Praise to the almighty God for the grace of conducting The 3rd CISM World Cadet Games in 2018
The sport competition, beside for the measuring of physical training and skills development, is also essentially place to look for the achievement and recognizing of who is the best. Furthermore the most important thing is the establishment of friendship, brotherhood and kinship.
Therefore, the 3rd CISM World Cadet Games may serve as the best method in order to expand the values of "to be the excellence", "respect", "spirit of friendship", "achievement "and "promotion" to motivate all young cadets as the future leaders.
Through the implementation of the 3rd CISM World Cadet Games 2018, be expected to promote and foster unity among nations in enhancing the peace of the world as we all desire. Therefore, any activities that we do must keep uphold the values of sportsmanship and the best values for the common good, especially in the world peace promoting.

Dear Cadets,
As CISM President, I would like to welcome you in one of the biggest CISM event, the 3rd edition of CISM World Cadet Games (WCG) 2018, in Republic of Indonesia which is the world’s largest island country with more than thirteen thousand islands.
The 3rd CISM WCG 2018 that will host many CISM countries consist not only the continuity of Military generations in the world of sport, but also represent the new generation of military leaders.
Therefore, dear Cadets, you, the new generation of leaders, have the privilege to continue CISM history and later on to write your own history in military sports as your predecessors have performed. This is a unique opportunity for all participant cadet teams, through sports competitions, to increase friendly relations between Armed Forces and to promote physical education and sport ideals. Moreover, the Cadet Games it’s a competition in sport venues where the solidarity and fair play prevail in the name of CISM.
Dear friends, CISM is the only organization in the world that is able to represent 20.000.000 militaries from all nations to share experiences in sport fields, instead of battle according to CISM motto “Friendship through Sport”.
Concluding, I would like to invite you in one of the biggest sport CISM events in Republic of Indonesia in order to participate in 3rd CISM WCG 2018.

GENERAL INFORMATION
1. FOREWORD
The purpose of this “general information” is to present the main aspect of the 3rd
CISM World Cadet Games Organization and mainly to guide how to handle the
enclosed documents. The Organizing Committee (CADOC) will also extend
invitations to all CISM member nations:
• Through diplomatic channel
• Via the Chiefs of Delegation
• Through the 3rd CISM WCG website
For the CISM non-Member Nations that have obtained a special permission from
the Board of Directors, invitations will be extended through diplomatic channels
only.
2. OVERALL PROGRAM
The CISM WCG CC agreed that the 3rd CISM WCG Indonesia 2018 will be
organized in the cities of Magelang and Yogyakarta from 28th April to 6th May 2018.
The Overall Program of the 3rd CISM WCG is based on the following schedule:

4.4. Late Replacement Form (LRF)
By the use of the LRF a Chief of Delegation can replace one or more cadets of
his mission with some other cadets, without modifying the composition of his
mission previously registered with the Final Entry. For example, an injured
swimmer can be replaced by another swimmer (this last one cannot appear in
the Final Entry).
4.5. Online Registration Procedure
The CADOC will create the 3rd CISM WCG 2018 Website. This website will be
opened on the June 2017. One of the section of this website will be dedicated
to an “online registration program”.
The mission can use e-mail system for First Preliminary Agreement. The use
of the “online registration program” is highly recommended for the Second
Preliminary Agreement and will be possible from the 1st July 2017. Each
CISM member nation will receive a login and a password. At the same time, a
guide “how to register online ”describing the different steps of the procedure
will be available online.

ACCESS TO THE LOCATION OF THE COMPETITION
The Organizing Committee of 3rd CISM World Cadet Games only provides one pick-up
point, is Adi Sutjipto International Airport Yogyakarta.
ALTERNATIVES FLIGHT ROUTES:
1. From Malaysia/Singapore direct flight to Adi Sutjipto International Airport
Yogyakarta.
2. From participating country flight to Soekarno Hatta International Airport Jakarta then
direct flight to Adi Sutjipto International Airport Yogyakarta.
3. From participating country flight to Ngurah Rai International Airport Bali then direct
flight to Adi Sutjipto International Airport Yogyakarta.
The Organizing Committee is responsible for the round-trip local transportation from
the official pick up point to the accommodation site. All traveling costs arriving to
and departing from the official pick up point will be covered by the participating
country.

