Transforming Pakistan into a developed prosperous andindependent Country

Introduction

Pakistan gained independence as a result of the supreme sacrifices madeby the Muslims of sub continent.( There is no mention of why this Pakistan

Gained independence after all,we had been trumpeting this why from thevery day Pakistan came into being.) People of Pakistan are religious andcommitted to democracy. Almighty Allah has bestowed His specialblessings on this piece of land.(And no mention of the responsibilities fromAllah Almighty on the people of this piece of land). It has natural, mineraland human resources. It is therefore perfectly possible to build aprosperous Pakistan by exploiting all these resources.

Jummat e Islami Pakistan is the most organised political party of Pakistan.(Is this really a suitable first sentence for introduction of Jamaat e Islami) It

has its offices throughout Pakistan and such assets as a cadre ofdedicated workers; network among various segments of society likelabours, students, doctors, lawyers, engineers and teachers; internationallinks with likeminded Muslim organizations; a history of public welfareactivities and an internal culture of democracy and accountability.

The aims and objectives of Jamaat-i-Islami Pakistan are economicemancipation of the people, ethnic and religious harmony, culturalenrichment, preservation of history and tradition, justice economic, socialand political, and above all to preserve and protect the freedom andsovereignty of Islamic republic of Pakistan. To realise these objectives,Jamaat seeks to establish a corruption free, just, equitable and prosperousSociety. Before writing about the aims and objectives of Jamaat e Islamithe writer should have read the constitution of this party, the article 4 ofwhich states the following:

The mission of Jamaat-e-Islami and the objective of all its efforts and struggle

shall in practical terms be the establishment of the Deen (establishment of Divine

Order or the Islamic way of life) and in essence the achievement of Allahs

pleasure and success in the Hereafter.

Explanation: Jamaat views the three terms al-Deen, Divine Order, andIslamic Way of Life as synonyms. The Jamaat uses the terms of Divine Order

or Islamic Way of Life in the same sense in which the Quran uses the term of

establishment of al-Deen. The three mean the same that man must accept

willingly the law-giving Order of Allah in those spheres of human life in which he

has been given discretion in the same manner in which every part of the universe

submits willingly or unwillingly to His physical empire. The way of life that

emerges as a result of willing acceptance of Allahs law-giving Order is called al-

Deen, Divine Order, or Islamic Way of Life.

Establishment of Deen does not mean establishing some part of it, ratherestablishing it in its entirety, in individual and collective life, and whether it

pertains to prayers or fasting, Haj or Zakat, socio-economic or political issues of

life. No part of Islam is irrelevant, but the whole Islam is necessary. It is incumbent

upon a Believer to strive for establishing Islam in its entirety without discretion

and division. The part that is related to individuals life should be observed by

every Believer in his own life; and all the Believers should arrange for party-

discipline and joint effort for establishing that part that cannot be established

without collective struggle.

While the Believers real objective is to attain Allahs pleasure and success in

the Hereafter, this cannot be realised without trying to establish Allahs Deen in

this world. Therefore, a believers mission in practical terms is the establishment of

Deen while in essence it is the attainment of Allahs pleasure that comes as a result

of the effort for establishing Deen.

To achieve these objectives, Jamaat will cooperate with all democratic andpatriotic forces of the country. As a matter of fact, Jamaat wants a national

consensus insofar as maintaining the independence and sovereignty of thehomeland, to preserve and strengthen the democratic process andmaintain economic development. Additionally, Jamaat will continue to resistall attempts and efforts designed against the country and against theprinciples of Quran and Sunnah(at last they find a place in manifesto). As aprimary step to establish an Islamic welfare state, the existing laws of thecountry will be suitably amended and necessary administrative reforms will

be carried out. Jamaat believes that only government of the people electedthrough adult franchise can bring these reforms, gradually transforming thecountry into a prosperous welfare state.

To make it mandatory for the government to rectify(probably it is ratify) allthe international treaties from Senate of Pakistan.

