The 72nd meeting of Operation & Coordination Committee of MP was held on 19th November 2019 at
11:00 AM at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at
Annexure -1.0.
Shri K.K.Parbhakar, C.E.(SLDC) & Chairman OCC welcomed all the guests & participants to 72nd
OCCM of MP. Chairman OCC stated that in the month of October 2019, the demand of all of the states of
India, except J&K and Uttrakhand demand, was less compared to previous year demand. Demand of some of
the states have been reduced by 40% and even the demand of Industrial states like Maharashtra, Gujarat,
Haryana, Punjab etc. has also reduced. The average demand of India for October 2019 is about 30% less
compared to last year demand of October 2018, this feature required to be analyzed.
In MP also the demand has not increased as expected and stated that Discoms can forecast the
expected increase in demand and its pattern in a better way as Discoms can calculate and have the records of
pump connections and expected to be connected in near future. Further he added that the installed capacity
of state is not sufficient to meet the rabi season demand, hence MPPMCL & SLDC will require correct
forcasting from Discoms so that arrangement for required power can be made accordingly by power purchase,
banking etc.
Chairman OCC also shown concern about coal shortage in Generating company and informed the
committee that the available coal stock has to be used optimally so that the grid parameters may be
maintained within limit for safe & secure grid operation. He further requested generators to arrange for coal
and maintain sufficient coal stock. Further he requested all the departments to review the power flow after
commissioning of new elements in the system in prevailing circumstances and emphasized for better
coordination between EHT and T&C for availing shut down on elements. Thereafter he requested Shri.
R.A.Sharma, Addl. CE, SLDC & Member Secretary OCCM to take up the agenda points.
ShriR.A.Sharma, Addl. CE, SLDC has further added that now days the power system is not technical
subject only but it is techno-commercial. The Discoms shall explore possibilities to improve their demand
forecasting method so as to further reduce the deviation charges payable by Discoms. The requisition for
drawl schedule of Discoms must be given by MPPMCL, matching with the actual drawl of Discoms. By
maintaining MP drawl as per schedule, shall reduce the deviation charges payable by Discoms & with the help
in safe grid operation. Thereafter the agenda points were taken up, which are narrated here under:-
ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 71st meeting of Operation & Coordination Committee of MP held on 09th July 2019 at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/2886 Jabalpur dated 31.09.2019. No comments have been received. Committee confirms the minutes.
ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS AUGUST 2019 TO SEPTEMBER 2019.
2.1. Frequency Particulars: The committee was apprised that during AUGUST 2019 the system frequency
was below 49.90 Hz for 7.28% of time against 4.57% of time during SEPTEMBER 2019. The system

frequency was above 50.05 Hz for 20.03% of time during AUGUST 2019 against 20.18 % of time during
SEPTEMBER 2019. The system frequency was within the IEGC range of 49.90-50.05 Hz for 72.69 % of the
time during AUGUST 2019 against 75.25 % of time during SEPTEMBER 2019. The average monthly
frequency was 50.00 Hz during month of AUGUST 2019 and 50.01 Hz during month of SEPTEMBER 2019.
The detailed frequency particulars for the month of AUGUST 2019 and SEPTEMBER 2019 are
enclosed at Annexure-2.1. The brief detail of frequency profile is given here under:-

2.2 Operational Matters
2.2.1 Operational Discipline : The committee was apprised that System operated in terms of frequency
profile for the months AUGUST 2019 & SEPTEMBER 2019 is as given below for discussion by the committee

