GENERAL:
The President of Civil Aviation Authority – Macao, China, in exercise of his power under Article 35 of the Statutes of Civil Aviation Authority approved by the Decree-Law 10/91/M and paragraph 89 of the Air Navigation Regulation of Macao (ANRM), establishes this Aeronautical Circular (AC) to update and make effective the latest Macao Aviation Requirements MAR-1, Airworthiness Procedures, in accordance with the approved MAR-1 Contents Issue 02/15.
1. MAR-1 Airworthiness Procedure
1.1. The MAR-1 Airworthiness Procedures set out the minimum requirements and constitute the basis for the issue of airworthiness related approvals and certificates required by the ANRM.

1.4.1. The AP3 (Registration of Aircraft) has been updated to Issue 7. Change to AP3 Issue 7 are as follow:
• Removal of the repeating requirement of submitting the weight and balance report for newly registering the aircraft. Submission of the weight and balance report is already a required document for the initial CoA application.
• Update on the requirement for the application of the Export CoA.
• A new requirement on the aircraft log book when deregistering the aircraft.
• A new requirement on ELT information update if there is any change on the colour scheme.
• Minor wording unification.
1.4.2. The AP10 (MAR-147 Maintenance Training Organisation Approvals) has been updated to Issue 3. Changes to AP10 Issue 3 are as follow:
• Update the content and renumbering cross-reference to reflect the latest MAR-147 requirement.
1.4.3. The AP11 (MAR-147 Training Course Standards) has been updated to Issue 2. Change to AP11 Issue 2 are as follow:
• Renumbering the cross-reference to reflect the latest MAR-147 requirement.
1.4.4. Cancellation of MAR-1 AP8 (Procedures for the Revocation, Suspension or Limitation of the MAR-66 Aircraft Maintenance Engineer Licence or MAR-145 Certification Authorisation) and AP12 (Procedures for the Revocation or Limitation of the MAR-147 Approval);
The MAR-1 Airworthiness Procedures set out the minimum requirements and constitute the basis for the issue of airworthiness related approvals and certificates required by the current Air Navigation Regulation of Macao (hereinafter referred to as ANRM).
2. Cancellation
This AP supersedes Airworthiness Procedure No. AP1 Issue 2 dated 31 January 07.
3. Arrangement
3.1 Each Procedure is identified by a number, followed by an issue number and an issue date. This information is listed in sequence in the contents list.
3.2 When a Procedure is changed, the particular Procedure is re-issued under the same number but bearing a new issue number and issue date.
3.3 The contents list is re-issued with each batch of Procedures and gives particulars of all current Procedures. Cancellation of a Procedure will be indicated in the contents list by the deletion of all details except for the number. The word “Cancelled” will be added as the Subject.
4. Publication and Distribution
4.1 Airworthiness Procedures are published on the Civil Aviation Authority (AACM) web site at www.aacm.gov.mo under the heading “Publications”.
4.2 Each Macao Air Operator Certificate holder, each operator of a Macao registered aircraft, each MAR-145 approved maintenance organisation and each MAR-147 approved Maintenance Training Organisation will be issued, free of charge, with a paper copy of MAR-1 with subscription services.
4.3 Application Forms mentioned in Airworthiness Procedures are downloadable on the Civil Aviation Authority (AACM) web site at www.aacm.gov.mo under the heading “Application Forms”.

5. Applications and Enquiries
Applications for further copies of the MAR-1 and enquiries regarding this publication should be addressed to the Civil Aviation Authority at:

1.1 The Aircraft Type Acceptance Approval indicates the AACM’s acceptance of a foreign type certification.
1.2 When a Macao Type Acceptance Approval has been granted, all aircraft of the same type which conform to the defined standard may be registered in Macao without going through the type acceptance process and would qualify for a Certificate of Airworthiness, provided the condition of the aircraft concerned is acceptable to the AACM.
Note : The Macao certification rules will only consider the type acceptance of aircraft type certificated in other contracting states until such time as the AACM receives a request from an organisation based in Macao who wishes to manufacture aircraft or aircraft components or parts in Macao.
1.3 This document prescribes the rules governing the type acceptance certification of aircraft types to be registered in Macao, and the operating requirements for the holder of a type certificate.
2. Application for Approval
2.1 Applicant for Type Acceptance Approval can submit a letter to AACM containing the following information:
- the name and address of the applicant; - further particulars relating to the aircraft and the applicant;
and associated with all necessary documents prescribed in Paragraph 6.
2.2 The fees payable for Type Acceptance Approval will be based on the cost of conducting relevant assessment and calculated in accordance with the Executive Order 45/2012. The fees shall be paid at the time when the application is submitted. If the final amount of fees could not be determined at the time of application, an amount estimated by AACM shall be paid. Any outstanding balance shall be settled right after the application has been processed.
3. Grant of Approval
3.1 A Type Acceptance Approval will be granted for an aircraft type if:
(a) the applicant meets the applicable certification requirements in Paragraph 6 and 7 in a manner acceptable to the AACM; and

(b) the granting of the approval is not contrary to the interests of aviation safety.
3.2 The AACM may put conditions or limitations to the operations of aircraft in the Type Acceptance Approval.
4. Special conditions
4.1 AACM may prescribe special conditions for a product if AACM determines that the airworthiness standards do not contain adequate or appropriate safety levels because:
(a) the product has novel or unusual design features relative to the design practices on which the applicable airworthiness design standards are based; or
(b) the intended use of the product is unconventional.
5. Duration of Approval
5.1 A Type Acceptance Approval shall remain in force until it is suspended or revoked.
6. Airworthiness requirements
6.1 Each applicant for the grant of a type acceptance certificate for an aircraft type shall demonstrate to AACM the following:
(a) the aircraft type has been appropriately type certified by Federal Aviation Administration of the United States of America or the European Aviation Safety Agency; and
(b) the aircraft type meets the ICAO Annex 16 in regard to noise, fuel venting and emission standards; and
(c) the aircraft type meets any special conditions imposed under the foreign type certification or prescribed by the AACM in Paragraph 4 above; and
(d) any airworthiness requirements not complied with are compensated for by the factors providing an equivalent level of safety; and
(e) no feature or characteristic of the aircraft type makes it unsafe for the intended use.
6.2 A meeting between the applicant and AACM will normally be held to review the following:
(a) Aircraft design, systems, structure and operational characteristics in sufficient detail that any unusual or new features can be identified;
(b) Provide details of the basis of domestic Type Certification, including any Special conditions, and where equivalent safety measures were made;
(c) Any waivers or variations granted by the state of manufacture;
(d) Establishing the certification basis for Macao Type Acceptance Approval;