Election Commission shall be made independent and necessaryamendments shall be made to all electoral laws, rules and procedures tocurb the male practices such as violation of qualification criteria set by theconstitution, lavish expenditure on election campaign, harassment andbribery of voters etc.

Rule of law shall be established to ensure an equal application of law for allcitizens.

Special measures shall be taken for expeditious disposal of long-standingsuits. Afternoon and evening courts shall be established to accelerate thejudicial process.

Steps shall be taken to appoint competent and honest judges in all courtsof law.

In appointing public prosecutors, preference shall be given to qualified and

efficient lawyers.

Parliamentary Reforms

The Rules of Procedure of National Assembly, Senate, and if necessarythe Constitution shall be amended in order to ensure the supremacy ofParliament.

Culture of floor crossing shall be strictly checked and all relevant rules andregulations shall be amended to protect the mandate of the people andviolators of that mandate shall be fixed according to the law of the land.

All parliamentary standing committees shall be constituted in the secondsession of the Parliament, and measures shall be taken to make themactive and effective.

Administrative Reforms

A transparent, efficient, responsible, accountable and service-orientedbureaucracy shall be developed on federal and provincial levels.

Salaries and financial incentives of government servants shall be increasedin order to free the administration from corruption.

Appointment and promotion of officers and employees shall not bedetermined on the basis of political affiliations. Merit, competence, moralquality and seniority shall be the determining factors.

Training institutions and centres shall be made more effective.

Measures shall be taken to inculcate the values of morality and patriotism

in the administration with a view to removing administrative complications.The existing practice of lobbying in the administration shall be brought to anend.

Political interference in the administration shall be eliminated.

E-Governance shall be introduced at all levels of administration.

Defence

In order to protect the sovereignty and territorial integrity of Pakistan astrong defence force shall be maintained with modern military equipments,technology and training. Necessary budget shall be allocated for suchpurpose.

We shall continue our nuclear program so that the region remains stableand peaceful.

National Defence Policy shall be introduced with national security as thetop priority.

Defence industry shall be given proper emphasis to increase localdependency in conventional weapon manufacturing and their export toother countries.

Measures shall be taken to inculcate moral values in the defence forceswith a view to enable them to perform their duties according to their mottoeman taqwa and jihad

Ex-defence servicemen shall be organised on voluntarily basis to use theirexpertise in the time of need.

Arrangements shall be made to gradually provide military training to thecitizens aged between 20-30 years under the supervision of the defenceforces.

Maintaining Law and Order and Curbing Terrorism

Life, property and dignity of the people shall be protected.

Legal actions shall be taken against all offenders and criminals irrespective

of their political affiliations and social and political influence.

All criminal activities such as terrorism, violence, extortion, murder,robbery, mugging, rape, persecution of women, highway robbery,smuggling, drug trade and trafficking in women and children shall be strictlychecked.

All possible measures shall be taken to stop harassment of innocent

people.

Police department shall be reformed in a manner to make the institutionpublic friendly.

Police force shall not be used to curb the agitations and to harass thepoliticians. Certain measures shall be taken in this regard with thecooperation and support of all political and patriotic forces to make a codeof conduct for political rallies and large gatherings.

Professional and moral training shall be given to the police and they shallbe equipped with proper transport vehicles and equipments. In addition tosalary increase, administrative reforms shall be made in this field.

Community policing shall be introduced and strengthened.

In order to combat smuggling, trafficking and other border crimes, specialboarder security force shall be organised under the supervision of ministryof interior.

Curbing Corruption

NAB shall be reorganised and shall receive all necessary cooperation fromthe Government so that it can work independently to eradicate corruptionfrom society, which is the single most harmful obstacle to development and

prosperity.

A social movement shall be launched against corruption.

In addition to measures taken by the NAB against corruption, toughmeasures shall be taken against corrupt officials and employees.

New laws shall be promulgated against corrupt people who holdresponsible positions, and measures shall be taken to ensure the stringentapplication of those laws.

Money looted from national exchequer by any mean shall be return totreasury and culprits of corruption shall be brought to justice,

Education

Education shall be given the highest priority. 10% of GDP shall be fixed foreducation.