2.2.2 Voltage Profile: During the months AUGUST 2019 & SEPTEMBER 2019 the maximum and minimum

Further Discoms shall also check the status of the capacitor banks installed at 33kv and ensure that the voltage is maintained at Discom level by switching off the capacitor banks during high voltage conditions. East Discom was requested to provide the status of capacitor banks installed at in Balaghat & Kirnapur regions during high voltage period. Representative from P&D MPPTCL informed the committee that the reactor at 400 KV S/s Kirnapur is planned and is in the proposal stage. Thereafter, Member Secretary OCC stated that P&D shall expedite the work of reactor installation. Chairman OCC stated that the generators shall also provide their support by absorbing MVAR during High voltages in the system, especially JP Bina and Singhaji TPS which are observed to inject MVAr during high voltages.
2.2.3 Status of Capacitor Banks in sub-transmission system: The committee was apprised that the
updated information of the status of capacitor banks in sub-transmission system as on 31th MAY 2019 as
submitted by DISCOMs is detailed below:
The matter was discussed in the meeting and all the Discoms were requested to ensure healthiness of
the capacitor banks during rabi season for maintaining quality supply to consumers.
2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The
committee was apprised about the updated information of the status of installed capacitor banks (in MVAR) in
EHV transmission system as on 31.10.2019 as submitted by MPPTCL is given below:-

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The
committee was apprised about the various ongoing Transmission Schemes completed during the financial
year 2019-2020 (up to MAY 2019) and plan for completion of various ongoing Transmission Schemes for the
Year 2019-2020 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.
2.2.6 U/F and df/dt Relay Operation
(i) U/F and df/dt Relay Operation: The committee was apprised that the Frequency did not touch 49.20 Hz
during AUGUST 2019 and SEPTEMBER 2019. There was no df/dt operation during the same period. MPPTCL informed that under Frequency Plan for all the stages have been implemented and in operation.
(ii) Defective u/f, df/dt relays: The committee was apprised that MPPTCL has informed that all the df/dt and U/F relays are in operation, where the U/F relays are not available, the numerical relays programmed for under frequency operation.
2.3 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to
33 KV feeders: (i) The committee was apprised about the details of DISCOM wise Power supply given to various domestic
categories during the period AUGUST 2019 and SEPTEMBER 2019 is enclosed at Annexure 2.3(i).
(ii) Group Allocation to Newly Commissioned existing EHV substations:- The committee was apprised
about the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV
substations for which groups have not been allocated is given in Annexure 2.3 (ii). The DISCOM wise details
of pending group allocation to 33 KV feeders is given below:-

ITEM NO. 3 : OPERATIONAL PLANNNING:
3.1 Generating Units under planned outage and proposed maintenance programme: The committee was
apprised about the annual maintenance /outages of thermal generating units of MPPGCL for FY 2019-2020 as
intimated by ED(O&M:Gen.) is NIL for the month OCT-19 to DEC-19.
3.2 Proposed shutdown programme of Transmission lines / Transformers: The committee was apprised
about the proposed shutdown of transmission elements for the period 01.09.2019 to 31.12.2019 as submitted
by T&C, MPPTCL is enclosed as Annexure-3.2.
3.3 Long Outages of transmission elements and protections: The committee was apprised about the
status submitted by MPPGCL /MPPTCL are given below:-

ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF AUGUST 2019 AND SEPTEMBER 2019: The committee was apprised about the Grid Disturbances and Grid Incidents in MP
during these months are given in Annexure 5.
MPPTCL was requested to submit the details/report of tripping at 400KV S/s Ashta on 21.09.2019 at
14:50Hrs. due to PT failure. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:-
6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF
REACTORS / TRANSMISSION ELEMENTS:- The committee was apprised about the present status
regarding schedule and commissioning of reactors / transmission elements is as below:-