i. Complementary Technical Conditions to address the differences between airworthiness design standards specified in Appendix No. 1 and the code used by the State of Manufacture for Type Certification;
ii. Macao Special Conditions;
iii. Supplementary basis for issue of a Macao Certificate of Airworthiness and compliance with operational legislation such as Aeronautical Circulars and relevant paragraphs and schedules in the Air Navigation Regulation of Macao.
(e) Review of in service experience, including major defects currently under investigation and any corrective action.
(f) Initial maintenance requirements.
(g) Continued airworthiness review.
7. Acceptable Airworthiness Code and Specifications
7.1 The AACM accepts the certification results based on the following airworthiness codes as the basis of Macao Type Acceptance Approval of aircrafts and engines:
Certification Specifications (CS) of European Aviation Safety Agency (EASA); Joint Aviation Requirements (JAR) of Joint Aviation Authorities (JAA); and Federal Aviation Requirements (FAR) of United States Federal Aviation
Administration (FAA)
7.2 The AACM recognises the certification results based on the following airworthiness specifications to aeronautical products:
European Technical Standard Orders (ETSO) of EASA; Joint Technical Standard Orders (JTSO) of JAA; and Technical Standard Orders (TSO) of FAA
8. Data requirements
8.1 Each applicant for the grant of a type acceptance certificate for an aircraft type shall provide the AACM with:
(a) evidence showing that the aircraft type design has been appropriately type certified as per Paragarph 6.1; and
(b) a compliance matrix to the certification basis as established in Paragraph 6.2;
(c) a copy of the flight manual approved under a foreign type certificate.
8.2 The AACM may specify the range of serial numbers or models of aircraft to which the application relates or redefine the applicability of the certificate if Paragraph 6 and 7 are satisfied for any additional product.

SUBJECT: Registration of Aircraft
1. Introduction
1.1 Pursuant to Paragraph 4 of the Air Navigation Regulation of Macao (ANRM), this document prescribes the requirements and procedures for registration of aircraft in Macao, China.
1.2 An aircraft is eligible for registration in Macao only if it satisfies the conditions set forth in Paragraph 4 (2) of the ANRM.
1.3 Only the following person or company is qualified to register the aircraft in Macao:
(a) the Government of Macao;
(b) resident of Macao;
(c) company incorporated in Macao.
1.4 If an unqualified person residing or having its principal place of business, in Macao is entitled as owner to a legal or beneficial interest in an aircraft, or a share therein, the Civil Aviation Authority (AACM), upon being satisfied that the aircraft may otherwise be properly so registered, may register the aircraft in Macao. The aircraft registered in this way is not allowed to be used for the purpose of commercial air transport or aerial work.
1.5 If an aircraft is chartered by demise to a person qualified as aforesaid the AACM may, whether or not an unqualified person is entitled as owner to a legal or beneficial interest therein, register the aircraft in Macao in the name of the charter upon being satisfied that the aircraft may otherwise be properly so registered, and subject to this paragraph the aircraft may remain so registered during the continuation of the charter.
1.6 The person or entity in whose name the aircraft is registered is referred as the “registered owner” of the aircraft.
1.7 The registered owner of the aircraft shall inform the AACM in writing when there is change in particulars which were furnished to the AACM upon application being made for the registration of the aircraft such as:
(a) change of ownership;
(b) change of name and/or address of the aircraft owner or registered owner;

(e) the destruction, permanent withdrawal from use, or exportation of aircraft;
(f) termination of demise charter.
1.8 When there is change in particulars which were furnished to the AACM upon application being made for the registration of the aircraft, a new Certificate of Registration is required. The AACM will reissue the Aircraft Station License together with the new Certificate of Registration to the registered owner of the aircraft. The Certificate of Airworthiness and the Noise Certificate of the aircraft will remain valid if there is no change to the category and type of operations of the aircraft.
1.9 The application for first time application for a Certificate of Registration and/or change of registration particulars can only be signed and submitted by the following person(s) or their legal representatives:
(a) the person in whose name the aircraft will be registered; or
(b) the accountable executive such as the Chief Executive Officer of the company in which name the aircraft will be registered; or
(c) the competent authority in the case of an aircraft to be registered by the Government of Macao.
1.10 Registration of an aircraft does not permit an aircraft to fly without a valid Certificate of Airworthiness.
1.11 The fees payable will be in accordance with Executive Order 45/2012. The fees shall be paid at the time when the application is submitted. If the final amount of fees could not be determined at the time of application, an amount estimated by AACM shall be paid. Any outstanding balance shall be settled right after the application has been processed.
2. First Time Application for a Certificate of Registration
2.1 Application shall be submitted to:

2.2 The following document shall be submitted:
(a) A completed application form “Form AACM-AW-2”, shown as Appendix No. 1;

(b) Proper authorization document such as Power of Attorney if the application is signed and submitted by a legal representative;
(c) A legal document proving that the applicant satisfies the eligibility criteria as specified in paragraph 1.3 and 1.5. The name shown on such document must be identical to the applicant’s name;
(d) A notarized copy of the legal document attesting the duly acquisition or charter of the aircraft and the full particulars of the owner, or charterer, in the case of a demise charter. The name shown on such document must be identical to the applicant’s name. The effective date of transaction, or expiry date of the charter, must be shown on such document;
(e) A document issued by the competent Aviation Authority proving that the aircraft was duly de-registered from the National Register of the country of origin in the case where the aircraft was previously registered elsewhere;
(f) An Export Certificate of Airworthiness issued by the Civil Aviation Authority of the country of origin, in the case where the aircraft comes from abroad;
(g) A comprehensive plan of the colour scheme of the aircraft including at least the following elements:
i. Drawings at a convenient scale representing the aircraft from forward;
ii. Drawings at a convenient scale representing the aircraft from both sides (left and right hand);
iii. Drawings showing the type and dimensions of the nationality, registration marks, exits and break-in markings, and their relative positions according to the Air Navigation Regulation of Macao.
2.3 Within ten (10) working days upon completion of registration of the aircraft, the registered owner of the aircraft shall submit various photographs of the aircraft:
(a) One taken from forward;
(b) Three taken from the left hand side; and
(c) One taken from the right hand side.
The photographs shall be in format 5 by 3.5 inches, printed in colour, taken outdoors in good day light conditions against an uncharacteristic background. Engine(s) and propeller(s) or rotor(s) must be stopped and the aircraft must bear clearly and neatly the marks of nationality and registration.
2.4 For First-of-type aircraft, aircraft must have been type accepted by AACM before the issuance of the Certificate of Registration.

