MINUTES FOR THE 72nd
MEETING OF COMMERCIAL COMMITTEE HELD
ON 03rd
MARCH 2016 AT MUMBAI
The 72nd
CCM was held at WRPC, Mumbai on 03rd
March 2016. The list of participants is
enclosed at Annex-1.
Shri S.D.Taksande, Member Secretary, WRPC welcomed the participants to the 72nd
Commercial Committee meeting. He requested that the members discuss and resolve the issues
in true spirit of regulations so as to arrive at amicable solutions. He informed that the
decisions/recommendations of this meeting on various commercial issues would be put up in
the ensuing TCC/WRPC meeting. He requested Shri Satyanarayan.S, SE (Comml), WRPC to
take the agenda items for discussion.
Shri Satyanarayan.S, SE (Comml), WRPC informed that due to ongoing assembly session in
Madhya Pradesh, the representatives from MP shall not be attending the 72nd
CCM and
MPPMCL have requested that the agenda items of MPPMCL included in the agenda notes may
be taken up in the 73rd
CCM.
ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 71ST
MEETING OF
COMMERCIAL COMMITTEE
SE (Comml), WRPC informed that the minutes of the 71st meeting of Commercial Committee
held on 03.11.2015 at Mumbai were circulated vide WRPC letter no.: WRPC/Comml.-
I/CCM/Minutes/2015-10433 Dated 08.12.2015. Since comments have not been received on the
above MoM, therefore committee may confirm the minutes of the 71st CCM.
The Committee confirmed the minutes of 71st CCM without any modifications.
ITEM No.2: APPLICATION OF POC LOSSES TO RGPPL SCHEDULES AS PER 3RD
AMENDMENT OF REGULATION ON “ SHARING OF TRANSMISSION
CHARGES AND LOSSES” REGULATION 2015

2.1 BACKGROUND: SE (Comml), WRPC informed that WRLDC vide letter no.
WRLDC/MO-II/1551/2016 dated 11.02.2016 (copy enclosed at Annex 2) intimated the
following;
2.1 (a) As per the then existing Regulation on “Sharing of Transmission Charges and Losses
Regulation 2010” and any amendments thereof , while scheduling RGPPL’s allocation to its
beneficiaries outside Maharashtra, necessary Maharashtra STU losses used to apply since
evacuation system from RGPPL is owned and operated by MSETCL.
As per para (vii) under sub clause (t) of clause (vii) of Regulation 7 of the Principal Regulation
on "Sharing of transmission charges and losses , Regulation 2010, states that

"(vii) Owing to the reduction of the Basic Network, certain generating stations connected at
220kV and below to the ISTS network may not explicitly feature on the final reduced network.
Such generating stations shall be charged at the zonal charges determined for the regions
where such generator is physically located. Long term beneficiaries of ISGS connected to
STU network shall continue to pay the transmission charges for the STU network as per the
existing mechanism "

In line with the above regulations, no ISTS losses were applied to power scheduled to
Maharashtra from RGPPL and STU losses and ISTS losses were applied to schedules outside the
state of Maharashtra, i.e. to Goa, D&D and DNH.
2.1 (b) As per the 3rd Amendment dt 1st April’2015 on “Sharing of Inter State Transmission
Charges and Losses” para (vii) under sub-clause (t) of clause (1) of Regulation 7 of the Principal
Regulation has been substituted as under,

"(vii) In case an ISGS is connected only to STU network and shares of the beneficiaries of the
said station are being delivered through the STU network, such a line of the STU network
shall be considered as an ISTS network for the purpose of these Regulations"

In accordance with the above amendment, any power scheduled from RGPPL including
Maharashtra shall be subjected to both Injection & Withdrawal PoC losses and no STU losses
shall be applicable to power scheduled to beneficiaries outside the state of Maharashtra.
Accordingly for the e-bid RLNG scheduled to “Western Railway Gujarat”, “SER Jharkhnad” &
“WC Madhya Pradesh”, WRLDC has not applied Maharashtra STU losses. While scheduling
these transactions by Gujarat, Maharashtra, Jharkhand and Madhya Pradesh SLDCs to respective
Railway DISCOMs, the STU losses are applied by respective SLDCs to arrive the drawal
schedules at Railway DISCOM boundary.
As per Hon'ble CERC's order dt. 3rd
July 2015, no transmission charges and losses are
applicable for the use of ISTS network in the scheduling by using e-bid gas for FY 2015-16 &
2016-17 accordingly No Injection & Withdrawal PoC losses were applied for all the three e-bid
transactions from RGPPL to various Railway nodes at WR,CR & SER.
2.1 (c) The above has already been informed to SLDC, Maharashtra and WRPC vide WRLDC
letter dt.21st Jan 2016 . WRPC vide letter dt. 27
th Jan’2016 (copy enclosed) informed WRLDC to
take up the issue with NLDC for showing RGPPL as a separate zone considering the lines
connected to RGPPL as ISTS. Considering RGPPL as separate Zone in Q4 is being discussed
with CERC by NLDC. Further MSETCL have been requested that they may take up the matter
with MSERC for considering the tariff in the POC charges. The loss applicability is not required
to be linked with inclusion of tariff of these lines in the YTC of POC. Since the Amendment of
the Regulation has came into effect from 1st April 2015, it will be appropriate to apply the
applicability of losses wef 26th
Nov’2015, the day from which scheduling commenced at
RGPPL using e-bid RLNG.
2.1 (d) WRPC vide letter no. WRPC/Comml-I/corr/2016/282 dated 27.01.2016 (copy enclosed
in annex 2 ) have requested WRLDC to review its above stand.
2.1 (e) 72nd
CCM Discussions: SE(C), WRPC informed that as the MSETCL owned lines from
RGPPL are not being shown as ISTS lines separately in the PoC data. Hence at present while