In 66th OCC MPPGCL informed that the price bid has to be opened and the reactor will be commissioned by June 2019. MPPGCL informed that previous tender was dropped & new tendering is under process.
2. Bus Reactor at SSTPS 125 MVAR MPPGCL
Work will be carried out under PSDF as intimated by MPPGCL in 62nd OCC in 66th OCC MPPGCL informed the committee that the drawing has been approved and reactor is expected to be commissioned by March 2019. In 68th OCC, MPPGCL informed the committee that reactor will be commissioned by October 2019. MPPGCL was apprised that considering commissioning of unit 3 and 4 at SSTPS stage II, early commissioning of 125 MVA reactor is required to ensure secure operation of grid. MPPGCL informed the committee that the civil work is completed and reactor is expected to be commissioned soon.
6.2 EXCESSTIVE TRIPPING OF 33 KV FEEDERS RADIATING FROM EHV SUB STATIONS:-
The committee was apprised that CE(T&C), MPPTCL vide letter no-1972 dtd-19.09.2019 informed about the
excessive tripping of 33KV Discome feeders emanating from EHV-substation. It was also mentioned that due
to lack of maintenance of these lines, during faults these lines trips along with 33KV incomers of 132/33KV
EHV X’mers, resulting in supply failures in the entire area fed by respective X’mer/EHV Sub-station. MPERC
also monitors these tripping and MD, MPPTCH has showed the concern about such excessive tripping of
33KV feeders. A sub-station wise list of 33KV & 11KV feeders under the control of Discoms on which
excessive tripping (10 & more that 10) is enclosed as Annexure-6.2.
In view of the above it is to mention that proper maintenance of these lines shall be shall be carried
out regularly by Discoms to reduce fault tripping for safe & secure grid operation. Further it is also requested to
issue suitable instruction to field officer to take necessary and corrective action so that the tripping may be
reduced which will improve the performance of company and increase revenue.
Representative from West Discom informed the committee that the reason for excessive tripping was
the bad weather and extended rainy season. Further the maintenance is being carried out regularly and
resulting in reduced trippings. The matter was discussed in the meeting.
6.3 IMPLEMENTATION OF PILOT PROJECT OF RRAS IN THE STATE OF MP:- The
committee was apprised that Hon’ble Central Electricity Regulatory Commission (CERC) vide order dated 13th
Oct 2015 in petition no 11/SM/2015 has given a roadmap for operationalization of generation reserves in the
country. To accelerate the implementation of Ancillary Services at State level a sub-group on “Reserves and
Ancillary Services at State Level” under FOR standing Technical Committee was formed. MP SLDC, MPPTCL,
Jabalpur and MPERC, Bhopal are also members of the sub-group. The task given by the committee to the
state SLDCs was to get hands on experience on Security Constraint Economic Despatching (SCED) through
“Solver” of MS Excel. MP SLDC had demonstrated the use of this model for economic dispatching in the
meetings of the committee.
In the third meeting of the sub-group the committee has opined and suggested MP SLDC to go ahead
in the matter to implement the system of SCED at MP State level on pilot basis. In the demonstrations it was
found that the application of SCED system may reduce the cost of operation considerably. Specially during
low demand period in different seasons of year or at different times of the day. It is, therefore, beneficial to
implement the SCED system at SLDC, MPPTCL, Jabalpur. In fifth meeting of the committee, the
representative of CERC has opined that instead of pilot projects in various states it would be more prudent to
bring a regulation for implementation of SCED. MP SLDC is ready to take up the project, whenever related
regulation is issued by CERC. After issuance of the regulation, It is expected that the implementation of the
SCED system at MP shall take place in the FY 2020-21, as implementation time of the system is approx. 6
months. For information to the members.
Member Secretary OCC stated that to bring the state close to techno-commercial scheduling and
dispatch and hence reduce the financial losses beard by the consumers. Thereafter Chairman OCC briefed
about the process.
6.4 DATA FOR WRPC OCCM OUTAGE APPROVAL:- WEB BASED OCC OUTAGES
SOFTWARE FOR REPLACING THE EXISTING GOOGLE SHEET:- The committee was
apprised that discussed in various MP-OCC, WRLDC has prepared Web Based Application Software for
planned outage coordination that would replace the existing coordination through Google Sheet. The Software
comprising following features and process:-
a) The proposed outages for upcoming OCC uploaded in web based portal before 5th of every month.
b) Compiled OCC outage could be viewed and commented before the OCC meeting.
c) Outage after approval in OCC, will be used for further processing.
d) The readiness of D-3 days will be filled in Web portal by concerned utilities through their login
credentials.
e) Non-OCC outages will be updated and same is presented to WRPC for approval, before being
considered for approval.
f) Anyone could comment and give their feedback before D-3 days.
g) The necessary utility concurrence may be availed before processing any outage.
h) The outage considered for approval could be viewed on D-2 days.
i) The outage approved by WRLDC on D-2 days could be viewed on web portal.
j) The final approved outage after NLDC concurrence is available on D-1 days in individual login
credential.
k) The re-schedule of outages is also done as per the approved guideline.
l) Everyone could view the outage approval status online.