Gradually steps shall be taken to introduce free education for all.

Special emphasis shall be placed on educating women, and schools,madrassas, colleges and universities shall be established to promote theireducation.

The human resource of the country shall be trained in technical education,vocational training and science and technology in order to develop acompetent workforce with a view to facilitating their employment inland andabroad.

Mosque - based community education shall be given special prioritytogether with the wafaqul madaris system. Community education shall beintroduced in places of worship of all religions.

Importance shall be given to the education of adults.

At all levels of education, measures shall be taken for facilitating the use,development and research of information technology and computerscience.

Moral and ethical education shall be introduced at all levels.

Instances of bravery and heroism shall be recognised and rewarded.

Involvement of teachers and students in party politics shall be put to an endin educational institutions by making necessary amendments to the existinglegal framework. However students shall be encouraged to organise theirextra curricular activities through student elected student unions in collegesand universities.

Science, Information and Communication Technology

Effective steps shall be taken for the application, research anddevelopment of science, information and communication technologies.Generating employment opportunities by using such technologies shallbring about economic development.

Electronic Governance shall be introduced to ensure good governance.

Radio, Television and Popular Media

National Policy shall be framed to encourage sound and creative thinkingthrough literature, culture and popular media.

In radio and television channels and in other popular media, programmesconducive to the intellectual and social development shall be broadcasted.

A comprehensive code of conduct shall be implemented to curb the way ofobscenity, rumours yellow journalism and blackmailing by media personnel.

Radio and television shall be given autonomy to work impartially.

The extent of media coverage of the political parties shall be determined bytheir representation in parliament.

Economy

Industries based on local and agricultural goods shall be promoted andforeign dependency shall be reduced with a view to pursuing a policy ofself-sufficiency in all economic sectors.

Amendments shall be made to customs and income tax laws and

necessary institutional reforms shall be made with a view to increasingrevenue.

Islamic banking shall be introduced to provide interest free products.Gradually conventional banking system shall be transformed into Islamicbanking system.

The growth of business and industry shall be promoted by providingunemployed youths with technical training and long-term, interest-freeloans.

Poverty rate shall be reduced.

Dependency on donor agencies like IMF and World Bank shall be reducedkeeping the target to free the economy from their clutches in due course oftime.

Measures shall be taken to ensure economic development through proper

utilisation of the countrys land, labour, capital, raw materials and naturalresources.

All relevant rules shall be amended to facilitate the private sector to play itsdue role in strengthening the economy of the country.

Administrative and technical support shall be provided to ensure the properinvestment of the foreign remittance sent by expatriate Pakistani workers.In order to strengthen the countrys economy, the nations economic tieswith Central Asia, China, Malaysia, Indonesia, Singapore, South Korea,Iran turkey and other countries shall be strengthened.

Foreign investment shall be encouraged by bringing reforms to the Boardof Investment and amending the relevant rules and regulations withoutmarginalizing the interests of the nation.

Making appropriate reforms to the existing infrastructures shall make theeconomic sector dynamic and well structured.

Participation of the disabled shall be ensured in all economic activities ofthe country.

In order to prevent wastage of time and public funds and to acceleratedevelopment, measures shall be taken to change the trend of project-based development activities to programme-based development activities.In order to realise development programmes financed by public funds,

funds shall be allocated to programme-based development activities drawnup by government offices through relevant ministries.

Controlling Price Hike

At times of crisis, food, energy and fertiliser shall be imported in order tomeet the local demand. Relevant purchase laws and rules in this regardshall be amended.

In order to supply flour and rice at a subsidised price through privatedealers, open market sales (OMS) shall be introduced as and whenrequired.

Food and Agriculture

Agricultural subsidies shall be increased in order to reduce dependency for

supply of food.

Budget shall be increased for the use of modern technology to facilitateresearch and expansion of agricultural sector.

Measures shall be taken to diversify and increase the production of crops,poultry, cattle and fish which shall be exported with a view to increasingforeign remittance into the country.