calculating the e-bid RLNG schedules from RGPPL for Gujarat and Madhya Pradesh the STU
losses of Maharashtra is being applied for preparation of DSM accounts.
WRLDC representative stated that irrespective of inclusion of transmission tariff of these lines in
the PoC studies the loss applicability have to be treated as per 3rd
amendment to the PoC
regulations. As per these regulations the lines would have to be treated as ISTS lines and as per
Hon'ble CERC's order dt. 3rd
July 2015, no transmission charges and losses are applicable for
the use of ISTS network in the scheduling of generation by using e-bid gas for FY 2015-16 &
2016-17 accordingly no Injection & Withdrawal PoC losses are required to be applied for all the
three e-bid transactions from RGPPL to various Railway nodes at WR,CR & SER.
E.E (C), WRPC stated that plain reading of the above amendment and application of it would not
be proper, since the lines are required to be included in the PoC studies as ISTS lines for
implementing the 3rd
amendment in true spirit. The lines considered as ISTS lines in PoC study
case losses of these lines get pooled and the slab rates arrived are loaded/apportioned to the DICs
based on the marginal participation of these lines to various nodes of the DICs. RGPPL-
MSETCL lines (400kV RGPPL-Nagothane D/C & 400kV RGPPL-New Koyna D/C) were not
considered in latest POC study case as ISTS, hence the losses of these lines are not pooled and
are being borne by MSETCL only. Further if RGPPL –New Koyna and RGPPL –Nagothane
lines are considered as ISTS then Maharashtra’s drawal has to be calculated at Nagothane , New
Koyna and not at RGPPL bus as per the drawl calculation practice followed. WRLDC
representative stated that they would take up the issue with NLDC to include these lines as ISTS
in the PoC studies for the quarter April 16-June 16 and RGPPL shall be shown as a separate PoC
zone.
Maharashtra SLDC representative informed that Hon’ble MERC has notified Implementation of
scheme for Utilization of Gas –based power generation capacity Regulations,2016. As per the
regulation Clause 3.2
Quote
No transmission losses for the use of Intra STS network shall be attributed to incremental gas
based generation from e-bid RLNG, for the financial years 2015-16 and 2016-17, in accordance
with the scheme and shall be apportioned to other transmission system users.

In view of the above MERC order quoted above, CCM expressed that Maharashtra STU
losses shall not be applied for Incremental gas based generation from e-bid RLNG and
recommended to treat New koyna and Nagothane as drawal points for Maharashtra from
the time RGPPL –MSETCL lines are treated as ISTS and shown in NLDC calculations.
Ina view of the clarification by Maharashtra SLDC representative on Hon’ble MERCs
order on non applicability of STU losses for E-bid RLNG gas based generation dispatch,
the Committee suggested that the exclusion of losses for schedules outside Maharashtra
shall be implemented in DSM w.e.f. week starting 22.02.2016.
ITEM No.3: INVOKING OF REGULATION 25A OF OPEN ACCESS REGULATIONS
AS PER HON’BLE CERC ORDER IN 142/MP/2012 DT. 2ND SEPT’2015
SE (Comml), WRPC informed that WRLDC vide letter WRLDC/MO-II/1551/2016 dated
11.02.2016 (copy enclosed at Annex 2) intimated that as per para 55 of the above order of
Hon’ble CERC, RLDC can deny open access under sec-25A of Open access regulation for
consistent & willful default by an entity in payment of DSM charge, transmission charge,
reactive energy charge, congestion charge and RLDC/NLDC fees & charge including ULDC
charge.
As per the above said order, RLDCs can deny Open Access from the ‘default trigger date’ which
is 90 days from the ‘Due date’ without approaching the Commission in terms of order of the
Commission dated 02.09.2015, in petition 142/MP/2012. The relevant para (Para 55, page 48) is
reproduced under for reference.

“It is to be noted that while RPS Regulations can be invoked for default on the part of a
regulated entity to pay the dues of generating companies and transmission licensees, Regulation
25A can be invoked for willful and consistent default in paying UI/deviation charges,
transmission charges, reactive energy charges, congestion charges, and fees and charges for
NLDC/RLDCs. Therefore, only in case of default in payment of transmission charges, both

Regulation 25A of Open Access. Regulations and RPS Regulations can be invoked. In our
view, when regulation of power supply under RPS Regulations is resorted to for default in
payment of transmission charges, Regulation 25A should be invariably invoked as otherwise
the defaulting entity would defeat the regulation of power supply by scheduling under short
term open access. Therefore, the "willful and consistent‟ default will be construed differently in
both cases. In our view, default in payment for a period of 90 days from the due date of
payment of UI/deviation charges, transmission charges, reactive energy charges, congestion
charges and RLDC fees and charges shall be considered as trigger point for invocation of
Regulation 25A of Open Access Regulations to deny short term open access to the defaulting
entity. However, where a transmission licensee resorts to regulation of power supply, denial of
open access under Regulation 25A of Open Access Regulations shall be triggered from the
date of commencement of regulation of power supply under RPS Regulations. As regards the
second issue as to whether NLDC/RLDCs will be required to approach the Commission for
invoking Regulation 25A of Open Access Regulations on case to case basis, it is clarified that
NLDC/RLDCs shall be guided by the principle of default trigger date as clarified above and
shall not be required to approach the Commission for specific directions in this regard on case to
case basis."

CCM Discussions:
ACBIL representative stated that in case of errors in the DSM or any other accounts, for
reasons not attributed to the pool member and the pool member is required to pay
amounts which are not required to be paid by him if the account would have been error
free, the RPS regulation & regulation 25A of Open Access Regulations should not be
invoked.
WRLDC representative informed that invoking Regulation 25A of open access regulations
shall be guided by the principle of default trigger date and need not approach the
commission for specific directions on case to case basis.

GM, WRLDC clarified that communication in regards to invoking the above shall be made
by RLDCs well before the default trigger date, Further as per above order the clauses are
required to be invoked in the cases of consistent and willful default only.

ITEM No.4: CERC ORDER ON AVERAGE POWER PURCHASE COST(APPC) AT
NATIONAL LEVEL:
SE (Comml), WRPC informed that WRLDC vide letter WRLDC/MO-II/1551/2016 (copy
enclosed at Annex 2) dated 11.02.2016 intimated that the Hon’ble CERC has issued order in
15/SM/2015dtn 25.01.2016 specifying the Average Power Purchase Cost (APPC) at National
Level which shall be used for determination of Fixed Rate for Wind & Solar generating stations
that are regional entities which are selling power under Open Access (where this power is not
accounted for RPO compliance of the buyer) & the captive wind & solar power plants.
APPC has been set at Rs 3.40 per unit vide the above order which shall be applicable during the
year 2015-16 for the purpose of deviation settlement in respect of the open access and captive
wind and solar generation qualifying as regional entities.
APPC is the average cost of power from conventional sources & is calculated at National level as
the weighted average cost of power purchase by individual states (using volume of power
purchased by states from Non-RE sources as the weight) based on the data from last years’ Tariff
orders of the individual state commissions (SERCs / JERCs).
At present there is no regional RE generator in WR which qualifies to be treated as regional
entity, as per the 3rd
amendment of DSM regulations.