6.5 IMPLEMENTATION OF AUTOMATIC GENERATION CONTROL (AGC) AT SSTPP,
STAGE-I, KHANDWA:- The committee was apprised that Hon’ble Central Electricity Regulatory
Commission (CERC) vide order dated 13th Oct 2015 in petition no 11/SM/2015 has given a roadmap for
operationalization of generation reserves in the country. The objective of the Order was to provide a vision to
introduce Spinning Reserves in the country, which is one of the components for ensuring grid security, quality
and reliability by achieving adequacy of supply and maintaining load-generation balance Essentially, AGC
delivers reserve power to bring back the frequency and the area interchange schedules to their target values
and restores the delivered primary control reserves.
In view of the above MP SLDC has also planned and proposed to implement AGC in Singhaji STPP,
Khandwa Stage-I. The criteria for identification of SSTPP for AGC is similar to approach adopted by NLDC for
NTPC Generating Plants. The SSTPP has comparatively high variable cost, which will enable to keep
Spinning Reserves in the same, due to high chances of surrender of power by the beneficiaries. Further, the
plant has 100% capacity allocation tied up with MPPMCL and is having updated technology because of it’s
latest inception. For information to the members.

6.6 FREQUENT TRIPPING OF 132 KV VSTPS – WAIDHAN CKT – I AND 132 KV
VSTPS – WAIDHAN – MORWA CKT – II:- The committee was apprised that 132 KV VSTPS –
Waidhan Ckt – I & 132 KV VSTPS – Waidhan – Morwa Ckt – II is tripping frequently as detailed below:-

It is to intimate that the above mentioned circuits are inter-state circuits and frequent tripping of these
circuits causes interruption Waidhan, Morwa &Rajmilan substations. MPPTCL is requested to kindly
investigate the reason for frequent tripping of these circuits and address the issue so that the tripping of these
circuits is not repeated in future.
T&C and EHT-M MPPTCL was requested to kindly investigate the issue of frequent tripping of the
above mentioned elements.
EHT-M MPPTCL informed the committee that tree cutting & chopping has been done after rainy
season and it is expected that the tripping of these circuits will be reduced.

6.7 REVIEW AND UPDATING LOAD DROPPING SCHEME/ SYSTEM PROTECTION
SCHEMS (SPS) AT SUBSTATIONS IN M.P TO HANDLE EMERGENCY CONDITION: -
The committee was apprised that the integration of new transmission elements in the grid it is to bring to the
notice that the existing load drop scheme shall also be reviewed and updated timely as per the updated
network. It is also to bring to the notice that at 132 KV S/s Chambal on dtd- 28.05.2019 at 13:04 Hrs. 132 KV
Chambal – North Zone Ckt – I & II tripped as Y-Phase conductor of ckt – II snapped resulting in overloading &
tripping of 132 KV Indore SZ – Satsai Ckt & 132 Kv Indore SZ – E.Complex ckt even after operation of load
drop scheme. Hence it can be gathered that after up gradation of 132 KV North Zone S/s to 220 KV S/s North
Zone the load drop scheme has not been revise accordingly. It is also to intimate that the load drop scheme
shall also be reviewed according to the increasing 33 KV load.
MPPTCL is requested to review the existing load drop scheme (SPS) and to implement new load drop
scheme as per requirement as per undated network and submit to SLDC.
In view of the above it is requested that the complete details of all SPS commissioned in MP by
MPPTCL along with load shed quantum, may be submitted to SLDC so that the copy of the same could be
placed in Control room of SLDC and concerned substation / power station for reference & record and the
same can also be submitted to WRLDC. The matter was discussed.
6.8 WRLDC TRIPPING PORTAL:- The committee was apprised that as intimated by WRLDC in
529th WR-OCCM, that WRLDC has started a tripping portal from 01.06.2019 for uploading FIR, DR/EL and
other details related to the tripping of all 400KV elements, important grid elements, inter-state/inter-regional
links and lines connected to PGCIL. Further details major Grid Disturbance resulting in significant load
loss/generation loss is also required to be uploaded on the WR-Portal and as per IEGC 54.2(r), utilities need
to submit the data within 24 hours of the event. The link
(https://portal.wrldc.in/Trippingnew/Account/Login.aspx) , common user ID & password for the entities of MP
has been shared with all the entities vide this office letter No.07-05/RPC-51/ 18.06.2019. As advised in 529th WR-OCCM, all Utilities are requested to use and submit the data through the
WRLDC tripping portal. Therefore, entities are requested to use and upload the FIR, DR/EL and other details
related to the tripping of elements mentioned above, in the Tripping Monitoring System of WRLDC within
stipulated time.
It is to inform that despite of continuous reminders the DR/EL files for the tripping incidences is not
being uploaded on the WRLDC tripping portal. The list of incidences for which the submission & uploading of
DR/EL on WRLDC tripping portal is pending for the month of OCTOBER 2019 is as detail below:-

