Dear participants of Maia 2016,

First of all we want to welcome you to this adven-ture that will be Maia 2016!

We are Catarina and João and we will be the Head-organisers of the 35th National Selection Conference of EYP Portugal, the ones responsible for making sure that this 5 day event with more than 120 people goes in the best way possible. An event that we hope will be the best experience of yours and our lives.

For us this is a dream come true, we joined this family at the same time, three and half years ago, and after this time we had our chance to be the ones responsible for preparing and managing a session from its very beginning. Now we are al-ready working with the group of officials that will, inside their respective teams, help us shape the session in its different areas from the academic side to the multimedia one.

With a theme that gathers both the old and the new of our continent, and its cultural heritage we hope that all the participants will have the

chance to use their own cultural heritage as well the others’ to evolve and to become a new self. That everyone has the chance to learn, to improve as person and to do something that they always wanted to do.

As for now, we recommend you that you go through this booklet and take a look to the provisional pro-gramme, the main moments of the session, to sum up, get acquainted to the event as whole. If you have any doubts please don’t hesitate to contact us.

To conclude, we hope that in the days after the session you feel what we have felt after every ses-sion we have been to, a feeling that we call PED (post-EYP-depression). A feeling that shows how much of a rollercoaster this experience will be for you and for us.

Dear participants, Congratulations and thank you! That first sen-tence might seem oddly placed in the beginning of a welcoming message. “Why not first welcome us? This guy is weird”, you might be thinking and although that might be true, my first words to you are very carefully chosen and are indeed posi-tioned in the right place. Most of you are embarking on a new adventure. The European Youth Parliament is something new and strange for most of you at this stage and you might not have a clue about what will happen at the end November. Naturally, reading these words

of welcome and the welcoming booklet as a whole then takes courage as it is a step in the dark, a movement into the unknown. It is this because of this courage that I want to thank you. You had the courage to take the first step, even though you might be afraid, because let us be honest: new things are scary. My advice to you can only be: push through the fear. Fear makes us weary, but fear can also be a tool to try and do our best and to give our all. When we use fear this way, I have noticed it can quickly transition into a feeling of being content and satisfied. All of the above does not mean that this new ad-venture will not be weird or crazy. I know I am a bit crazy myself, like all EYP members to be honest. To some degree all of us are a little bit crazy. But that shouldn’t be a bad thing. Like Lewis Caroll said: “You are mad. Bonkers, off your head, .. But I’ll tell you a secret.. All of the best people are.” Together we will learn new things, feel connected as Europeans through our diversity and forge new

friendships that could possibly last a lifetime. Our organisation, the EYP, is a magical network where being crazy goes hand in hand with learning new. This open atmosphere where everyone can be themselves and where everything is possible, made me fall in love with the EYP and I hope I can help create an atmosphere that does the same for you. It is at this stage that I now feel comfortable say-ing what most of you expected me to say in the first paragraph. Welcome to Maia 2016! I hope you have fun and learn something new, I hope that you at some point feel comfortable enough to go completely crazy and I hope that your initial fear will turn into sheer delight that you can treasure months and years to come. THE SESSION

OVERVIEW

Maia 2016, the 35th National Selection Conference of the European Youth Parliament Portugal will be held in the enticing city of Maia. From Thursday, November 24th to Sunday, November 27th, more than 120 young people from all over Europe will gather to experience a four-day programme, packed with all the fundamental EYP elements, as well as other, complementary activities. For more detailed infor-mation about the various elements that will make up Maia 2016, please see “Programme” and “Ses-sion Elements”, on pages 00 to 00 below.

All Delegates must arrive until 9:30 GMT on Novem-ber 24th. Arrivals will be coordinated with each del-egation’s responsible Chaperones.

All session Officials are asked to arrive one day earlier, until 10:00 GMT on Wednesday, November 23rd, to attend Team Building for Officials and re-ceive Training in their respective competence ar-eas. Arrivals and pick-ups will be arranged directly with the Officials.