2.5 The applicant needs to apply separately the Certificate of Airworthiness which will automatically invoke the Air Station License and Noise Certification issuance process.
3. Change of Aircraft Ownership
3.1 A new Certificate of Registration is required when there is a change in the ownership of an aircraft. Application must be submitted at least ten (10) working days before the change becomes effective. After the new ownership becomes effective, the aircraft shall not be flown again until a new Certificate of Registration in respect of the new owner has been issued.
3.2 Application shall be submitted to the President of the AACM at the address specified in Paragraph 2.1 together with the following document:
(a) A completed application form “Form AACM-AW-2”, shown as Appendix No. 1;
(b) Proper authorization document such as Power of Attorney if the application is submitted by a legal representative;
(c) A legal document proving that the person/entity in whose name the aircraft will be registered after the change of ownership becomes effective satisfies the eligibility criteria as specified in paragraph 1.3 and 1.5. The name shown on such document must be identical to the applicant’s name;
(d) A notarized copy of the legal document attesting the change of ownership. The name shown on such document must be identical to the applicant’s name. The effective date of transaction must be shown on such document;
(e) Maintenance Schedule of the aircraft approved by the AACM with the complete set of break-down tasks written in English if there is change to Maintenance Schedule after change of aircraft ownership;
(f) Statement from the new registered owner designating the maintenance arrangement of the aircraft if there is any change to maintenance arrangement after change of aircraft ownership;
(g) Other document as requested by the AACM.
3.3 The AACM may require additional maintenance on the aircraft to be performed due to the transition of Maintenance Schedule.
4. Change of Name and/or Address of the Aircraft Owner
4.1 A new Certificate of Registration is required when there is a change of name and/or address of the aircraft owner. The registered owner of the aircraft shall submit the application within fifteen (15) working days after the change becomes effective. After that period, the Certificate of Registration becomes void and the aircraft shall not be flown again until a new Certificate of Registration in respect of the new owner’s information has been issued.

4.2 Application shall be submitted by the registered owner of the aircraft to the President of the AACM at the address specified in Paragraph 2.1 together with the following document:
(a) A completed application form “Form AACM-AW-2”, shown as Appendix No. 1;
(b) Proper authorization document such as Power of Attorney if the application is submitted by a legal representative;
(c) Other document as requested by the AACM.
5. Change of the Aircraft Colour Scheme
5.1 A new Certificate of Registration is required when there is a change of colour scheme of the aircraft. The registered owner of the aircraft shall submit the application for the consideration of the AACM and get its approval at least thirty (30) working days before proceeding with painting the aircraft. If the registered owner of the aircraft decides to change its aircraft colour scheme without notifying the AACM or before getting its approval, the respective Certificate of Registration becomes void and the aircraft cannot fly until a new certificate is obtained from the AACM.
5.2 Application shall be submitted by the registered owner of the aircraft to the President of the AACM at the address specified in Paragraph 2.1 together with the following document:
(a) A completed application form “Form AACM-AW-2”, shown as Appendix No. 1;
(b) Proper authorization document such as Power of Attorney if the application is submitted by a legal representative;
(c) A comprehensive plan of the colour scheme of the aircraft including at least the following elements:
i. Drawings at a convenient scale representing the aircraft from forward;
ii. Drawings at a convenient scale representing the aircraft from both sides (left and right hand);
iii. Drawings showing the type and dimensions of the nationality and registration marks, exits and break-in markings, and their relative positions according to the Air Navigation Regulation of Macao.
(d) Other document as requested by the AACM.
5.3 Within ten (10) working days after completion of painting the aircraft with new colour scheme, the registered owner of the aircraft shall submit the new Weight and Balance Report and various photographs of the aircraft:
(a) One taken from forward;

(c) One taken from the right hand side.
The photographs shall be in format 5 by 3.5 inches, printed in colour, taken outdoors in good day light conditions against an uncharacteristic background. Engine(s) and propeller(s) or rotor(s) must be stopped and the aircraft must bear clearly and neatly the marks of nationality and registration.
5.4 If the new aircraft colour is different to the one indicating on the emergency locator transmitter (ELT) registration, in order to update the search and rescue authorities timely, the register owner of the aircraft shall change information of ELT carried in the aircraft in accordance with Aeronautical Circular AC/AW/005 as soon as possible but not exceeding three (3) working days after completion of painting the aircraft.
6. Change of Expiry Date of Charter by Demise
6.1 A new Certificate of Registration is required when there is a change of expiry date of charter by demise. The registered owner of the aircraft shall submit the application at least ten (10) working days before the change becomes effective. After the changes become effective, the aircraft shall not be flown again until such time as a new Certificate of Registration in respect of the new contract term has been issued.
6.2 Application shall be submitted by the registered owner to the President of the AACM at the address specified in Paragraph 2.1 together with the following document:
(a) A completed application form “Form AACM-AW-2”, shown as Appendix No. 1;
(b) Proper authorization document such as Power of Attorney if the application is submitted by a legal representative;
(c) A notarized copy of the legal document attesting the new expiry date of the charter. The name shown on such document must be identical to the applicant’s name;
(d) Other document as requested by the AACM.
7. Cancellation of a Certificate of Registration
7.1 Situations eligible for a cancellation of Certificate of Registration are not exclusively:
(a) Aircraft was destroyed or scrapped;
(b) Aircraft export to another country upon sale or charter;
(c) Aircraft export to another country upon expiry of charter by demise.

