SEATO MEETINGJanuary 31, 2011The annual meeting of SEATO (Southeastern Association of Township Officials) consisting of a total of thirty-seven representatives of the Bucks County, Chester County, Delaware County and Montgomery County Associations of Township Officials was hosted on January 31, 2011 by Montgomery County at the Crown Plaza in King of Prussia. Also in attendance were PSATS Chairman John Haiko and PSATS Executive Director David Sanko along with Commonwealth of Pennsylvania State Representatives Matt Bradford (70th District), Pamela Delissio (194th District), Kate Harper (61st District), Warren Kampf (157th District), Todd Stevens (151st District) and Marcy Toepel (147th District).

A number of key issues were discussed during the meeting affecting local municipalities and included the following: Stormwater (MS4 / PAG 13) requirements and pending regulations that are considered an unfunded mandate and its impacts on private property owners’ rights without constitutional authorization; and potential pension reform legislation that is being considered by Commonwealth legislators. PSATS representatives introduced their Grassroots movement that will include weekly website and email updates of pending legislation at both the state and federal levels that impact municipalities and pending PennDOT regulations that are proposing transfer of maintenance obligations without legislative empowerment that is also considered an unfunded mandate. Mr. Richard Manfredi was introduced to review a proposal from his consulting firm to serve as a conduit for SEATO in an effort to solidify the voices of the separate associations into one common voice. Action on the proposal will be considered by the individual associations and possibly considered for action at a future meeting. Montgomery County introduced two resolutions addressing the PennDOT transfer of maintenance obligations and amendments to the pending Workman Compensation Act. The resolutions were adopted by the membership and will be forwarded to PSATS for consideration at the 2011 annual convention.

The present Commonwealth legislators each addressed the membership and spoke on various topics including those items aforementioned and answered questions from the SEATO members.

The meeting was well attended in light of the fact that a snowstorm was approaching the area and that the Commonwealth legislative representatives had been in a special session during the day and were scheduled for another special session the next day.

The next SEATO meeting will be hosted by Bucks County in early 2012.

PSATS Conference

Plan Now to Attend PSATS’ 90th Annual Educational Conference and Trade ShowMay 6-9, 2012 Planning is in full swing for the Pennsylvania State Association of Township Supervisors’ 90th Annual Educational Conference and Trade Show. The 2012 event will be held May 6-9 in Hershey, Pa.

Close to 4,000 elected and appointed township officials, exhibitors, and guests attended the 2011 conference. Highlights included the rollout of the association’s 2.0 Technology Initiative to enhance communication with members; remarks from Gov. Tom Corbett and Lt. Gov. Jim Cawley; a question-and-answer session with three of the state’s new cabinet secretaries; an unparalleled offering of township-related workshops; and, of course, the biggest municipal trade show of its kind in the commonwealth.

Townships are urged to include state conference attendance in their 2012 budget. “It’s a small investment that yields many rewards,” PSATS Executive Director David M. Sanko says.

Montgomery County had 78 attendees at the 2011 conference, making the county fifth in terms of total number of representatives and sixth in terms of the percent of townships represented (79 percent, or 19 out of 24 member townships).

PSATS represents Pennsylvania’s 1,455 townships of the second class and is committed to preserving and strengthening township government. Townships of the second class are home to more residents — 5.5 million Pennsylvanians — than any other type of political subdivision in the commonwealth.
