1 EXECUTIVE SUMMARY
General – The Macksville Hospital proposal consists of a new three (3) level building, including an
Emergency department, Operating Theatres, Clinical Services Sterilisation Department, Medical procedures
unit, Maternity Unit, Mortuary, Kitchen services. The proposed site is not served by existing Water or Sewer
Mains.
The proposed Hospital will be served by the new site services extensions by the Nambucca Shire Council.
The new building will have new services that are supplied or connected directly from the new mains which
will support the facility. New connections to the Nambucca Shire Council water main provision will be required
to serve incoming supplies to the Cold Water Fire Hydrant and Fire Sprinkler system to be installed as part
of the new building.
Domestic Cold Water –The site is to fed from a new Council 200mm watermain extension. 2 x100mm dia incoming water supply connections to the Authorities watermain located on the western side of site will serve Potable water and Fire Services.
Fire Hydrant and Sprinkler supplies shall be extended from the Councils watermain with NSW F&R booster valve assemblies to tank storages in the basement then pump boosted to serve the entire Building. Sanitary Drainage and Plumbing – The site is to be served from a new Council Sewer Pump Station (SPS)
positioned to the South West of the Site within the hospital site.
Sewer reticulation serving the Building will drain via gravity to the Council SPS. The house Sanitary drainage
service will incorporate Sewer manholes for access and maintenance provision. Trade waste drainage is to
be provided for the Grease waste provision for the Kitchen service facility. Sanitary Plumbing will incorporate
stack position rising on columns to serve the level 1 over the ground floor minimizing horizontal runs and the
requirement for bulkheads.
Gas Services – The site is to be fed from an onsite Liquefied Petroleum Gas (LPG) storage tank. The Tank will be situated external to the Building and sited to standards and codes for compliance with minimum distance from ignition sources and the like. The service will reticulated in ground from the storage tank to the northern side of the basement of building. A service isolation valve will be provided so that the service is able to be closed down in the event of emergency. The system will not been designed as a ring main.
Correspondence – Refer to GHD report ̀ Final Study Report for Concept of Water and Sewer to Proposed Macksville
Hospital’ for Nambucca Shire Council. The report outlines reviews options and makes recommendation for
Watermain and Sewer provisions to serve the proposed Site.
This information has been used to develop our understanding of connections to infrastructure.

2 GENERAL
The Macksville Hospital building will be connected to the new infrastructure extensions to within the site. This review covers the following services: -
Sewer Drainage
Cold Water
LP Gas
Downpipes
Fire Services
SITE LOCATION
The proposed Macksville Hospital site is located adjacent to the new Pacific Motorway. Currently access to
site will be via access ramps from the North. Access from the South will be from the local road network (Old
Pacific Hwy).

3 EXISTING AND NEW AUTHORITIES SERVICES
3.1 WATER MAINS
No existing Utilities water mains are available to the Site.
Nambucca Shire Council as the Water Authority has engaged a report and subsequently have been recommended that an extension of a 200mm watermain will be provided from Kingsworth Estate Reservoir along the Old Coast rd to the Sites North is the prefered option for the supply of Potable water infrastructure. This proposal will provide water to the site.
Based on the information in the pressure and flow application we expect the existing infrastructure contains sufficent capcity to service the development. Storage Tanks & Pumps will also be incorporated on site.
3.2 SEWER MAINS No existing Utilities sewer mains are available to the Site. Nambucca Shire Council as the Water Authority has engaged a report and subsequently have been recommended that a low pressure sewer system with dual sewage pump station be sited on the Hospital site. From this SPS a 63mm discharge rising main will be provided along the service rd of the new Pacific Highway and connect to existing Council rising main in Nursery Rd.
3.3 LP GAS SUPPLY There are no reticulated authority’s natural gas services available to the site. The site is proposed to be supplied from an onsite Liquefied Petroleum Gas (LPG) storage tank facility, exterior to the building at the perimeter of the loading dock, consisting of 1 x 7.5kL storage tanks. The new building will connect to the Storage Tank. The size of the proposed LPG tanks to supply the new building hospital is being reviewed and will be finalised when gas loads have been better defined.