Subsidies shall be granted to make seeds, fertilizers and insecticidesreadily available to farmers, with a view to making the countrys mostimportant sector agriculture profitable.

Measures shall be taken to make the country self-sufficient in theproduction of potato, onion, garlic, ginger, vegetables and lentils.

The agricultural market shall be restructured in order to ensure areasonable price of agricultural goods. A Price Commission shall be formedin order to assess the production and operation costs so as to determinethe fair and reasonable price of crops.

Interest on all agricultural loans shall be exempted, and a separateagricultural and rural credit system shall be introduced.

Subsidies shall be increased to keep fertilizers within the purchasingcapacity of farmers.

A Land Utilisation Policy shall be drawn up and implemented to preventagricultural land from being used for industrial and residential purposes.

Land reforms shall be introduced to discourage the feudal culture andmake the hari and kisan living worthy.

Appropriate measures shall be taken to establish country-wide agriculture-based industrial establishments, to conserve fruits and crops and to exportthem with a view to increasing the income of farmers.

Agricultural Export Processing Zones shall be established in differentregions of the country depending on the production of agricultural goods.The zones shall be brought under the control of the Ministry of Agriculture.

All possible measures shall be taken to protect crops from flood, drought,and other natural calamities.

An Agriculture Wages Board shall be set up under the Ministry of

Agriculture to determine the minimum wages and economic benefits offarmers.

Concerted initiatives shall be taken to unify the Ministry of Agriculture andthe Ministry of Fisheries and Livestock in order to strengthen the agriculture

sector.

The process of maintaining land records and mutation documents shall bestreamlined and modernised with a view to dealing with the problem of landgrabbing.

Industry

Factories and mills shall be established in different regions of the country atthe initiative of the government as well as the private sector in order toincrease self-sufficiency, ensure industrial expansion and increase theexport of manufactured goods.

A national policy shall be framed with regard to oil, gas and other mineralresources. Local companies shall give preference to the exploration andextraction of oil, gas and coal. National interest shall be given the highestpriority in awarding contracts to foreign companies.

Necessary measures shall be taken to expand and protect the garmentsindustry.

Minimum wages and security of workers in all factories and firms shall beguaranteed.

Necessary government support and co-operation shall be given for thedevelopment of cottage industries. Measures shall be taken to reform,develop and modernise loom, cotton, sugar and salt industries.

Petrochemical industries, fertilizer industries, cement industries, food andfruit and vegetable processing industries shall be established by using

mineral and forest resources.All relevant labour laws shall be revised to improve the deterioratingconditions of labour community.

The establishment of pharmaceutical industries shall be encouraged.

Commerce

Export and Import Policy shall be framed with a view to reducing tradeimbalance without subordinating the interests of local industries and/orhampering the production and export of domestic goods

Emphasis shall be laid on importing the commodities and raw materialsconsidered to be essential according to the commercial policy of thecountry.

Regional and international trade especially with neighbouring and Muslimcountries shall be increased and initiatives will be taken to export newcommodities.

Trade diplomacy with Muslim countries shall be given priority.

Import of luxurious cars, cosmetics and similar commodities shall bediscouraged and high import duties shall be imposed on these products.

Dependency on import shall be reduced in order to save foreign currency.To achieve this goal, demand in the local market shall be assessed andaccordingly industries shall be established to meet the demand.

Import of unnecessary goods shall be reduced and domestic capital andindustry shall receive greater support and co-operation compared tomultinational capital and industry.

Labour and Labour Policy

A minimum wage structure and equal pay for men and women shall beintroduced.

Labourers aged 65 years or over shall be given retirement benefits.

Employees shall be given the necessary professional and vocationaltraining; compensation shall be given to those who suffer injuries orfatalities at the workplace; and low salaried employees shall be provided

residential facilities and medical services, and their children shall be givenfree education.

Employees shall be given accident benefits.

Underprivileged children shall be given free education and quality healthservice with a view to bringing child labour to an end.

Personal, financial and social security of female labourers, particularlythose employed in the garments factories shall be guaranteed.