The diverse geography and environment of our archipelagic nation
have attracted over the millennia waves of migrations that brought with them
extraordinary cultural influences. These inbound migrations interacted with
indigenous existing traditions, mainly through a process of acculturation.
These have included successive waves of Buddhism, Hinduism, Islam and
Christianity that have intertwined in their beliefs and traditions over the
centuries to leave a contemporary cultural legacy that is a multi-layered
mosaic that has become one unique "Indonesian culture".
Most countries' histories are dramatically shaped by their geography,
and none more so than Indonesia with its more than 17,000 islands. The live
volcanoes that make Indonesia a key part of the "Ring of Fire" around the
Pacific Rim and that still sear our country in modern times with short-term
destruction are ironically also an important part of the building blocks of the
different civilizations that have arisen within these islands. The outpouring of
the volcanoes provided the rich fertile soil that covers Java and that made
abundant agriculture possible. Their eruptions also gave the very rocks that
were then shaped to construct our UNESCO-recognized World Heritage
Sites such as Borobudur and Prambanan.
This geographical reality together with the unique creativity of over
300 ethnic communities that make up our nation have been the key factors
in producing the rich cultural heritage of the Indonesian people today. This
reality is aptly reflected in the proud motto on the official coat of arms of
Indonesia: Bhinneka Tunggal lka (Unity in Diversity).
In this modern age of globalization and modernization, we — the in
heritors, stakeholders and stewards of this rich and precious cultural
diversity based on local wisdom — are faced with the urgent question: what
to do about Indonesia's cultural heritage? Of course it is our sincere desire
that the cultural diversity and vitality that exists in contemporary Indonesia
will continue to flourish and enrich the lives of future generations of
Indonesians as well as visitors from abroad.

One important step in safeguarding the nation's cultural heritage —
both tangible in the form of sites, and intangible as living heritage — is to
raise public awareness through the publication of attractive and authoritative
books that not only document our country's cultural wonders but also
celebrate them as well. This publication is an ongoing effort in that direction
by the Indonesian government working closely with the many concerned
cultural stakeholders.
Indonesia's cultural diversity is shaped but not governed by its physical
geography. It is a land of immense biodiversity, whether it be the Asian
portion that has much in common with the continental mainland or the
islands east of Bali that belong to a transitional zone east of the Wallace line
leading to Australia. There are more than 17,000 islands, many with
towering volcanoes, rugged mountain ranges and verdant tropical forests,
some of them rainforests.
Indonesians recognize that the maritime area is just as important as
the islands and thus refer to their country as Tanah Air Kita (Our Land and
Water). This diverse landscape offers Indonesians many possibilities
whether it be bustling port cities, elegant royal capitals and densely packed
agrarian landscapes with fabled rice terraces, or isolated villages perched
on high mountainsides or in the middle a impenetrable forests. Indonesia is
thus simultaneously home to some of the world's most cosmopolitan arid
most reclusive societies known on earth, as both ways of living co-exist
here.
Traditional ways of exploiting the bounty of these tropical islands vary a
great deal, ranging from immensely skilled rice farmers of Java and Bali who
manage complex systems of irrigation, to the palm aid coconut harvesters of
eastern Indonesia. The sweet potato growers of Papua practice forms of
horticulture that are thought to be of immense antiquity whereas the
swidden (slash-and-burn) cultivators of upriver Kalimantan clear forests to
create rain-fed rice fields.

The sea also provides diverse livelihood opportunities, whether it be the
small bands of fisherfolk who live predominantly at sea, known variously as
Bajau Laut or Sea Gypsies, or the ocean explorers like re Bugis and
Makassar people who ranged as far as Australia to trade with the
Aborigines. Such was the skill of ancient Indonesian boat-builders and
navigators that settlers from these islands eventually reached far off
Madagascar. The 9th century AD temple complex of Borobudur famously
bears relief carvings showing ships with billowing sails and complex tiers of
outriggers, perhaps of the kind that once pied the sea routes between the
archipelago and India.
Most Indonesians speak languages belonging to the Austronesian
family and this links them to the settlers of Madagascar off the shores of
Africa in the west and the myriad islands of the Pacific 10 the east, and the
Filipinos and indigenous Taiwanese to the north. Numerous though
speakers of Austronesian languages are, what should not be overlooked is
that there are other significant language groupings, notably Papuan.
As befits a country with many ties to other civilization systems, there
are many words of foreign origin in these indigenous tongues, especially in
the national language, Bahasa Indonesia, a close relative of Malay. Contact
with South Asia in the first millennium led to intensified trade and religious
links with the rise of Srivijaya in the 7" century AD and thus Indonesian is
replete with words of Sanskrit origin embracing religious, technical and
educational terms.
Contact with the Arab world and Muslims of India led to an influx of Arabic
terms, often of a religious, political or scientific nature. Chinese languages
also exerted an influence on the Indonesian lexicon, and the last wave of
historical influence comes from European colonizers who introduced words
for 'butter', cheese' and 'shoes' (Portuguese), as well as military,
administrative and legal terms (Dutch).