7.2 Application shall be submitted to the President of the AACM at the address specified in Paragraph 2.1 together with the following document :
(a) A completed application form “Form AACM-AW-2”, shown as Appendix No. 1;
(b) Proper authorization document such as Power of Attorney if the application is submitted by a legal representative;
(c) A notarized copy of the legal document attesting the duly sale or charter of the aircraft if applicable. The name shown on such document must be identical to the applicant’s name. The effective date of transaction must be shown on such document;
(d) Other document as requested by the AACM.
7.3 The aircraft logbook shall be underlined, signed and dated at the point of the last entry by the applicant, to indicate the aircraft hours and cycles at the time of de-registration;
7.4 In order to update the search and rescue authorities timely, the register owner of the aircraft shall de-register or change information of emergency locator transmitter (ELT) carried in the aircraft in accordance with Aeronautical Circular AC/AW/005 as soon as possible but not exceeding three (3) working days after the aircraft Certificate of Registration is cancelled.
7.5 If the aircraft is intended to be exported abroad and an Export Certificate of Airworthiness is needed, application shall be submitted by the registered owner to the President of the AACM at the address specified in Paragraph 2.1 together with the following document at least thirty (30) working days before exporting the aircraft:
(a) A completed application form “Form AACM-AW-4”, shown as appendix No. 2, signed by the registered owner;
(b) Special requirements or conditions of the importing State in addition to the AACM requirements for certification basis;
(c) A statement as to date when the title passes or is expected to pass to a foreign purchaser;
(d) The information, data, reports, etc., prescribed in Appendix No. 4 of the MAR-1 Airworthiness Procedure No. AP4, Certificate of Airworthiness.
7.6 Following the review of the submitted documents, the aircraft may be required to be made available for inspection by Airworthiness Officers of the Authority prior to the issuance of the Export Certificate of Airworthiness. The depth and extent of the inspection, if required, will depend on:
(a) the age of the aircraft, total flying hours/cycles, areas and types of operation and conditions of storage;

(b) the extent of any unscheduled work that has been carried out on the aircraft since the last renewal of CoA following such events as serious or persistent defects, defects or damages requiring major repairs or modifications, inspections completed following hard or overweight landings or abnormal stresses during flight or on the ground, corrosion in major structure, etc;
(c) evidence that the approved maintenance schedules or approved overhaul and/or replacement periods for the aircraft and its components have been fully observed;
(d) evidence that airworthiness requirements or instructions, such as mandatory modifications and inspections, airworthiness directives, etc., prescribed or approved for the aircraft and its components by the Authority, have been complied with fully; and
(e) evidence of, observance of the aircraft or component manufacturers’ recommendations, such as service bulletins, service letters, etc., which may affect the airworthiness of the aircraft.
7.7 If an inspection of the aircraft is required, the owner/operator shall have the aircraft prepared in an acceptable condition to enable tests and inspections to be made. Additional work may be required by the Authority following the inspections.

SUBJECT: Initial Issue / Variation / Renewal of the MAR-66 Aircraft Maintenance Engineer
Licences Procedures
1. Introduction
1.1 Paragraph 11(1) of the Air Navigation Regulation of Macao (ANRM), establishes that
the Civil Aviation Authority may grant aircraft maintenance engineer licences, subject
to such conditions as it thinks fit, upon it being satisfied that the applicant is a fit
person to hold the licence and has furnished such evidence and passed such
examinations and tests as the Civil Aviation Authority may require of him for the
purpose of establishing that he has sufficient knowledge, experience, competence and
skill in aeronautical engineering.
1.2 The MAR-66 Licensing of Aircraft Maintenance Engineer sets out the minimum
requirements for the issue of aircraft maintenance engineer licence mentioned in
Paragraph 11 of ANRM.
1.3 The purpose of this Airworthiness Procedure (AP) is to establish the procedures in
regard to the initial issue / variation / renewal of the MAR-66 aircraft maintenance
engineer licences. Supplemental information is presented in Appendix No. 1.
1.4 The fees payable will be in accordance with Executive Order 45/2012. The fees shall
be paid at the time when the application is submitted.

Airworthiness Procedure No. AP6 Issue 5 dated 15 Mar 2013 will cease to be in force
after the effective date of this AP.
4. Procedure for the initial issue of a MAR-66 aircraft maintenance engineer licence
4.1 The applicant must complete the application form provided and return it to Civil
Aviation Authority Licensing Office in person together with any required fee as
required in Para 1.4, any relevant document as required in Para 4.2 to Para 4.4 and
Appendix No. 2.
4.2 Maintenance experience must be written up as required by the application form
provided that the reader has a reasonable understanding of where, when and what

maintenance constitutes the experience. A task by task account is desirable but a
blanket statement "X years maintenance experience completed" is not acceptable.
Alternatively, any kind of personal log book of maintenance experience may be used
as reference. It is acceptable to cross refer in the application form provided to other
documents containing information on maintenance experience. A typical example of a
log book page is shown in Appendix No. 3 of this AP.
4.3 Applicants claiming the maximum reduction in MAR 66.30(a) total experience based
upon having successfully completed MAR 147.85 approved basic training, should
include the MAR-147 certificate of recognition for approved basic training.
4.4 Applicants claiming the reduction in MAR 66.30(a) total experience based upon
having successfully completed technical training in an organisation or institute
recognised by the Civil Aviation Authority as a competent organisation or institute,
should include the relevant certificate of successful completion of training.
4.5 Applicants claiming credit against the MAR 66.30(a) total experience requirement by
virtue of MAR 66.30(e) non-civil experience, may only be granted such credit where
the Civil Aviation Authority has recognised such non-civil aircraft maintenance
experience. The Civil Aviation Authority in recognising non-civil aircraft maintenance
experience will have specified who within the non-civil environment may make a
statement that the applicant has met relevant maintenance experience. The applicant
should include a detailed statement of such maintenance experience signed by the non-
civil maintenance authority in accordance with the conditions specified in the Civil
Aviation Authority letter of recognition.
4.6 On receipt of the application form provided and any supporting documentation
submitted to the Civil Aviation Authority, it will be checked for completeness and
ensure that the experience claimed meets the requirement of MAR-66 and that the
experience record satisfies Para 4.2 in terms of content and the countersigning
signature.
4.7 The Civil Aviation Authority will either conduct the examination or request that such
examinations be carried out by a delegated examination organisation and/or an
appropriately approved MAR-147 maintenance training organisation.
4.8 When satisfied that the applicant meets the standards of knowledge and experience
required by MAR-66, the Civil Aviation Authority will issue a MAR-66 aircraft
maintenance engineer licence. The original licence will be presented to the applicant
and a copy is retained on Civil Aviation Authority file.

