INTRODUCTION

Prospectus for admission to the M Ed. Degree Programmes in the Colleges affiliated to MahatmaGandhi University for the academic year 2020-22, as approved by the Hon. Vice Chancellor, ispublished herewith. It contains general information and rules relating to the admission to M EdProgrammes 2020 in the above institutions.

1. CLASSIFICATION/CATEGORISATION OF SEATS:

Seats available in the teacher training colleges affiliated to the University for the M Ed programmes(Self-financing) are mainly classified as Merit seats and Management seats.

1.1 Management Quota Seats:50% of the seats are earmarked as Management Quota seats and these seats shall be filled by theeducational agency.

1.2 Merit Seats:The remaining 50% seats are merit seats. The merit seats include the reservation seats forSC/ST/SEBC/EWS/Sports/Teacher Quota and PD Quota. The application for merit seats also haveto be submitted at the college concerned.

2. RESERVATION OF SEATS

2.1 Types of Reservation:Out of the total Merit Seats available in the affiliated colleges for various M Ed programmes, seatswill be reserved for the different constituents of the main categories mentioned below:

i. Reservation for Persons with Disabilitiesii. Special Reservationiii. Mandatory Reservation

2.2 Reservation for Persons with Disabilities (PD):5% of seats over and above sanctioned strength for each programme are reserved for thiscategory. Within the 5% mentioned above one third of the seats will be earmarked for each of thethree sections of the physically handicapped (Blind, deaf and orthopaedically challenged) withoutprovision for interchange of seats.

‘Person with disability’ means a person suffering from not less than 40% of any disability as certifiedby a Medical Board constituted for this purpose. Candidates who have a minimum of 40% disabilityalone will be eligible for this quota.

Candidates seeking admission under Persons with Disabilities category should attach with theirapplication form, an attested copy of the ‘Certificate of disability’ issued by a District Medical Boardor bodies of higher status, certifying the degree of percentage of disability.

If the number of seats in a college for a programme is very small, all the seats in the same collegefor different M Ed programmes are pooled together and PD quota seats will be distributed on thebasis of a roster. These seats, if required, will be shifted based on the option of the eligiblecandidates in the category.

The selection of candidates under this category will be based on the rank in the inter-se merit listand physical suitability, and not on the basis of the degree of disability.

These candidates will be considered first for admission in PD quota. They will also be considered forthe general seats if no seats are available in the PD quota. For the same reason they should notsubmit separate application for the general quota seats. If eligible candidates for PD quota are notavailable all such vacant seats shall be converted to Open Merit seats.

The seats reserved for Sports Quota and Teacher Quota come under this category. Thesecandidates will be considered first for admission in Special reservation category. They will also beconsidered for the general quota seats if no seats are available in the Special Reservation category.For the same reason they should not submit separate application for the general quota seats. Ifeligible candidates for Special Reservation are not available all such vacant seats shall be convertedto Open Merit seats.

2.4. Admission to sports quota:One seat for every 20 seats in merit quota (Open Quota) for each M Ed programme in a collegeshall be reserved as a Sports Quota seat. Where the number of seats is less than 20 in merit quotafor a programme in a college, the seats of all the M Ed programmes in the college will be pooledtogether. The applicant for admission to the sports reservation quota should have represented atleast the district Sports Zone. Preference shall be given to Sportsmen who have represented theState/University over the sportsmen who have represented the District/College. The applicant willproduce the Certificate from the Secretary of the State Association of the event concerned to proveDistrict representation.

The following guidelines will be followed in determining merit in sports and athletics for admission tothe M Ed programmes.

Points shall be awarded to the 1st (Winner or the Winning Team), 2nd (Runners up or Runners upteam), 3rd (third place) and participation as :

2.5 Reservation of seats under Teacher Quota

Within the total seats under merit quota (Open Quota) 5% of seats are reserved as TeachersQuota. Teachers who are working in Govt./Aided schools at the time of notification only are eligibleto be considered for admission under this category. If the number of seats in a college for aprogramme is very small, all the seats for the different programmes in the same college are pooledtogether and Teacher Quota seats will be distributed on the basis of a roster.

2.6 Mandatory Reservation :For calculating the number of seats under Mandatory Reservation also the total merit seats for allthe M Ed programmes in a college will be taken as one unit and the seats will be distributed basedon a roster.

2.7 Reservation of seats in affiliated Colleges:The merit seats for each M Ed programme will be distributed as per the pattern given below.Distribution of Merit Seats :

(A) State Merit(SM) 50%

(B) Economically Weaker Sections(EWS) 10%

(C) Socially and Educationally Backward Classes(SEBC) 30%

3. CLAIMS FOR MANDATORY RESERVATION AND CERTIFICATES TO BE PRODUCED i. Claims for Mandatory Reservations must be made by a candidate at the time of submissionapplication, and attach copies of supporting documents in proof of the claim along with theapplication.ii.The claims for mandatory reservation once made in the Application cannot be altered by thecandidate under any circumstances.