2. CUSTOMS, IMMIGRATION AND VISA
According to Indonesian policies, the Customs of Indonesia is the Institution
which regulates customs procedures to enter the country. However some
guidelines change constantly, consisting with goverment policies, for which it
is necessary to visit the website http://www.imigrasi.go.id. and
http://www.beacukai.go.id., where you can find detail information about
travelling.
All participants entering Indonesia must ensure that their travel documents are
up to date.
Passport must valid for six months or more from the date of entry to the
country
whose expiry date does not happen during the games period and an official
entry visa are required to enter Indonesia.
Any delegation entering Indonesia with a visa-on-arrival facility must go to a
special counter to have their passport stamped with an on-arrival visa before
going to the immigration desk. The visa application will take 15-30 minutes
depending on how many people are applying. Payment counters, a bank
counter, and a money changer have been set up to process payments.
No Payment shall be required for Service Passports.
For the countries not having the visa issued upon arrival at airports in
Indonesia, the visa request must be completed at the Indonesian Embassy or
Consulate in your nation or in proximate countries prior to travelling.
For detailed information about these subjects, please contact the Indonesian
Embassy or Consulate serving your country.
The mission must take a special attention to fill the documents about the
temporary entry of weapons, ammunition and medicine on the Indonesian
territory. This is the key point. If you don’t respect that, you will have some
problems to enter in Indonesia or you will not be allowed to do it.

3.2 REFERENCES
The organization of the 3rd CISM WCG is governed by the CISM Statutes, the CISM Regulations, the regulation of the 3rd CISM WCG, the CISM Sport Regulations and the Memorandum of Understanding between the CISM and Indonesian Military Sport Committee.
3.3 LANGUAGE
All official documents concerning the 3rd CISM WCG will be made in English. Words in the masculine gender shall also include the feminime. Words of the plural number shall include the singular and vice-versa. The website of the Games will be in English.
3.4 POLITICAL, RELIGIOUS AND RACIAL DISCRIMINATION
Given the nature and aims of CISM, no discrimination is allowed against any country or person on ground of ethnic groups, religion or political affiliations.

4. DATES OF COMPETITIONS The CISM WCG Coordination Committee and the CADOC have agreed that the 3rd CISM World Cadet Games will be organized in Indonesia, in the city of Magelang and Yogyakarta from 28 April to 6 May 2018. 5. PARTICIPATION
5.1 INVITATION
The whole information about this subject is described in the invitation and its enclosure.
5.2 PARTICIPANTS
5.2.1 MILITARY STATUS
CISM is by definition a military sport organization. Only personnel in active duty as defined in CISM regulation, art.7.21 may take part in the CISM World Games. Every CISM Delegation, in active status has the right to participate in the CISM WCG. The up-to-date list of active/inactive CISM Member Nation may be obtained upon request to the CISM General Secretariat. The 3rd CISM World Cadet Games are opened to all student who comply with the above definition. During the Cadet Games, all participants must hold the official valid cadet identity card from their respective military educational institution (or at least a copy) or a form of verification (in English) of military status with passport. Any cadet who fails to present such a cadet ID or form will not be authorized to take part at the 3rd CISM World cadet Games and the CADOC shall not have any obligation toward this individual (no board and lodging). The accompanying people, such as coaches, doctors, journalists or drivers shall be preferably military personnel too. Nevertheless, civilian members are accepted. These civilian mission must conform to the disciplinary rules accepted by all other participants. By signing the Final Entry, the Chief of Delegation confirms the active military status of the participating athletes. If there are last minute changes in the participation of the cadets, the verification file may be signed by the Chief of Mission, but shall be confirmed by the CoD by official letter.
5.2.2 AGE LIMIT
Following the CISM basic principle of universality of its Military Games and the decision of the CISM BoD. CISM has set up the age categories from 17 to 26, as lower and upper limits. There is absolutely no discrimination against sex, religion, races or political origins. Participation of women is strongly encouraged.

5.2.3 COMPOSITION OF A MISSION
Teams sent by their nations to participate in the Games are called “Mission”. Any mission can participate in all different sport or in only some of them. The composition of the mission is therefore directly linked to the choice of
sport in which the mission will participate. The following table lists the different
members of mission per sport and represents the maximal composition of a
mission.