4 SERVICES AND CONNECTIONS
4.1 WATER MAIN PRESSURE The hospital is proposed to be served by 2 x 100mm Cold Water connections to the 200mm water main located on the Site Western alignment. The proposed main is a 200mm watermain on the Western side of the site. The following preliminary flow
and pressure results were provided from the recommended Watermain Option 1 report to Council:
The water main can provide reasonable flow rates and the pressures for domestic use; however, these rates
are insufficient to meet the higher firefighting pressure and flow requirements, therefore pumps will be
required for the fire and water services within the building.
4.2 WATER CONNECTIONS
There are no reticulated Nambucca Shire Council water mains on or immediately near the site. Upon Site (Western side of Site):
1. Proposed 2 x 100mm dia water meter and dual reduced pressure zone assembly and 1 x 100 double
detector check assembly for fire services; located west of the main entry road and adjacent to the
Western property boundary.
4.3 SEWER CONNECTIONS
There are no reticulated Nambucca Shire Council sewer mains on or immediately near the site.
Upon Site (Southern side of Site):
Nambucca Shire Council will provide a sewer pumping station, that is to be located off to the side of the main
entry road. This position is to be finalized upon more detailed levels analysis. Appropriate access provision
for maintenance will be made.
The Sewer Pumping Station collects the entire sites sewer drainage via a 150/225mm dia primary connection
point; upstream of which is a series of drains increasing in size from 100mm dia at the furthest points in the
system.

The operation of the Sewer Pumping Station has been assessed by Nambucca Shire Council have been
reviewed with the intent of determining its working capacity and capability to service the proposed additional
sewer loads.
The discharge rising main leaves the Sewer Pumping Station as NB63mm uPVC, runs South from the site to
interface with an existing Council sewer rising main.
4.4 GAS MAINS CONNECTIONS
There is no reticulated authority’s natural gas service available exterior to the site. The site is fed from an onsite Liquefied Petroleum Gas (LPG) storage tank farm, west of the loading dock, consisting of 1 x 7.5kL storage tanks. The LP gas service pipe work installed on site is considered a private house service and is subject to AS5601-
2004 requirements regarding installation and operation.

greater than this.

Water supply would remain effective for larger events as we could draw from a dam supply rather than from the
borefields which would be inundated. The headworks, dams and town reservoirs are above PMF.
Are you able to advise what the peak water demand would be for the proposed hospital. That is other than fire
demand.

40/50mm service for direct supply to the hospital building.
The assumption is that the fire service would be connected to onsite storage tanks that are sized to hold the
appropriate volume for fire fighting as well as 1 days supply for the hospital . All fire fighting infrastructure would
be connected to the outlet side of the tanks and there would be no direct connection to the main for fire fighting
purposes. However 10l/s would be available to supply the storage tanks at any given time unless there was a
major disruption to supply as a result of a broken main.
The tank supply would also be interconnected to the 40/50mm service with a booster pump arrangement to
provide security of supply to the hospital in the event of a pipe failure.

Hi Alex,
Further to our conversation at the design meeting one of the assumptions that is indicated in the proposed infrastructure
documents is the Hospital site will contain 1 days water supply for both the water and the fire services. While this is acceptable for
the potable water supply sizing and matches the current concepts the sizing of fire services is usually base on 95% reliability and
the difference between the supply available in the main and the demand requirements. The only time 100% on site supply is
generally required is if connection of the fire services to the water main is not permitted. The effect on the project will be the
required size of the hydrant storage capacity, being 144,000 litres with 10l/s from the main or 288,000 litres with no supply from
the main.
Can you obtain clarification on the assumption that is contained within the proposal.

