DHBs still using seclusionBy ALECIA ROUSSEAU
The use of seclusion andelectroconvulsive therapy(ECT) to treat mentalhealth patients isdecreasing, but MidCentralDistrict Health Board hasbeen recorded as using it ata higher than average rate.
The figures for 2013 wereincluded in the nationaldirector of mental health’sreport released this month. It states the number ofpeople secluded in adultservices across all DHBswas 29 per 100,000 withMDHB recorded as sittingabove this.
The report concludesseclusion practices have
decreased by 29 per centnationwide since 2009, andthe total number of hoursspent secluded has alsodecreased by 50 per cent.
Those aged 20 to 30 yearswere more likely to besubject to this treatment, and maori were found to be3.7 times more likely to besecluded than any otherethnicity.
The use of ECT was alsohigher for the MDHB whoused this on 191 patients. This is a therapeuticprocedure sending a briefpulse of electricity to aperson’s brain. It is used totreat various types ofmental illness and can beused to prevent seizures.
It is administered underanesthetic in an operatingtheatre and can only begiven with the consent ofthe person receiving it, orin special circumstances. The report states 63 peopleunder the MDHB refusedthis treatment.
For the first time, serious adverse eventswere also included in thereport.
Eight of these wererecorded for the MDHB,including seven suspectedsuicides.

Anger over councileuthanising pet dog
LOST: Buddy, the jack russell, relaxing with friends. PHOTO: SUPPLIED
By ALECIA ROUSSEAU
A Palmerston North man, whose dog was impounded andput to sleep, says he is upset atthe lack of response he receivedfrom animal control officerswho had no record of picking uphis beloved friend.
Kevin Marsh’s jack russell,Buddy, was found sittingoutside his driveway on ForestHill Road by a member of thepublic who called animalcontrol.
After several attempts totrack Buddy down, thoseconcerned were eventuallyinformed he was put to sleepeight days after being found.
Janet Toogood, who is a closefriend of Mr Marsh and becameregularly acquainted withBuddy, said she was told bycouncil staff they had no recordof Buddy but after droppingleaflets in the area, becameaware he had been impounded.
PNCC head of environmentalprotection services WayneJameson says there is no recordof “Buddy” on file but thecouncil did have a jack russell, coloured brown and white, inthe pound that week.
“No-one came forward tocollect or identify him,” he said.“He was not registered and hadno microchipping.”
Mrs Toogood said offers weremade to pay the registrationand impound fee, and was angrythe council had not attempted torehome the dog.
“Despite all the claims the
PNCC makes every attempt torehome stray dogs, there hadpatently been no attempt in thiscase and a lovely little dog metan untimely end — euthanisedinstead of being placed in aloving and welcoming adoptivehome, let alone any attempt toadvise the owner his dog hadbeen located.”
Mr Jameson said the dog onrecord had barked constantly sowas deemed unsuitable torehome.
“He was a darling little dog. . . many of us have been left
feeling incredibly angry anddisgusted with the shockinglack of communication,” MrsToogood said.
“No-one at the councilseemed to have any record thedog was there.
“There is a rort in thesystem. Many people would notbe aware their kind and caringefforts in wishing to help lostdogs actually means they end upin death row.”
PNCC can legally euthanise adog after spending seven days atthe pound.