Measures shall be taken to protect the interests of labourers fromconspiracies inside and outside the country.

Maternity leave of female workers shall be guaranteed.

Transport System

All regions of the country shall be brought under an efficient communicationnetwork, In order to realise this goal, roads, highways, railways and bridgesshall be built in a planned way.

Effective steps shall be taken to develop and expand the railway systemand to make it passenger friendly and profitable.

In big cities and in divisional towns, separate vehicles shall be introducedfor women and school going children.

Pakistan international Airline shall be reorganised and all InternationalAirports shall be modernised and developed to an international standard.

Underground trains and flyovers shall be built in major cities,like Karachi

Lahore Multan Rawalpindi Peshawer Queta etc.

Water, Electricity, Fuel and Other Energies

Efforts to explore and extract the natural resources of oil and gas shall bereinforced.

In order to meet the rising demand, increasing the production of electricityshall be given a special emphasis.

Electricity supply to rural areas shall be ensured within the shortestpossible time.

Nuclear energy shall be used to address the short fall of electricity.

Effective steps shall be taken to ensure efficient and well-planned utilizationof water resources.

Efficient and well-planned extraction and utilization of natural gas, mineraloil and coal shall be ensured.

A national coal policy shall be introduced.

Individual and collective research shall be encouraged for the invention ofalternative solar and wind electricity.

Energy shall be utilised and exported in the best interest of the nation andthe future.

Society and Religious Life

Muslim men and women shall be educated through comprehensivecurriculum and Media to enable them to perform their duties according to

Quran and Sunnah. Appropriate measures shall be taken to establishsalaat among the Muslims.

Equal religious rights shall be ensured for people from all religions.Measures shall be taken to undertake mosque-based programmes topromote education and culture and to create health and environmentawareness.

A comprehensive plan shall be made to use electronic and print media to

propagate teachings of Islam and to perform the duty of DAWA.

Measures shall be taken to ensure that people from other religiousdenominations can perform their religious practices freely.

Steps shall be taken to prevent sinful and unsocial activities such asdrinking and gambling.

Imams and muezzins of mosques shall be given respectable honorarium.Priest and ministers of equal status from other religions shall be givensame amount of honorarium.

Islamic Research and Propagation

Short, medium and long-term projects shall be undertaken andimplemented to conduct, publish and disseminate research work on Islam.

Council of Islamic Ideology shall be re organised in order to coup with the

challenges of modern era and its recommendation shall be consideredmandatory. Instead of explaining role of CII under Islamic research andpropagation, we should devise and present a mechanism of legislation andits review,which gives a role to experts of sharia in it without sacrificing theprincipals of shura and that is exactly the place where CII fits down.

Mosque-based social programmes and libraries shall be established.Imams shall be given proper training so that they can present the correctteachings of Islam in the best possible manner

Environmental Protection

Necessary steps shall be taken to prevent pollution and to maintainenvironmental and ecological balance. Public awareness shall be

increased in favour of maintaining ecological diversity.

Deforestation shall be strictly controlled. Well-planned forestation shall beencouraged and government funds shall be awarded for that purpose.

Participation of poor and unemployed youths in forestation programmes ona partnership basis shall be ensured, and the current forestationprogrammes shall be reinforced.

Steps shall be taken to preserve hills and mountains. Unplanned,indiscriminate cutting of hills and mountains shall be stopped.

Human Resource Development,

Export and Employment

For the development of human resources, training schemes shall beundertaken that are both moral and practical.

Semi-educated and uneducated youths shall be provided with technicaltraining, and they shall be given bank credit so that they can be self-

employed.

Different types of trade and vocational training courses shall be introducedat tehsil and union levels.

Job opportunities shall be created for skilled, semi-skilled and unskilledworkers abroad. Corruption and irregularities shall be removed from

recruiting agencies.

The disabled shall be turned into skilled manpower. Comprehensive micro-credit programmes shall be launched so that they can become self-reliant.

Information technology shall be widely used as a tool for employmentgeneration and for development.

Banks shall be encouraged to use part of their investment in self-employment programmes.

