FOREWORD
Train crew play vital role in the safe and smooth operation of goods and passenger trains.
Loco Inspectors (LIs) provide them regular counseling, monitoring and training for efficient and
safe working. This handbook on “Up-Keep of Combined Crew Lobby” will be useful for SLIs and
loco pilots for updating their knowledge which will result into safe working.
The issue of light weight line box is addressed by a common “Mini combined line box”
which will be kept in locomotive. Others issues and facilities are also recommended in this
handbook.
I am sure this handbook will be useful for Railways to improve facilities and management at
the combined crew lobbies.

PREFACE
The crew are booked for train operation from combined crew lobby. Proper upkeep
of combined crew lobby is essential for safe operation of trains. The SLIs who counsel loco
pilots should have predefined role and a diary in their custody for effective monitoring.
CAMTECH has prepared this handbook on “Up-Keep of Combined Crew Lobby” with an
objective to improve various practices being followed at these points.
Good works done by various Railways along with photographs have also been
incorporated in this handbook. CAMTECH suggestions for avoiding SPAD have been
included in the book. CAMTECH also added its recommendations on facilities
/infrastructure, check list for audit inspection and up-keep of lobby etc. in this handbook.
It is clarified that this handbook does not supersede any existing provisions laid
down by Railway Board/ Zonal Railways. This handbook is for guidance only and it is
not a statutory document.
I am thankful to all field personnel who have helped us in preparing this handbook.
Technological up-gradation & learning is a continuous process. Hence feel free to
write to us for any addition or modification in this report. We shall highly appreciate
your contribution in this direction.

CHAPTER 1
INTRODUCTION 1.0 OBJECTIVE
The nature of job of train crew (loco pilot/co-pilot, guard) is very hard as they
have no regular working hours. Due to this Railway pays special attention to provide
them predefined proper cycle of duty hours and resting time at out stations as well as at
headquarters. Running staff are booked from a crew changing point, after ensuring that
they have taken sufficient rest and completed all required trainings and requirements,
which are mandatory for safe train operation. Centre for Rail Information System (CRIS),
a unit of Indian Railways has developed software named 'Crew Management System
(CMS)', wherein bookings of these sensitive categories of crew are managed. This is
monitored at various levels by inspectors and officers.
This handbook has been prepared with on objective to standardize the various
practices being followed at crew booking point.
1.1 EXCERPTS FROM REPORT OF THE ED’S COMMITTEE OF RAILWAY BOARD ON IMPROVEMENT IN CREW LOBBIES ON NOVEMBER 2003 with reference as per board’s letter NO. 2001/M (L)/467/2 DATED - 10.11.03
1. Combined Crew Lobbies should be classified on the basis of number of users per
day:-
i. Category “A” – 51 users,
ii. Category “B” – between 21-50 users
iii. Category “C” – up to 20 users.

3. All new crew lobbies should be constructed with rest room attached toilet. The lay
out should be functional and building should be modern with maintenance free
toilet.
4. Wherever it is not possible to renovate/refurbish the existing crew lobbies, they
should be dismantled/ put to alternate use in a phased manner and replaced with
properly equipped modern lobbies.
5. Flush type toilet and urinals with proper drainage and septic tank should be
provided with each lobby.
6. Glazed tiles should be fitted on walls and anti-skid type on floor of lavatory attached
to rest room.
7. Every crew lobby should have adequate communication arrangement by way of
provision of railway and DOT phones (with STD facility).
8. 24 hours running water supply should be ensured.
9. Upkeep and maintenance of crew lobbies including sanitation may be contracted
out.
10. A separate cash imprest of Rs. 5000/- should be maintained with the officer in-
charge of crew lobby for petty repairs (engineering/ electrical) and replacement of
fittings.
11. The Committee further recommends that for ‘A’ category lobbies where running
staff signing on/off per day is 81 & above, supervisor of the Grade of Sr. Loco
Foreman i.e. Rs. 7450-1500 should be deployed for effective control.
12. Door mats to be provided at the entrance to rest room and toilet attached to crew
lobby.
13. Every crew lobby should have adequate communication arrangement by way of
provision of Railway and DOT phone (with STD facility)
1.2. A Report has been issued by Railway Board with a title “High Power Committee
to Review the Duty Hours of Running and Other Safety Related categories of
Staff” on August, 2013. Points pertaining to lobby facilities are reproduced below
for ready reference:
1. Total duty of a stretch (from ‘sign on’ to ‘sign off’) for the Running Staff should
not exceed 11 hours.
2. Running duty at a stretch should not ordinarily exceed 9 hours. Such duty may
extend further provided the railway administration gives at least 2 hours notice
before the expiration of 9 hours to the crew that he would be required to perform
running duty beyond 9 hours, with the stipulation that the total duty from ‘sign on’
to ‘sign off’ shall not exceed 11 hours.
3. In case the train does not reach its destination, normal crew changing point or the
point where the reliever has been arranged, within the overall limit of 11 hours, and
such a point is approximately one hour journey away, the Running staff shall be