Roses need extracare in summerSummer, when the warmth of the sunencourages waves of blooms, is the peak ofrose season.
But summer can also be a challengingtime of year for roses. Don’t neglect themat this time, because a little extra care willpay handsome dividends.■ Watering roses:
Well established roses can be quitedrought resistant but they appreciate anextra drink when it’s hot and dry. But didyou know the spores of black spot, themost hated of rose fungal diseases, canonly germinate if there’s moisture on the
leaf for about seven hours and if thetemperature is about 18°C? This stringent-sounding set of requirements is easily meton a moderately warm summer nightwhich is why it’s so important to waterroses in the morning — it allows time forthe leaves to dry before nightfall. And,obviously, if you can water at the basewithout wetting the leaves, that’s evenmore helpful.■ Mulching roses:
A layer of organic mulch spreadaround a rose will help stop weeds andkeep the soil cooler and moister. Theadvantage of organic mulch is iteventually breaks down to improve thesoil. Many gardeners use pea straw tomulch roses. Because it’s a legume, peastraw adds extra nitrogen, a major plantfood. Other mulches can also do a goodjob. It’s often a matter of what’s theeasiest mulch for you to get hold of.■ Fertilising roses:
Roses are frequently described as‘hungry’ plants. This means they needplenty of fertilising during their growingperiod. And most roses are repeatflowerers that will bloom again and againthrough the warmer weather. A wellformulated fertiliser like Dynamic LifterPLUS Flower Food will support all growthand bloom production. Potted roses areusually more easily fed with a liquid suchas the Thrive Concentrate for Roses &Flowers or the new Thrive Easy Pods.Remember, though, any liquid will haveto be applied regularly — at least once afortnight. Then you can stop feedingaltogether during the rose’s winterdormant period.■ Rose pest and disease control:
Pests and diseases love roses as muchas we do. They can be frustrating butthere are lots of things you can do to keepthem at bay. Grow roses in full sun withplenty of air space around them. Cut backoften — not just in winter but throughoutthe growing season. Fertilise well. Acceptthe fact that, as summer progresses, especially in humid climates, diseaseswill start to take hold. Use a good qualityrose fungicide on a regular basis. YatesRose Gun Advanced has a systemicfungicide combined with an insecticideand a miticide. Super Shield is aconcentrate combination to suit largergardens.

Remembering loved ones

By DALEWICKEN
For a lot of people, Christmas is aboutremembering a loved one who’s no longerpresent or reminiscing about specialmemories. That’s what remembrance treesare all about.
The trees, which have been launched atFarmers stores nationwide, are a HospiceNew Zealand initiative and allow people topost a memory for a small donation.
All proceeds from the tree go towardslocal hospices and for Palmerston Norththis means the Arohanui Hospice.
Chief executive Clare Randall said theywere thankful for the support of Farmersthis year.
“Our remembrance trees have been away for people to send messages to theirloved ones for many years as it’s a way ofconnecting to those we can no longer bewith. Thanks to the new partnership therewill be a tree based in Levin as well as the
tree in Farmers Palmerston North.”Palmerston North store manager Kevin
Crawford said the promotion provided agreat opportunity for the public toremember a loved one and has experiencedthe work of Arohanui himself.
“Like so many others, I’ve experiencedfirsthand the wonderful work of ArohanuiHospice when faced with a loved onehaving to fight a chronic illness whilebeing cared for at home. For me, having theknowledge and assurance help wasavailable 24/7 for pain relief when requiredwas immeasurable.”
The tree will be up outside Farmers inThe Plaza until December 24.
While free to people using hospiceservices, hospices do cost a lot to provide. This year it’ll cost almost $100 millionnationally. More than 11,000 peoplevolunteered in excess of 980,000 hours oftheir time for hospices nationwide during2012.