Delegations are required to strictly respect the standard composition of a
participating mission.
CADOC has no financial or organizational obligation toward people who are
not included in the mission (relatives, spectators, etc.) No additional member
may be included in the mission without special authorization from the
Organizing Country. In all cases where the composition is not respected,
mission must pay the extra lodging cost (70 USD per day per head).
A mission participating in the 3rd
CISM WCG is composed by Mission Officials,
VVIP’s, CISM VIP’s, Sport Official, Journalists (Military Media) and
Competitiors.

a. CHIEF OF MISSION
Every participating country shall designate a Chief of Mission who shall be entitled to represent his country. A Chief of Delegation attending the Games must be the Chief of Mission. The only exception admitted: Board of Director’s members + OCR’s.
b. DEPUTY CHIEF OF MISSION
When a mission enroll cadets in more than 1 sport (and the athletes are accommodated in different cities – Magelang and Yogyakarta) or the size of the Mission exceeds 30 individuals, every country can designate a deputy Chief of Mission according to the following table:

c. REFEREES AND JUDGES
Any mission attending the volleyball competition must bring at their own cost 2 international referee (1 for men’s competition and 1 for women’s competition). In case a mission cannot bring with their mission the mentioned referee, a written request must be sent to the organizer along with the 2nd Preliminary Agreement of participation. In such case, the CADOC may provide the required referees. The CADOC kindly request the referees to bring their current standard uniform (if any) received from the correspondent International Volleyball Federation in order to standardize the uniforms and also to wear the official ones determined by the FIVB.
For some sports (e.g. Shooting) the CADOC together with the PCSC will determine which countries are requested to send one or two Jury-members.

5.2.3.2 SPORT OFFICIALS

a. MISSION DOCTOR OR PHYSICIAN
One per mission The missions can bring more doctors or physician
than foreseen in the composition of mission of each sport as long as they respect the proportion table of item 5.2.3.1.
b. DRIVER OR AD-LIBITUM
See composition of the mission, item 5.2.3.
5.2.3.3 JOURNALISTS (MILITARY MEDIA)
Each country has the right to come to the Games with 3 military journalists (military media), as part of their mission. They will receive accreditation via Organizing Committee. The company selected to be the CISM Partner for TV, Broadcasting and Right Distribution (Host Broadcaster) should be informed if military media are coming with cameras. CADOC will give them a specific document explaining that their images could only be used for internal needs and could not be distributed to their local press and media as the selected company is responsible to sell and distribute images to worldwide media. NOTE: All other people, such as spectators, relatives, friends, etc. are welcome to the Games and can obtain entrance ticket to the ceremonies and to the sport events. They have to organize themselves their board, lodging and local transportation.

5.2.4 MODIFICATION OF THE COMPOSITION OF A MISSION
Certain flexibilty must be applied in such cases. A good communication between the CADOC and the participating missions is essential to solve any misunderstanding.
Before 28 March 2018 For any modification in the composition of the mission (officials, VVIP, CISM VIPS, Sports officials or competitors) it is highly recommended to use the önline registration program”. After 28 March 2018 Any modification in the composition of the mission (officials, VVIP, CISM VIP, Sports officials or competitors) shall be done by the use of a Late Replacement Form (LRF). This form is part of the Invitation File. It could be downloaded on the website, filled in and mailed back to the CADOC at the following address: [email protected]
5.3 WITHDRAWAL OF THE WHOLE MISSION
Such nation would have to pay a penalty charge to be fixed by the BoD at its
meeting 2017-2 (May 2017) Any nation not informing the Organizing Committee
of its withdrawal in addition to the above administrative cost will also have to pay
another penalty charge to be determined by the BoD at its meeting 2017-2 ( May
2017).
5.3.1 WITHDRAWAL OF A PART OF THE MISSION
If a mission does not bring an athlete or team (teams sports) previously
enrolled in the final entry, they will have to pay a penalty charger per capita
to be fixed by the BoD at its meeting 2017-2 (May 2017), according to a
proposal from CADOC. Any payment shall be done to the CADOC upon
arrival and registration in Indonesia. Any mission refusing to pay the
penalty charge will be refused participating in all events.
5.4. Travelling
As a general rule, travelling expenses of participating authorities and
missions to the venue of the 3rd CISM World Cadet Games are borne by the
delegations they belong to. Local transportation will be organized by the
CADOC.

