Good Land governance is central to

success of CAADP

• Land fundamental for production & wealth

creation globally: in Africa, where majority are

in agriculture/ other land-based sectors,

• Land governance/management affects

agriculture:

o Facilitating private investments by farmers, and

responsible/innovative investment LSLBIs

o Incentivising farmers to adopt productivity enhancing

technologies

o Enhancing involvement of banks /other private sector

players

o Adoption of practices that ensure environmental

stewardship. climate change mitigation & adaptation

Findings of the AU-ECA-AfDB LPI Study

on mainstreaming land in CAADP

Summary findings

• All stakeholders recognise that land is

fundamental

• While land degradation is addressed, few

systematically articulate land governance

considerations in CAADP investment and policy

reform planning

• Little attention to how land will be availed for

agricultural investments—and how to address

tenure and land governance challenges

• Land question--most CAADP land interventions de-

emphasized policy and governance aspects -

rather focus on technical and investment

measures to correct land degradation

Areas for action in addressing land

governance in CAADP

How to:

• Facilitate equity of access to land for all land

users: small and large-holder farmers,

pastoralists, other investors, women, youth

• Reduce complexity and cost of

documenting/registering land rights and claims --

especially customary rights

• Develop land use plans and models that promote

development and sustainable investment goals

• Promote agricultural production models that

ensure fair, equitable, profitable

investments/outcomes

• Reduce environmental damage, mitigate, adapt to

climate change

productivity and attain food security.

Specific Objectives

• Review NAFSIPs and on-going land policy initiatives

to identify entry points, promising practices and

innovations for land governance;

• Raise awareness among stakeholders on the need

to address land governance issues in implementing

CAADP/Agricultural sector strategy;

• Enhance capacity of the National Governments,

Regional Economic Communities (RECs) and the LPI

to facilitate the mainstreaming of land governance

issues in CAADP NAFSIPs;

• Facilitate multi-stakeholder monitoring, review and

dialogue on land governance interventions in the

context of CAADP implementation at national level.

Target Countries & Selection

criteria

• 4-6 countries From Eastern and Southern African

countries

• Assessment of the needs for improved land policy

and governance at the national level and the

potential entry points for related interventions

and policy dialogue;

• current progress in the CAADP implementation

process (signed a National CAADP Compact and

an Investment Plan);

• IFAD’s comparative advantage in engaging in

policy dialogue and raise stakeholder’s

awareness

• Opportunities for collaborating with other

partners engaged in the CAADP process and

aligning country focus with other projects

framework and also working on joint

projects

• Yes, LPI will continue working with all

stakeholders (member states,

development partners, continental

institutions, CSO platform and farmers

federation and RECs).