required to work to that point provided the maximum hours in that trip do not
exceed 12 hours.
4. For loco pilots of all Mail/Express trains, the running duty (for the purpose of
preparation of links only) should not exceed 8 hours.
5. The above provision for running duty hours and total duty hours shall be applicable
to all Running staff including loco pilots (Mail/Express), loco pilots (Passenger),
Loco pilots (Freight), Motormen and Guards except wherever stated otherwise.
6. No change is recommended in the existing for Loco Pilots (Shunting) who are
presently working on fixed roster basis.
7. In severe operational exigencies like acts of God, earthquake, accidents, floods,
agitation, and equipment failure etc., the controller should suitably advise the staff
that they may be required to work beyond the limits prescribed above.
8. Replacement of assistant loco pilots with Co-pilots on those Mail/Express trains
also which have a nonstop run of more than four hours. The Co-pilot should be in
the same grade as that of the Loco pilot of the train so that he can take control of the
train whenever necessary.
9. Present classification of running staff under HOER should be maintained.
10. Existing instructions of minimum punishment to staff for SPAD cases should be
reviewed to ensure that the decision takes into account the gravity of the offence
(repercussions of the SPAD) and also the Loco Pilot’s past record.
11. Existing limit of 104 standard hours of work for the cumulative duty period in a
fortnight for Running Staff does not require a change except for the loco pilots
(Mail/ Express) for whom this limit shall be fixed at 90 hours.
12. The period of spare travel above should get counted towards duty at a stretch (from
‘sign on’ to ‘sign off’) also, besides counting it towards the cumulative duty hours.
13. The limit of stay away from headquarters for Running Staff shall be fixed at 72
hours. It should be further brought down to 48 hours in tandem with vision 2020.
14. Continuous night duty for Running Staff shall be limited to 2 nights after which
they must be granted at least one full night in bed before being booked again, in
case the 3rd
night working is unavoidable, it may be permitted with following
conditions:
i. The staff has availed at least 10 hours before ‘signing on’ for duty.
ii. The duty to be performed by him involving third night working should be
towards Headquarter.
iii. On completion of the above trip, he shall be granted full headquarter rest
including a full night in bed.
15. The definition of night should continue to be reckoned as 2200 hours to 0600 hours.
However, for the purpose of continuous night duties, the period of duty performed
during 0000 hours to 0600 hours should only be treated as night duty.

16. The headquarter rest of all Running Staff shall be 16 hours irrespective of the
duration of his incoming trip.
17. The outstation rest of all Running staff shall be 8 hours irrespective of duration of
his incoming trip.
18. Call notice period should continue to be a part of the headquarter / outstation rest.
19. Local variation if demand necessary by Zonal Railways in respect of headquarters
rest and outstation rest, may be permitted for suburban services as exceptions.
20. The existing instructions in respect of short trips may continue to be followed with
the provision that the total duty from initial ‘sign on’ to ‘sign off’ shall be contained
within the limits prescribed for total duty at a stretch. This will also be applicable in
cases of Traveling as Passenger (TAP) and pilot working.
21. Four periodical rests of 40 hours each shall be grated to all categories of running
staff in a month. Each rest should include at least one full night in bed and should
normally be given to running staff once in a week. However, if due to operational
reasons, such rest cannot be given to him in time, it should be ensured that the gap
between 2 consecutive periodical/weekly rests does not exceed 10 days.
22. Guard in the rear cab of sub-urban trains may be replaced by Motorman, to enable
faster turn round at the terminals and to give relief to motorman after each trip.
23. Running staff reviews should be carried out only at headquarter level.
24. Ministry of Railways should issue a clear and uniform formula to be used by all
Zonal Railways for working out the Running staff requirement at the time of
running staff reviews. The formula should clearly indicate the additional
requirements which need to be taken into consideration over and above the basic
requirement. Also, it should be issued with finance concurrence so that the delays in
finance vetting are minimized at Zonal Railways level.
25. Running staff reviews should be carried out once in a year only.
26. For carrying out running staff reviews, traffic growth of 3 years (average time taken
for the materialization of the indents) should be taken into consideration.
27. RRBs should be advised to prepare a stand by panel to the extent of 100% of the
indent.
28. The system of holding RRB examinations on a common date should be continued.
29. Standard of the psychological tests being conducted by RDSO should take into
consideration that the candidates are only ITI certificate holders.
30. Adequate special allowance for those higher supervisory posts which have more
arduous duties than other lower rank posts having the same pay band and grade pay
to make these posts more attractive.

31. Ministry of Railways has issued instructions not to surrender any posts in safety
category under the exercise of rightsizing and to create them, whenever necessary,
on one to one basis. The practice should continue as any depletion in the strength of
safety category staff is likely to affect the train safety adversely.
32. The rosters for intensive category staff should be made in such a way that they
don’t work on all seven days in a week and also get a weekly rest of 40 hours
minimum. Zonal railways may be asked by the Ministry of Railways to modify
their rosters for “Intensive” category staff accordingly. A copy of the modified
roster received by the committee from North Western Railway may be circulated to
them along with this letter for guidance.
33. Breach of rest whether at headquarters or outstation should be permitted only in
emergent situation like accidents, natural calamities (floods, breaches, storms and
earthquakes etc.) and national emergencies etc. and not in case of routine
operational needs.
34. There should be no breach of rest allowance for breach in periodical rest. However,
if the need does arises for any curtailment in periodical rest. It should be permitted
only in very exceptional circumstances subject to the following conditions.
35. Cases of breach of rest should be regularly monitored at a sufficiently high level in
divisional offices and zonal offices.
36. Provision of adequate accommodation in all Running Rooms so that there is not
even a single case of a loco pilot/ Assistant loco pilot/ guard waiting for bed after
arriving in the Running room.
37. Creation of a separate plan head for safety works including the works for Running
Room facilities and provision of adequate funds under this plan head. Until the
creation of the aforesaid plan head, works pertaining to running room facilities
should be permitted to be proposed under “Traffic Facility” plan head with
adequate provision of funds.
38. Increase the powers of General Manager for sanctioning works related to running
rooms so that the proposals need not be sent to board for approval unless the value
is very high.
39. Air conditioning of locomotive cab.
40. Provision of cameras with display unit in the loco cab for viewing the train
formation and Guard’s signal without opening the window and peeping out from it.
41. Provision of a suitable waterless type urinal on every locomotive as an immediate
measure. Also, provision of full-fledged toilets of bio-degradable nature on
locomotive after the technology of bio-degradable toilets is established on coaches.
42. Implementation of essential features identified by Ministry of Railways for crew
friendly cab, especially in respect of the following items:
i. Ergonomic design of the driving desk and equipment layout inside the cab.