ITEM No.5: CERC ORDER IN 05/SM/2014 ON ADMS IMPLEMENTATION
SE (Comml), WRPC informed that WRLDC vide letter WRLDC/MO-II/1551/2016 dated
11.02.2016 (copy enclosed at Annex 2) intimated that Hon’ble CERC has issued order in suo
motu in Petition 5/SM/2014 dt 31st Dec’2015 on implementation of Automatic Demand

Management scheme (ADMS) u.s. 5.4.2(d) of IEGC. The Commission has expressed its
displeasure at the conduct of SLDC & DISCOMs in implementation of ADMS.
However based on request of the respondents the Commission has granted extension till
31.6.2016 failing which the defaulters shall be liable for action under section 142 of the Act.
RLDCs have been directed to submit a report on this matter to CERC by 31.08.2016
MS,WRPC stated that this issue shall be taken in the ensuing OCC.

ITEM No.6: CERTIFICATION OF 400KV SEONI-SARNI AND SEONI-BHILAI LINES
a) Background:
SE (Comml), WRPC informed that MPPMCL vide letter No.CGM(Regulatory)/494 dated
20.10.2015 informed that Hon’ble CERC in its order dated 15.10.2015 in Petition
No.217/TT/2013 has directed that STUs lines used for carrying Inter-State power can be
considered for inclusion in the PoC charges only if it is certified by RPC in terms of Para
2.1.3 of Annexure-I to Central Electricity Regulatory Commission (Sharing of Inter-State
Transmission Charges and Losses) Regulations, 2010. In view of above, MPPMCL has
requested to decide the certification of 400 kV Seoni-Sarni and 400 kV Seoni – Bhilai (part
of line in MP Jurisdiction) as Inter-State lines by RPC and payment thereof through PoC
mechanism
b) Discussions in 71st CCM & 30
th TCC/WRPC meeting:
In the 71st CCM it was suggested that WRLDC shall obtain the user access to the WebNet
software for carrying out the above study for deciding the certification of the State owned
lines as deemed ISTS lines. All the States were requested to put up their proposal to WRPC
at the earliest, so that the activity can be carried out for all the claimed lines.
In the 30th
TCC/WRPC meeting it was informed that user access to the WebNet software for
carrying out the above for deciding the certification of State owned lines as deemed ISTS lines is
available with WRLDC and it was decided that WRPC and WRLDC may at mutually convenient
date carry out the joint studies. Further it was requested that all the states may put up their

proposal for claiming the State owned lines as ISTS lines for carrying out the studies by
WRPC/WRLDC at the earliest, preferably by 31.12.2015, so that the activity can be carried out
for all such claimed lines. As regards to 400 kV Seoni (in MP) – Bhilai (in Chhattisgarh) it was
clarified that this line is a natural ISTS line by definition and can be claimed under POC without
certification of WRPC. Regarding 400 kV Seoni(in MP) - Sarni(in MP) line can be certified
based on study results.
Accordingly WRLDC have carried out the studies for line and the results are enclosed at Annex -
6.
72nd
CCM discussion: SE (Comml), WRPC informed that as per studies on WebNet software
carried out for 400kV Seoni(MP) – 400 kV Sarni(MP) to check the usage of the line by home
state and other than home state, the results show that out of total tariff of the circuit, 49% of the
tariff usage is by home state Madhya Pradesh where as 51% of the tariff of the said line is being
used by other states.
In view of the above results, CCM recommended that the certification of 400kV Seoni(MP)-
Sarni(MP) line as deemed ISTS may be put up in the ensuing WRPC for its approval. Further the
CCM decided that for future claims for deemed ISTS status, the latest PoC study case validated
by Validation Committee shall be used to decide the usage of the claimed lines by the home
State and other than home State. CCM also recommended, once a line is so declared as ISTS, it
shall not be revoked back in case contribution on drops below 50% for convenience in
accounting.
MS, WRPC informed that these recommendations shall be put for WRPC approval.
ITEM No.7: DATA FOR ANCILLARY SERVICES OPERATIONS REGULATIONS
2015 ISSUED BY HON’BLE CENTRAL ELECTRICITY REGULATORY
COMMISSION ON 13.08.2015
Background: SE (Comml), WRPC informed that Hon’ble CERC has issued Ancillary
Services Operation Regulations, 2015 dt 13th
Aug 2015. The objective of these regulations is
to restore the frequency at desired level and to relieve the congestion in the transmission
network. These regulations shall be applicable to the Regional Entities involved in the

transactions facilitated through STOA/MTOA/LTA in inter-State transmission of electricity.
All Generating Stations that are regional entities and whose tariff is determined or adopted by
the Commission for their full capacity shall provide RRAS.
The generating companies are required to submit data, which is mentioned in the draft procedure
formulated by NLDC(yet to be approved by CERC) and this data shall be made available to
WRPC. RRAS Provider shall on monthly basis submit details of fixed charges and variable
charges, and any other applicable statutory charges, to the Regional Power Committees.
In the 30th
TCC/WRPC meeting, NTPC informed that they shall be providing the above data for
their system. However heat rate when Ramp down of generation around 60% levels, is not
specified by Hon’ble CERC. NLDC representative informed that Technical minimum regulation/
amendment to IEGC is expected by the Hon’ble CERC wherein it is anticipated that these issues
would be addressed and then only RRAS is possible to implement. With these expected
regulations coming in force, the data can be given to RPC.

CCM discussion: S.E (Comml), WRPC informed that the data is yet to be received by
WRPC and he reiterated that WRLDC and the RRAS generators may expedite and provide the
data so that WRPC can develop the required software module and may begin the mock trials for
ancillary services accounting.
NTPC and WRLDC agreed to provide the same in the formats given at Annex – 7.