5. Procedure for the variation of a MAR-66 aircraft maintenance licence to include an
additional basic category
5.1 Application for additional basic categories, that is, MAR-66 category A or B1 or B2 or
B3 or C to the MAR-66 aircraft maintenance engineer licence must follow the
procedure of Para 4 except that, in addition, the applicant's current original licence
should be presented to the Civil Aviation Authority with the application form
provided.
5.2 At the completion of the Para 4 procedures, the Civil Aviation Authority will reissue
the MAR-66 aircraft maintenance engineer licence to include the additional basic
category. A copy of the reissued licence is retained on Civil Aviation Authority file.
6. Procedure for the variation of a MAR-66 aircraft maintenance licence to include an
aircraft type
6.1 Aircraft types are entered in the MAR-66 aircraft maintenance licence category B1 or
B2 or C when the applicant is qualified on the particular aircraft, in terms of having
completed the particular aircraft type training course (including theoretical and
practical elements) conducted by an appropriately approved MAR-147 maintenance
training organisation or such an aircraft type training course approved by the Civil
Aviation Authority and having been successfully examined on the aircraft type by
either the Civil Aviation Authority or by a delegated examination organisation and/or
an appropriately approved MAR-147 maintenance training organisation; in addition,
for the first aircraft type rating endorsement, completing the corresponding On the Job
Training (OJT) as described in Appendix 3 to MAR-66. GM66.45 table “Aircraft
Rating Requirements” in MAR-66 can be referred. Application to include an aircraft
type in the MAR-66 aircraft maintenance engineer licence must follow the procedure
of this Para 6.
6.2 The MAR-145 approved maintenance organisation must ensure that the applicant
meets the MAR-66 requirement for the aircraft type to be entered in the MAR-66
aircraft maintenance engineer licence before signing the application form
recommendation within 10 working days prior to the submission of application. The
MAR-145 organisation is used to recommend the applicant because of the need to
endorse the aircraft practical experience or OJT, which shall be conducted and under
the control of a maintenance organisation appropriately approved.
6.3 The acceptance standards for applicants who hold aircraft certification qualifications
or have attended the aircraft type trainings that have not been accepted/approved by the
Civil Aviation Authority are described in Appendix No. 4 of this AP.

6.4 When in compliance with MAR-66 as summarised in Para 6.1, the MAR-66 aircraft
maintenance engineer licence holder must complete the relevant aircraft type parts of
application form, request the maintenance organisation to endorse the application form
with an appropriate aircraft type recommendation and present the completed
application form together with the holder's licence to the Civil Aviation Authority.
6.5 On receipt of a completed application form, necessary supporting documents and the
accompanying MAR-66 aircraft maintenance engineer licence, the Civil Aviation
Authority will reissue the said licence to include the aircraft type. A copy of the
reissued licence is retained on Civil Aviation Authority file.
6.6 Where a MAR-145 approved maintenance organisation qualifies an engineer or
mechanic for MAR-66 aircraft maintenance licence aircraft type endorsement but
chooses not to issue the MAR-145 certification authorisation for economic reasons, the
Civil Aviation Authority will, on request of the applicant, still proceed with the
endorsement of the MAR-66 aircraft maintenance engineer licence.
The purpose of this provision is to cover the case where the MAR-145 approved
maintenance organisation is attempting to qualify more personnel than it may need to
issue aircraft certificates of release to service on the basis that some personnel may fail
to qualify and normal unpredicted staff turnover, such as those leaving the organisation
at short notice, etc.
7. Procedure for the renewal of a MAR-66 aircraft maintenance engineer licence
7.1 The MAR-66 aircraft maintenance engineer licence is valid for five years and will be
renewed for further five year periods subject to confirmation that the requirements
stated in MAR 66.40 are met, and the MAR-66 aircraft maintenance engineer licence
held by Civil Aviation Authority has the same endorsements as contained in the
holder's copy of the document and the licence holder is not under investigation for
possible revocation, suspension or variation of the MAR-66 aircraft maintenance
engineer licence in accordance with MAR 66.65, AC and AP.
7.2 The holder of a MAR-66 aircraft maintenance engineer licence must complete the
relevant parts of application form provided and submit it with the holder's licence to
the Civil Aviation Authority. A licence may be renewed provided that the holder is in
compliance with the requirements specified in MAR 66.40.
7.3 The Civil Aviation Authority will compare the MAR-66 aircraft maintenance engineer
licence from the holder with the licence held on file and check for any pending MAR
66.65 revocation, suspension or variation action. If the documents are the same and
there is no pending MAR 66.65 action, the maintenance experience is satisfied then
the holder's copy will be renewed for five years and the copy held on file updated
accordingly. The Civil Aviation Authority will not be carrying out any investigation to
ensure that the licence holder is in current aircraft type maintenance practice as this is
a matter for the MAR-145 approved maintenance organisation in ensuring validity of
the MAR-145 certification authorisation.

7.4 If the licence copy held by Civil Aviation Authority is different from that held by the
licence holder, the Civil Aviation Authority will investigate the reasons for such
differences and act accordingly.
7.5 To act accordingly in the case where the Civil Aviation Authority is unable to establish
that the different endorsements were properly obtained to the standard of MAR-66
means that the Civil Aviation Authority may not renew the MAR-66 aircraft
maintenance engineer licence and will inform both the licence holder and the affected
MAR-145 approved maintenance organisation of such a fact and may need to consider
MAR 66.65 revocation, suspension or variation action.
8. Request for Application Form
The MAR-66 Aircraft Maintenance Engineer Licence Application Form shall be provided
upon request from the Licensing Office of Civil Aviation Authority.
9. Information
Regarding group rating endorsement, requirement stipulated in MAR-66 must be complied
with prior to any application submission. For any enquiry, kindly approach the Civil
Aviation Authority for further information.

MAR-66 AIRCRAFT MAINTENANCE ENGINEER LICENCE
1. Each licence holder should have a unique licence number based upon a numeric designator.
2. The licence will have the initial issue date, expiry date, last expiry date and this issue date printed. The name, date of birth, address and nationality of the licence holder will also be stated. The licence holder should sign the document in ink after having checked the correctness of the information contained. The aircraft type rating need not be issued until the first type endorsement is included.
3. The MAR-66 aircraft maintenance engineer licence once issued is required to be kept by the person to whom it applies in good condition and who shall remain accountable for ensuring that no unauthorised entries are made.
4. Failure to comply with Para 3 may invalidate the licence and may result in prosecution under the law.
5. It is important to understand that the existence of the MAR-66 aircraft maintenance engineer licence alone does not permit the holder to issue a MAR 145.50 certificate of release to service. To issue a MAR 145.50 certificate of release to service requires a valid MAR-66 aircraft maintenance engineer licence type rated for the aircraft AND an appropriate valid MAR-145 certification authorisation. The MAR-145 certification authorisation is issued by the MAR-145 approved maintenance organisation.
6. A type rated MAR-66 aircraft maintenance engineer licence may only be used to make
certification(s) where the licence is endorsed to permit this.