6.9 PROTECTION COORDINATION DURING INTEGRATION OF NEW INTRA-STATE
ELEMENTS:- The committee was apprised that in compliance to the IEGC & WRLDC operating procedure
the protection coordination of the existing elements & adjacent substations shall be prior to integration of new
intra state elements. All the concerned entities are requested to ensure/review the protection coordination of
adjacent substations/elements and confirm the same along with the firsttime charging documents for intra
state elements also.
6.10 AVAILING SHUT DOWN ON NON-ISTS ELEMENTS (ELEMENTS FOR WHICH
ONLY APPROVAL OF MP-SLDC IS REQUIRED) AND OUTAGE MODULE THEREOF:-
The committee was apprised that parallel run of the ABT, OA & MIS system is in progress and the outage
module has already been initiated (link:- http://223.31.122.117:8080/EltrixPortal/login.jsp). Further it is to
inform that the User ID and Password for all the circles/generating stations/EHT-M/EHT-C along with user
manual of the outage module has already been provided vide this office e-mail dtd-14.01.2019. Also vide this
office letter no. No No.07-05/174-B/Kalki/131 dtd-15.01.2019 all the concerned entities/authorities were
requested to communicate the User ID/Password & issue necessary directives to the respective authorities to
initiate the use of web based outage module.
In view of the reliability and safe & secure grid operation entities were requested to follow the outage
procedure and submit the outage request well in advance i.e., on D-3 basis by 17:00 Hrs. only the emergency
shut down request shall be made on D-1 day or in real time.
In view of the above all the concerned entities were requested to submit/process the outage, tripping,
generator outage, generator start/stop, new element charging request through web based outage module in
addition to the existing practice. It is also to mention that from 01.04.2019 it will be mandatory to process the
outage request through outage module only, hence all the entities shall approach for approval of shut down
through outage module. In case of any queries/addition of element/etc the entities can write to us on e-mail:-
SLDC representative further informed that ABT meters installed at the following Wind and Solar
Generating Stations are recording the 15 minutes block wise data on sliding window principal thus block wise
data do not match with midnight data. These meters need immediate replacement. The ABT meters installed
at the following Wind and Solar Generating Stations are recording the 15 minutes block wise data on slinding
window principal thus blockwise data do not match with midnight data. SLDC has requested to Generators
with copy to concerned licensee vide letter no. 2353 dated31/08/2019 for immediate replacement of these
ABT meters.

SLDC representative requested to DDCs, Indore & Bhopal to take-up the issue with concerned officials for
time synchronization and replacement of ABT meters. DCCs Bhopal assured to take up the issue with

ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS /TRACTION FEEDERS:-
It was informed during the meeting that integration of telemetry of 132 KV VFJ with SLDC SCADA is
pending. MPPTCL informed that integration work shall be completed within a week time.
SLDC informed that 220 KV Sheopurkalan S/s has been charged but telemetry of this substation is
not yet provided to SLDC despite various pursuances by SLDC. MPPTCL informed that the RTU has been
dispatched and its integration shall be done shortly.
Further, SLDC informed that telemetry of Birsinghpur HPS and Zinna HPS is also not available and
same needs to be provided by MPPGCL. MPPGCL informed that the order for RTU has already been placed
and drawing has been approved & RTU will be delivered within 3 months.
SLDC informed that MPERC regularly monitors & enquires about the reason of RTUs pending for
integration & thus SLDC requested MPPTCL & MPPGCL to take up this matter on topmost priority.
9.2 TELEMETRY OF BUS VOLTAGE IN DFE RTUS:- SLDC informed that in substations having
DFE RTUs, the telemetry of Bus voltage is extended through MFM provided for transformer telemetry. This
results in wrong Bus Voltage in case of outage of transformer.
MPPTCL (T&C) informed that this work shall be done in a phased manner. Firstly, the telemetry
integration of bus voltage through separate MFM shall be done for 400 KV Substations which will be
completed within a month. In second phase, the same shall be done for important 220 KV S/s depending upon
the availability of spare MFM. CE(T&C) office will also work out the requirement of MFM for all 220 KV S/s, for
which providing separate voltage shall be taken up in second phase.
9.3 PROVIDING TELEMETRY OF ISOLATORS OF 400 KV SUBSTATIONS:- SLDC informed
that telemetry of isolators is required for real time grid monitoring as well as for better functioning of EMS
system. NLDC & WRLDC are constantly requesting to provide the telemetry of isolators of 400 KV, 220 KV
substations & Generating Stations; and reason for non-integration of telemetry of isolator status.
MPPTCL informed that auxiliary contacts are not present in isolators of MPPTCL substation & thus it is
not possible to provide the telemetry of isolators. However MPPTCL informed that arrangement of auxiliary
contacts & extension of telemetry of isolators will be ensured for new substations.
MPPGCL informed that telemetry integration of isolators shall be done on top most priority wherever
possible and in places where RTUs are under replacement, provision of isolators shall be made while
procurement of new RTUs.
SLDC also requested ISP to provide telemetry of isolators in response to which ISP informed that
isolator signals are already available in ISP SCADA system from where telemetry to SLDC is proposed to be
provided through IEC gateway. Accordingly, while commissioning of telemetry through ISP SCADA, the
isolators status shall be provided to SLDC.
SLDC pursued the matter with JP Bina to provide the telemetry of isolators in which JP Bina informed
that their SCADA upgradation is being carried out & the telemetry of isolators will be extended to SLDC after
completion of upgradation of their SCADA by end of December 2019.

9.6(A) NON AVAILABILITY/ UNRELIABLE TELEMETRY OF HYDEL POWER STATIONS
:- SLDC informed that the telemetry of Hydel Power Stations is very unreliable & frequent long outage with
abnormal delay in restoration of same is observed. The RTU availability of MPPGCL HPS is as detailed here
under :-

SLDC informed that in hydel power stations, skilled manpower is not available for attending the telemetry
issues & considerable time is taken for restoration of telemetry.
SLDC further informed that the matter regarding arrangement of RTU/PLCC spares, measuring
instruments & adequate trained manpower at MPPGCL stations has been discussed in last various OCC
meetings. However MPPGCL has not taken any actions regarding this matter.
MPPGCL was thus again requested to take following measures to ensure round the clock availability of
real time data to SLDC:-
1. Arrangement of essential spares at power stations and one set of all spares at centralized location
with intimation to all power stations
2. Arrangement of training to persons looking after telemetry work.
3. Arrangement of measuring instruments like level meters wherever not available.
4. Ensuring availability of RTU configuration at all power stations.
MPPGCL agreed to look into the matter on highest priority. Further, it was decided to discuss these issues
in separate meeting proposed at SLDC with power station officers.
9.6(B) NON AVAILABILITY/ UNRELIABLE VOICE COMMUNICATION BETWEEN SLDC
TO THERMAL/ HYDEL POWER STATIONS :- SLDC informed that despite constant pursuance
most of the PLCC voice communication of various power stations to SLDC is out since long time. The details
of outage are here as under:-

