Short Title - These rules may be called the Management of Sponsored Institutions (Secondar.v) Rulcs, 1972. 2. Application - These rules rvill apply to the Sponsored Institution (Secondary; in West Bengal. 3. Definition - The words and expressions used in these rules shall have the same meaningsas are assigned to them in the Management of Recognised Non-Government Institutions (Aided and Unaided). Rules, I 969. 4. Committce - EverySponsored Institution shatl have a Committee to bc coristitutcil in the manner and for the purposes hereinafter appearing. '5. Composition of the Committce - The committee shall consistof the folloling members :- (i) a President to !e appointed b1'the Departinent of Scl,osl Education of the State Gbvernment: (ii) trvo representatives of the Body/Organisation/SocieS'aiding or co-operating rvith the State Government in setting up the Institution ; \ (iii) one Government ofiicial to be nominatedby the Director of School Edutxtion, West Bcngal; (iv) trvo personsinterested in education to be norninated by the Director of School Fducation, West Bengal ; (v) onemedical practitioncr to bc nominated by the Directorof School Education, West Bengal ; (vi) the Head of the Institution concerned : ' (vii) threc representatives of the teachers of thc Institution to be elected in the manner prescribed in rule 6; (viii) trvorepresentatives of guardian of n'hornone shall be a lvomanin the case of a girls' school, to be nominated by the President in the manner prescribed in rule 7 ; (N) One reprcsentative of the rvholc-timc non-teaching staff of the Institution to bc electedin the samc manner and accordingto the sarne procedure as laid dotvn in the management of Recognised No-Governrnent Institutions (Aided andUnaided) Rules.1969. Providedthat the State Governmentslrall have the' power to approveof a special constitutionof a Committeein respect of schools sponsored by Trusts or religious or linguistic minority. 6. Election - The representatives of the teachers shall be elected to the Comntittee in llte same manner and according to the same procedure as laid dorvnin the management of the Recognised Non-Gort. Institutions (Aided and Unaided)Rules, 1969. ?. Nomination of guardians' representatives - As soon as the membrs referred to in items (i) to (N) of rule 5 are appointed, nominated.or elected, as the casemay be, the President of the Committee shali, in consultation rvith the Head of the Institution, notninate two representatives of the guardians referredto in items (xi) and (xii) of the said rule. In case of difference of opinion betrveen the President of the Committee and the Headof the Institution, the matter shall be refened to the Director whosedecision thereonshall be final. 8. Secretary - There shall be a secretary of the comnittee rvhoshall be appointed by the Director of School Education, West Bengal from amongst the mentbers of the Committee otherthanthoserefened to in clauses (i), (ix) and (x) of rule 5. Whereany memb€r other than the Head of the Institution is appointed as Secretary, the Headof the Institution shall be appointed as Joint Secretar,v. 9. Casual vacancy - Casual vacancibs, except the vacancies in the oftice of the teacher- member, shall be filled up by nomination or appointment, as the casemay be, by the authorities competent to ftll the vacancy in the original committee. Any casual vacanc.v in the offrceof the teacher-member shall be filled bv election in the mannerlaid dorvn in rule 6. If any member of the Committee ceases at any time to fulfil the qualifications in respe{t of which he n'as elected or nominated, he shall cease to be a member and,a vacancy shall be created rvhich shall be filled by appointments, nomination or election as the case [u]'be. Anv member appointed, nominated or elccted to fill the casual vacancy shall hold oftjce for the unexpiredportion of the terur of o{Iice of the memberrvhose place he fills.

IRULES FOR MANAGEMENT OF SPONSOREI)INSTITUTIONS (SECONDARY)' 1972

l. Short Title - These rules may be called the Management of Sponsored Institutions

(Secondar.v) Rulcs, 1972.2. Application - These rules rvill apply to the Sponsored Institution (Secondary; in West

Bengal.3. Definition - The words and expressions used in these rules shall have the same

meanings as are assigned to them in the Management of Recognised Non-Government

Institutions (Aided and Unaided). Rules, I 969.

4. Committce - Every Sponsored Institution shatl have a Committee to bc coristitutcil in

the manner and for the purposes hereinafter appearing.'5. Composition of the Committce - The committee shall consist of the folloling

members :-(i) a President to !e appointed b1' the Departinent of Scl,osl Education of the State

Gbvernment:(ii) trvo representatives of the Body/Organisation/SocieS'aiding or co-operating rvith

the State Government in setting up the Institution ; \

(iii) one Government ofiicial to be nominated by the Director of School Edutxtion,West Bcngal;

(iv) trvo persons interested in education to be norninated by the Director of SchoolFducation, West Bengal ;

(v) one medical practitioncr to bc nominated by the Director of School Education, WestBengal ;

(vi) the Head of the Institution concerned :' (vii) threc representatives of the teachers of thc Institution to be elected in the mannerprescribed in rule 6;(viii) trvo representatives of guardian of n'horn one shall be a lvoman in the case of a

Provided that the State Government slrall have the' power to approve of a specialconstitution of a Committee in respect of schools sponsored by Trusts or religious orlinguistic minority.6. 29. Number of days instructional tto.k t(l) The total number ofdays including Saturdays rvhich rvill be half-holidays, available

for instructional rvork of an educational institution shall not fall below 200 days in anacademic year. The days on rvhich class-examinations and other school activities are heldshall not be included within the period of200 days earmarked for instructional work oftheinstitution.

- (2) Classes will not be kept suspendcd irr tJre school on account of holding examination,other than the examination conducted by the West Bengal Roard of Secondary &tucationand the West Bengal Council of Higher Secondary Education.

(3) No classes shall be kept suspendetl in the school for giving free time to the studentto prepare for their annual examination or for any other school activities, I

30. Ilolding of classes on regular basis ctc. :All teachers shall regularly l,ake classes allotted to them in the time-table and complete

the prescribed syllabus within the stipulatcd pcliod of the academic year. To monitor andmaintain the prescribed rate ofprogress of the students in their course of studies, teachersshould go by the announced programme of periodical examinations of the school, to set-up question papers, perform invigilation duty in thc examination lralls, and take upevaluation of ansrver-scripts and recording of mark, writirrg of progress reports, publicationof results thereof in timc, and subrnission of thc progress reports to the Head of theinstitutions for transmission of the sanle to the guardians ior their knorvledge, sigrature an{comments, if any. Schools shall also so arraugc thlt the studcrrts can take home theexamined ansrver-scripts ofall the pcriodical esaminalions, and except annual examinationfor perusal of their guardians for kno*'ledge in respcct of attairunents of their wards oncondition that they return the scripts rvith the signature of.the guardians to their schoolsseven days from the date of receiving of the scripts frorn the school.
