreement T.124 and variants and Commissioned Cable Ship agreement bearing in mind th a t the m ajority of such officers and ratings are in the Engine Room and Supply Branches.

The early termination of hostilities against Japan before much progress has been made in clearing up the stftermath of the war in Europe makes it necessary to review the conditions under which “ War Only ” officers and ratings can volunteer for postponement of release to assist in meeting the heavy responsibilities which still face the Navy in European W aters and in the Far East.

2. A separate message will be issued to clarify the position of those who have already volunteered to postpone their release under the various schemes already promulgated.

21 50143. Meanwhile, it is necessary to issue a further call for volunteers from those

who have not yet applied to postpone their release. This scheme supersedes th a t contained in B.R. 1281 (1), Release Instructions, paragraphs 35, etc., which will be amended accordingly.

4. The conditions for volunteering under the new scheme are as follows :—Officers and ratings, including Royal Marines and W.R.N.S., in Age

and Service groups 1 to 40 inclusive for officers, and in Age and Servicegroups 1 to 50 inclusive for ratings, may now volunteer to continue to serve—

(а) until 30th September, 1946, provided their services are so longrequired, or

(б) for so long as their services are required, bu t not beyond the expirationof the period of the present emergency, which will continue until terminated by Order in Council.

5. (a) This scheme is applicable to W.R.N.S. ratings, other than those in the Categories named in the Appendix to A.F.O. 4285/45, unless they are willing to be remustered on redundancy in accordance with paragraphs 8 to 10 of th a t A.F.O.

(6) This scheme is not applicable to officers and ratings on T.124 agreement and variants, including Commissioned Cable Ship agreement, to Boom Defence, Controlled Mining or to Harbour Defence ratings. I t is applicable to officers and ratings of the R.N. Patrol Service.

6. (a) The fact of volunteering under this Order will neither prejudice the eligibility of an individual for release in Class B nor will it affect his entitlement to Class A benefits.

(b) The provisions of B.R. 1281 (1), paragraphs 39 to 46 inclusive, will generally apply.

7. Volunteers under paragraph 4 (a) will be eligible for release by 30th September, 1946, provided they are eligible for release in Class A.

8. (a) Volunteers under paragraph 4 (a) are to sign a Form of Undertaking as shown in B.R. 1281 (1), Appendix B, but deleting the words “ expiration of the period of the present emergency ” and substituting “ 30th September, 1946 ”

(6) Volunteers under paragraph 4 (6) are to sign the Form of Undertaking shown in Appendix B.

9. The forms are to be disposed of as stated in B.R. 1281 (1), Appendix B, the forms for Naval Officers being addressed to Admiralty, Queen Anne’s Mansions (CVW. 708).

10. The option of volunteering under this Order is open until 30th September, 1945, by which date the officer or rating must have signed the appropriate Form of Undertaking.

11. Reports of officers yolunteering under this Order are to be forwarded to the Admiralty, by signal from abroad, otherwise by letter to the Secretary of the Admiralty (C.W. 708).

Reports should state :—1. Officer’s name.2. Christian names.3. Full rank.4. Whether R.N., R.N.R., R.N.V.R., etc.5. Age and Service group No.6. Whether recommended for retention.7. Medical category.

Signals, which are to be coded in accordance with C.A.F.O. 391/45, are to commence with the word NEWVOL for volunteers under paragraph 8 (a) and with EMVOL for volunteers.under paragraph 8 (6).

13. Reports of ratings accepted as volunteers under this Order are to be made on Forms S.16IR in accordance with B.R. 1281 (1), paragraph 48. Section 4 is to be used |sy deleting the words “ when eligible for release in Class A ” and sub­stituting “ under A.G.M. 287A, paragraph 8 (a),” or “ under A.G.M. 287A, para­graph 8 (6) ” as appropriate.