SELECTION

After the session, the 6 most suitable Portuguese Delegates will be selected to represent EYP Portu-gal at the 84th International Session of the Euro-pean Youth Parliament, which will take place be-tween April 21st and 30th, 2017, in Trondheim and Røros, Norway.

Soon, EYP Portugal will announce the 2 Jurors that will, with Lorenz Stree, the Head of the Jury, be re-sponsible for selecting the 6 Portuguese Delegates. The Jurors will continuously observe the perfor-mance of all Delegates throughout the Committee Work and the General Assembly, taking turns and comparing notes until they reach a final verdict.

CRITERIA

As for the criteria the Jury will be looking at and evaluating, they are quite clear and straightfor-ward. In no particular order:

1. Knowledge of the topic and pertinence of the interventions;

2. Creativity and originality of the stances taken;

3. Language fluency and oratory coherence;

4. Evolution throughout the session;

5. Posture and attitude during the debate.

THE THEME

Cultural heritage is an expression of the ways of living developed by a community and passed on from generation to generation. It manifests itself both in physical artefacts such as monuments or art and in intangible attributes. In other words, cul-ture is also part of anyone’s identity. Even though Europe is characterised by its cultural diversity, a part of the values we hold through are shared across the continent. We share a cultural heritage, which makes us European. Our identity is closely linked with our Europe, or Europa Nostra.

From customs, practices, places, objects, artistic expressions and values, culture is a concept in constant evolution and Europe. These values are shaped both by the memory of history and a stra-tegic look to the future. With populism on the rise, a European Parliament in place which is suffering from a democratic deficit, with millions of people with a different cultural background seeking refuge in Europe and certain classical European countries losing touch with our common project, it is safe to say the Old Continent is in need of redefining itself. In doing so it is important to recognise the need for Europe – and thus the European Union – to un-derstand the balance between its heritage and its modern ways of living. What should our shared Europe entail? How does the new ‘Old Continent’ define and base its actions on our cultural heritage?

SESSION MOMENTS

All EYP events have at least three elements in common: Team Building, Committee Work and General Assembly. At Maia 2016, we will be having those three... and some more. Read on to learn all you need to know about them.

TEAM BUILDING(DRESS CODE: COMFORTABLE)

On Thursday, following a ‘kick-off’ activity involving all the Participants, Delegates from different na-tionalities and socio-cultural and academic back-grounds will gather in their respective Committees. Under the guidance and facilitation of their Chair-persons and the Board of the Session, the Commit-tees will take part in a variety of activities; some physical, others demanding creativity, communica-tion and problem-solving skills, but all of them fun and engaging. Taking into account the Committees’ different personalities and their goals for the next phase, these exercises are designed to help mixed groups of people define their own rules and working procedures, and learn to overcome prejudice in an atmosphere of constructive discussions, constant feedback and mutual help, strengthening both their spirit and ability to work as close-knit teams.

EUROVILLAGE(DRESS CODE: REGIONAL OR NATIONAL COSTUMES/CASUAL)

Each School Delegation at Maia 2016 will put to-gether their own stand, featuring items from their city or region (or country, for international Dele-gates) - souvenirs, information brochures, national flags, everything is welcome - and, of course, many culinary specialities to be sampled. The EuroVil-lage will serve as everyone’s dinner on Thursday, too, so be sure to leave no one hungry. Although it won’t be possible to cook dishes, there is the possibility of heating up pre-cooked ones. As for foods that need refrigeration, at this point we can’t assure that we will be able to provide a fridge nei-ther assume the responsibility for its conserva-tion. Finally, while typical beverages are welcome, the Delegates (regardless of their age) will not be allowed any alcohol, while other participants will only be allowed beverages with alcoholic content under 16% vol.

OPENING CEREMONY(DRESS CODE: BUSINESS FORMAL)

On Friday morning, all participants will gather to offi-cially open the event. This will be the first truly formal (and, incidentally, also public) moment of the session

and, as its name makes clear, will mark the moment when the Parliament will go into session. Several im-portant personalities will be addressing the Delegates, motivating them to debate and make their voices heard and, after the European Anthem has been played, the President will declare the session to be officially open.