MPPGCL agreed to arrange for the same. Further, it was decided that the matter shall be discussed in
the proposed meeting with MPPGCL filed officers.
9.6(C) REPLACEMENT OF RTUS IN THERMAL POWER STATIONS:- SLDC informed that
large no. of discrepancies pertaining to MPPGCL Thermal Power Station are pending since long time. The
various discrepancies are due to non-availability of desired spares, non renewal of AMC contract of RTUs,
Modems, PLCC equipments. The replacement of RTUS in thermal power stations is required to be arranged
to ensure round the clock availability of telemetry. SLDC informed that it was requested earlier to arrange the
replacement of RTUs. However, no feedback in the matter is provided to SLDC. SLDC has also pursued the
matter vide UO dtd.12.09.19. MPPGCL was thus again requested to arrange for replacement of RTUs in
Thermal Power Stations. MPPGCL informed that matter shall be discussed in proposed separate meeting with
MPPGCL field officers.
9.7 DUAL DATA CHANNEL CONNECTIVITY FOR POWER STATIONS:- SLDC informed that
presently most of the Power Stations to SLDC/Backup SLDC only single channel is established. Looking the
data availability of Power Stations and recently implemented CERC new DSM regulation w.e.f. 1st January,
2019 it is required that each Power Station shall have dual data channel to avoid any outage/discrepancy in
real time data of Generation Station. Therefore to reduce outage due to single data channel failure, MPPGCL
& NHDC were requested to arrange / ensure dual data channel from each Power Stations so that continuity of
real time data to SLDC/Backup SLDC SCADA all the time may be achieved. MPPGCL representative informed
that the matter shall be discussed in proposed separate meeting with MPPGCL field officers.
9.8 NON AVAILABLITY & WRONG TIME STAMPING OF SOE AT SLDC SCADA:-SLDC
informed that on some instances, it has been observed that the SOE was not received or wrong time stamping
of SOE was received in SLDC SCADA system. The matter was taken up with field for verification for proper
configuration /connections of SOE data in RTUs & after long pursuance, the matter was investigated and it
was found that the settings “inf code 2” & “inf code 4” were not correct in Dongfeng make RTUs. These
settings have now verified and changed in some of the RTUs and SOE with correct time stamping from RTUS
where settings were modified is now receipt in SLDC SCADA/EMS system.
Further SLDC informed that the SOE verification of all RTUs is being done & out of 175 RTUs, SOE
verification of 165 RTUs has been done & requested MPPTCL to expedite the SOE verification of balance
RTUs at the earliest. MPPTCL informed that they have instructed all the field offices to coordinate with SLDC
for SOE verification.
9.9 UTILIZATION OF W.B NODE AT BIRSINGHPUR TPS :- SLDC informed that despite
constant pursuance utilization of node at Birsingpur TPS is still pending since last two years due to pending
work of laying of cable form W.B node location to PLCC room, Exchange room and RTU. It was informed by
SLDC that complete scheme to extend wideband facility upto RTU was prepared by SLDC and forwarded to
SGTPS around two years back. The matter is pursued by SLDC constantly. However, required converter and
laying of fiber optic cable is still pending. MPPGCL informed that matter shall be discussed in proposed
separate meeting with MPPGCL field officers.
9.10 MAINTENANCE OF OPGW NETWORK :- SLDC informed that under the MP portion of Master
Telecom project executed by PGCIL,36 No. of wideband nodes has commissioned. As per agreement
between MPPTCL and PGCIL, the subsequent maintenance of these links is to be looked after by MPPTCL.
While execution of the project, it was informed by PGCIL that the AMC of the terminal equipments is covered
under the equipments contract. However, modalities for AMC payment is to be finalised by MPPTCL with
PGCIL. Further, separate arrangement towards maintenance of OPGW cable (upto FODP) involving OPGW
restoration, OPGW LILO work, OTDR testing, OPGW shifting during line diversion etc is to be made by
MPPTCL, the details for which has already been forwarded by SLDC. SLDC further informed that as per order
of CERC, the expenditure towards maintenance under the project shall be done by MPPTCL.
SLDC informed that due to non-availability of maintenance plan, the restoration of any fault is taking
long time. SLDC informed that recently due to fiber cut issue is 220 KV Bina-Shivpuri ckt, the telemetry was
out for more than 15 days.
MPPTCL informed that the matter shall be finalised on top most priority.
9.11 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS &
INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :- The
long outage of telemetry & substations having intermittent telemetry due to heavy noise in communication
channel was discussed in detail:-