5.5 ARRIVAL
5.5.1 GENERAL
As a general rule, missions are required to strictly comply with the scheduled
arrival dates fixed in the General Schedule of Events of the “HANDBOOK II -
Sports Information”.
If your mission is arriving split on various groups please specify the different
flights.
5.5.2 EARLY ARRIVAL OF AN EXPECTED MISSION
During their stay in Indonesia from 28th April to 7th May 2017, all participating
missions will be the guests of the Indonesian Military Sport Committee.
Normal boarding, lodging and shuttle transportation between the
accommodation sites and the competition sites will be provided by the
Organizing Committee.
The expense incurred before 28th April and after 7th May 2017 shall be borne
by respective missions.
In principle, the CADOC will not accept Missions arriving before the scheduled
dates. In all cases, missions arriving too early must pay the extra
accommodation costs at the rate of 100 U$D per day per head to the
Organizing Committee upon their arrival. In case the mission is not able to pay
these accommodation costs,
President and members of CISM Sport Committees are authorized to
arrive on 26 Apr 2018.
5.5.3 LATE ARRIVAL OF AN EXPECTED MISSION
a. Before the preliminary meeting

b. After the preliminary meeting (drawing of lots)

Before the start of the competitions - Expected missions will have
normal participation. During the preliminary meeting, the athletes and
teams are placed by drawing of lots following the same procedure as
the Nations present.
After the start of the competitions - Expected missions will be
allowed to compete following the planned program. The drawing of
lots for the coming events will not be repeated. The teams and
individuals of the missions concerned are placed, at the convenience
of the Technical Jury, in those positions which will not affect the
drawing of lots.
For individuals: all events not participated in are lost.
5.5.4 ARRIVAL OF AN UNEXPECTED MISSION
The CADOC will not accept the participation of these missions. The missions
not sending the Final Entry till the deadline must request their participation to
the CADOC before arriving in Indonesia.
If the CADOC authorizes the participation and the mission arrives after the
Preliminary Meeting on no account should the events in progress or those
already completed be repeated. Participation in events not yet started is
accepted. The planned program is applicable. The drawing of lots of the
coming events will not be repeated. Teams and individuals of the missions
concerned are placed, at the convenience of the Technical Jury, in those
positions that will not affect the drawing of lots.
5.6 DEPARTURE
5.6.1 GENERAL
As a general rule, missions are required to strictly comply with the scheduled
departure dates fixed in the invitation. If your mission is departing split on
various groups please specify the different flights.
5.6.2 EARLY DEPARTURE
No sanctions will be applicable if an athlete or a mission leaves the Games
with the approval of CISM because of absolute necessity or in case of
emergency (e.g. injuries, flight connection problems, death of a family
member, etc.).

5.6.3 LATE DEPARTURE
In all cases, missions leaving after the fixed date must pay extra
accommodation costs at the rate of 100 U$D per day per head. For any doubt
and/or clarification, please contact the CADOC.
If the missions need for extending because the problem of flight
schedule please inform at the Final Entry Form.
6. RULES OF STAY
6.1 PROGRAM OF STAY
Upon arrival in Indonesia, the participants will receive an Information Package (Wel-
come Pack/Guidebook) containing the complete program of stay. The following
information will be particularly detailed:
General calendar - Detailed calendar and schedule of all competitions
(minute by minute program).
Place and date of the Opening and Closing Ceremony.
Place and date of the various meetings.
Place and date of official receptions.
Dress regulations for the various occasions.
Security matters.
Appropriate maps of the different locations.
Addresses and telephone numbers of the different embassies, military
attachés, etc.
Information and tourist guides may also complete the file of the
Organizing city and its surroundings.
6.2 DISCIPLINARY MATTER
The Chiefs of Mission at the Games are responsible for the behavior of their
mission. The missions fall under the jurisdiction of the Indonesia. During the
Games, all athletes present on the competition areas are equal before the jury, the
referees and themselves.
No one may use his rank to impose his views on sports matters. Civilian Members
of the missions must conform to the disciplinary rules accepted by all other
participants.

6.3 DRESS CODE
6.3.1 MILITARY UNIFORM
All cadets must wear their national military (summer) academy uniform during
official ceremonies such as the Opening Ceremony of the CISM World Cadet
Games. Cadets without proper uniform will not be allowed to participate in the
Games.
The presentation of medals can be done in sports uniforms, if, for
organizational reasons it is not possible to wear military uniform, For example,
when the presentation immediately follows a competition sports event. But,
whenever possible, the medal ceremony will be done in uniform to enhance
the military character of the Games.
6.3.2 NATIONAL TRACK SUIT
It is highly recommended for competitors to have at least one official track-suit
(training) and official jersey/polo, preferably in the national colors with the
name of the country, official shorts, socks and sport-shoes. Caps are not
mandatory.
6.3.3 CIVILIAN DRESS
Civilian dress may be worn on cultural activities organized by the CADOC as
well as during the free times between the competitions and ceremonies.
6.4 ADVERTISING
All advertisement during the sports competitions and medal awarding at the
competition areas and in the accommodation sites has to be in accordance with the
regulations of the relevant International Federation and CISM rules.
All types of advertisement which goes against ethics, or the spirit of sport and CISM
are strictly forbidden.
Any infringement to this rule shall automatically result on immediate disqualification
of the athlete/team.
As a general rule in CISM, any advertisement of tobacco and/or alcohol is strictly
forbidden.