COMMITTEE WORK(DRESS CODE: SMART)

This is perhaps the central part of any EYP event, with the Committees sitting down to discuss their given Top-ics. Their goal is to write Motions for a Resolution on which they can all agree and, of course, defend at the General Assembly. This, however, is no easy task: people from different backgrounds often have as many differ-ent perspectives to contribute, and compromises will have to be reached within the established deadlines. To help facilitate this process, each Committee will con-tinue to be accompanied by their Chairperson who will work to ensure that all voices are heard. While discus-sions may be heated, the end result will doubtlessly be that the Delegates will have learnt a great amount about their Topics and carefully thought about the im-plications of their proposals, redeveloping their own views. The skills learnt during the Committee Work – discussing, debating, persuading, negotiating and com-

promising – will prepare the Delegates not only for the General Assembly, but also for life.

EUROCONCERT(DRESS CODE: FORMAL OR PERFORMANCE RELATED)

EYPers tend to possess a multitude of talents, reach-ing well beyond public speaking and arguing for their opinions during heated debates. In recognition of the many artistically gifted amongst us, this event will offer every participant a chance to showcase their abilities, be that by playing an instrument, singing or dancing.

THEME PARTY(DRESS CODE: THEMED)

After working so hard on their resolutions, the partic-ipants will be able to relax and enjoy not just a reg-ular party but a themed party! This party will follow the theme “The 80s”. With this theme, the participants will be able to travel back to one of the most amazing decades so far, the 980th year of the 2nd Millennium, the 80th year of the 20th century and the 1st year of the 1980s decade; they will be able to dress up as a 80s pop, culture or political icon, as a symbol of a compa-ny, or even as a piece of techhnology. It’s your deci-sion, you have the power to choose! But don’t forget to be creative: you have a whole decade, 10 past years

to search for inspiration, have the best outfit and to make this night a night everyone will never forget!

GENERAL ASSEMBLY PROCEDURE & PREPARATION(DRESS CODE: BUSINESS FORMAL)

On Saturday afternoon, the Board of the Session will explain the parliamentary procedure to be used at the plenary. Following this, the Commit-tees will have until the next day to prepare for the debates.

GENERAL ASSEMBLY(DRESS CODE: BUSINESS FORMAL)

On Sunday morning, the participants will gather to debate the matters at hand. For each Debate, the Resolution being proposed will be presented, de-fended, attacked, debated and voted on. As such, it will be of paramount importance that all Delegates are familiar with not only the topic of their own Committee, but also with those of others. While it is true that, in several cases, the European Parliament has gone on to discuss issues brought up by EYP Resolutions, the aim of this activity is not to exert political influence, but rather to provide an educa-tional experience for the individuals taking part.

CLOSING CEREMONY(DRESS CODE: BUSINESS FORMAL)

Following the last Debate on the day of the General Assembly, representatives of EYP Portugal and of the various teams of Officials will hold a series of speeches, helping the participants reflect on what we are certain will have been a lifechanging expe-rience. In the end, we will close the session in the same way we will have opened it: with the words of the President of the session, right after the Eu-ropean Anthem.

DRESS CODES

Different moments require different sets of clothes. In this section, you can find a short explanation of what each dress code means. Please remember that, while their descriptions are indicative, these dress codes are, for the most part, mandatory. Be sure to check the weather forecast and dress accordingly.

COMFORTABLEThis is how you should dress for the Team Build-ing. While we all know that first impressions count, please bear in mind that you will be engaging in a series of outdoor activities, some of which more-or-less physically demanding. For that reason, make sure you wear clothes and shoes that are comfortable and can get dirty.

CASUALThis is what you can wear outside the official mo-ments of the Session. Basically, whatever you feel comfortable in is an option, as long as it is decent.

SMARTThis is what you must wear for the Committee Work. While ‘smart’ attire may be difficult to pin down, it definitely excludes tennis shoes, sports

trousers or jeans and t-shirts. In other words, we would recommend: for the gentlemen, a pair of dressier shoes and trousers, a button-down shirt with a jumper and/or a jacket; for the ladies, either that or a dressier skirt, with a shirt and a jumper and/or a jacket.