ACCEPTANCE OF AIRCRAFT MAINTENANCE QUALIFICATION & TYPE TRAINING

1. Introduction
1.1 In accordance with the MAR 66.45 requirement, the endorsement of a type rating to an
MAR-66 Aircraft Maintenance Engineer Licence (AMEL) requires the applicant to
complete an approved aircraft type knowledge and practical training process.
1.2 Aircraft maintenance qualifications (e.g. type rated licence and maintenance
authorisation), which are not issued by the Civil Aviation Authority, do not
automatically meet the MAR-66 requirements for the type endorsement to the MAR-
66 AMEL. Neither does the type training, which is not approved by the Civil Aviation
Authority.
1.3 It should be reminded that the type endorsement on the MAR-66 AMEL does not
provide the licence holder the certification privilege on commercial air transport
aircraft. As per MAR 145.35(e), the MAR-145 approved maintenance organisation
(AMO) must establish the competence and qualification of all prospective certifying
staff for certification authorisation. The assessment, performed by the MAR-145
AMO, on competence and qualification may result in requiring additional training.
1.4 The Civil Aviation Authority has evaluated the situation and has defined the
acceptance standards for type endorsement applications made in accordance with this
Appendix No. 4.
2. Acceptance Standards
2.1 Type rating endorsement applications, which are based on aircraft maintenance
qualifications not issued by the Civil Aviation Authority or type training equivalent to
Level 3 of ATA 104 Specification but not approved by the Civil Aviation Authority,
are subject to a competency verification on case by case basis. Applicant is required to
provide supporting document attesting completion of relevant training and evidencing
related working experience.
2.2 Exemption of OJT requirement for first type endorsement to the MAR-66 AMEL can
be considered subject to demonstration of appropriate evidence on aircraft
maintenance qualifications of aircraft/engine type with similar complexity.
2.3 Type ratings will only be endorsed to MAR-66 AMEL with appropriate Basic
Category / Sub-category.

2.4 When the privileges of the certification qualification are not equivalent to the full
privileges of the MAR-66 Category / Sub-category applied, the type rating
endorsement, if granted, will have appropriate limitations on the MAR-66 AMEL.
2.5 The Civil Aviation Authority will normally not consider the type rating endorsement
application if the applicant’s aircraft type training has been completed for more than
three years and without evidence of recent certification experience on the particular

1.4 The fees payable will be in accordance with Executive Order 45/2012. The fees shall be paid at the time when the application is submitted. If the final amount of fees could not be determined at the time of application, an amount estimated by AACM shall be paid. Any outstanding balance shall be settled right after the application has been processed.
2. Grant of MAR-145 Approval
2.1 Application
(a) Application for the MAR-145 Approval shall be made on AACM Form Two and submitted together with one copy of the proposed Maintenance Organisation Exposition (MOE) and AACM Form Four for each of the management personnel of the organisation concerned to:

being satisfied that such an approval results in a standard comparable to MAR-145. Appendix No. 4 gives the sample layout of a MAR-145 MOE supplement required.
(c) The application fees will be subjected to the cost of completing the certification process with reference to Para. 1.4. A quotation estimating the total cost will be provided to the applicant upon request. The actual charges may vary depending on the time and expenses of the certification process regardless of the result of applications.
2.2 Procedure (a) The MAR-145 certification process consists of five phases:
Pre-application Phase; Formal Application Phase; Document Compliance Phase; Demonstration and Inspection Phase; and Certification Phase.
i. Pre-application Phase
The organisation seeking a MAR-145 approval should contact AACM for a pre-application meeting. During the pre-application meeting the following will be discussed: The intended scope of work; Aviation-related experience; Proposed organizational structure; Potential customers; Regulations and requirement applicable to the proposed maintenance
operation; and An overview of the whole certification process.
Besides, the applicant will be provided with the following material: AACM Form Two; AACM Form Four (one for each of the management personnel of the
organisation); Air Navigation Regulation of Macao; MAR-145 Approved Maintenance Organisations; and Sample of Maintenance Organisation Exposition.
The organisation should conduct a thorough review of the material for guidance of personnel, facility, equipment, and documentation requirements.
ii. Formal Application Phase
To begin the Formal Application Phase, the applicant should submit the application package including the following material to the AACM:
A completed AACM Form Two; AACM Form Four for each management personnel of the organisation;

1 copy of the proposed Maintenance Organisation Exposition; Any applicable contracts/agreements/letter of intent; and Application fees as applicable.
Additional document may be required upon the request of AACM. If necessary, AACM will meet the applicant after receiving the formal application package. All questions about the proposed scope of work, the formal application or any additional supporting documents should be resolved at this time.
iii. Document Compliance Phase
In this phase, the maintenance organisation exposition and related supporting documents are reviewed in order to ensure compliance to the MAR-145 and safe operating practices. If the exposition fails to comply with MAR-145 or deficiencies are found in any document, the exposition will be returned to the applicant with a letter outlining the deficient areas. Note that the certification process will not be continued until all the non-compliance areas are resolved.
iv. Demonstration and Inspection Phase
In this phase, the AACM surveyor team may conduct an audit to the applicant’s facilities to ensure that the applicant’s procedures are in practice and all MAR-145 requirements are complied with. If there is any finding about non-compliance with MAR-145, Corrective Action Reports (CAR) stating all the non-compliance areas will be issued to the organisation within one week after the audit visit. Upon receipt of the CAR forms, the organisation should review the non-compliance thoroughly and take appropriate actions. Note that the certification process will not be continued until all the non-compliance areas are resolved.
v. Certification Phase
Once the applicant meets the requirements of MAR-145, the AACM will issue the MAR-145 Approval Certificate (AACM Form Three), shown as Appendix No. 2, in associated with the Approval Schedule indicating the approved ratings to the organisation. An invoice will be addressed to the applicant for any outstanding balance shall be settled right after the application has been processed.
3. Renewal of MAR-145 Approval
3.1 Application
(a) MAR-145 Approved Maintenance Organisation should apply for renewal of the approval at least two months prior to the expiry date specified on the Approval Certificate.
(b) Application for renewal of MAR-145 approval shall be made on AACM Form
Two, shown as Appendix No. 1 and submitted to:

(b) If there is no finding about non-compliance with MAR-145, the AACM will issue
the MAR-145 Approval Certificate (AACM Form Three) in associated with the Approval Schedule indicating the approved ratings to the organisation.
(c) If there is any finding about non-compliance with MAR-145, Corrective Action
Reports (CAR) stating all the non-compliance areas will be issued to the organisation within one week after the audit visit. Upon reception of the CAR forms, the organisation should review the non-compliance thoroughly and propose corrective action plan to the AACM within two weeks. The corrective action plan will be reviewed by the AACM surveyors. When all findings are taken necessary actions by the organisation to the satisfactory of the AACM and there is no outstanding level 1 finding, the AACM will issue the MAR-145 Approval Certificate (AACM Form Three) in associated with the Approval Schedule indicating the approved ratings to the organisation.
(d) An invoice will be addressed to the applicant for any outstanding balance shall be
settled right after the application has been processed.
(e) If corrective action plan is unacceptable, AACM will reissue CAR forms or consider terminating the MAR-145 Approval of the applicant depending on the severity of the situation.
4. Variation of MAR-145 Approval
4.1 Application
(a) Application for variation of MAR-145 approval shall be made on AACM Form
Two and submitted to:

(b) The application fees will be subjected to the cost of completing the certification process with reference to Para. 1.4. A quotation estimating the total cost will be provided to the applicant upon request. The actual charge may vary depending on the time and expenses of the certification process regardless of the result of applications.
4.2 Procedure
(a) The procedure for variation of MAR-145 approval will follow the procedure for grant of MAR-145 approval. Some phases may be eliminated depending on the nature of variation.
5. Non-compliance Findings
(a) Findings are categorised into the following 3 groups as follows of which Level 1
represents major non-compliance, Level 2 represents minor non-compliance and Level 3 represents in-compliance information observation rather than findings.
(b) Level 1 finding means any non-compliance with the MAR-145 or other regulation
which would lower the maintenance standard and probably hazard an aircraft. It includes non-compliance on aircraft components.
(c) Level 2 finding means any non-compliance with the Maintenance Regulation
which could lower the maintenance standard and possibly hazard an aircraft. It also includes non-compliance on aircraft components.
(d) Level 3 finding means an observation intended to give background information.
Level 3 must not include information suggesting non-compliance with the Maintenance Regulation. No regulatory action is required to be taken in the case of Level 3.
6. Cancellation This AP supersedes Airworthiness Procedure No. AP7 Issue 2 dated 31 January 2007.

SUBJECT: Procedures and Basis for MAR-66 Aircraft Maintenance Engineer Licence
Examinations
1. Introduction
1.1 Paragraph 11(1) of the ANRM establishes that the Civil Aviation Authority may grant
aircraft maintenance engineer licences, subject to such conditions as it thinks fit, upon
it being satisfied that the applicant is a fit person to hold the licence and has furnished
such evidence and passed such examinations and tests as the Civil Aviation Authority
may require of him for the purpose of establishing that he has sufficient knowledge,
experience, competence and skill in aeronautical engineering. The MAR-66 specifies
the examination standard to be used by the Civil Aviation Authority when conducting
all basic examinations.
1.2 The purpose of this Airworthiness Procedure (AP) is to specify the basis and
procedures to be used for MAR-66 Aircraft Maintenance Engineer Licence (AMEL)
Examinations.
1.3 The fees payable will be in accordance with Executive Order 45/2012. The fees shall
be paid at the time when the application is submitted.
2. Basis for examinations
2.1 Unless stated otherwise in Para 7, all examinations must be conducted under the
control of the Civil Aviation Authority.
2.2 Basic examinations are mainly carried out using the multi-choice question format to
ensure a reasonable consistent standard of knowledge. Questions are prepared with the
use of aviation English. In addition, there will be a need to set several essay type
questions to address the issues not examined under the multi-choice question format.
The primary purpose of essay questions is to determine that the candidates can express
themselves in a clear and concise manner and can prepare a concise technical report
for the maintenance record, which is why only a few essay questions are required.
3. Exemptions from MAR-66 AMEL examinations
3.1 The holder of a MAR-66 AMEL in one or more Categories/Sub-categories, when
applying for extension to include other Categories/Sub-categories, will be granted

exemptions from those modules which form part of the examinations for the
Categories/Sub-categories already held. Examinations required for extensions to
include another Basic Licence Categories/Sub-categories are detailed in Appendix No.
2 of this AP.
3.2 The holders of the foreign licences, when applying for the grant of a MAR-66 AMEL
in a basic Category/Sub-category or any extension to it, may be granted exemptions
from part or all of the MAR-66 AMEL examinations. The required modules and/or
subjects that have to be taken by the foreign licence holders are shown in Appendix
No. 1 of this AP.
3.3 Holders of an aircraft maintenance engineer licence issued by an aviation authority
other than the licences listed in Appendix No. 1 can apply to the Personnel Licensing
Office of Civil Aviation Authority for exemptions. A copy of the relevant aviation
requirements detailing the aircraft maintenance engineer licensing system and its
syllabus should be submitted with the application form for assessment. It will take at
least one month for Civil Aviation Authority to complete each exemption assessment
after all the required foreign licensing documents are received.
4. Format, timeframe and pass standard for basic examinations
4.1 As the MAR-66 basic category modules contain varying numbers of subjects and
different levels dependant upon the MAR-66 AMEL category each module will require
a different number of multi-choice questions and may require essay questions to be
answered. A module is defined as any one of the 17 subject modules specified in
MAR-66 Section 2 Appendix No. 1.
4.2 The basic examination consists of two parts, multi-choice and essay question as
required.
4.3 The multi-choice of the basic examination is further divided into modular examination
papers. Each modular examination paper consists of multi-choice questions from the
respective module. The pass mark for each multi-choice examination modular paper is
75% with no penalty marking.
4.4 Each multi-choice question has 3 alternative answers of which only one of them is the
correct answer and the candidate is allowed the time specified in Para 5 per module
which is based upon a nominal average of 75 seconds per question.
4.5 For module 7, 9 and 10, essay questions are required. The pass mark for essay paper is
75%. The time allowed is based upon 20 minutes for each essay question.
4.6 Answer to an essay question must be presented in English. For each essay question,
75% of the full mark is allocated to the content whilst 25% of the full mark is allocated
to the presentation skill. The answer must contain the required key points addressed by
the question and no significant error related to any required key points.

