Housing New Zealand general manager for property services Marcus Bosh said five buildings were in need of destruction after dozens were assessed and several found to be earthquake prone. ‘‘Because they had such a low rating it would have cost hundreds of thousands of dollars for us to make them safe for tenants. They also required sig- nificant upgrade to make them warmer and drier.’’ He said Palmerston North had low demand for housing and enough properties to house those in need. ‘‘It simply doesn’t make sense for us to strengthen them.’’ Future use of the land remained unclear and HNZ would make a decision in June regarding a further 16 proper- ties, he added. ‘‘We have strengthened, refurbished and re-tenanted over 160 homes in the Wellington region. These are in areas of high demand such as Porirua and Lower Hutt.’’ More than 31,000 properties once state-owned have been sold to private dwellers across the country but a recent Parliament- ary select committee report found HNZ’s consultation with some communities facing redevelopment was inadequate. Recent reforms have mean’t they no longer offer emergency housing and all local offices have been closed, with queries directed to call centres. Future plans may see Wanga- nui lose up to 260 state homes by the end of this year, while all ‘‘house for life’’ policies finished in April. Tenants will now face a review every three years. Adequate housingOver the past few weeks we have seenState Houses demolished, first timehome owners shut out of the market,the WOF under trial finding very fewhouses come up to standard.
It’s a person’s fundamental rightto have adequate housing.
At the Housing Advice Centre wesee people living in their cars as theyhave no housing.
Sometimes they’re woman orcouples with children and they oftenhave employment.
When given the choice of emer-gency housing, sometimes they stayin their cars, rather than shift intosomething that is temporary andliving with a lot of other people, orbeing separated from each other.
They just want something warm,dry, safe and affordable. I urge everyvoter to first of all vote, second readthe party policies on housing andshun the rhetoric.
Please make housing an electionissue and demand affordable housingfor all.
The Government is only inter-ested in the critical housing situationin Auckland and Christchurch.Inadequate housing in the regionsdoes not feature on the government’sradar. With recent events Palmer-ston North should be an importantelection sign post so let’s getaffordable, adequate housing on theradar for everyone.

A man who raped and murdered a19-year-old Palmerston Northwoman outside a Victoria Avenueblock of flats has been releasedfrom prison.
Carl Liam Martinson wasoriginally freed in 2012 but wasrecalled the following year afterbreeching his parole conditions.He was found by a probationofficer at a nightclub — the samekind of scene where he met hisvictim, Donnell Marie Wood.
After spending the nightdrinking with her at a local bar inMay 1993, Martinson who was only
17 at the time, walked his victimhome. He then raped and attackedWood, stomping her to death.Neighbours reported hearingscreams but no-one found her bodyuntil the following morning.
Martinson told police he had‘‘blacked out’’ and denied anymemory of the events. He wasfound guilty by a jury trial andsentenced to life imprisonment.
The decision by the paroleboard states they feel Martinsonwould not pose an undue risk tothe community.
He will be allowed to work on arural farm with another person hemet while in prison.
A report into the suitability ofthe address concluded it wassuitable, however the farm couldnot be monitored by GPS thereforehe will be required to stay homeovernight. The farm, which is partof the Release to Workprogramme, was described as a‘‘very pro-social’’ environment forparolees.
Other conditions for Martinsoninclude treatment andcounselling, not to enter or befound in the Palmerston Northregion without permission and notto approach or enter licensedpremises. The details of hisaddress are supressed.

A visiting activist has spoken out againstforeign ownership of New Zealand,saying it does little for our country.
Campaign Against Foreign Control ofAotearoa (CAFCA) organiser MurrayHorton spoke to a crowd of interestedlocals at the Palmerston North Citylibrary last Thursday night, raisingissues he hopes will be on the electionagenda this year.
Foreign investment in New Zealandincreased from $9.7 billion in 1989 to$101.4 billion last year. Foreign ownerscontrol 33 per cent of the share market,which does little for employment andimproving New Zealand’s foreign debtproblem, according to Mr Horton.
‘‘Ownership means political power.Our government should help its own
people, not transnational corporations. Itshould be a seen as a privilege, not aright, for foreign companies to invest inNew Zealand.’’
Child poverty, homelessness,inequality, unemployment, low wagesand the long-suffering of Christchurchresidents are examples of what happenswhen people aren’t the centre of theeconomy, he said.
While transnational companies makelarge profits out of New Zealand, only 27per cent of the $73.4 billion in profits wasreinvested in New Zealand.
Mr Horton exerted his belief the GCSBspy bases in Tangimoana and Waihopaishould be shut down and thecontroversial TPPA agreement shouldn’tbe passed through Parliament.
His stop in Palmerston North was partof a nationwide tour.

