This picture shows the existing lighting conditions on Main Street between Forest Trail Road and Sierra Boulevard. The street lights stop at Sierra Boulevard. This countermeasure would add street lights similar to those shown in this picture throughout the length of the proposed project between Sierra Boulevard and Minaret. It would increase the visibility for drivers and prevent accidents from occuring at night.
This picure shows the existing street lights in Mammoth. The project area between Sierra Boulevard and Minaret will recieve similar street lights. Main Street and the Village area have a number of restaurants and bars that generate pedestrian and bicycle traffic at night. This improvement will increase visibility for drivers and will be consistent with other infrastrcuture found throughout Main Street.

Dear Mr. Bernasconi: Concurrence for HSIP Grant Application I spoke with Caltrans District 9 management and the District is in support of the project described in your HSIP grant application. The project description is to construct shoulder widening, street lighting, curb/gutter and sidewalk. All improvements will be constructed in compliance with ADA requirements. An existing railroad tieback retaining wall will be reconstructed with a new tieback wall faced as sculpted rock to provide additional width to accommodate the additional shoulder and sidewalk. This project may be combined with a $3 million local capital improvement assessment district to construct public improvements adjacent to this project area. Caltrans doesn't see any issues that would prevent the Town of Mammoth Lakes from receiving an encroachment permit to perform work for this project. There do not appear to be any negative impacts to existing infrastructure and the project will improve the facility with lighting, wider shoulders and pedestrian and bike facilities. Plans would have to be evaluated during the permit process, structure plans approved by Caltrans headquarters and snow removal and maintenance issues resolved before issuance of a permit. Sincerely,

RESOLUTION OF THE TOWN COUNCILOF THE TOWN OF MAMMOTH LAKES, STATE OF CALIFORNIA,
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE CYCLE 6HIGHWAY SAFETY IMPROVEMENT PROGRAM FOR THE NORTH MAIN
STREET SAFETY IMPROVEMENT PROJECT
WHEREAS, the Highway Safety Improvement Program (HSIP) grant is a federally fundedprogram administered by Caltrans to improve traffic safety; and
WHEREAS, staff has reviewed traffic accident data for the Town and identified the needfor safety improvements on Main Street and Minaret Road; and
WHEREAS, staff will perform a detailed analysis to refine the project scope to maximizeavailable funds and safety features or counter measures including shoulders, vehicle,bicycle, transit, and pedestrian safety from the existing sidewalk on the north side ofMain Street between Minaret Road and Sierra Boulevard and on the west side ofMinaret Road from Main Street and the 8050 Project at the Village; and
WHEREAS, the proposed improvements are consistent with the Mobility Element of theGeneral Plan, the Regional Transportation Plan, and the Sidewalk Master Plan; and
WHEREAS, staff has identified a location to improve vehicle, bicycle, transit, andpedestrian safety from the existing sidewalk on the north side of Main Street betweenMinaret Road and Forest Trail of which the project will be phased for available fundingand is included on the Sidewalk Master Plan and the 2007 General Plan; and
WHEREAS, this project is an incremental improvement to the connection to the NorthVillage area and would maximize the available grant and local funds; and
WHEREAS, the application will not be for more than $3,000,000 in grant funds and isdue by July 26, 2013; and
WHEREAS, the Town must expend the grant funds within three years after the fundsare obligated; and
WHEREAS, the Town is required to provide a 10% local match ($300,000) plus any nonparticipating costs in order to be eligible for the HSIP grant, which would be budgetedin the 2014/15 fiscal year if the grant is awarded; and
WHEREAS; said procedures established by Caltrans require the Applicant to certi1~i byresolution the approval of Application(s) before submission of said Application(s) to theState; and
WHEREAS, the Applicant will enter into a Contract with the State of California tocomplete the Project(s).
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of MammothLakes hereby:
1. Approves the filing of an Application for the North Main Street SafetyImprovement Project on Main Street and Minaret Road between Sierra Boulevardand the 8050 in the Village which will have segments completed as funding isavailable; and
2. Certifies that the Project is consistent with the Town 2007 General Plan and theMono County Regional Transportation Plan; and

3. Certifies that said Applicant has or will have available prior to commencement ofany work on the Project(s) included in this Application, sufficient funds tooperate and maintain the Project(s); and

5. Agrees to comply with all applicable federal, state and local laws, ordinances,rules, regulations, and guidelines.

Dear HSIP Grant Committee:
I am writing to provide my support and express my enthusiasm for the Town of Mammoth Lakes
Highway Safety Improvement Program (HSIP) grant application. I do so as the President of Eastside Velo,
a bicycle club in Mammoth Lakes of some 270 current members and of a mailing circle of some 650
cyclists. In addition to our local membership we are aware of a large number of guests to Mammoth
Lakes in the summer months that now use bicycles locally as part of their exploration and recreation.
The proposed project for shoulder widening, sidewalks, a bike lane and system lighting would encourage
the use of alternative modes of transportation and greatly improve safety for all roadway users. This
project would create safe pedestrian infrastructure between the Downtown and North Village.
Main Street in its current condition is characterized by fast moving cars with limited space for bicyclists
and pedestrians. The Town of Mammoth Lakes is located above 7000 ft. of elevation and there are
adverse weather conditions that contribute to the hazardous conditions along this roadway. During the
winter snow is stored in the shoulder forcing pedestrians to share the roadway.
Again, this project is highly recommended for approval, there is a great need for this project due to the
high volume of pedestrian and bicycle traffic through this area at all times of the day and night. This
project will without a doubt encourage walking, cycling, and prevent future accidents. I look forward to
hearing of this projects success.