ITEM No.8: SHEDULING FOR NTPC JHANOR GPP FOR GGF GAS UTILISATION
8.1 Background: SE (Comml), WRPC informed that NTPC vide letter no. WR-I
HQ/COMML/2015-16/ dated 18.02.2016 (copy enclosed at Annex 8) intimated that Jhanor gas
station remains under close reserve due to less/no requisition from beneficiaries. This is resulting
in non utilisation of Gandhar gas field (GGF) gas. Due to non-availability of generation
schedule, the station is not able to draw any ONGC's South Gujarat gas from GAIL which can

only be taken at Jhanor Gandhar GPS. The gas suppliers are compelled to flare gas due to low
off take by consumers. GAIL has stated that if this situation continues, they would be
constrained to raise Take-or-Pay(ToP) clause in line with the contractual obligations. The GGF is
in APM category which is the cheapest gas in the country any shortfall in its drawl may lead the
Govt. to reduce its allocation. The matter was also discussed in 28th WRPC meeting dated 04.03
2015, the utilisation of the GGF was in principal agreed by all and beneficiaries were advised to
give schedule accordingly. However, practically Jhanor did not get the required schedule.
Further NTPC have stated that the matter was again discussed in 478th OCCM where in Madhya
Pradesh and Gujarat agreed to take up the power up to technical minimum as per their share.
This may be noted by all beneficiaries that if GGF is left un-requisitioned then Take or Pay
(ToP) liability will be on all the beneficiaries as per their entitlements, hence scheduling for
running of unit may be ensured by all. Financial Implication of GGF under utilisation on account
of ToP, for FY 2014-15 is around Rs 36 Cr and for FY 2015-16 till Dec 2015 is 27 Cr.
8.2 In view of the above, NTPC have requested that all the beneficiaries are advised to give the
consent and ensure at least technical minimum schedule 149 MW by taking/requisitioning their
share. Further, WRLDC may be authorized to provide technical minimum schedule to NTPC
Jhanor by all the beneficiaries for GGF gas utilization even if specific consent is not received by
some of the beneficiaries.

CCM discussion: NTPC representative reiterated their position as per their letter dated
18.02.2016 and 25.02.2016 and emphasized on the seriousness of the issue. NTPC representative
suggested the following proposals:
1. That all the beneficiaries to ensure at least technical minimum schedule of 149 MW by
taking/requisitioning their share on sustainable basis i. e. 149MW of Technical Minimum
from Gandhar to be treated as must-run.
2. That WRLDC may be authorized to provide technical minimum schedule to NTPC
Jhanor on behalf of all beneficiaries of Gandhar.
NTPC representative further stated that Madhya Pradesh and Gujarat have given their
consent for technical minimum schedule for Gandhar, whereas MSEDCL has not addressed
this issue since 28th
WRPC meeting inspite of numerous communications.

MS, WRPC stated that all beneficiaries should consider this issue in true spirit as NTPC has
requested the beneficiaries to schedule their entitlements corresponding to atleast the
Technical Minimum of 149 MW and in case of any of the beneficiary/benificiaries are
schedulling more than its minimum entitlement the burden of other beneficiaries shall
reduce.

MSEDCL representative stated that the issue has been taken up with their management and
the decision shall be communicated.
MS, WRPC requested MSEDCL representative to communicate their response at the earliest
after consultation with the management. More delay on this issue is not desirable as it’s a
long pending issue, since its deliberation in the 28th
WRPC meeting.
Committee recommended that MSEDCL should communicate its decision at the earliest to
NTPC/WRPC and further recommended that if the issue remains unresolved the same
shall be taken up in the ensuing TCC/WRPC.
ITEM No.9: OUTSTANDING PAYMENT BETWEEN WR&SR.
a) Background

i. CSPDCL vide letter No.02-02/SE-I/CS/C-42/2395 dated 14.10.2015 have stated that
MSEB vide their letter No. 10961 dated 26.03.02 have confirmed that CSEB is liable to
receive s. 26,10,97,736 against the exchange of power.
ii. SRPC Chairman vide letter No. CMD/103/SRPC-Overdue Payments/2015/Dated
06.07.2015 has also brought attention on the long pending outstanding payment issue
between the Constituents of WR & SR. Settlement of payment for the energy exchanges
between WR & SR during the period from August 1999 to December 2002 is yet to be
completed. The issue has been under ‘correspondence/dialogue’ between the Constituents
of WR & SR.
b) Discussions during 71st CCM & 30
th TCC/WRPC meeting:
i. MSEDCL representative clarified that payments to Kerala, Tamil Nadu and Puducherry
were made by them on 12-10-2015
ii. MPPMCL representative stated that accounts need to be reconciled first and details
thereof is given in Annexure of their letter.
iii. CSPDCL informed that they have to receive money from Andhra Pradesh and Tamil
Nadu and pay to Kerala. CSPDCL is NET receivable. Hence if payments from Tamil
Nadu and AP are received by them, payment to Kerala can be done. Also CSPDCL has to
receive from Maharashtra also.
iv. For GUVNL payment to Kerala has been already done. They have to receive from
Karnataka and Tamil Nadu. Payment to Puducherry is already done.
v. CSPDCL requested MSEDCL to make payments for about 26 crores rupees from
MSEDCL. MSEDCL representative agreed to verify and make the necessary payments.
WRPC requested MSEDCL to make payment within a month, as it is a very old issue.

c) POWERGRID vide email dated 11.02.2016 informed that the returning of excess amount
received from PTC as UI charges, credited by POWERGRID, is not done by any of the
constituents in WR except Goa and DNH. The constituent wise status on the above is as
follows:

a few days. However the amount is yet to be received.
CSPDCL
In order to expedite the payment from CSPDCL, Sr Engineer (Commercial) POWERGRID
Vide letter(enclosing Recon Statement) dated 12.1.2016 and personal visit requested the

official of CSPDCL to resolve the issue at the earliest. However payment for the same is still
pending from them.

DGM (Commercial), POWERGRID has made a visit to MSEDCL on 7.1.2016 and
14.1.2016 for payment follow-up and in support of our claim Reconciliation Statement of
2004-05 and 2005-06 were submitted to them. However payment for the same is still pending
from them.

CCM discussion: S.E (Comml), WRPC requested WR entities to reconcile their statements
and make the necessary payments at the earliest as is a long pending issue between WR-SR.
MSEDCL representative informed that they have not received the required documents from
CSPDCL and hence they were unable to reconcile the statements. They have requested CSPDCL
to provide all the necessary documents at the earliest.
Since MP/Gujarat representatives were not present for the meeting the status could not be
updated.