A shuttle service that failed to kick off inPalmerston North is proving invaluableto residents of Feilding and Ashhurst.The St John shuttle service, based out ofSt John in Feilding, provides a pickupand dropoff service for people who wouldotherwise be unable to attendappointments.
The service was instigated in 1996 and,despite a trial of a shuttle based inPalmerston North, it failed to workmeaning this shuttle now servicesFeilding, Palmerston North, Ashhurst,Linton and surrounding townships.
The service is dependent on volunteerdrivers, who are in short supply,according to St John area administratorBrian Crothers.
‘‘We need seven or eight, or up to 10new drivers to make it easier for the oneswe do have. We do 10,000 kilometres amonth and our volunteers do 400 hours amonth. We’ve applied for funding fromthe health board but were told there isn’tfacility for it.’’
Volunteer driver John Lowen spends30 hours a week on board and has takenon the job of coordinating all bookings.
‘‘My wife died suddenly and I got a bitbored so a friend mentioned that St Johnwere always on the lookout for drivers.I’ve been doing it for nine years now,’’ hesaid.
A typical day for Mr Lowen will beginat 6.45am and consist of up to 45 trips.
‘‘I do it simply because I can helppeople. Like today that’s 18 people who’vebeen helped in getting to theirappointments — there’s a lot ofsatisfaction from that. And there’s alwaysone good news story and one laugh by theend of the day.’’
Regular shuttle user Malcolm Roberts
has been using the shuttle twice a weekfor three years.
‘‘I can’t drive anymore and it helps mywife out too, she’s a chronic asthmatic,’’he said.
‘‘I sometimes use it once a month,sometimes three to four times a month.I’d be lost without it. They’re a friendlybunch and very obliging,’’ RoseMulholland said.
Anyone over the age of 21 with a fulldrivers licence can volunteer as a driver.

Students at Monrad Intermediatemay need to refine theirgardening skills after a generousdonation from Horizons’ RegionalCouncil. The community grant of$400 was given to the school inorder to establish four new vege-table plots and two compost bins.
Food technology teacherHilary Marshall said the schoolwas incredibly thankful for thegrant because it had allowed themto reduce costs and waste.
‘‘We’ve been able to create ourown fertiliser with the compostand supplement brought producewe use in class.’’
She said the idea to establish acompost heap came about lastyear after realising too muchwaste was being produced atschool. ‘‘We started by getting arecycling bin for the kitchenwhich made a big difference butwe had nowhere to put our foodscraps — this soon led to the ideaof having a compost bin andvegetable garden to spread it on.’’
With no budget for her project,Ms Marshall decided to learnabout HRC’s community grants.
‘‘It’s fantastic we have thisresource available for students tolearn from,’’ she said. ‘‘They pro-vide the opportunity for cookingstudents to pick fresh vegetables,learn how to wash and de-rootthem, and try vegetables theyhaven’t before.’’
While the vegetables are grow-ing into something edible, twoYear 7 students will be using theplots for a science project.
HRC environmental educatorHelen Thomas said it was fantas-tic the plots and compost binswere being used for sustainableand educational purposes.
‘‘It’s great to see MonradSchool taking the initiative andexploring an aspect of reducingwaste and encouraging green fin-gers. The fact they’re able to tie inmultiple focus areas, like a scienceproject, really lends credit to thisbeing a sustainable and educa-tional venture that will have a bigimpact.’’

Improving health of Pacificpeople and making them awareof what services are on offer isthe goal behind PalmerstonNorth’s newly launchedPasifika health clinic.
The clinic, which will runfree health visits everyTuesday, was officially openedat the Pasifika Centre inHighbury on Tuesdaymorning. Staffed by threeregistered nurses, the clinic isopen to any Pacific familieswho need healthcare advice orcheckups.
Meeting the Ministry ofHealth targets for Pacificpeople is what the nurses areworking towards, whichincludes increasing thenumber of health checks,diabetes reviews and smokingcessation clients.
‘‘It’s all about improving thehealth of Pacific people. Lots ofPacific people have problemsaccessing the relevant healthcare — half of them don’teven know what PHO means orwhat it can offer them,’’community care nurse FololeFai said.
‘‘It’s always a pleasure andprivilege to work for mypeople.’’
Director of Maori health,Materoa Mar, said theestablishment of this facilityhad been in the works for manyyears so seeing it come tofruition was a proud moment.
‘‘We hope over time to beable to grow the services toreflect what’s needed in thecommunity,’’ she said.
The decision to hold theclinic in the Pasifika Centrewas made because of itsaccessibility and child-friendlyspace.
‘‘One day we would love toturn this place into a buildingfor other services too, like withhousing, immigration andhealth under the one roof,’’ MsFai said.
The nurses operate theclinic throughout theMidCentral region, with thelaunch of the Horowhenuabranch tomorrow.