Institute celebrates success

Success only comesthrough hard work andcommitment. The NewZealand Institute ofElectrolysis & BeautyTherapy believes the key tothe high success rate oftheir students is to providea positive learningenvironment, with teachingstaff who are passionateabout learning andachieving.
A high percentage of ourstudents gain employment, with salon ownersapproaching the schooldirectly to fill vacancies. We’re also proud of ourinternational links whichoffers students the chanceto achieve internationallyrecognised qualificationsand travel the world.
The Institute recentlycelebrated 30 years oftraining beauty therapistsand is one of the oldestestablished private tertiaryproviders in New Zealand.
Its principal AnnabelleTaylor has owned andoperated the Institute sinceits conception and as aninternational examiner inBeauty and Spa Therapy, her experience isparamount in keeping upwith the latest technologyand government initiatives.
The Institute exceedsthe national average instudent retention andqualification completionsand gained “HighlyConfident” in educationalperformance in the 2013External Evaluation Review.
There are manyinteresting and challengingareas within a student’s
training time at theInstitute, one of the majorhighlights being the WendyHill Cosmetics award forProfessional PhotographicBridal Makeup. NewZealand Institute ofElectrolysis and BeautyTherapy student,D’artagnan Dunlop, hasbeen named New Zealand’stop makeup student for2014 after winning thecompetition.
Almost 200 studentsfrom throughout NewZealand took part this year, and Wendy Hill Cosmeticsgeneral manager TiffanyPule, says the judging panelcontinues to be impressedwith the high standard ofentries.
“This year the bar wasraised even higher withsome outstanding makeupwork which is a credit to thepassion and talent of the
students themselves, andalso a credit to industrytutors who are teachingmakeup skills to a highprofessional level,” shesays.
It’s the third time in thelast 10 years a student fromthe Institute has won theaward. “Beauty students arepresenting more detailedwork in their entries andobviously have moreknowledge of products andtechnique and what stylingsuit the individual models.D’artagnan’s winning entrystood out because she hadachieved an excellent resultin all aspects of themakeup.”
The judges saidD’artagnan obviously hasan artist’s eye and a goodunderstanding ofphotographic makeuptechnique for her level oftraining.
They said the foundationshade was well matched tosuit her model’s skin tone, well blended and flawless,as was the overall makeupwhich was classic andmodern with a nice clearfinish to accentuate hermodel’s best features.
Tiffany says there werethree outstanding entriesthis year separated by thesmallest of margins, making judging difficult.
In recognition of thiscloseness, the judgesdecided to make twospecial Highly Commendedawards which went to LauraCaird of the SouthernInstitute of Technology inInvercargill and Jahmin TeKaru of UCOL Wairarapa.

Inside Te Manawa — with a Merry greeting“The magic hour of midnightis time for a treat—a cup of teaand a bite to eat. The sleigh isloaded, his reindeer wait …Hurry Santa or you will belate!” (scene 7, Supper Time —Santa’s Cave.)
Hundreds ofPalmerstonians have come toTe Manawa in recent weeks, toexperience the magic and thenostalgia that is Santa’s Cave.
This week we tagged alongwith local mum, AletheaBaker and her two youngestchildren Zoey and Johnny, fora local perspective on Santa’sCave and Te Manawa as adestination.
Alethea, 32, has lived inPalmerston North ‘on and off’for the majority of her life.Like most mothers, with threechildren ages 5 and under, sheleads a tiring, busy life. As oneof her ‘go-to’ places, Aletheabrings her children to TeManawa at least twice amonth; actively supportingevents like Waitangi Day andprogrammes like TM Tots, artclasses, weekend DiscoveryTime and at this time of year,Santa’s Cave.
Walking up the stairs, wecould hear the unmistakablesound of Christmas coming
from the cave’s entrance. Wewere met by Captain Hook, ahandsome prince, a glisteningAngel, and spinning cats!Lights twinkled and sparkledat every turn, Christmasmusic accompanied the elveswho were busy at work;precariously balancing, cutting wood and feedingreindeer. And then there werethe monkeys.
Johnny was particularlytaken by the mechanicalviewing window below one ofthe elf scenes, while Zoey wasmuch more at home on thecarousel which, noted byAlethea, was much biggerwhen she was young.
There waiting at the endwas Santa himself. With amerry greeting, he asked allthe right questions and posed
appropriately for the camera.Alethea pointed out what wasnice about Santa’s Cave was“it’s Christmassy [sic] but it’snot like the commercialChristmas you geteverywhere you look”.
Santa is at the cave untilDecember 25; see the TeManawa website for his hoursand the historic cave is openuntil January 4.