ITEM No.10: REVISIONS IN RTDA FOR THE PERIOD FROM SEPT 14 TO NOV 14.
MPPMCL vide letter no. CGM(Regulatory)/759 dated 05.02.2016 (copy enclosed at Annex 10)
intimated that it has been observed that the Bill-4 raised by PGCIL based on Regional
Transmission Deviation Account (RTDA) issued by WRPC includes a component relating to
deviation by Jaypee Nigrie Super Thermal Power Project (JNSTPP). An amount of Rs. 8042017
has been claimed on account of deviation by JNSTPP for the period from September 2014 to
November 2014 from MPPMCL. It may be mentioned here that MPPMCL has PPA with
JNSTPP for purchase of power upto 30% of installed capacity of Regulated Tariff. There is
another agreement for purchase of 7.5% of net power generated by JNSTPP on variable cost
only. As such MPPMCL has total of 37.5% share in the JNSTPP. The capacity of JNSTPP is
1320 MW (2x660 MW). After accounting for the auxiliary energy consumption of 6%, the net
power available for despatch is 1240.8 MW, out of which 37.5% share of MPPMCL works out
to 465.3 MW. Accordingly MPPMCL has requested and PGCIL has granted long term open
access for 465.3 MW.

JNSTPP has running its plant for fulfilling its long term obligation to MPPMCL as well as their
own contracts with other than MPPMCL. In such case the deviation by JNSTPP beyond the long
term open access approved in favour of MPPMCL is relating to obligations of JNSTPP to other
than MPPMCL. However, it is observed that these deviations have been billed to MPPMCL and
have been paid by MPPMCL.
There are no clear directions in this type of matters where generators have tied up part of its
installed capacity in the sharing of Transmission Charges and reg 2010 & amendments to it as
per the provisions of regulations the deviation by generators between 100-120% is to be passed
on to this beneficiary, therefore it needs to be discussed whether generators having part of
installed capacity tied up with beneficiary be applied RTDA.

MPPMCL be taken up in the 73rd
CCM since PPMCL could not depute their
representative for the 72nd
CCM, due to the ongoing assembly session in Madhya Pradesh.

ITEM No.11: APTEL ORDER UNDER APPEAL NO.315 OF 2013 DATED 20.08.2015 IN
THE MATTER OF M/S TORRENT POWER LIMITED (APPELLANT)
VERSUS CENTRAL ELECTRICITY REGULATORY COMMISSION
AND OTHER (RESPONDENTS)
a) Background: Hon’ble APTEL vide order dated 20.08.2015 in the appeal No 315 of 2013
filed by M/s Torrent Power Ltd vs CERC and others, have directed PGCIL to refund the inter-
regional link charges to the appellant (M/s Torrent power Ltd.) against the CERC order in the
matter of sharing of inter-regional charges and wheeling transmission charges for Maharashtra
and Gujarat system, interpreting various clauses as regards to sharing of Inter-regional
transmission charges of Hon’ble CERC (Terms & Conditions for tariff regulations 2009-2014).

b) Jindal Power Ltd. vide letter no. JPL/WRPC/2016 dated 10.02.2016 (copy enclosed at
Annex 11) intimated that WRPC has revised the REA for the period April, 2009 to June, 2011 as
per APTEL Order dated 20.8.2015 on the basis of which PGCIL has revised Inter Regional
Transmission Charges for April, 2009 to June, 2011 on 17.11.2015.
Further, Jindal Power Ltd. has informed that as per the above revision, an amount of
Rs.23.71 Crore is refundable to JPL towards Inter Regional Transmission Charges. Despite a
lapse of a period of 3 (three) months, this amount has not been paid to JPL till date and requested
PGCIL to take suitable action and ensure payment to JPL by end of Feb., 2016 along with
interest for delayed payment.
c) Powergrid vide email dated 11.02.2016 intimated that as per the REA issued on
17.11.2015 and 27.12.2015, POWERGRID has raised bills on to the constituents towards Inter-
Regional Transmission Charges. The Bills were raised on 19.11.2015 and 04.1.2016. Amount is
received from constituents other than GUVNL, MSEDCL & LANCO Kondapalli. Letters were
written on 18.12.2015, 5.1.2016 & 8.1.2016 urging them to release the payment against the said
bill. A total amount of Rs 41.81 Crs is to be collected from these constituents.
Further, PGCIL have intimated that honoring the APTEL order, POWERGRID has already made
a payment of Rs 23.59 Crs to M/s TORRENT. The credit to other receiving constituents shall be
completed only upon receipt of these amounts.
CCM discussions:
JPL representative informed that they have always honored and paid the transmission charges
within the due dates and therefore PGCIL as per the Hon’ble APTEL order should make the
payments and interest thereof applicable to JPL.
PGCIL informed that as and when payments are received by them, they shall be refunding to
concerned parties as per REA statement.

ITEM No.12: REVISION OF DSM ACCOUNT FOR THE PERIOD 20.06.2015 TO
07.07.2015 OF LANCO AMARKANTAK POWER LTD.

12.1 Background: S.E(Comml),WRPC Lanco Aamrkantak Power Limited vide letter no.
LAPL/PWR/COM/CON/L3/WRPC/2015-16/223289 dated 08.09.2015 (copy enclosed at Annex
12) intimated that with reference to the item no. 8.9 of minutes of 473rd OCC meeting dated
20.07.2015 wherein the issue of non-availability of MRI meter reading to WRLDC/LAPL by
PGCIL Bilaspur pooling station was discussed. During the said meeting at WRPC, Mumbai,
LAPL had also made submission that in the absence of above meter reading, 2% line loss is
being considered in calculation of weekly DSM account which is unfair whereas actual average
line loss is 0.61% should be considered based on past 9 months data. The minutes of the above
WRPC meeting noted the following:
"the stand taken by PGCIL regarding not sending energy meter data from Lanco end to WRLDC
even when it was available, is not correct. It is unfair to load extra losses on beneficiaries / Lanco
even when the authentic meter readings at Lanco end were available".
12.2: On 20.07.2015, PGCIL forwarded MRI meter reading for the past period from 20.06.2015
to 07.07.2015 for which DSM accounts were prepared based on 2% transmission losses.
Subsequently LAPL vide e-mails and letters (copy enclosed in annex 12) requested to WRLDC
to revise DSM account based on actual meter readings as provided by PGCIL Bilaspur pooling
station. WRLDC vide its email dated 4th August 2015, advised LAPL to take up the same with
WRPC as accounting is issued by them.
In view of the above, LAPL requested for suitable direction on revision of DSM account for the
period 20.06.2015 to 07.07.2015 so that LAPL doesn't suffer financial loss of approx. Rs. 32
lakhs for the reasons not attributable to it.