With regard to the concepts that have been provided for
Water Supply Options
We have no comment on these options as the difference in the options relates to points of connection to existing infrastructure.
Both result in a single line to the site which does not alter our current assumptions.
Sewer Collection Options.
Option 1: The final location of the low pressure sewer point will need to be coordinated to ensure there is adequate depth to drain
the lower level by gravity. The current assumed location is indicating an invert level 300m below the current ground level which
would not provide a gravity connection.
Option 2: There would be and additional 150-200 meters of hospital sewer to be connected to the sewer pump station located at
the base of the hill when compared to option 1 as the proposed point of connection is at the base of the hill.

GHD. We are also about to lodge an EOI for funding under the Safe and Secure Water Program. A draft of the EOI

Our Manager Water & Sewerage, Richard Spain has reviewed the GHD report and has provided them with the
following feedback.
•It would be preferable to keep the alignment of all pipelines outside of private property. I would have expected this
to be possible within the combined road reserves of the old Old Coast Road and the new highway. Are you sure the
boundary information is correct? Council’s GIS information is not up to date with new road boundaries
•The starting point for water option 1 shown on Figure 1 is incorrect. The pipeline would commence at the
Kingsworth Estate Reservoir site. I have indicated this on a mark up of Figure 1 and have also included a cadastral
plan showing the reservoir location. Please amend and recheck pipe lengths.
•The rising main for the proposed low pressure sewerage system would connect to an existing sewer rising main in
Nursery Road just south of Newee Creek and adjacent to the ne Macksville Bridge alignment .
•The preferred discharge point for Sewer Option 2 with the traditional pump station would be to Macksville PS 1
which is at the rear of properties on Bellevue Drive, immediately west of Newee Creek and on the south side of the
Macksville playing fields.
•I have sketched these amended alignments on the attached plan.
•It also appears that there is a calculation error for the gravity main for Sewer Option 2. I realise the amounts have
been roughly rounded for estimation purposes but the length and rate adopted equates closer to $50K than $40
•I think it is fair to say that low pressure sewerage is a reliable technology these days and the pump station would

be equipped with a larger storage capacity than a standard residential unit and would have 2 pumps.
•If you can make the amendments as you see fit we can look at arranging a workshop to discuss the preferred
option in order to finalise the report.
In relation to the proposed road on 19 December the Council made application for $985,000 under the Federal
Government’s Building Better Regions Program. Our Grants Officer, Teresa Boorer has also followed up Luke
Hartsuyker’s office seeking his personal support to the application.
We’re open to other suggestions for grant funding for the road. The Council is already committing around $600K of
its own funding for the provision of water and sewerage to the site. Whilst I would like to assist Health
Infrastructure further I don’t think we’ve got the financial capacity.

I can provide the following comment on the proposed servicing of the new hospital site.
Council is looking to engage consultants to prepare a concept design for the servicing of the site. No work has been
completed to date however consideration will be given to extending an existing 200 mm trunk water main to the
site from the north and to utilising a low pressure sewerage system to provide the water and sewerage
services. There is a chance that a main could be extended from Macksville for the water supply.
In any case a connection point to water will be will be provided on the western boundary of the development site. A
break tank will be required for any pumps required for water services. A standard hydrant booster arrangement
could be utilised for fire fighting purposes provided the required flows are available otherwise storage tanks would
be required.
Any pressure sewerage pump station would be provided in the SW area of the site so drainage pipe should be
designed to fall to that corner of the building .

There have been some discussions between Nambucca Council and Health Infrastructure regarding the provision of water and sewer services to the proposed site for the new hospital. The extent and concepts of which are to be developed. The current thoughts on services to the site are a 200mm trunk main for the water services and a low pressure sewer for the drainage services. The site will be provided with points of connection to the water main and a point of connection (sewer manhole) for a gravity service for the site sewer. Should pumps be require for water services on the site then a break tank will be required to be installed as direct connection is not permitted. Councils sewerage infrastructure is designed for 1 : 100 year flood so there would be significant issue for events
greater than this.
Water supply would remain effective for larger events as we could draw from a dam supply rather than from the