ii. Reduction of noise through various means including provision of perforated
aluminium sheets in ceiling.
iii. Electronic trouble shooting guide which can contain other information also
like G & SR rules and Accident Manual etc.
43. 160 W music system identified by Ministry of Railways as one of the items for
crew friendly cabs needs to be deleted from the existing list.
44. Introduction of the End of the Train Telemetry (EOTT) system on Indian Railways
for all freight trains on a long term basis.
45. Following measures may be adopted for developing a feeling of self esteem in Loco
Pilots.
i. Provision of good quality and smart uniform to loco pilots and assistance loco
pilots along with epaulettes matching their rank in the hierarchy of running
cadre. The uniform should include a suitable pee-cap.
ii. A sturdy strolled of good quality with large wheels should be provided to all
loco/ pilots to enable them to carry their personal belongings and other
necessary items. Also, suitable Laptop/ I-Pad/ Tablet pre-loaded with G&SR,
Accident manual, Trouble shooting guide and other important instructions,
may be provided to all Loco Pilots along with suitable charging facilities in
the locomotive cab and Running rooms.
iii. The Locomotive should be maintained in clean and shining fettle so that the
Loco Pilot feels proud of being in-charge of such a machine.
46. Suitable furnished accommodation along with an attached toilet may be provided at
stations to facilitate the relieving/ visiting staff to take whenever necessary.
47. Ministry of Railways should expedite the provision of adequate number of
Simulators in all training centers so that it may be possible to cut down the training
schedule suitably.

CHAPTER 2
DUTIES OF SR.LOCO INSPECTOR/LOCO INSPECTOR (Electric Traction)
The duties of Senior Loco Inspector/Loco Inspector (Electric Traction) and in
addition to the duties assigned by Sr. DEE/DEE/AEE (OP) are furnished below:
2.1 INSPECTION
1. Foot plate inspection during day and night to check abnormalities on line and
rectification of the same through concerned departments.
2. Inspection of running room allotted to him regarding facilities available for
running staff.
3. To conduct ambush checks in automatic signaling territory to see whether the
loco pilots are following relevant rules as laid down in general & subsidiary rules.
4. Surprise inspection of out pits, crew booking offices including breath analyzer
equipment for proper functioning, proper usage and to check that proper
procedure is followed.
5. Inspect locomotives allotted to him particularly in regard to safety items including
proper functioning of flasher lights etc. and take necessary action to get the
defects attended by the home or outstation shed as per convenient.
6. Check wastage, spillage, misuse or pilferage of lubricating oil/ grease etc.
7. Joint checking of emergency telephone sets used on electric locos with
supervisors of S & T department.
8. Periodical checking of loco pilot’s personal equipment and stores.
9. Arrange supply of uniform, rule books consumable stores and tools to the running
staff.
10. Ensure proper filling up of CTRs, checking books and log sheets.
11. Accompany relief trains in case of accidents involving electric rolling stock and
supervise relief operation at site.
12. Educate staff under his charge/control on safety rules and test their knowledge of
such rule.
13. The assigned SLI/LI shall keep a watch on duty hours of running staff and report
the matter to Sr.DEE/ DEE/ AEE (OP) for taking suitable corrective measures.
14. The assigned SLI/LI shall check the outgoing locos / EMUs are provided with full
complement of tools, emergency telephones, fire extinguishers and other essential
consumable stores.

2.2 FIELD WORK ON LINE
1. Plan out in advance and train loco pilots and other running staff to ‘learn the road’
and become fully familiar with all the signals especially automatic signaling
sections and layout of the track, en-route and in yards, test the running staff for
their knowledge of road and arrange for issue of competency certificate to them.
2. Maintain 'Road Knowledge Register' for running staff and ensure that no person is
booked to work a train until he has thoroughly learnt the road and has signed a
certificate that he is fully acquainted with the road.
3. Train the running staff in the correct methods of trouble shooting, correct manner
of operation of electric locomotives, inspection of locomotives in accordance with
the prescribed instructions and observance of safe working rules. Train the
running staff about new modifications carried out in electric locos.
4. Check out load, speed checks, intersectional running time, braking distance and
signal visibility checks (joint inspection with S & T department), riding quality
checks of locomotives, test staff of other departments as prescribed for their
knowledge of rules applicable. If any irregularities are noticed with loco/ crew to
be reported to sr. DEE/DEE/ADEE/ OP.
5. Train the new loco pilots regarding how to apply vacuum/ air brake application on
loco and on train.
6. Train loco pilots of poor caliber allotted to him by giving intensive training on
line and in exceptional cases when a person fails to make the grade, submit
reports to Sr.DEE/ OP.
7. Conduct trails for energy conservations, wheel flange lubricators of new stock,
modifications, and heavy hauled trains with maintenance staff.
8. To improve driving skills of loco pilots by adopting latest methods of energy
conservation.
9. Foot plating by mail/express trains to make up lost time (to maximum permissible
limits) lost due to loco defects or any other account.
10. Conducting punctuality drives to ensure punctual running of mail/ express and
slow passenger trains and counsel loco pilots to make up time without exceeding
maximum permissible speed.
11. To arrange issue of competency certificate to running staff for working in
automatic signaling sections after giving them one day intensive training and after
testing their knowledge.
12. Test and check the accurate working of the speedometers on run and arrange for
attention to defective speedometer by shed staff as required.
13. Arrange timely renewal of speedometer charts and sealing of speedometers.
14. Scrutinize speedometers charts removed from locomotives and report to
superiors, if any over speeding or other irregularities are noticed. 100% scrutiny
of charts from mail/ express and passenger trains and 25% of charts from goods
trains should be carried out.
15. Escort VIP and other important/ special trains.
16. Carry out special drives and trails as directed by head quarters/ division.