CCM discussion: WRLDC representative stated that it is a standard practice to apply 4%
transmission losses for 220kV lines and 2% transmission loss for 400 kV lines for the standby
meter readings received, whenever the main meter data is not received or main meter is faulty.
As the MRI meter data for LAPL end was not provided by PGCIL on time hence the MRI meter
data for PGCIL Bilaspur pooling station after application 2% losses was provided to WRPC for
DSM accounting.

LAPL representative stated that LAPL has been burdened with DSM liabilities of about 32 lakhs
(approx) for the said period due to constraints beyond LAPL’s control (the responsibility of
providing the main meter data for the line is with PGCIL) hence the accounts should be revised
by considering the MRI meter data at LAPL end which was subsequently provided by PGCIL to
WRLDC.
MS,WRPC stated that based on the merits of the issue and in view of constraints beyond LAPL’s
Control ,in this specific case the DSM accounts for the period 20.06.2015 to 07.07.2015 may be
revised .
CCM in this specific case recommended that WRLDC shall forward the main meter data
for the period 20.06.2015 to 07.07.2015 to WRPC for revising the DSM accounts. The meter
data shall be submitted by the responsible agencies as per the IEGC timelines. Further the
earlier such cases shall not be reopened, since there has been no timely representation of
such cases.
ITEM No.13: ISSUE OF CERTIFICATION OF PLANT AVAILABILITY FACTOR OF
JAYPEE NIGRIE STPP 1320 MW (660X2 MW) BY WRLDC/WRPC.
MPPMCL vide letter no. CGM(Regulatory)/758 dated 05.02.2016 (copy enclosed at Annex 13)
intimated that
1. M/s Jaiprakash Power Ventures Limited (JPVL) owns and operates Nigrie Super Thermal
Power Project of 1320 MW (2x660 MW). JPVL has entered into a PPA on regulated tariff,
with Madhya Pradesh Power Management Company Limited (MPPMCL) for sale of power
up to 30% of installed capacity on regulated tariff. M/s JPVL has also entered into another
PPA with GoMP for sale of 7.5% of net power (Gross power generated minus Auxiliary
Consumption) available for sale on variable cost.
2. MPPMCL has been granted Long Term Open Access (LTOA) for 465.3 MW. Unit-1 & Unit-
2 of the Nigrie Project were declared under commercial operation on 3rd
Sept. 2014 & 21st
Feb.2015 respectively. As per the terms of the PPA, Nigrie TPS is required to submit the
monthly bill which shall include Availability and Energy Account for the relevant month as
per SEA/REA for monthly bill.
3. However, the REA prepared by WRPC does not contain PAFM in respect of the Nigrie
Project. The matter was already brought to the notice of WRPC and WRLDC officials by

JPVL and MPPMCL. In the discussions held at Mumbai on 28.10.2014 in the 68th
Commercial Committee Meeting in the Office of the WRPC, the issue of PAFM of Nigrie
TPS was discussed. The representatives of WRPC and WRLDC expressed their inability to
include PAFM for Nigrie in the REA. The matter was also brought up in the 69th
Commercial
Committee Meeting held on 23rd
January 2015.
4. It is to mention that in reply to MPPMCL letter No.05-01/CGM(Comml)/1106 dated
20.05.2015 on this issue, GM, Power System Operation Corporation Limited vide letter No.
WRLDC/ MO-II/3003/2015/605 dated 01.06.2015 replied as below:-
“As per definition of ISGS by IEGC, ISGS means a central generating stations or other
generating stations in which two or more states have share. Further DC can only be
accepted in case there is 100% allocation from the plant is allocated to more than one state.
Therefore declaration of partial capacity can neither be checked for faithfulness nor be
certified. It is also clarified that WRLDC is not doing any DC certification of any of the
stations in Western Region but only submitting the DC submitted by ISGS stations having
100% allocation to WRPC secretariat for preparation of Regional Energy Accounting
(REA).”
5. The issue of non-certification of DC was also discussed in the meeting held on 23rd
July 2015
with POSOCO at Bhopal, wherein again the above request was made to resolve such matter
of Nigrie TPS, and it was assured to take action in the matter.
6. Since the issue is as yet unresolved, it is for consideration that the case may please be again
included in the ensuing 72nd
CCM for appropriate directives to WRLDC/ WRPC or the
competent authority, so that the PAFM/PAFY achieved by the Nigrie TPS appears in the
monthly REA issued by WRPC. This would help MP Power Management Co. Ltd.
(MPPMCL) to settle the billing disputes so far as monthly payment of capacity charge is
concerned.

MPPMCL be taken up in the 73rd
CCM since PPMCL could not depute their
representative for the 72nd
CCM, due to the ongoing assembly session in Madhya Pradesh.

ITEM No.14: TIME SYNCHRONIZATION OF SEMS IN WR.
a) Discussions in 71st CCM:
The matter was discussed in 71st CCM wherein, PGCIL representative stated that all
concerned entities can correct the drifts by using DCDs at their ends. PGCIL has
provided a procedure to correct the drifts using DCDs and contact details of officers in
case of difficulties. In case of a specific query where representative of MB Power stated
their in ability to correct the drift by themselves it was suggested that the SEM meter
may be brought to RAIPUR office of PGCIL for correction of the same.
b) WRLDC vide letter no. WRLDC/MO-II/1551/2016 dated 11.02.2016 (copy enclosed
at Annex 2) has once again intimated that:
i. It has been observed that drift in Energy Meters has become a matter of concern due to
large drift noticed and no actions have been forthcoming from the respective locations
were the SEMs are installed. It may be appreciated that keeping the SEMs in healthy way
ids the requirement of all and the respective locations have to take care of the SEMs in
their premises. It is practically impossible POWERGRID to keep all SEMs in healthy
conditions including Time Synchronization. Any drift in time may lead to large
difference in deviation in 15TMBLK and can effect the DSM charges.
ii. Further WRLDC has requested that all the locations shall be entrusted with the following
responsibilities.
1. Keeping SEMs in a healthy environment
2. Storing the necessary cables required for data down loading from SEM to DCD/MRI
( Optical Cable) and cable used to transfer data from DCD/MRI to PC in a proper
way so that cables are not subjected to any type of damages.
3. Keeping the DCD and its battery in a healthy condition by frequent charging of the
battery and clearing the DCD files so that memory is released for storage of next
weeks data.