IAIN’S INSIGHTS
Capital connection replacement ideawith IAIN LEES-GALLOWAY
Palmerston North CityCouncillor Chris Teo-Sherrellsuggested a few weeks ago theCapital Connection should bereplaced with surplus Aucklandmetro trains that would runbetween Palmerston North andWaikanae.
Under this plan, passengerstravelling to Wellington wouldtransfer on to the metroservices at Waikanae.
The benefit of this plan istrains could run in bothdirections multiple times a day.A regular complaint about the
Capital Connection is that itleaves too early in the morningwhile the many people who live
in Horowhenua and KapitiCoast and work in PalmerstonNorth would appreciate havingthe option of taking the train towork.
It’s not an entirely new idea.Back in 2010, when it becameapparent the CapitalConnection was under threat, the proposal was put toKiwiRail who gave it aless-than-enthusiasticresponse.
As a replacement for theCapital Connection it’s notentirely ideal.
Capital Connectionpassengers enjoy a superior
service that gets them to workon time, is comfortable andspacious enough for work to bedone during the trip and is anexpress service with no stopsafter Paraparaumu.
It’s a premium servicepassengers are happy (withinreason) to pay more for.
The length of the trip fromPalmerston North to Wellingtononce the change-over and theextra stops are taken intoaccount is likely to beprohibitively long.
The Capital Connectiontakes slightly longer thandriving but passengers
comfortably offset that with thebenefits that come withtravelling by rail.
Add more time to the journeyand the balance tips far enoughtowards driving that workersrelying on the train to get themto their job on time are likely tochoose their car anyway.
The ideal approach would beto have the Capital Connectionrunning as normal and metrotrains during the day.
That would be a verysatisfactory outcome but I’mnot convinced this idea is a goodreplacement for what we havealready got.

The type of floristry is different to whatMiss Addis does day-to-day at her job inThe Flower Shop, instead being quite‘avant-garde’, she said.
Having been a florist for four yearsnow, she sees the competition as anexcellent opportunity to make contactsand further her skills.
“I’ll gain more confidence and meetheaps of international florists to networkwith, who knows what it’ll lead to.”
She says being a florist suits herpersonality perfectly. “It’s a reallycreative, fun and challenging job. I likedealing with the customers, working withthe flowers and building relationships.”
World Skills is a large internationalevent and Miss Addis said they had about300,000 people through as competitors, supporters and spectators on the first dayat last year’s event.
“There’ll be lots of kids and peoplecoming through so it’s important for themto promote different careers for peoplewho aren’t drawn to university.”
To fundraise for the event, Miss Addisand a friend created 2015 calendarsfeaturing some of Amelia’s work. Onehundred were printed and they’ve soldout. A second printing could go ahead ifthere’s enough interest, she said.
■ If you’re interested in donating to Amelia’sfundraising campaign or would like a calendar, send an email to [email protected] orvisit www.bloomsforbrazil.co.nz.

Eat, drink and be wary this holiday seasonThe holiday season is full ofcelebrations. From officeparties to family events, everyone gathers to spread alittle extra cheer.
Though people may be waryof what all the holiday treatswill mean for their health, avoiding all of the revelry couldcause more harm than good.
Creating a balance betweenrestraint and indulgence willhelp sustain physical, mentaland emotional wellbeing.
Come out of the holidayseason feeling just as good asyou did when you went in withthese easy tips.
Choose wisely during theholidays, there are temptingtreats everywhere you turn. From biscuits at the office tofondue at the Christmas party,
your favourites can be hard toresist. But if you choose yourtreats wisely, you canguiltlessly enjoy every bite.
Browse the buffet line forhealthy options like vegetablesor fruit, shrimp cocktails orchicken skewers so you won’thave to skip dessert.
You can always share a sweettreat with someone else to keepyou accountable.
And if you’re worried aboutnot having the will power, it’s agood idea to eat some healthyprotein before an event to keepyou feeling satiated.
Don’t deny yourself food —it’s connected to family, culture, tradition andcelebration, and it should be asource of enjoyment. Avoidcreating a list of food and drink
items you cannot have.“When it comes to tempting
foods, forbidding them onlymakes you want them evenmore,” says Debbie Swanson, registered dietician andnutrition and healthy cookinginstructor at The InternationalCulinary School, Colorado. Shesuggests eating smallerportions of your favourites, such as a bite of pie instead ofthe whole piece.
“My friend makes the bestapple pie. I always have twobites,” she says.
Work it off. The best way toprevent the extra pounds fromsneaking up on you is to engagein a regular exercise routine.
Doing something as simpleas parking further away fromthe office or taking the stairs
instead of the elevator can helpincrease the number of stepsyou take each day. Individualstypically gain about 1kg duringthe holidays, according to theMayo Clinic.
“The problem is we don’t losethe weight,” Swanson said.
Rather than adding weightyou have to work off later, maintain a workout regimen orfind other ways to burn thecalories you consumethroughout the busy day.
Take time out. Research overthe past two decades has begunto demonstrate the strongconnection between mentalhealth and the strength of theimmune system, which affectsoverall physical wellbeing, according to Jim Wasner, deanfor the American School of
Professional Psychology atArgosy University, Illinois.
Wasner says the strengthand resilience of everyone’soverall immune system, feelingdepressed or overly anxious, often correlates with poorerphysical health andvulnerability to illnesses.
“Relax and schedule time foryourself,” he says.
“Go easy on the alcohol andsugar. Catch up on your sleep.”
Maintaining this overallbalance will keep youphysically and mentallyhealthy during the Christmasfestivities.
Enjoy the celebrations, justmaintain the balance betweenhealthy and indulgent decisionsso the holidays don’t get the bestof you.