17. Maintain records in respect of running staff allotted to his control indicating the
training imparted, refresher and promotional courses gone through knowledge of
safety rules, knowledge of trouble shooting procedures etc.
18. Ensure that filling of dry sand in sand boxes of locos and EMUs and availability
of dry and clean sand as per RDSO specification at all places by Sr.
DEE.DEE(OP)
19. Make a review of troubleshooting carried out by each loco pilot and impart
necessary guidance if any incorrect procedure or irregularity is brought to notice.
20. To associate training school and ensure the troubleshooting aspects that are taught
in the classes are relevant to the existing problems, education of running staff
regarding engineman-ship - loco failures and breakdowns.
21. CUG phone records to be analyzed and usages to be checked during run as ALPs
are misusing phoness to hear music or call friends.
22. LPs are not taking rest when a admissible but are involved in other activities. LIs
should counsel LPs and monitor that they should take proper rest at HQs and in
Running Room.
23. Arrange adequate representation in minor joint inquiries in regard to accidents,
detention etc.
24. The main job of the driver is to drive the train safely and he should not be
burdened with extraneous jobs. Guard being the incharge of train be made
primarily responsible for these duties. He can take the help of ALP, if reqoired.
25. LPs should not be coerced to run at max. permissible speed. LP to run at speeds
as per his judgment and confidence level. Keeping in view the brake power,
visibility and terrain.
26. SPAD cases usually occur when driver stops for prolonged periods en-route and
starts. Therefore, crew should be kept engaged and well informed during such
period by the station/control staff.
27. LPs to be counselled to carry out brake feel test without fail. In case of train
getting help up in mid section, they must protectthe train and ensure availability
of adequate brake power to avoid rolling down cases. Practice to perform
shunting without train brakes be discontinued.
2.3 PUNCTUALITY
Punctuality is two kinds
1. Divisional punctuality : Time loss for less than 45 minutes.
2. Zonal punctuality : Time loss for above 45 minutes.

2.4 ITEMS TO BE CHECKED, ROLE OF SLI/LI IN PUNCTUALITY MONITORING
To maintain punctuality of train, especially to an important train, Loco Inspector
should check the following points.
1. The importance of punctual running of said train may be informed to the crew
well in advance informing that loco inspector is coming in the Loco, other
officials in the coach/ Saloon, if any.
2. Ensure that Loco Pilot came to on duty in time as per the Divisional Instructions.
3. Loco inspector should collect the fresh caution order of the section.
4. Ensure Loco Pilot has gone through all necessary registers in crew lobby and
signed wherever required.
5. Ensure Loco Pilot is not intoxicated position with the help of breather analyzer.
6. Ensure Loco Pilot got his personnel and necessary tools for working the train.
7. Ensure Loco Pilot has collected all necessary documents, keys, if any, from in
charge of crew lobby.
8. Ensure PT set & walkie-talkie are working and to be kept ready always.
9. As LI, he should ensure that no unauthorized person is allowed in engine.
10. Loco Inspector should ensure that Loco Pilot and Asst. Loco Pilot checked loco
thoroughly. LI may also check the loco, to ensure the loco is fit to work the
existing formation and required amount of BP/ Vacuum level in Engine. (Also
conduct continuity test).
11. Ensure safety items of loco are in good working order such as Horns, wipers,
Flasher Light, Head Light, etc.
12. Ensure all necessary documents were received and correct Authority To Proceed
is given and starting signal from guard.
13. Don’t increase the speed of train till platform is cleared.
14. Advice Loco Pilot to reach Maximum Permissible Speed, as early as possible.
15. Ensure Loco Pilot has checked brake power of train and satisfy that brake power
is upto the required and also make judgment for further controlling of train.
16. Ensure Loco Pilot is maintaining correct speed at the engineering restricted spots
and on points wherever required.
17. Ensure train is controlled correctly i.e. not well in advance.
18. Judicial application of brakes is an important role in punctual running of train.
19. While stopping the train at station ensure train is on platform to enable to entrain
or detrain of passengers and loading or unloading of luggage / parcels.

20. Ensure engine crew exchanging all right signals with crew and guard of opposite
trains and station staff en-route.
21. Ensure correct visibility of signals in section.
22. If loco is giving any trouble try to attend it on run, if not possible, after stopping
the train but it should be rectified in a lesser time.
23. If train is stopped due to any other reasons i.e. ACP, etc. It should be rectified in
less time and to be restarted as quick as possible.
24. Always advice Loco Pilot to run the train at MPS to make up the time and also to
overcome the unforeseen detentions.
25. LI to ensure loco pilot and Asst. loco pilot calling out signals properly.
26. Don’t allow the loco pilot to think about any other things except punctual
running of train.
27. If loco/ formation is required to be attended by concerned maintenance staff, it
should be informed to TLC/ SCOR well in advance, en-route.
28. Advice loco pilot/ Asst. loco pilot to use appropriate whistle codes at the time of
whistling.
29. After reaching the destination loco and other documents to be handed over to the
concerned staff promptly.
30. Ensure loco pilot had made entries in RS-5 register of C & W and other necessary
registers in crew lobby.
2.5 RECOMMENDED ITEMS FOR AMBUSH CHECK
1. Ask engine driver not to exchange alright signal with station staff. See what action
is taken by the station staff?