4. Using rechargeable batteries for DCD and locations shall not depend on
POWERGRID to purchase of such batteries.
iii. List of Substations having major time drift issues faced by WRLDC and required to
synchronize with GPS/AIR signal immediately:

CCM discussion: WRLDC representative stated that the issue has been taken up in CCM
once again since it is observed that the utilities except NTPC are not time synchronizing the
meters with GPS regularly which have serious effects on accounting.
Committee recommended that all entities shall time synchronize the meters at least once in
a month so that there will not be time drift in the meters.
ITEM No.15: WEEKLY SEM DATA COLLECTION TRANSMITTING THE SAME TO
WRLDC IN TIME.
WRLDC vide letter no. WRLDC/MO-II/1551/2016 dated 11.02.2016 (copy enclosed at
Annex 2) intimated that as per clause 6.4.21 of IEGC 2010, “all concerned entities (in whose

premises the special energy meters are installed) shall take weekly meter readings and
transmit them to the RLDC by Tuesday noon The SLDC must ensure that the meter data from
all installations within their control area are transmitted to the RLDC within the above
schedule.”
Weekly data collection and further transmission the same to WRLDC is the responsibility of the
location were SEMs are installed. And also all SLDCs shall ensure that weekly data of the
respective locations within the SLDCs control area are transmitted to WRLDC in time.
WRLDC has to furnish weekly Actual energy accounts (SEM data) to WRPC by every
Thursday evening. But even after repeated discussion in CCMs, WRLDC is receiving SEM data
from few locations only by Thursday/Friday. This is creating delay in the submission of Energy
accounts to WRPC.
WRPC is weekly uploading intimation on their web site on non submission of data by WRLDC.
It may be appreciated that WRLDC can only forward the data to WRPC after processing of all
data and the delay is purely due to non availability of data from various locations. Hence all are
requested to submit SEM data at least by Tuesday evening positively. Then only WRLDC can
furnish the data to WRPC in time.
GM WRLDC stated that they have taken the matter seriously and all out effort is being
made by them and the issue is also being pursued at the highest level for timely submission
(by every Tuesday)of the meter data to WRLDC. He requested members to adhere the time
lines so that the data shall be submitted to WRPC by every Thursday.

ITEM No.16: NON SUPPLY OF REQUIRED DCD BY POWERGRID & INCORRECT
DATA RECEIPT AT WRLDC AFTER FIRST INSTALLATION OF SEMS

intimated that, it is noticed that POWERGRID is not able to provide required DCD to stations
due to non availability of sufficient spare DCDs.

220KV Ujjain to Modak line was made LILO at Banpura in January 2016. POWERGRID is yet
to provide the DCD to Banpuira. Due to non availability of DCD data from Bhanpura is received
so far.
Similarly SEMs were installed at TAPS 1&2 on 33kV feeders to BARC and the data of the same
is not yet received by WRLDC due to DCD issues.
As already mentioned, even with availability of DCD at a particular location , WRLDC is not
receiving data in time. Many of the stations are not having healthy DCD’s and are using shared
DCD, this is causing loss of data and delayed data collection. The matter was discussed in 68th
CCM and 70th
CCM. AMR implementation in WR has not yet started by POWERGRID, The
proposed AMR project for WR shall be taken up immediately to eliminate the DCD issues. It is
requested that sufficient DCDs shall be made available as spares for uninterrupted data flow to
WRLDC.

problems were faced by WRLDC

From the above statistics it is noticed that after installation of SEM data is not downloaded on
the same day and verification of data format, required S/W installation carried out, SEM
communicating with DCD, DCD communicating with SEM has not being carried out. It is
therefore requested that a set of procedures may be followed by POWERGRID and the location
where the SEM is installed for the first time and format may be forwarded to WRLDC at the
earliest . The following format is proposed by WRLDC.

ITEM No.17: FREQUENT PROBLEMS FACED SEMS OF M/S ELSTER MAKE
WRLDC vide letter WRLDC/MO-II/1551/2016 dated 11.02.2016 (copy enclosed at Annex 2)
intimated that, in WR presently there are SEMs from three vendors i.e. M/s SML, M/s L&T &
M/s Elster. It was observed by WRLDC the Elester make SEMs are giving errors specially after
first installation. There is always some formatting problem with the data of Elster SEMs and
WRLDC is receiving the data after a few weeks.
Further, WRLDC intimated that currently the SEMs installed at TAPS 1&2 on 33kB BARC
feeders have not yet received at WRLDC due some similar issues. It is requested that
POWERGRID may take up the issue with M/s Elster at the earliest to eliminate such
misbehavior of SEMs, DCD or the S/W provide by them. It may be appreciated that weekly
DSM account of nearly 50Crs in WR is purely depend on the meter data and timely and correct
data is need of the hour. It is felt that AMR need to be implemented in WR immediately ,
otherwise WRLDC will not be in a position to issue accounts by every Thursday as per IEGC
2010 with the present way of submission of data.
PGCIL representative stated that they have taken up the issue with M/s Elster and they
have removed the above anomalies.

ITEM No.18: SHIFTING OF CONTROL AREA OF BARC
WRLDC vide letter WRLDC/MO-II/1551/2016 dated 11.02.2016 (copy enclosed at Annex 2)
intimated that as per the decision of 30th WRPC meeting, the control area jurisdiction of BARC
has been shifted from SLDC, Maharashtra to WRLDC , Mumbai w.e.f. 14th Dec’2015 after
completion of all required formalities as per the existing Regulations.

WRLDC representative stated that telemetry (RTUs) is required to be installed at BARCs, since
the data from BARC end is not received in their SCADA system. He further requested PGCIL to
help BARC in installing the telemetry on reimbursement basis.

ITEM No.19: NON-PAYMENT OF ULDC CHARGES( POWERGRID PORTION ) BY
GENERATORS
POWERGRID vide email dated 11 Feb 2016 intimated that payment from M/s RGPPL, Lanco
Amarkantak, ESSAR POWER(MP) and SSNL are still pending towards the ULDC
(POWERGRID portion) fees and charges for the period pertaining to 2009-14. The bills were
overdue since long time despite regular follow-up by powergrid and discussion in various CCMs.
Committee may direct the parties to release the payment immediately and suggest those having
objection against the CERC order to approach the commission.
PGCIL representative stated that SSNL have made the payments recently.
Committee once again requested RGPPL, LANCO Amarkantak and EASSAR Power (MP)
to make the payments at the earliest. Also Committee felt that PGCIL may invoke the
provisions of Hon’ble CERC regulations.