BUSINESS FORMALThis is what you must wear for the Opening Cer-emony, the General Assembly and the Closing Ceremony. Formal attire that is appropriate for a work/business environment will be accepted. This means: for the gentlemen, a business suit, dress shirt, dress shoes and a sober tie; for the ladies, either a suit, a tailleur, a dress or a combination of a sober, knee-length skirt, a dress shirt and an appropriate jumper will do.

For the EuroConcert, while remaining formal, your choice of attire can add a little bling. For the gen-tlemen: it might be time to bring out that special bow tie; for the ladies: this is when you can add a bit of glamour… or a bit of bling! If you will be per-forming at the EuroConcert, then you have much more liberty in choosing what to wear, as long as it is in keeping with the nature of your performance

and within the limits of the decorum that is ex-pected of all participants.

THEMEDAs you have just read, this session’s Theme Party will be all about the 80s. To party in style, you are asked to bring an accessory/ornament or even an entire outfit that, in your opinion, symbolises that great moment of history which is the 1980s decade.

P.S. Please restrain from anything too revealing or offensive, and be creative! Good luck!

TRADITIONAL COSTUMESAlthough not mandatory, traditional costumes al-ways add a special touch to moments of cultural exchange. If possible, at Maia 2016, we would be happy to see you wearing your countries’ national or regional garments during the Eurovillage.

VENUES

PORTO’S YOUTH HOSTEL

Less than 30 minutes away from Maia, and with a breathtaking view over the Douro river, the Youth Hostel of Porto will accommodate all the session’s participants.

The Youth Hostel has an amazing common room, where the guests will have the opportunity to so-cialise, and there is also Wi-Fi available for all last minute researches and social media updates.

VENEPOR SHOPPING CENTER

Venepor is a two storey shopping center located in heart of Maia, just a few meters from the City Hall. It has 92 stores and an auditorium that was a cinema but now is used for conferences, with an amazing entrance. It has room for 330 people.

This venue will host the Committee Work, the Eu-roconcert and the General Assembly, and it will be the space where we can witness the delegates pas-sionately debate during the General Assembly.

MAIA’S GREAT HALL

The City Hall is located in the city center, next to the shopping centre Venepor. The Opening Cere-mony is going to take place in the Great Hall, a unique and graceful space, used for some of the most relevant solemn moments of the municipali-ty, as well as an excellence space for the Municipal Assembly’s political activity.

VENUES

MAIA’S CITY PARK

The city park is a beautiful and large garden locat-ed near the City Hall and the Shopping Center Ve-nepor, two of the main venues of the session. This venue will be used for the Team Building activities in case the weather is considerably good. It will provide to all participants a pleasant environment for the first activities of the session.

MAIA’S TENNIS COMPLEX

Maia Tennis Complex is a beautiful sports complex located close to Venepor. It has 10 tennis courts, 5 of which are indoors and will not be affected by pos-sible rain. This venue also hosts some of the most prestige tennis competitions in Portugal such as Davis Cup. This venue also hosts the biggest Por-tuguese tennis school, Escola de Ténis da Maia. It started training tennis players in 1999 and now-adays it has more than 600 students. In the past years’ students of this school have conquered many titles, some of them are international titles. On the first day of the programme, the Delegates will gath-er in committees for the first time and experience the Team Building activities in this lovely venue.

RULES & LEGAL NOTES

The following rules and requirements are valid all throughout the session, from the moment of the participants’ arrival and until their departure. The Organisers and the European Youth Parlia-ment Portugal will not take any responsibility for any situations arising from a lack of observance of these rules. Likewise, the participants are ulti-mately responsible for their conduct, their well-being and the safety of their objects.

GENERAL DIETARY REQUIREMENTSThe Organisers will, if duly and timely informed, en-sure the Participants’ dietary requirements (vegetar-ians, vegans, etc.) are met. For this, we ask that you inform us with enough time in advance and ensure the confirmation of your requests, being responsible to get the right food and beverage types once at the Session. The Participants who make no special re-quests will be served the standard options.