CHAPTER 3
CONCEPT OF MINI COMBINED LINE BOX FOR LOCO PILOTS
3.0 INTRODUCTION
Presently, Indian Railways are provided personal line box to loco pilots for
keeping own equipment/material. These personal line boxes are loaded/ unloaded by box
boys in locomotives. Many times, Mail/Express, Goods trains are detained/get late for non
availability of personal line box. Central Railway has introduced new concepts of “Mini
common line box” for loco pilots. The present line box for loco pilot which is quite large in
size and heavy in weight and difficult in handling is being replaced by this light- weight
common line box. In this system only crew change and the line box remain in locomotive.
The concept behind this type of system is that the incoming & outgoing drivers exchange
only the key of the line box thus eliminating the need of box boys.
3.1 COMPARISON OF OLD PERSONAL LINE BOX AND MINI COMMON LINE BOX (STAINLESS STEEL) FOR LOCO PILOTS.

3.2 The main advantages and salient features of this common line box are:-
i. Easy handling by reducing the weight by 60% with new stainless steel line box.
ii. Passenger inconvenience will be reduced since it occupies less space on platform.
iii. It also occupies less space in loco cab which allows more space to the engine
crew in the driving cab.
iv. With the introduction of new common line box, the requirement of line box will
be reduced considerably.
v. Box boy can carry this common line box easily on platform even in crowed being
light weight.
vi. Detention of trains on account of personal line box shall be minimized.
vii. On route/ crew changing in section, no need of carry personal line box
viii. This can be kept inside the lobby’
ix. Good appearance.
x. Box boy can carry more boxes at a time.
xi. Box boy may be reduced in a shift’
xii. Accident of box boy during carry heavy personal line box on his head & crossing
of tracks may be avoided.
xiii. Less manufacturing cost instead of personal line box.
xiv. Mental peace of every one such as Crew controllers, Lobby supervisors, Crew
members and Traffic controllers etc.

RECOMMENDED CHECK LIST FOR AUDIT INSPECTION OF LOBBY
5.0 THE FOLLOWING POINT TO BE CHECKED DURING AUDIT INSPECTION AT
LOBBY:

CAMTECH RECOMMENDATIONS ON PRECAUTIONS TO AVOID SIGNAL PASSING AT DANGER (SPAD) BEFORE &
AFTER SIGN ON
6.1 GENERAL PRECAUTIONS
1. Do not take alcohol drink, Narcotic, stimulant drugs or preparation 8 hours before
Sign ‘ON’
2. Take proper rest before appearing on duty.
3. Appear right time on duty.
4. Be in possession of two pair of spectacles, if passed with glasses.
5. Do not wear sun glasses/ color glasses while driving.
6. Get yourself tested on breath analyzer.
7. Be conversant with system of working and have valid learning road of the section
on which you are booked.
8. Ensure those loco pilot/Asst. loco pilots are booked on all the routes so that load
learning does not become overdue.
9. Read all latest circulars, caution order and notifications after signing.
10. Switch off your mobile phones while driving and keep it in your bag As per
Rly.Bd’s L.No.2010.Tele/2 (1)/dt.27.12.12.
11. SPAD cases on the Zonal Railways should be discussed in the training centres for
bulk awareness.
12. CMS wherever provided should be fully utilized.
13. SLI/LI should be interacting with family member of crew for bringing about an
awareness of the need for proper rest at the home station.
14. Officers/supervisors foot plate inspections should be done especially “Wee” hours
on Goods trains.
15. The officers should check the knowledge of inspectors & trainers and their
regular training must be ensured for conversant of latest modifications,
equipments etc.
16. Condition of crew booking lobbies and running rooms should be improved as per
existing instructions, to ensure proper quality of rest.
17. The details of local modification carried out by shed must be available in loco log
book.
18. The copy of SOB must be sent to adjoining lobby of division also.
19. Crews availing periodic rest of 22/30 hours and completing their rest after 7 PM
should be booked after 6 AM in the morning next day.
20. With the signaling and interlocking being upgraded every month, the driver is
supposed to refresh his knowledge at rapid intervals. Most of the times the
changes are not even communicated to the driver. Signaling wing should be made

responsible to advise changes and to issue signal location booklets periodically
along with the WTT.
21. The SLI must counsel LPs to be aware of such signals and arrows should be
provided on all signals in major yards.
22. In semaphore signals the drivers see the light at night but ignore the arm, if the
roundel is broken the red signal can be mistaken to be yellow.
23. SLI,s should counsel LPs and monitor that they should take proper rest at
headquarters and in Running Rooms.
24. Annual review and timely Indents should be sent by the divisions to fill up
vacancies.
25. Feed back should be conveyed to running staff on highlighted abnormalities. It
should also be ensured that running staff issues pertaining to personnel/accounts
are addressed on priority by the welfare inspector.
26. LIs are made responsible to pinpoint suspected medically/mentally unfit staff.
Based on their feedback, running staff should be sent for special medical
examination.
27. The main job of the driver is to drive the train safely and he should not be
burdened with extraneous jobs. Guard being the in charge of train is made
primarily responsible for these duties. He can take the help of ALP, if required.
28. Running staff should be provided with railway accommodation near their
headquarters as per their entitlement on out of turn basis.
29. SPAD cases usually occur when driver stops for prolonged periods en-route and
starts. Therefore, crew should be kept engaged and well informed during such
period by the station/control staff.
30. The public riding on the locomotive is a law and order problem and GRP needs to
tackle it as it affects the driver’s performance.
31. CUG phone records to be analyzed and usage to be checked during run as ALP,s
are misusing phones to hear music or call friends.
32. As far as possible Hindi or the regional language to be used in all circulars so that
drivers can understand better. SLI’s should explain circular to LP’s in their
regional language.
33. ‘A’ category pilots should be monitored at least once in three months, ‘B’
category once in two months and ‘C’ category once in a month by the nominated
loco inspector.
6.2 AFTER REACHING CAB
1. Check for all safety equipments, proper working of head light, flasher/ blinker
light, marker light and tail light.
2. Note the defects and isolations of your loco/ EMU log book & inform to
LPC/TLC.
3. ALP & LP should check the working of VCD.
4. ALP & LP should be counseled to avoid unwarranted pressing of VCD
acknowledgement button.
5. Unauthorized persons should not be allowed in driving cab.