A local business has gone out into thecommunity to raise awareness for thosesuffering from breast cancer.
Palmerston North Personnel havedonated almost $1500 to the cause after theteam baked, sold and delivered more than300 cupcakes to the Manawatu region lastFriday morning. Client manager MasonParker said the ingredients was purchasedby the company who were determined todonate every cent.
‘‘It was a real community effort—Melody’s New World custom made a pinkribbon cake and donated trays for thegoods, Puddleducks looked after Cushla’s
children so she could bake withoutinterruptions, Kairanga Poultry donatedeggs, Onyx Finance donated $75 and afterwinning the pink ribbon cake, donated thecake back to us to raise more donations.Plumbing World Head Office made thelargest donation ultimately winning themthem the cake.’’

Family Works launchdispute resolutionFamily Works Central, a division ofPresbyterian Support Central, has signeda contract with the Ministry of Justiceapproving them as a supplier of FamilyDispute Resolution (FDR) services to theMinistry of Justice under the new FamilyJustice System.
Family Dispute Resolution (FDR) is aGovernment-funded service (for thosewho qualify for funding) which helpsfamilies reach agreement on parentingarrangements after a separation ordivorce. The mediation service whichwas launched in March as part of the newFamily Justice System changes, has beendesigned to support parents andguardians to resolve their childcarearrangement matters outside of theFamily Court, wherever possible.
Presbyterian Support Central chiefexecutive, Chris Graham (pictured),says that it’s great to be offering anotherservice to families in need.
‘‘Family Works has always hadchildren at the heart of everything itdoes. Family dispute resolution is yetanother way we can support children,families and whanau in our region.’’
The new out-of-court FDR mediationservices are designed to help familiesreach agreement on parentingarrangements after separation withoutgoing to court.
‘‘Family breakdown can have adevastating effect on children and youngpeople. Our new FDR service will aim toreduce the stress on children and familiesby avoiding the conflict, delays andexpense going to court can involve. Afterall, it’s all about the kids.’’
The service sees Family WorksCentral and Family Works Upper SouthIsland working together to provide themediation services between Taranakiand Canterbury. Family Works Centralwill undertake three components of the

Your local memorial specialist is celebrating a milestone this year –100 years in business. Anderson Memorials began in Wanganuiin 1914 and opened a shop in Feilding in 1981 and PalmerstonNorth in 1990. This allowed the company to service a large partof the lower north island.
The company’s high standard of work has been their hallmarksince 1914. They’ve seen the changes in the size and shape ofheadstones over the years and change from hand engraving tousing computer technology for precision.
These days the company works with granite but in the pastmarble was used and lead letters were beaten into the stone.
Palmerston North manager David Winchcombe has been

The workshops which have
been successfully trialled in
Auckland and Wellington,
received a great response and
allowed bus drivers to cycle one
and half laps of The Square while
being tailed by two city buses.
The first round saw one cyclist
have a near miss with a car while
two other vehicles almost ‘‘ran up
the side of the bus’’.
Transit operations manager
Luke Aschebrock said the event
gave people a chance to see what
issues faced those at both ends of
the spectrum.
‘‘Sometimes you’ve got to
think about the weight ratio
between a bus and cyclist; you
know who’s going to be worse
off.’’After driving for more than
eight years, Mr Aschebrock says
he’s thankful he hasn’t been
involved in a serious collision
with a bike.
‘‘It’s come very close many
times; a cyclist can be following
directly behind the bus and we
can’t see them at all, then all of a
sudden they appear and try to
come down the left or right side.
Bus drivers are constantly on the
lookout and we only have these
side and front mirrors to do so.’’
The company had trialled
proximity sensors but these were
too unreliable, he added.
‘‘They go off at things like
lights and they were not effective.
We have driving appraisals
which ensure all our drivers are
aware of the risks associated with
cyclists.’’Brian Way, who uses cycling
as his preferred mode of trans-
port, says Palmerston North was
a great place to ride and there
were little issues he saw between
his counterparts and other motor-
ists.