MANFEILD MATTERSwith JULIE KEANE
How fortunate can you be? It’s aquestion I’ve been asking myselfsince becoming general managerof Manfeild.
Dream job? I really think it is.The pride I feel is multi-fold. Asmany readers might alreadyknow, Feilding is my hometown; Iwas born here and schooled here.I have raised my family here andmany of our relatives live here.
My background is in eventmanagement. I love sport and, inthe five years since joining theteam at Manfeild as eventsmanager, I have taken hugedelight in relating how importantour facility is.
People have asked me whatparticular influences I’ll bring tothis position. Prior to coming toManfeild, I was at SportManawatu overseeing the threefranchises of soccer, basketballand hockey. Before that, I spenteight years with Palmerston
North CityCouncil andformed agoodunderstand-ing on howlocalgovernmentoperates.
At thecore of it all,
though, is one word. Home. Iknow so many people in mycommunity and, my impetus is toencourage them to get to knowManfeild better. From historicalbeginnings as a motor-racingcircuit developed in the 1970s, wehave grown and grown.
Today our park’s salientfeature is our magnificentstadium. Many readers haveexperienced our circuit, thisbuilding and its surroundingamenities and enjoyed whatthey’ve found. I’m delighted bythis however, it’s still clear noteverybody appreciates this
facility as much as I do. I know westill need to do more; I lookforward to the day wheneveryone I meet will havefamiliarity with the resourcesbeyond our main, South Streetentrance.
I take immense personal prideManfeild has already reachedinto our community through amyriad of activities from thewonderful, Evento wearable artsand mini motorcycle racing to thesimplest of things like openingour greensward to dog walkersand model aircraft enthusiastsand our outdoor eventingsurfaces to horse riders.
When people ask me whatManfeild is all about, I have to sayjust about everything. We’re atrue multi-events centre.Whenever I meet a client I say thelimitations of our venue are setby their own imaginations. Whensomebody comes to us with aproposition we try to make itwork, and often succeed.
At the moment much of ourcreative thought is being put intothe 2015 New Zealand Grand Prixheld here on February 14-15. Thenext NZGP is the start of a freshand exciting era with the debut ofa new racing car, the FT50.
Once again we’ll see a superbfield contest for the ultimateprize. Support classes for thissupreme single seater action alsopromises great action and, ofcourse, on top of this we have ourown Manfeild activities startingwith a Friday family night whichincludes a great fireworks’display.
In the meantime, I’d like totake this as an opportunity towelcome our businessdevelopment manager, GavinHalls. A Briton who comes to usfrom a senior managementposition at Bahrain’s FormulaOne circuit, Gavin is enthusiasticabout Manfeild and bringing hisyoung family to Feilding.
He’s wasted no time in settling
in, having already bought a house(begun renovations), and alsomixing and mingling with thecommunity. He’s been seen atservice club meetings, has joinedthe Manawatu Car Club and iswell on the way to getting a NewZealand motorsport licence toenable best use of the racing caramong the family’s belongings.
Our team also wants to pass onbest wishes to our sales andmarketing manager, LouiseJames (nee Bensemann) and herhusband, Henry, who are about tohave their first child. Louise’spresence in the office will besorely missed during her periodof maternity leave but I’m surewe’ll be receiving regularupdates.
■ Don’t forget to keep up with thelatest news by checking out theManfeild website,www.manfeild.co.nz, and ourFacebook page or give me a call on(06) 323-7444.