6. LP, s/ALP, s before starting from shed/ siding, conduct brake continuity test.
7. Loco pilot should conduct BCT, and ensure possession of valid BPC after taking
charge of train.
8. Ensure functioning of brake system as per procedure and loco pilot to ensure
adequate MR, BP and FP pressure.
6.3 BEFORE STARTING
1. Ensure that correct starting signal pertaining to your line is properly taken OFF.
2. Loco pilot should follow rigidly SWBS (Signal OFF, Whistle, Exchange Bell
code and Start).
3. Loco pilot should exchange alright hand signal with guard/ station staff after
confirming the correct signal aspect by him.
4. A loco pilot shall not start his train from a station without proper authority to
proceed. Before starting the trains he shall satisfy himself that all correct fix
signals and, where necessary hand signal are given & the line before him clear of
visible obstruction and the guard has given the signal to start.
5. Do not insert/ operate reserver lever till the signal is taken OFF.
6. Accelerate gradually for smooth starting of your train.
7. Obey the correct aspect of your signal and immediately act on it.
8. The battery life of walkie-talkie battery is one year as per Rly Bd. Latter
No2010/tech/11(3)/1 dt 19.08.2010
9. Working of all safety items in the locomotives should be ensured before
dispatching from the shed.
6.4 AFTER STARTING
1. Loco pilot should conduct brake feel test immediately after starting and loco
pilot should also conduct brake feel test while starting from yard/ terminals and
brake power test at first opportunity in first block section.
2. If brake power is unsatisfactory it is required to regulate the speed of train
accordingly.
3. Loco pilot and ALP should call out the correct aspect of signals loudly.
4. Always keep your train under perfect control and keep a sharp look out for correct
signals pertaining to your line and reduce speed proportionately accordingly to
signal aspects. Do not assume.
5. If the signal speed is ‘Red’ bring the train to dead stop before the ‘Red’ signal,
except where EMU Halt board or Engine Halt Board is close to signal when the
signal is ‘ON’. Train shall start with proper written authority or permissive board
on signal.
6. Observe the signal aspect until the train has passed.
7. Observe all permanent & temporary speed restriction rigidly.

8. Avoid over speeding & over confidence.
9. LP & ALP should be counseled on the use of mobile phone and alcohol policy.
10. LP & ALP control the speed while negotiating speed sensing device avoid catch
siding.
11. Do not leave the locomotive unmanned after taking overcharge.
12. Proper procedure to be adopted for changing of locomotive cab in a yard line/
stabling siding shall be ensured.
13. Authority to proceed on walkie-talkie is not permitted.
14. ALP’s need to be counseled for applying emergency brakes by opening RS valve
quickly in case they find lack of alertness on the part of loco pilot while
approaching signals.
15. In case of failure of locomotive on gradient section the train protection as per G
& SR must be ensured.
16. Do not discuss personal problem during work.
17. Do not discuss during train operation.
18. Bind-up luggage after completion of journey
6.5 PRECAUTIONS TO AVOID PLATFORM OVERSHOOTING
1. Loco pilots/ motorman should ensure the availability of prescribed brake power
percentage in their train.
2. Always keep working time table open & ensure the proper stoppage of train at
every halts as per WTT.
3. Motorman should conduct brake feel test and also loco pilots test at first
opportunity.
4. Keep in mind the load of your train for controlling the speed and making
appropriate halts.
5. Ensure the train is not in fully released condition while approaching EMU halt
board/ engine halt board, but always keep your train in braked condition with the
help of brake controller LAP position.
6. While rolling into platform always keep your train under your perfect control for
stopping without jerk.
7. Keep a sharp look for EMU halt board /engine halt board.
8. Wallkie-Talkies have replaced flags for piloting in the yards. Running staff is
pressurized to perform shunting on walkie-talkie this unsafe practice to be
avoided.

CHAPTER 7
CAMTECH RECOMMENDATIONS ON UP KEEP OF LOBBY
1. Since the activity of lobby reception is being outsourced therefore to instill feeling of
serving better following display is proposed at Crew Booking.
2. To keep watch on unauthorized person and record activities of crew before sign on at CMS
they are going through breath analyzer. So CCTV (Close Circuit Television) system may
be provided at suitable place at lobby.
Similarly smoke detector may also be provided to avoid fire incident.
3. Important DOT or mobile phone numbers should be displayed at appropriate places.

4. Computer may be provided at Crew Controller with
internet connection to locate exact position of train.
This will also reduce the work load at TLC/Power
controller.
5. Adequate communication facilities railway phones
as well as DOT phones shall be provided for
communication.
6. Daily ‘AAJ KA VICHAR’ ‘vkt dk fopkj ’ may be written on board which is to be kept
at reception for encouragement of running crew.
7. Complain box may be kept at suitable place at lobby. The same should be checked by the
lobby in-charge and Senior Welfare Inspectors (SWI) for take care of grievances of loco
running staff as per Rly Bds letter No.E (W)/2009/WE/5/8, dt.23.10.09).
8. Drinking water facilities RO system/ Aqua Guard and
Water cooler should be provided.
i. Reverse Osmosis (RO) system is a process of
physical separation of dissolved solids and
minerals present in water. This technology uses the
principle of osmosis, wherein the mineral
concentration of raw water is reduced by applying
high pressure through a semi-permeable
membrane. The Quality of purified water
produced by Reverse Osmosis process is roughly a
constant percentage of the feed water i.e. it reduces
the TDS of water by 90%

Following care should be taken while selecting RO system:
a. It should be RO with UV.
b. It should be of industrial grade.
c. Necessary AMC should also be processed in time.
d. It should be used only if the TDS of water is on higher side. Many make of RO
system has got inbuilt controller which bypasses the function of membrane, if
TDS of water is low. Thus making function of membrane defunct & only UV
purification is made.
ii. Aqua Guard and Water cooler should be provided on
the basis of number of users per day
9. Many of the crew is diabetic therefore provision of sugar free
tea/coffee vending machine/ small canteen may be provided at
lobby similar to Nagpur Division Central Railway.
10. Emergency first aid box may be provided at lobby.

convenience of crew and shifting of line box by box boy.