6.5 FORBIDDEN ACTIONS
In conformity with the statutes and traditions of CISM, any political or religious
action during the Games, in particular the dissemination of propaganda documents,
pictures, brochures, reviews, etc. is strictly forbidden. Any contravention shall result
in the exclusion of the mission from further competition and the case shall be
referred to the CISM Discipline Commission.
7. BOARD AND LODGING

registered participant in the 3rd CISM WCG. This accommodation will respect the

The CADOC will provide free of charge non alcoholic drinks during meals
and water throughout the duration of the competitions.
7.3 EXTRA EXPENSES
Extra expenses including telephone, laundry and drinks must be paid by the
consumers. Any cost before the foreseen arrival and/or the departure date, must be
covered by the participants.
8. TRANSPORTATION
8.1 TRAVEL EXPENSES
As a general rule, travelling expenses of participating authorities and missions to
the venue of the 3rd CISM World Cadets Games are borne by the delegations they
belong to. Local transportation is mandatory from all the accommodation sites to all
the sports competition and official venues; these costs will be borne by the
Organizing Committee.
CADOC will prepare a transportation plan for the 3rd CISM WCG period taking into
consideration the following points:
a) Individual cars: with drivers or individual cars with drivers + liaison officers or
liaison officers only will be provided by CADOC for each of the following

b) A special shuttle service: to transport the CoM from their hotels to the sports

accommodation site(s) (in Air Force Academy Yogyakarta and Military
Academy Magelang) and vice-versa.

d) Special cars with drivers will be made available for each PCSC and its
members. Transportation to & from the venue in most long before the arrival
and departure of the athletes is required and should be considered part of the
transport plan.
e) The CADOC: will ensure that the drivers are suitably trained as such and that
they have a satisfactory knowledge of the local geography. In cases where
dedicated cars will be used for extended periods of time, the CADOC shall
contemplate using more than one shift of driver per car.
9. MEDICAL CARE AND INSURANCES
9.1 MEDICAL CARE
Medical centers on the athlete´s accommodation will be established to deal with
minor cases. Serious cases will be treated at a full service hospital. First aid and
evacuation service will be available on sport venues and athlete´s accommodation.
The CADOC will bear all necessary emergency (first aid) hospital/medical center
care expenses.
All other expenses, such as hospitalizations, surgical operations and any other
special treatments, repatriation in case of disease by illness or accident, other
expenses on account of illness/accident such as compensation loss of income or
non-emergency dental/medical care will be charged to the user themselves.
If for any reason the injured athlete’s delegation refuses the medical arrangements
proposed by the CADOC the costs of hospitalization or treatment at other facility
will be the responsibility of the delegation.
In case the mission brings any drugs to treat its team and the staff, it has to declare
so through the proper from named “Declaration of Drugs Form” which you can find
enclosed to the forms of the Final Entry.
9.2 INSURANCE
The CADOC will not be responsible for any claim for loss, injury or damage arising
from the holding of the Games.

The Missions must have the appropriate insurance to cover travel, accidents and
health risks as they are not under the responsibility of the CADOC nor CISM.
10. SECURITY AND ACCREDITATION
10.1 General Aspect
The CADOC, through its Security and Intelligence Office, is responsible for the
security of all authorities, missions and guests during the competitions, official
transportation and at accommodation sites, authorized stay.
10.2 Security Measures
All participating delegations and national staff will be registered and will receive the
appropriate credentials to access the sports venues, lodgings and all sites that they
require. The use of accreditation will provide the necessary control and security
measures ensuring the smooth flow of personnel while restricting access of non-
authorized persons, providing a safe environment for all.
To reach this accomplishment, all delegations and personnel will be required to pre-
register on-line on the 3rd CISM WCG website.
11. ENTERTAINMENT
11.1 CULTURAL DAY
Indonesian as the largest archipelago in the world, Indonesia is blessed with both
ecological biodiversity in its natural environment and cultural diversity among its
people. This has produced an eclectic range of phenomena from ancient temples to
textile art and from vernacular architecture to a wide range of performance art.
Material artistic traditions such as textiles, keris or embroidery have been accorded
as important tangible heritage, as they are colourful and intricate not only in form
but also imbued with deep cultural significance.
Guided tours of the host cities will be planned for participants. The tours will take
the participants around the important tourist sights of Magelang and Yogyakarta.