Stage-V (500 MW) in Madhya Pradesh.
2. WRPC vide letter dated 16.11.2015 issued allocation of 500 MW RGPPL's Power to
Indian Railways on temporary basis. The order includes allocation of 500 MW of power in
Ratnagiri CCPP of RGPPL (1967.08 MW) to Indian Railways on temporary basis under
the PSDF support scheme for the FY 2015-16 and 2016-17, out of the power allocated to
Maharashtra (Maharashtra State Electricity Distribution Company Limited).
3. WRPC vide letter dated 19.11.2015 allocation of Redistribution of State wise allocation
500MW power from RGPPL.
4. WRPC vide letter dated 15.12.2015 allocation of Redistribution of State wise allocation
500MW power from RGPPL. The Distribution of 500 MW power from RGPPL to Indian
Railways is further distributed to following Nodal Railways statewise by Ministry of
Railway.
5. WRPC vide letter dated 30.12.2015 issued allocation of additional 120 MW RGPP 's
Power to Indian Railways on temporary basis
6. WRPC vide letter dated 15.01.2016 issued allocation in view of readiness of SER
(Jharkhand) for scheduling 100MW from RGPPL to SER (Jharkhand). The revised power
allocation from RGPPL to Indian Railways to be utilized in various states i.e.
Maharashtra, Gujarat, Madhya Pradesh and Jharkhand. This allocation is temporary i.e
upto 31.03.2017.
7. WRPC vide letter dated 20.01.2016 issued allocation of Redistribution of State wise
allocation 620MW power from RGPPL. The revised power allocation from RGPPL to
Indian Railways to be utilized in various states i.e. Maharashtra, Gujarat, Madhya Pradesh
and Jharkhand. This allocation is temporary i.e upto 31.03.2017.

We write with reference to the item no. 8.9 of minutes of 473 rd OCC meeting dated 20.07.2015 wherein the issue of non-availability of MRI meter reading to WRLDC/LAPL by PGCIL Bilaspur pooling stationwas•discussed. During the said meeting at WRPC, Mumbai, LAP! had also made submission that in theabsence ' of above meter 'reading, 2% line loss is being considered in calculation .of weekly DSMaccount which is unfair whereas actual average line loss is 0.61% should be considered based on past9 months data. The minutes of the above WRPC meeting noted the following:

"the stand taken by PGCIL regarding not . sending energy meter data from Lanco end to WRLDC evenwhen it was available, is not correct. It is unfair to load extra losses on beneficiaries / Lanco even whenthe authentic meter readings at Lanco end were available".
Ori 20.07.2015, PGCIL forwarded MRI meter reading for the past period from 20.06.2015 to07.07.2015 for whioh DSM accounts were prepared based on 2% transmission losses. SubsequentlyLAPL vide above referred e-mails and letters requested to WRLDC to revise DSM account based onactual meter readings as provided by PGCIL Bilaspur pooling station. WRLDC vide its email dated 4th"August 2015, advised LAPL to take up the same with WRPC as accounting is issued by them.
In view of the above, we request you to include the above issue as an agenda item in the upcomingWRPC Commercial Committee Meeting for suitable direction on revision of DSM account for the

It is good that the issue of non avaifability of the SEM data at Bilaspur end of Lanco Line I & II has beenresolved after the decision taken in the 473 rd WRPC OCC meeting held at Mumbai on 14.07.2015.
Since the Revision of previous DSM accounts will create many complications in UI accounts ofother entities also, It is not possible to revise it now, based on the actual Data available for theperiod 10.06.2015 to 13.07.2015 of Lanco Line I & II. More over WRLDC communicatedthe non availability of the data to LAPL as well as PGCIL in time for avoiding furthercomplications.

As the issue of PGCIL not sending the SEM data for the period 10.06.2015 to 13.07.2015 of Lanco Line 1 &11 has been resolved after the decision taken in the 473 rd WRPC OCC meeting held at Mumbai on14.07.2015 and PGCIL has already sent the data earlier held by it to WRLDC, we request WRLDC torevise the DSM account for the above period as actual transmission line loss is about 0.6% instead of flat2% considered by WRLDC in the DSM account in the absence of availability of SEM data.

timely taken into account while preparing the weekly energy accounting statements byWRLDC. Even, WRLDC vide its'email dated 25.06,2015 and 02.07.2015, had requested POOL.
Bilaspur Pooling Station to send the said MRI data but there was no response from PGCIL,:
LAP. vide. its letter dated 06.07..2015 informed WRPC that since 15:0.6.2015;. PGCIL has not
been sending weekly downloaded MR1 data to WRLDC. Thereafter, the matter was taken up
at. WRPC's 473rd •OCC meeting held on 14.07.2015 at.M.urnbai. In the above WRPC Meeting, .
LAPL expressed concern on non-submission of MRI data from PGCIL and made a sullmissior
that if energy meter from Lanco switchyard is considered, actual transmission toss of 0.6.1;
may be used instead of 2% being considered at present in weekly DSM account released by
WRPC. Accordingly, Member Secretary in the minutes of meeting dated 20,07.2015 of
WRPC's 0.CC meeting noted that "The stand taken by PGCIL regarding not sending energy
meter data from Lanco end to WRLDC even when it was available is not correct.. It is unfair
to load extra losses on beneficiaries / Lanco even when the authentic 'meter readings at

for the period 15.06,201505..07.2015.
In the absence of actual metering data of PGCIL Bilaspur (Bharari) Pooling Station, WRPCwhile preparing weekly DSM account had considered the line loss;of 2% against the'pctual
line loss of 0.61%, due to which approx. Rs. 10.44 Lakhs has been' debited to LAPL againstthe .entitled credit of approx. Rs. 21.83 Lakhs. Therefore, the above accounting followed byWRLDC has resulted in net loss of Rs.32.27 Lakhs to LAPL. The weekly DSM account
calculations based on the. MR1 data of PCCIL Bilaspur (Bharari) Pooling 5tatian is tabulatedas below:

As informed above, LAPL has been supplying power from its Unit 1 to Discoms of M.P. at a
regulated tariff and is allowed only a nominal rate of. return on equity. LAPL cannot be
penalised on account of any default/delay in submission of weekly MR1 data for three weeks
by PGCIL.
In view of the above, as the actual MRI data of PGCIL Bilaspur (Bharari) Pooling Station for
the above period has been submitted by PCCIL only on 20.07.2015 to WRLDC, in accordance
with the minutes of meeting dated 20.07.2015, we request WRLDC to send the revised DSM
account for the period 15.06.2015-05.07,2015 to WRPC and accordingly WRPC may release
the revised DSM account.