13. The number of female crew is also increasing day by day therefore suitable facilities
lavatory/toilets may be planed attached with rest room. Lavatory floor should be lower

66. It is observed that the reflexes slow down as the running staff grows older. The age
impact is visible especially in the category of running staff 50 years and above.
Possibility may be explored to create a policy to provide flexibilities to the Zonal
Railways for adjusting LPs above 55 years of age as Guards/TTEs/Shunters, CC/PRC
with full pay protection.
67. As per Board’s letter No.88/W/5/12 dated 29.1.93 medical standards of A-1 category
were revised. This letter lays down interalia that at the time of entrance and during PME
mental condition/reactions of the candidates is to be assessed. However, in absence of
standard test batteries or equipments like simulators, it is not being done. In addition, LIs
cited cases of running staff being given fitness during PME whereas according to CLIs,
they are mentally not fit for train running. Therefore, medical standards need to be
reviewed with respect to medical standards for commercial Pilots. Testing to detect use
of psychtropic drugs/substances (e.g. illicit drugs etc.) be made part of PME. Further,
Doctors engaged in PME be trained and equipped to assess mental condition/reactions of
the running staff during PME.
68. Recruitment cycle of running staff presently exceeds 3 years after the indent is placed on
RRB, this need to be curtailed to around 1 year.
69. The present policy guidelines for running staff to seek voluntary retirement are quite
restrictive as well as are not being implemented in letter and spirit over the Zonal
Railways. These guidelines must be reviewed and should be applicable to running staff
beyond 50 years.
70. Crews are moving spare frequently to cater to imbalance in traffic pattern. Therefore,
certain seats need to be kept reserved for crews moving spare to avoid exhaustion during
spare running.
71. Fire fighting practical training may be given to all
lobby staff including staff of contractor. They must be
told that whenever the operation of fire extinguisher is
carried out the pipe of the same should be hold tightly
and head should be backward away from the body.

SEASONAL PRECAUTIONS
A few essential precautions required to be taken prior to the commencement of the
monsoon, pre-summer season and pre-winter season are listed below. Local instructions may be
issued to supplement these lists as required.
i. The Pre-Monsoon Precautions:
a) Test the water-tightness of loco/EMU body including roof by means of a high
pressure water jet and seal all leakage points. (It must be ensured that the loco /
EMU is well away from live OHE to prevent the water jet coming into contact
with live wires.
b) After the first rain the loco /EMU should be inspected thoroughly to detect and
attend to leakage points. Special attention should be paid to the following water
leakage points:
i) Body joints
ii) Joints of the mounting bases of the roof equipment.
iii) Joints of marker lights.
iv) Joints of look-out glasses and side glasses.
v) Door gaskets.
vi) Sand-box joints.
vii) Roof gaskets.
viii) Head light gaskets
c) The wind-screen wipers should be tested and attended to.
d) Roof joints with super-structure-roof gasket should be in good fettle.
e) Joints of side body filter with super structure.
f) Ensure cleanliness of roof gutter.
g) Proper functioning of sanders should be ensured.
ii. The Pre-Summer Precautions:

cleaning has been thoroughly done.

e) Fans in the driver's cabs should be attended to.
f) Relay covers are properly provided and sealed to avoid ingress of dust.

iii. The Pre-Winter Precautions:
a) Heaters: It should be ensured that all the four cab heaters are in working
order
b) Window Shutters: The window shutter sealing gaskets should be checked and made
air tight.
c) Doors: Ensure that cab doors and corridor doors locking handles are in
working order. The door sealing gaskets should be held tight in
the position.
d) Cab Ventilators: Ventilator cover sealing should be perfect.
e) TFP: Main power transformer and Tap changer breather silica- gel
condition should be checked and replaced if necessary. Oil levels
in TFP & GR to be checked and oil tested for DE.
f) Oil Baths: Main compressor and exhauster’s oil baths should be checked
and oil replaced necessary.
g) Sanders: Sand boxes should be checked, wet sand removed and dry sand
filled.
h) Traction Motors: TM inspection cover sealing gaskets should be checked to ensure
that there is no air leakage
i) Pantograph: The servomotor of pantographs should be drained off and
regrease . Roof and panto insulators should be applied wit h a
coat of silicone grease.
j) SMGR: Tap changer servomotor cylinders should be cleaned and
regrease.
k) Battery: Terminals should be checked for sulphation, cleaned and
petroleum Jelly applied on the terminals.
l) Brake cylinder: Adjustment should be carried out and regreasing done.