3.1 Claim for Communal reservation under ‘Socially and Educationally backward Classes’(SEBC):Reservation of seats to the Socially and Educationally backward Classes will be in accordance withthe provisions contained in G.O.(P) 208/66/Edn. dated 2.5.1966, as amended from time to time.

(a) Candidates belonging to Socially and Educationally Backward Classes as per G.O.(P)208/66/Edn. dated 2.5.1966, who also belong to Non- Creamy Layer are eligible for reservationunder this category. The certificate should be not earlier than 12 months prior to the submission ofapplication. Only the claims of the candidates of those communities that are included in Appendix Iof the Prospectus will be considered.

(b) Candidates belonging to SEBC should invariably produce the Non- Creamy Layer Certificateobtained from the Village Officer concerned. Copy of the above certificate should be attached withthe application.

3.2 Claim for Reservation under Scheduled Castes/Scheduled Tribes Quota:(a) Candidates claiming reservation under Scheduled Castes/ Scheduled Tribes Quota shouldobtain caste/community certificate from the Tahsildar.

(b) Claim of OEC candidates against the un-availed seats of SC/ST candidates: Other EligibleCommunity (OEC) candidates who claim the un-availed seats, if any, under SC/ST quota shouldfurnish community and income certificates obtained from the Village Officer concerned. Those OECcandidates whose annual family income is up to 8 lakhs (Rupees eight lakhs only) alone are eligiblefor such seats (GO (MS) No. 03/2018/BCDD dated 09/04/2018.)

3.3 Claim for Reservation under Economically Weaker Sections(EWS):Candidates who wish to avail reservation under EWS will have to produce the Income & AssetsCertificate from the Village Officer concerned.

4. OTHER GENERAL RULES FOR MANDATORY RESERVATION

4.1 If SC/ST seats remain vacant such seats will be re-notified and applications will be invited fromthe same category students. If such seats remain vacant even after this process they will be filled up

in the following manner.

4.2 The unfilled SC/ST vacancies shall be filled from candidates belonging to OEC, and in theirabsence from candidates belonging to SEBC. If the seats still remain unfilled, the same will be givento open quota.

4.3 Claim for fee concession to OEC candidates : Candidates belonging to other eligiblecommunities are exempted from payment of fee at the time of admission to M Ed programmeirrespective of annual family income as per G.O (Ms) No.36/07/SCSTDD dated 03.07.2007. Theyshould provide Community Certificate from the Village Officer concerned.

5. Bonus marks

5.1 Post Graduate degree with same optional:15 marks will be given to candidates who possess First Class PG degree, 10 marks for SecondClass PG degree and 5 marks for Third Class PG degree. Bonus marks will be given only if the B Eddegree and PG degree are in the same optional subject. The list of PG subjects and correspondingB Ed optionals are included in Annexure II. Candidates who claim bonus marks for subjects notincluded in the PG subject list(Annexure II) should produce copies of Equivalency Certificate andEligibility Certificate issued from Mahatma Gandhi University.

5.2 Ex-Servicemen and widows and children of Jawans:Bonus of 15 marks will be awarded to Ex-Servicemen and widows and children of Jawans.Applicants in this category should invariably produce the certificate in support of their claim at thetime of admission. The certificate should be obtained not earlier than six months from the last dateof submission of application from the military authorities or State/Zilla Sainik Welfare Officer to theeffect that the applicant is the son/daughter/widow of Jawan or an ex-service man himself/herself.The certificate should clearly show that the benefit of reservation has not been granted earlier toany member in the family. In the absence of the above certificate the claim will not be considered.

5.3 Teaching Experience:A bonus of 1 mark will be given to every year of teaching experience subject to a maximum of 10marks. If teaching experience is less than one year proportionate bonus marks will be given forevery completed months of service. B Ed programme alone will be considered for bonus marks.Candidates who claim bonus marks for teaching experience must submit "Teaching ExperienceCertificate" along with the application (format annexed with application form)

If the bonus claims in the application are proved false at the time of admission the candidature willbe cancelled and the application of such candidates will not be considered for further admission.

6. ELIGIBILITY FOR ADMISSION

6.1 Academic eligibility should be satisfied as on the last date of submission of the application.

6.2 If an applicant for admission is found to have indulged in ragging in the past or if it is noticedlater, admissions shall be denied or he/she shall be expelled from the educational institution.

6.3 Candidates seeking admission to the M.Ed programme should have obtained at least 50%marks or an equivalent grade in the following programmes-(i) B.Ed(ii) B.A.B.Ed., B.Sc.B.Ed (iii) B.El.Ed(iv) D.El.Ed with an under graduate degree( with 50% marks in each).