Tourism industry shall be widely expanded and developed into a means ofearning foreign currency. Our history, tradition and cultural distinctivenessshall be promoted in the tourism industry.

Emphasis shall be put on spreading moral and religious teachings among

prison inmates.

Poverty Alleviation and Social Security

Appropriate measures shall be taken to alleviate poverty throughexpanding industrial base and agriculture and through providing bankcredits. Zakat shall be used as an effective method of maintaining socialsecurity and development.

People below poverty line shall be included in the work force by trainingthem and giving economic assistance.

Special financial packages shall be introduced for female-headed poorfamilies.

Programmes of old-age benefits, disabled benefits and widow benefits shallbe introduced.

District Government

Constitution shall be amended to introduce a third tier of Government atDistrict level

Introduction, implementation and management of developmentprogrammes with full financial autonomy shall be entrusted with districtgovernment.

For the rural population, developments and improvements shall be madewith regard to infrastructure, education, medical services, job opportunitiesand entertainment. The semi-employed and un-employed work force shallbe made part of the development programmes. Also, with governmentsupport, rural house building scheme and interest-free house buildingscheme will be undertaken.

Rural development institutes shall be strengthened and developed.

Public Health and Medical Services

Public health policy shall be introduced to ensure the basic right to medicaltreatment.

Medical services shall be provided to all people irrespective of their region,clan or gender.

In order to realise this goal, combined initiatives by the private and publicinstitutions shall be taken and the government shall provide all kinds ofsupport.

Workforce and infrastructure shall the created to ensure quality publichealth services.

All national birth-health programmes shall be brought under one framework

and combined programme.

Comprehensive projects shall be taken to supply pure drinking water toboth rural and urban population. Drainage systems will be improved andsteps will be taken to combat environment pollution.

Poor and distressed families shall be identified, and accordingly food andnutrition shall be provided for vulnerable women and children.

Health education and disease prevention shall be introduced in theeducation curriculum. Effective steps shall be taken to include people of all

walks of life in the vaccination programmes and fight against allpreventable infectious diseases.

Industrialists and entrepreneurs shall be encouraged and assisted inensuring good medical treatment of their employees and labourers.

Legal steps shall be taken against the manufacturing of harmful,

adulterated and poor quality medicines.

Strict and combined steps shall be taken to combat addiction to smokingand drugs.

Traditional medical practice shall be developed into a scientific system, andprogrammes of research and development shall be undertaken in this area.

Appropriate infrastructure shall be developed to guarantee primary,secondary and tertiary health care facilities.

Steps shall be taken to ensure specialist services at tehsil level and toimprove the healthcare services at district level. Examples set bydeveloped nations in this regard shall be followed.

Public representatives, private medical practitioners and, military medical

corps shall be engaged in conducting healthcare services.

Budget allocation for curative healthcare shall be raised and emphasis shallbe put on its infrastructural development.

Disease prevention shall be given importance and disease controlprogrammes shall be coordinated through Surveillance.

Coordinated programmes shall be introduced to reduce maternal and childmortality rate.

Health and family welfare centres in union councils shall be made the focalpoint of primary health care.

Steps shall be taken to allocate at least 12% of the nationalbudget for thehealth sector.

With the help of media and civil society a transparent and accountablesystem shall be devised to make the health sector corruption free.

Treatment of five major diseases shall be free for all in governmenthospitals and private hospitals shall be bound by law to facilitate poorpatients and allocate 10 % of their income for this purpose.

In order to control AIDS and STDs, public awareness shall be createdthrough all religious leaders. A wide campaign shall be run to infuse peoplewith religious values and to encourage people to lead a temperate life freefrom licentiousness.

Sports Development

For the development of the body and mind of all citizens, appropriate sportsand entertainment facilities shall be built. Stadiums, sports grounds, parksand swimming centres shall be constructed, and the existing ones shall bemodernised and developed.

To ensure participation in international sports competitions, proper plansand efficient management shall be ensured and proper training shall beprovided for all athletes.

Appropriate steps shall be taken to develop cricket, football, swimming,shooting, hockey and other sports in the country.