CHAPTER 10
GUARD AND DRIVER CHECK AND POINTS TO AVOID TRAIN PARTING
10.0 THIS CHAPTER MAY BE CIRCULATED TO LPS FOR AWARENESS ON GDR CHECK
Guard and Driver (GDR) Check has been introduced to take care of an eventuality
that the rake, which is to be offered for examination after completion of the loading and
unloading cycle is required to travel for another 300-400 kms before hitting the first
TXR/ JE(C&W) point in the direction of movement.
Examination due should not be avoided by taking trains through bypass routes or through
yards, which are not nominated for examination.
10.1 IMPORTANT INSTRUCTIONS FOR GUARD, DRIVER AND STATION STAFF
a) It is primary responsibility of the Guard (being in charge of the train) as well as of
the Driver and Station staff for not allowing train running on invalid BPC in
violation of the existing instructions.
b) In case, Guard and Driver notice that BPC is invalid, it should be brought to the
notice of station staff and the train has to be offered for examination at the same
point (if it is a train examination point) or at the first examination point in the
direction of movement after carrying out GDR check.
c) At each loading/unloading point before starting the train, Driver, Guard and station
staff shall ensure that the BPC is valid and follow the instructions as per Railway
Board’s letter no. 2000/safety (A&R)/19/35 of dated 31.07.2001.
IMPORTANT
The train should be subjected to GDR check as per the GDR Checklist.
It is primary responsibility of the Guard as well as of the Driver and Station staff for not allowing train
running on invalid BPC

10.2 GDR CHECK LIST
Items to be checked by Guard & Driver:
1. Rake integrity is not disturbed by more than 4 VUs.
Only intensively examined wagons given fitness by
train examination staff are attached.
2. All CBCs and Air Hoses are properly coupled and
locked.
3. All angle Cocks should be in open condition.
4. The rear most wagons’ angle cock should be in closed
condition.
5. Empty/Load device’s handle should be in proper
condition.
6. Hand Brakes should be released.
7. There should be no loose fittings/ hanging parts like
push/pull rod, Brake beam, Safety brackets, brake
blocks etc. which may endanger safe running of the
train.
8. Doors of wagon should be closed and locked/ secured.

9. Any other abnormality noticed, necessary action should be taken. Special
attention should be given to Axle Box Cover Plate, Pull Rod and Control Rod,
SAB, Hand Brake Wheel Rod, Hand Brake Connecting lever, Lever for
empty/load device, AR tank and AR Safety Strap.
10. Guard and Driver shall prepare a memo jointly in triplicate indicating the brake
power and deficiency, if any, and shall append their signatures and both of them
shall retain a copy of the same. Guard should obtain SM/YM’s endorsement on
two copies of joint memo and hand over the third for SM/YM’s record.
11. Continuity of the brake pipe pressure is confirmed through VHF/Whistle code
before starting the train.
10.3 BRAKE POWER CERTIFICATE (BPC) IS VALID, PROVIDED
i). It is issued from the nominated examination point and rake is examined in empty
condition.
ii). The rake integrity is not disturbed by more than 4 VUs. (Only intensively
examined wagons given fitness by train examining supervisor may be allowed to
be attached)
iii). The period of 12 days from the date of issue has not been expired. However, if the
BPC of a loaded premium rakes expires enroute, it shall be permitted 3days grace
period beyond 12 days to avoid examination in loaded condition.
iv). The rake/load is not stabled for more than 24 hours in train examination yards.
v). After each loading/unloading, the rake has been subjected to GDR check as per
the instructions.
vi). It is the primary responsibility of the Guard (being in charge of the train) as well
as of Driver and station staff for not allowing train running on invalid BPC in
violation of the existing instructions.
vii). In case, Guard and Driver notice that BPC is invalid, it should be brought to the
notice of station staff and train has to be offered for examination at the same
point(if it is a train examination point) or at the first examination point.

12.1 OATH
1. I shall read and sign carefully the general & important order books, speed
restriction and spectacles register etc.

12.3 DO’S FOR DRIVERS
1. Do confirm before starting that the signal of your train and line is at ’OFF’ position.
2. Take proper rest before appearing for duty.
3. On explosion of detonators or on seeing flasher light ‘ON’ stop your train
immediately and try to know the reason and follow it.
4. When decending in Ghat section keep your train well under control and be vigilant
and cautious.
5. If the visibility of signal is not clear due to any reason, make its entry in defective
signal report book before signing off.
6. While attaching Engine or Coaching vehicle on Passenger train always stop 20
metres away then couple slowly-slowly.
12.4 DONT’S FOR DRIVER
1. Do not allow your Asst. Driver to handle the loco.
2. Do not pass stop signal at ‘ON’ without proper authority.
3. Do not exceed the maximum permissible speed under any circumstances.
4. Do not drive the train if the track is under 4 inches or move water.
5. Do not take risk while working the train.

ANNEXURE-1
WEB BASED STAFF GRIEVANCES REDRESSAL FOR QUICK DISPOSAL
OF STAFF GRIEVANCES IS PROVIDED IN SOUTH CENTRAL RAILWAY
Earlier system:
Grievances register was kept in lobby where crew used to write their grievances.
Concerned welfare inspector used to visit the lobby according to schedule given to him
and collect the grievances from the register and report to concerned department and get them
redressed.
Problems of Earlier system:
i. Welfare inspector has to physically visit the lobbies.
ii. The grievance written by crew has to be collected by welfare inspector and report to
concerned department which takes more time.
iii. The time taken for redressal is too high that the staff was not interested to write the
grievances.
iv. There is no feedback system for finding whether the crew is satisfied with redressal
or he desires something else to be done.
Present system:
The crew grievances have been converted to web based system and in which ON duty
CC feeds the grievance written by crew in the register on daily basis and the same is
transmitted to the concerned department immediately which is helping in t imely redressal of
grievances.
Benefits:
1. Welfare inspector need not visit the lobbies for collect ion of the grievances. He can
monitor the grievance without visiting the lobbies located at various places and use his
time for actual redressal.
2. All concerned can monitor the pending grievance through web based system and if
there is any ambiguity in the compliant o r redressal, the same can be communicated to
the concerned party through net and SMS. Every stage of redressal is communicated to
crew through SMS so they feel invo lved.
3. Number of grievances has increased since grievances are attended or at least a
communication channel is established between the complainant and the administration.
Redressal has become faster and monitoring better.