9.12 TELEMETRY OF RAILWAY TSS SUB STATIONS: - SLDC informed that the telemetry of
existing 38 Nos railway Traction Sub Stations & upcoming 25 new railway TSS is required to be provided by
railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP.
SLDC further informed that testing of telemetry for 2 Railway TSS has been done in SLDC SCADA,
however it is currently offline due to non-availability of UPS in Railway Zonal Office. Railways further informed
that currently they have extended the telemetry of 8 TSS upto Railway Zonal Office & telemetry integration of
all Railway TSS with SLDC shall be done within 6 months.
SLDC requested Railways to extend the telemetry of TSS which have been integrated upto Railway
Zonal Office to SLDC and also arrange UPS on highest priority. Railways agreed for the same.

It is proposed to hold 73rd Operation and Coordination Committee meeting of MP on
17.12.2019. The host and venue of the same shall be decided in the meeting.

ANNEXURE-5 System Disturbance / System Incidence
1. System Disturbance on 04.09.2019 at 400kv s/s Bhopal: On dated 04.09.19 at 16.00 hrs.
there was heavy rains and lightening in central MP and frequency of National Grid was 50.08 Hz, at 16.06 hrs, 220 Kv Bhopal-Bairagarh 1 tripped and auto reclosed but did not trip from Bhopal end causing LBB protection to operate which tripped following feeders and X-mers of 220kv Main Bus-1:- 220kv Bhopal-Bhopal-I 220kv Bhopal-Shujalpur-I 220kv Bhopal-Mungalia Chhap ckt 220kv Bhopal-Ganj Basoda ckt 220kv Bhopal-Bairagarh 1 220kv Bus-tie 400/220kv 315 MVA Xmer 1 and 3 There was very heavy rains and lightening at the time of tripping. R Phase string at location No. 8 and R phase wavetrap at 400 Kv s/s for 220 Kv Bairagarh 1 found failed.The tripped elements has been normalized in due course of time. No any system and areas affected as load managed by elements on 220kv Main Bus-2 and nearby network. There was no load loss and no generation loss.
2. System Disturbance on 07.09.2019 at 220kv s/s Sukha, Jabalpur: On dated 07.09.19 at 16.00 hrs. weather in East MP was normal and frequency of National Grid was 50.08 Hz, at 16.15 hrs, LBB protection of 220 Main bus 2 operated which was initiated from ICT-2 ,which tripped following feeders and X-mers of 220kv Main Bus-2:- 220kv Sukha-Jabalpur-2 220kv Sukha -Narsinghpur-2 220kv Sukha -Panagar-2 220kv Bus-tie 400/220kv 315 MVA Xmer 2 It was reported that LBB protection of 220 Main bus 2 operated due to false signal from ICT 2 cable fault. Bus 2 Successfully separated The tripped elements has been normalized in due course of time. No any system and areas affected as load managed by elements on 220kv Main Bus-1 and nearby network. There was no load loss and no generation loss.

3. System Disturbance on 21.09.2019 at 400kv s/s Ashta: On dated 21.09.19 at 14.50 hrs. weather in MP was normal and frequency of National Grid was 49.96 Hz, at 14.58 hrs 220 KV Main Bus 1 R Phase PT failed with operation of 220 KV Bus Bar Protection . This caused both 220 KV Bus dead ,which tripped following feeders and X-mers of 220kv Main Bus-2:-
It was reported that R Phase pole of 220 KV Incoming of 315 MVA Xmer 2 was found stuck and it’s both tripping coils were found burnt. Then 315MVA Xmer 2 (CGL) H/T at 15:22Hrs. After isolating defective PT, Restoration of supply was done. After replacement of both trip coils 315 MVA Xmer 2 Charged at 17:05hrs There was a load loss of 13 MW and no generation loss.