11.2 CISM MEETING POINT – CISM CLUB
As one of the major CISM aims is to promote relations between military athletes of
all nations, CADOC will make available in each of the athlete’s accommodation a
place where the athletes can meet and exchange information including:
Information center (transportation, banking facilities, entertainment,
guided tours, etc.).
Postal office.
News stand (photos, magazines, etc.).
Notice board for CISM information.
Stands for program and results distribution.
Convenience store.
Lounge bar with TV.
Public Phones.
Games room.
LAN House with Internet Points.
Display of awards and souvenirs connected with the competitions.
12. COMMAND & CONTROL
The Command & Control Office will provide the IT and Communications facilities to carry
out and coordinate the 3rd WCG. The CADOC will provide an internet web site to ensure
and enable the appropriate dissemination of relevant data before and during the Games.
The results dissemination will be also part of the Games site.
13. CEREMONIES AND PROTOCOL
13.1 Military Character
All events shall bear a military character and include ceremonies which enhance
their prestige. The following rules and recommendations support this purpose and
CADOC will respect and use them as an operational basis, with all due respect to
the protocol and the military traditions of its nation.
13.2 Opening and Closing Ceremonies
For the Opening Ceremony the missions in their national military uniforms, led by
their team captains, enter the stadium and assemble according to French
alphabetical order. The team of the host nation is the last to enter the stadium. The
flags of the participating nations are already hoisted in the same order.

After the entrance of the missions, the flag of the Host Country is hoisted to the
sound of the National Anthem and after that the CISM flag is hoisted to the sounds
of the CISM anthem. The CISM flame is lightened. The ceremony program will be
the responsibility of the CADOC and must be submitted for approval to CISM.
Spectacular opening show demonstrating the host nation’s cultural, human and
sport patrimonies will be held. The CISM President and a dignitary of the Host
Nation will pronounce a welcome address.
The Closing Ceremony of the Games is performed in the same practical manner as
the Opening Ceremony. The missions could wear the national track-suit.
13.3 Diplomatic Representatives
In order to lend CISM events a more official character and to encourage friendly
relations between the governments of member countries, representatives of the
national Ministry of Defense and diplomatic representatives from all participating
nations are invited to the Games.
13.4 Homage rendered by CISM
The CISM authorities will conduct a commemorative ceremony at a national
monument. The CISM President leads the missions on this occasion.
14. PRESS AND MEDIA SUPPORT
The CADOC will provide an efficient and quality infrastructure for all accredited press that
will work before, during and after the Games.
All sport venues will have special areas and services exclusives for the journalists
(written press, radio, TV) and photographers. An international broadcasting transmission
signal of the image of the Games will be available. CADOC will offer a Broadcasting and
Press Center located near the majority of the competitions venues, with easy access and
facilities to all accredited press.
14.1 PRESS
Accredited journalists will have access point to free internet in all press areas of the
Games. Photographers also will have a special service with photo positions in all
fields of play, working room.

1. GENERAL TERMS
The sports events of the 3rd CISM WCG 2018 shall be organized in accordance with the
most recent CISM Sports Regulations, CISM General Regulations and the technical rules
of the appropriate International Sport Federation, unless otherwise stated.
The composition of a mission explained in the following pages is considered as the
maximal one and cannot be overspent. For further information on the composition of the
mission, refer to the point 5.2.3. of Handbook I.
2. SPORTS AUTHORITIES
The authorities per sport are:
The Official CISM Representatives (OCR)
The President of the CISM Sports Committee (PCSC)
The General Sports Manager (GSM)
The Technical Jury (TJ)
The Jury of Appeal (JA)
2.1 THE OFFICIAL CISM REPRESENTATIVE (OCR)
There will be 3 OCR’s, with following group of sports:
2 OCR in Magelang – Military Academy - for Military Pentathlon,
Orienteering, Track & Field, Shooting.
1 OCR in Yogyakarta – Air Force Academy - for Swimming, Volleyball
and Badminton.
For all of these sports organized at the 3rd CISM WCG - Indonesia 2018, the CISM
WCG CC shall designate three OCR who will be appointed by the CISM Board of
Directors and selected among the 4 Continental Presidents and/or BoD members.
However, the BoD may appoint another delegate to officially represent CISM. The
OCR cannot act as Chief of Mission at the same time.
Each OCR will be technically assisted by the Presidents of the concerned CISM
Sports Committee.
The Secretary General officially notifies the designated representatives and the
CADOC of the appointment of these 3 OCR’s for the Games.