having on the community after
witnessing more than 100 people
queuing for the products over

mornings were uploaded to
social networking sites and have
since made national news.Senior sergeant Brett Calkin
said the problem was getting
progressively worse.‘‘It’s sad that so many people
were hanging out to get their fix
after the shop was only closed for
a 24-hour period. Police are seri-
ously concerned about the
impact this stuff is having on our
community and particularly the
most vulnerable people in our
community,’’ Mr Calkin said.Over the weekend, police had
also attended a number of
incidents relating to the use of
legal highs. In one callout, Mr
Calkin said a man had been
using synthetic products and
threatened police with two sharp
blades.‘‘Fortunately he was taken
into custody without the police
officer being injured but this
type of incident is becoming
increasingly common.’’A Palmerston North resident
who visited Nandos in The
Square on Thursday last week
told the Guardian he saw three
young males consuming syn-
thetic cannabis in a nearby alley-
way.‘‘We got there at around
5.30pm and stayed for around an
hour and a half; they were there
the entire time. These boys
would have been maybe 15 or so;
they smoked it through a bong
and one by one passed out. It was
like a dominoes effect but then
they got up, wiped the drool and
started all over.’’He asked not to be named and
said he was afraid to approach
the young men as he was unsure
what their response would be.Five councils in New Zealand

UCOL PAYS STAFFLast week saw UCOL offer staff payrises which negotiators believe willbe enough to end a months' longemployment dispute.
UCOL chief executive PaulMcElroy personally joined theemployment negotiations andoffered polytechnic staff two payrises over two years of 1.25 per centeach year.
The offer is still to be finalised butthe main points include .25 per centpayable from May 30, 1.25 per centpayable from May 30 and an extraday of annual leave for general staff.

CONSUMER ADVICE WITH CITIZENS’ ADVICE BUREAUThe Mobility Parking PermitScheme supports people with avariety of mobility impairmentsand permits are issued by CCSDisability Action.
As a permit holder you canpark in designated mobilityparking places.
You can also park for longerthan the stated time in PNCCmanaged car parking spaces. Forexample, when you park in ametered park or a pay-and-display zone you can pay for themaximum time allowed and stayan additional 60 minutes withoutcharge.
Your permit does not allowyou to park illegally or to parkfor free where charges areindicated.
Having a medical condition ordisability doesn’t automatically
entitle you to a permit, there arecriteria to be met and yourdoctor needs to confirm youreligibility. There are two types ofpermit:
1. Long-term permit — forthose with a permanentcondition or disability thataffects mobility. This is valid for
five years, doesn’t need furthermedical information for renewaland costs $50.
2. Short-term permit — forthose with a temporarycondition. This can be valid fromthree to 12 months and costs $35.

Jean Whitehead (pictured) is alegend, there is no question. By1955 Jean had won the NewZealand foursomes title and theNew Zealand plate, and showed nosigns of slowing down. By 1973 shehad won gold twice at the NewZealand woman’s amateurchampionships. Whitehead’shugely successful golfing careerwas acknowledged in 1968 whenshe won the ManawatuSportsperson of the Year award.
But Jean Whitehead is as mucha legend off the green as she is onit, spending time as president ofthe Manawatu Golf Club and ofthe Manawatu-Wanganui DistrictGolf Association, as well as beinga selector for New Zealand Golf.Jean is a true ambassador of thegame.
Josh Munn began playing golfat age 13 and has been enormouslysuccessful since. He first made aname for himself in 2011 when hewon the open at the Charles Tour.Munn further showed his talentsin 2012 in the playoff for the SBSinvitational title where he tookwhat he refers to as ‘‘his mostspectacular shot’’, sinking a 45foot putt which led to theprovince’s first win in 10 years.
Munn has hit his stride in thepast few years, winning numerousinternational events and justrecently taking a spectacular New
Zealand Amateur Championshipwin — the first Manawatu playerin over 80 years. With such animpressive year, he’s a likelycontender for Sport Manawatu’sSportsperson of the Year.
Brydie Hodge is an up-and-coming golfing sensation. At only17, Hodge has been ranked theNumber 1 woman in her district.Last year was a strong year forBrydie; representing Manawatu-Wanganui at the ToroInterprovincial Champs atMuriwai and winning theHorowhenua and Wanganui Openwomen’s titles. Her successcontinued this year where shecompeted at the New ZealandWomen’s Open alongside some ofthe world’s top players. Hodge iscurrently in Victoria, Australia,competing at the AustralianJunior Amateur after recentlybeing selected for the NewZealand junior team.

Arthritis is a common disease which canaffect animals at any age but is usually seenin our “oldies”, and clinical signs are oftenexacerbated by chilly winter weather.

Managing arthritis often requires amulti-factorial approach:Weight control. Arthritis is worsened bycarrying excess weight, so it is important tofeed an appropriate diet and to not over-feed.
Exercise. Moderate activity will strengthenmuscles, keep ligaments and tendonsflexible and help keep joints moving.Swimming can be ideal in some cases as a“low-impact” form of exercise.
