2018 Report The Maine Government Summer Internship Program places talented Maine college students in internships in which they contribute to state and local government. The supervisors benefit from eager workers with fresh perspecves and a variety of skills who care deeply about contribung to Maine government. The Internship Program is a full-me, 12-week, paid work experience. To be eligible, a student must either be enrolled in a Maine college or be a Maine resident enrolled elsewhere and have successfully completed at least two years of college. Students are chosen based on skills and interests; all majors are eligible. Supervisors select projects for the intern to accomplish and idenfy the skills required for the job. A selecon commiee reviews all applicaons and makes the final selecons. Consideraon is given to educaon and skills in relaon to the available internship posions. This year, 215 students applied and 57 were selected. Most state interns were placed in the Augusta area, and fourteen interns were placed in municipal governments. The program, established in 1967 by the 103rd Legislature, has placed more than 1700 students in Maine government internships. The Maine Government Summer Internship Program places talented Maine college students in internships in which they contribute to state and local government. The Internship Program is a full-� me, 12-week, paid work experience. MAJOR PROJECTS OF THE 2018 MAINE GOVERNMENT INTERNS
2018 Maine Government Summer Internship Program
The 2018 Maine government interns worked in fi � een departments of state government and thirteen municipal governments. Interns were assigned to specifi c projects while also assis� ng in general workfl ow. This list shows a sampling of the interns’ ac� vi� es.
Interns used their scientifi c training to• Comprehensively test to assess water quality and biota to
determine the causes of an algae bloom in Highland Lake
• Inspect over 50 closed landfi lls to ensure the municipali� es are appropriately maintaining them
• Conduct stream barrier surveys as part of a statewide inventory of all stream crossings and their ability to pass fi sh and other organisms, which will be used to priori� ze stream restora� on projects
• Work with dairy farmers training them to perform tests and maintain records for drug tes� ng mandated by the Pasteurized Milk Ordinance
• Work with the department dive team on bridge inspec� ons
• Research loca� on and property informa� on for hazardous waste sites, and collect environmental samples
• Perform soil assessments at agricultural sites and carry out site evalua� ons for on-farm compos� ng
• Assess gravel roads and wetlands to prevent erosion, ensure proper run-off , and iden� fy wetlands
• Par� cipate in a stream habitat enhancement project, installing structures made of natural woody debris within a stream channel
• Evaluate groundwater sample results at 15 landfi ll projects, update GIS maps, and prepare data tables.
Interns used their computer/technology skills to • Create GIS coverage for MaineDOT and State Police weigh
sta� ons and WIM (weight in mo� on) sites
• Build an informa� onal map describing the features of hydropower dams throughout the state
• Redesign websites and manage social media accounts
• Staff computer help desks, evaluate and upgrade several hundred computers
• Develop online survey tools to assist the state in assessing its emergency and disaster preparedness and for municipali� es to report solid waste management prac� ces
• Create maps and interac� ve GIS layers for towns’ public lands; storm drains, sewer manholes, culverts, and dry wells; and historical cemeteries.
Interns used their analytical skills to• Develop a tenant housing survey, conduct 125 interviews
around the state, and analyze the data
• Collect use counts for all statewide Park and Ride System facili� es and organize and present data from Pedestrian Safety Forums
• Conduct legal research rela� ng to regula� on of natural gas distribu� on, policies of broadband expansion, and process for reques� ng approval of fi nancing for water u� li� es
• Make a 50-state comparison of bureaus of transporta� on planning and compile best prac� ces in scoping, public involvement and NEPA
• Research policies on recrea� onal marijuana, � ny homes, senior ci� zen resources, impact of a natural gas pipeline, and economic development ini� a� ves for the city manager
• Help with case law research, dra� fi le summary memos, prep cases for media� on and further li� ga� on
• Provide data analy� cal support on the environmental benefi ts of diff erent waste management op� ons
• Survey every municipally maintained road and develop a road plan including budgets, spreadsheets, road status, and cost es� mates.
Interns used their communications skills to• Create a 40-page Financial Guide for Maine Veterans, and
present it on local TV news programs
• Create videos on how money is allocated to school districts in Maine and on Maine’s new cataly� c converter law
• Redesign Finding Funds for Farming, dis� lling an 89-page publica� on into 5 user-friendly factsheets
• Plan and host Computer Science Day to bring together educators, industry leaders, nonprofi ts and government offi cials, including designing logos, posters, signs, packets, and social media posts
• Host a webinar to teach the local transit agencies how to translate their data into GTFS (general transit feed specifi ca� ons)
• Act as the city manager’s liaison to downtown business owners and residents for a marke� ng eff ort to keep commercial ac� vity strong during a major road project in tourist season.