MEDICINE AND SUBSTACE ALERGY POLICYTo prevent any problematic situations, no Official may, at any time or under any circumstances, pro-vide the Participants with any form of prescribed

medication. As such, we remind all Participants to bring any type of medicine they may need, espe-cially those of regular, prescribed intake.

Regarding allergies or substance intollerance, we ask you to be aware and inform us accordingly whether the substance(s) in question be present in medicines or in any types of food or beverage (e.g., coeliac disease, lactose intolerance, etc). Regard-ing food and beverage allergies, the Organisers will, if duly and timely informed (please clearly in-dicate and list all foods and beverages you can/cannot consume), ensure that viable alternatives are made available.

In cases of a normal food-service-queue, these foods and beverages will be served at the Participants’ re-quest. In cases of self-service moments, they will be set separately. We ask that all Participants make any requests on time, ensuring their confirmation, and that, once at the Session, they be responsible for get-ting the right food and beverage types.

SMOKING POLICYWe remind that, in Portugal, in accordance with Law No. 37/2007 of August 14th, people below the

age of 18 are not allowed to purchase or consume tobacco products of any kind. While we will not act as vigilantes, the Organisers reserve the right to ensure minors do not smoke throughout the session and will confiscate and withhold for the duration of the session any tobacco products in their possession. We would also like to remind our participants aged 18 and above that they are not allowed, under any circumstances, to provide any tobacco products to underaged participants.

ALCOHOL AND DRUG POLICYIn Portugal, peope below the age of 18 are not al-lowed to purchase or consume alcoholic products of any kind. At sessions of EYP Portugal, the Dele-gates (regardless of their age) are not allowed the consumption of any type of alcohol, while the re-maining participants may, according to their age (and taking into account also the laws in their countries) consume beverages with alcoholic con-tent of up to 16% vol. Regardless, consumption level must remain adequate and cannot interfere with the participants’ ability to behave appropri-ately at all times - particularly in the performance of the duties inherent in their designated roles. Breaking these rules will result in the participants’

(Delegates or otherwise) dismissal from the ses-sion programme at their own risk and expense.

As far as the consumption of drugs (‘soft’ or oth-erwise) goes, the EYP and, thereby, EYP Portugal operate a zero-tolerance policy. Any participants caught in possession, acquiring, selling or at-tempting to, soliciting, offering and/or consuming drugs of any kind will be immediately dismissed from the session.

Furthermore, contrary to popular belief, in Portu-gal, as per Law No. 30/2000 of November 29th: 1) the possession and/or consumption of any kind of drugs remain illegal; 2) incidents involving the possession (but not the consumption) of small quantities of ‘soft’ drugs will not elicit a criminal procedure, but will still result in administrative punishments, including the confiscation of the drugs and the possible (very likely) application of considerable fines; 3) incidents involving the pos-session of larger quantities of ‘soft’ drugs, the con-sumption of any quantities of ‘soft’ drugs or the possession and/or consumption of any quantities of ‘hard’ drugs will result in a temporary arrest, be criminally prosecuted and possibly result in a pris-

on sentence of one to twelve years. EYP Portugal reserves the right to, depending on the gravity of the offence, report the offenders to the police.

RULES OF CONDUCTAll Participants (or, in case of Participants who are under the age of 18, their parents/legal guardians) will be asked to sign the EYP Portugal’s code of conduct, including rules regarding general expect-ed conduct, as well as all further disclaimers and the rules already covered in this booklet. We ask that you take that code of conduct with serious-ness and that you observe those rules from the moment of your arrival, all throughout your stay at the session and until your departure.

LEAVING THE OFFICIAL PROGRAMMEManaging an event with around 120 people is not an easy task. As such, to ensure everything runs as smoothly as possible, the Organisers will need to be able to know where to find all Participants at all times. This means that you cannot leave the Ses-sion for any amount of time without express per-mission from the Head-organisers and, for Partic-ipants other than the Organisers, or the President,

your immediate superior(s) – if you are a Delegate, your immediate superior will be your Chairperson; if you are a Chairperson or a Vice-president, that will be the President; if you are a Media Tem Mem-ber, those will be the Editors.