The CADOC will officially invite the OCR’s at least 4 months prior the Games. The
OCR shall address a letter to CADOC (with a copy to the Secretary General) to
confirm his participation.
If the OCR designated should, at the last minute, be unable to attend the Games or
to fulfill his mission, he must notify the Organizing Committee and the Secretary
General accordingly, so that alternative measures may be taken.
2.2 THE PRESIDENT OF THE CISM SPORTS COMMITTEE (PCSC)
CISM has a Sports Committee which is responsible for the overall technical aspects
of the concerning sport/discipline of the 3rd CISM WCG.
During the Games, the role performed by the CSC and its President is of prime
importance.
For details on the exact functions and roles played by the CSC and PCSC, please
refer to the CISM Regulations, Art. 2.15,16.
2.3 THE GENERAL SPORT MANAGER (GSM) AND VENUE MANAGERS (VM) CADOC has appointed Colonel Yulianto Hadi, Secretary General of CISM Indonesia, e-mail: [email protected] as the General Sports Manager, responsible for all sport events during the Cadet Games. For each sport venue of the 3rd CISM WCG, CADOC will appoint Venue Managers. PCSC and GSM will be responsible for the overall technical aspects of all disciplines of the World Cadet Games. The Venue Managers will be in charge of all matters, technical, organizational and administrative for that sport/discipline/venue. In March 2017, when Indonesia will host the PCSC pre-visit and inspection in order to control the venues and to coordinate with the CADOC, the VM’s should be already nominated and they must participate in this pre-visit.
2.4 THE TECHNICAL JURY (TJ)
For each sport programmed during the Games, a Technical Jury shall be set up.

2.5 THE JURY OF APPEAL (JA)
For each sport programmed during the Games, a Jury of Appeal shall be set up.
For details on the exact functions and roles played by the JA, please refer to the
CISM General Regulations, Art. 8.13.
3. OFFICIAL MEETINGS
The various official meetings held during the Cadets Games are essential to a sound
organization and are largely responsible for the smooth running of the Games. They are
the following:
Preliminary and Technical meetings.
Meetings of the Technical Jury.
Meetings of the Jury of Appeal.
Meeting of the Anti-Doping Commission.
All aspects of these meeting are described in the CISM General Regulations, Art. 8.28.
4. RECORDS
All aspects for CISM World Records are described in the CISM General Regulations, Art.
8.36. The Civilian World Records should be treated in accordance with the guidance
given by concerning the International Sport Federation.
In Shooting each Winner will have automatically a new CISM Cadet World Record,
because it is the first time we will have this kind of competition. We will have for 25m and
for 300m totally new Shooting Program.
5. AWARDS
All information concerning the criteria for the attribution of official medals per event at the
Games will be made available in the 3rd CISM WCG Regulations and are described in
the CISM General Regulations, art. 8.30. The awards will be presented at the end of
each competition, at which time the winner(s) will be saluted by the playing of the
national anthem, while the national flags of the medal winners are raised.
Shooting will have ONE Ceremony at the end of the Competition

6. PROTESTS
The procedures for handling any protest concerning competition matters are described in
CISM Regulations, Art. 8.13-letter F.
7. DOPING TESTS
The conduct of doping tests is mandatory at all Sports performed on the frame of the 3rd
CISM World Cadet Games 2018. For all other points related to the organization of anti
doping tests refer to the CISM Anti-Doping Rules, the most recent regulation from the
World Anti-Doping Agency (WADA). The proposed number of tests to be carried out in
the 3rd CISM WCG must follow the 2018 CISM Test Distribution Plan.
An Anti Doping Commission for each group of sport is appointed and is responsible for
the organization and proper conduct of tests during the Games. This Commission is
composed by:
The OCR, who is the President;
The PCSC;
The Representative of the CADOC who may be seconded by the authority
responsible for the tests (Accredited WADA officer). This representative must
be appointed by the Chief of CADOC.
All procedures related to the conduct of tests and the management of the collected
samples strictly follows the provision set in the WADA International Standard for Testing.
CISM developed a similar document called “anti doping check list” which takes into
account the CISM specificities. The CADOC covers all costs related to the doping
control. The tests shall be carried out in a WADA accredited laboratory and the results
should preferably be available before the end of the Games. The list of accredited WADA
laboratories can be downloaded from the WADA website; http://www.wada-ama.org
All the doping – control forms and result must be sent to CISM General Secretariat