7. M ED PROGRAMMES OFFERED IN THE COLLEGES AFFILIATED TO MAHATMA GANDHIUNIVERSITY:

English Education, Malayalam Education, Hindi Education, Social Science Education, ScienceEducation, Mathematics Education, Commerce Education, and IT Education.

8. RELAXATION OF MARKS IN THE QUALIFYING EXAMINATION:

8.1 Scheduled Caste/Scheduled Tribe Category:The applicants in these categories need only a pass in the qualifying examination to apply for M Edprogramme.

8.2 SEBC Category:A relaxation of 3% marks in the qualifying examination from the prescribed minimum is allowed.

8.3 OEC Category: A relaxation of 5% marks in the qualifying examination from the prescribed minimum is allowed.

9. PREPARATION OF RANK LIST:

The rank list for M Ed programmes will be prepared based on the marks of the B Ed examination(Converted to 1200 if the total marks are different) and bonus marks under various categories asdescribed in clause 5.

10. RESOLVING OF TIE :

In the case of more than one candidate obtaining equal index marks as per Clause 9, the candidatewho has scored more marks in the qualifying examination will be placed higher in ranking. If the tiestill exists, the candidate with higher percentage of marks for PG in the same optional will be placedhigher in the rank. If there is still a tie, the age of the candidates will be taken into account, the olderbeing placed higher in the ranking.

11. ADMISSION IN MANAGEMENT QUOTA:

The Admission process to the Management Quota shall be in accordance with clause 1.1 of theProspectus. The applicants in this category shall submit their application to the college authoritieswhere the candidate seeks management quota admission.

12. DOCUMENTS TO BE ATTACHED WITH THE APPLICATION

Self-attested Copies of Certificates/Documents to be submitted with the application:1. Copy of Certificate in proof of date of birth.2. Copies of Certificate/Provisional Certificate and Mark Lists of Qualifying degree examination3. Copy of the Equivalency and Eligibility Certificate from the Mahatma Gandhi University, ifapplicable.4. Copies of Post Graduate Degree Certificate and Mark List, if bonus marks claimed for the same.5. Copy of certificates in proof of claim for reservation under Sports or Persons with DisabilitiesQuotas(The application along with the supporting documents has to be submitted at the college concernedbefore the last date.)

13. CERTIFICATES TO BE PRODUCED AT THE TIME OF ADMISSION

i. Certificate to prove date of birth.ii. Transfer Certificate (TC) from the Institution last attended and Conduct Certificate.iii. Mark Lists of Qualifying Degree examination and Provisional/Degree Certificate. iv. Eligibility Certificate from Mahatma Gandhi University, in case of candidates who have passedtheir qualifying examination from Universities/Institutions not recognised by Mahatma GandhiUniversity, shall be furnished.v. Equivalency Certificate for the Post Graduate Degree, if applicablevi. Any other documents required to be produced before the Head of Institution.

14. A candidate coming under reservation category and getting admission on the basis of his meritin the Open quota in a college where a specified number of seats are kept reserved for the reservedcategory will be deemed to have been admitted in the Open category and NOT in the reserved

category. While computing the percentage of reservation also the above candidate will be treated asOpen category candidate and not as reserved category candidate.

15. FEE

15.1 Fee for the M Ed programme offered in affiliated colleges will be as follows:

Tution fee ₹14000/- per semester

Special fee ₹3500/- per semester

Total fee per semester ₹17500/-

15.2 Candidates belonging to SC/ST communities admitted against merit seats or against the seatsreserved for them are exempted from payment of fee. Candidates belonging to OEC who areadmitted against merit seats or against the un-availed seats of SC/ST are exempted from paymentof fee (As per G.O.(Ms) No.14/2005/SCSTDD dated 5.4.2005 & G.O.(Ms) No.36/07/SCSTDD dated03.07.2007). Candidates belonging to OEC admitted through SEBC reservation are also exemptedfrom payment of fee. (As per G.O.(Ms) No.50/2006/SCSTDD dated 22.09.2006).

15.3 Claim for fee concession to OEC Candidates : Candidates belonging to Other EligibleCommunities (OEC) are exempted from payment of fee at the time of admission to M EdProgrammes under Government/Community quota irrespective of annual family income as perG.O.(Ms) No.36/07/SCSTDD dated 03.07.2007. They should provide Community Certificate fromthe Village Officer in order to avail this benefit.

15.4 SC/ST/OEC candidates will have to pay the ‘Caution Deposit’ as per rules.

The Hon'ble Supreme Court of India has directed that if any incident of ragging comes tothe notice of the authority, the student concerned shall be given liberty to explain and if hisexplanation is not found satisfactory, the authority would expel him from the institution.