Womens and Childrens Rights

In order to ensure womens rights and dignity, employment shall beprovided according to their aptitude and competence. Rape and all otherforms of violence against women shall be prevented. Distressed widowsand unsheltered women shall be rehabilitated.

Rights of children shall be protected and to implement the UN slogan

children before all, appropriate steps shall be taken to stop child labourand to rehabilitate the street children.

Acid throwing, the dowry system and all forms of persecution of womenand children shall be strictly contained.

Rights of Non-MuslimsEqual opportunities for people from all religions and ethnic backgroundshall be guaranteed.

Security of life, property and honour of people from all religions shall be

guaranteed. Religious freedom and civil and legal rights of people from allreligions shall be protected.

Foreign Policy

Peaceful Islamic Republic of Pakistan playing its due role in the comity ofnations shall be the main focal point in the making of foreign policy.

Foreign policy shall be formulated with highest regard to the independence,sovereignty and territorial integrity of the country. Friendly relationships withall neighbours and other nations shall be established only in the interest ofPakistan.

Resolution of long standing dispute of Kashmir according to the UnitedNations Resolutions

Strong representation of the country shall be made to different internationalorganisations.

No treaties or strategies harmful to the dignity and interest of the countryshall be signed or implemented. All previous treaties that go against theinterest of the country shall be reviewed and reformulated to bring them inline with the sovereignty of the country. No country shall be given theprivilege to use the land, water, sea frontiers and air routes of Pakistan forits military need or against the security of Pakistan.

Constitution shall be amended to make it mandatory for the government torectify all the international treaties from Senate of Pakistan.

A strong role shall be played against neo-colonial domination,expansionism and interference in the internal affairs of the country.

Along with being vigilant against racism and communal violence, completesupport shall be extended to protection of national identity and sovereignty.

Steps shall be taken to strengthen Muslim Ummah. Effective steps shall betaken to increase social political and economic cooperation amongst theOIC Member States.

Alliance with all peace-loving nations of the world shall be strengthened.

NGO Policy

Cooperation shall be offered to ordinary constructive activities of alldomestic and foreign non-governmental and voluntary organisations that

work for the general socio-economic development of the people.

In order to ensure the transparency of the NGOs and to supervise theiroverall activities, the NGO Bureau shall be established and strengthened.

Security of the NGO workers shall be ensured all over the country.

NGO programmes shall be made free from politics. Dependence on foreignNGOs shall be reduced.

National rules and regulations shall be formulated to oversee NGOactivities.

Presently almost half of the population of the country live below povertyline. Jamaat believes that it is the primary duty of any democraticgovernment to provide for the basic needs of the population. Because ofthis belief Jamaat intends to undertake development programmes that willbring benefit to the entire population and transform Pakistan into an incomegenerating country. The following issues will receive special importance:

Development and modernisation of the food, agriculture, livestock andfishery sectors to achieve self-sufficiency

Strengthening the Defence to protect the sovereignty and territorial integrityof the country

Reinforcing the programmes of poverty alleviation, education and socialsecurity with a view to enabling the poor and helpless and their children to

develop into worthy citizens of the country

Preventing cruelty to women and children by ensuring the State and societyfulfil their respective duties to them

Ensuring economic growth by injecting dynamism in key sectors such asthe industry, education, information technology, trade and commerce andenergy, etc

Modernising the Labour Policy to reduce unemployment and to facilitateexport of human resources;

Undertaking development programmes which would include protection oflife and property of Non-Muslim community;

Ensuring social security by eradicating terrorism, corruption and bribery.

Guaranteeing the religious rights of all citizens by removing all impedimentsin this field

Jamaat is determined to transform Pakistan into a modern, democraticwelfare state by implementing the program set out in this Manifesto.

Jamaat believes that Pakistan is capable of becoming a country, whichshall be politically strong, economically stable and culturally rich. Our aim isto build Pakistan on the basis laid down in the objective resolution of 1949to achieve the success in the present world and pleasure of Almighty in theworld hereafter.