4.7 For pass mark purposes, the essay questions should be considered as separated from
the multiple choice questions. If either the multi-choice part only or the essay part only
is failed, then it is only necessary to retake the multi-choice or essay part, as
appropriate. However, full fee of the respective module examination will be paid for
any retake application.
4.8 All MAR-66 modules that make up a complete MAR-66 aircraft maintenance engineer
licence Category or Sub-category must be passed within 10 years prior to the
application for an AME License except in the case specified in the below Para 4.9. An
applicant who fails any examination twice within a ninety day period may not re-sit
that examination until ninety days after the date of the last failed examination, except
in the case of a MAR-147 approved training organisation which conducts a course of
re-training tailored to the failed module and the failed module may be retaken after 30
days.
4.9 The time period specified in the above Para 4.8 does not apply to those modules which
are common to more than one MAR-66 AMEL Category or Sub-category and which
were previously passed as part of another such Category or Sub-category.

6. Conduct of examinations
6.1 The Civil Aviation Authority appoints examiners/invigilators who will be present
during all examinations to ensure the integrity of the examination.
6.2 Examinations will be delivered through computers. In case of any examinations in
paper format, examination papers will be handed out to candidates at the start of the
examination and handed back to the invigilator at the end of the examination allotted

time period. All papers, including rough work papers, are not allowed to be removed
from the examination room during or after the examination allotted time period.
6.3 Apart from specific documentation needed for specific examinations, only the
examination paper may be available to the candidate during the examination.
6.4 Examination candidates are separated from each other so that they cannot read each
other's examination papers and they may not speak to any person other than the
examiner/invigilator.
6.5 Candidate who is proven to be cheating or breaching the examination rules will be
banned from taking any Civil Aviation Authority examination for at least 12 months
after the date of the incident.
6.6 Candidates are required to present the examination booking confirmation to the
examiners/invigilators at least FIFTEEN MINUTES prior to the start of the
examination. They are also required to prove their identities by producing acceptable
identifications that include a photograph. Failure to prove the personal identification
may result in candidates not being allowed to sit for the examination and forfeiture of
the examination fee.
6.7 Failure to attend the scheduled examination sitting or late arrival will result in
candidates not being allowed to sit and forfeiture of the examination fee.
6.8 All requests for changes to subject or sitting date must be received in writing by
AACM at least five working days before the sitting date stated on the examination
booking confirmation.
6.9 Use of mobile phone, camera and any other electronic devices are restricted during the
examination except use of calculator in module 1 or module 2 examination with the
permission from examiners/invigilators.
6.10 Candidates who choose to leave the examination room before examination finished
who shall not be permitted to return to the room or resume the examination.
6.11 Candidates who do not follow the instructions of the examiners/invigilators will be
asked to leave the examination and the examination results and fees will be forfeited.
7. Designated Examination Organisation
7.1 In order to provide another alternative for the examination candidates. Hong Kong
Aircraft Engineering Company Limited is a designated examination organisation
which can carry out the examinations upon request.
7.2 When necessary, the AACM will refer examination candidates to Hong Kong Aircraft
Engineering Company Limited in order to sit for the examinations upon the request
from the applicants.

7.3 Candidates who request to be referred to sit for examinations in Hong Kong Aircraft
Engineering Company Limited have to be aware of those regulations for Designated
Examination Organisation may be different with the Conduct of Examinations
mentioned as the above Para 6.
7.4 The AACM will recognise such an examination result for the purpose of issuing
MAR-66 aircraft maintenance engineer licence.
8. Cancellation

2. Conversion examinations to RESTRICTED MAR-66 licence in Basic Category/Sub-category
2.1 Notwithstanding the above exemption provided for conversion from a foreign licence to a full AMEL, Civil Aviation Authority is prepared to provide a relief to address the situation when the supply of equivalent full MAR-66 licensed engineers is limited and there is an urgent need for certifying staff from the industry.
2.2 Provided the following conditions are met, newly recruited engineers can apply for the issue of a restricted AMEL in a Basic Category/Sub-category with limitation(s), and will be granted exemptions from certain modules and/or partial modules:
a. The newly recruited engineers must be qualified in accordance with any national aviation regulations subjected to Civil Aviation Authority being satisfied that such regulations result in a standard of qualification comparable with MAR-66. Concerned foreign licence must be valid at the time of applying for MAR-66 AMEL.
b. The application must be accompanied by a justification from the MAR-145 Approved Maintenance Organisation (AMO) indicating the urgent need for certifying staff and the AMO's commitment to provide training to facilitate the subsequent full basic licence conversion of the limited AMEL.
2.3 The foreign licence holders when apply for the grant of a restricted AMEL Basic Category/Sub-category are required to take examinations on Human Factors and Aviation Legislation. The applicant will be advised accordingly about the limitations that apply to the Basic Category/Sub-category being sought once the application has been accepted.
2.4 Once the applicant has successfully been issued with a restricted MAR-66 AMEL, the future conversion from this restricted licence to a full MAR-66AMEL will follow the guidance as per Para 3.2 or 3.3 of this AP.
2.5 This restricted MAR-66 AMEL will be valid for a period of two years and it is not renewable.

MAR-66 EXAMINATIONS FOR EXTENSIONS
TO BASIC LICENCE CATEGORIES
1. Introduction
Because the modular syllabus of MAR-66 often requires different levels of knowledge for the different licence categories (A, B1, B2 and B3) within a module, there are “conversion” examinations applicable to certain modules for licence holders wishing to extend a MAR-66 licence to include another category.
2. Requirements for extensions to Basic Licence Categories
Applicants wish to apply for extensions to Basic Licence Categories should approach the Civil Aviation Authority for details of the examination requirements.

SUBJECT: MAR-147 Maintenance Training Organisation Approval
1. Introduction
1.1 Pursuant to Paragraph 11(7) of the Air Navigation Regulation of Macao (ANRM), this document prescribes the implementation policy for MAR-147 approved maintenance training organisation and specifies the procedures to be followed to issue, vary or renew the MAR-147 maintenance training organisation approval to support the MAR-66 qualification process.
1.2 The MAR-147 maintenance training organisation may be approved to conduct either MAR-66 approved maintenance basic training course, MAR-66 approved aircraft type training course or both. In addition, the MAR-147 approved maintenance training organisation may conduct the examinations associated with the particular training course(s) and may examine persons who have not undertaken a training course with the organisation.
1.3 The fees payable will be in accordance with Executive Order 45/2012. The fees shall be paid at the time when the application is submitted. If the final amount of fees could not be determined at the time of application, an amount estimated by AACM shall be paid. Any outstanding balance shall be settled right after the application has been processed.
2. Effective Date

3. Implementation Policy for MAR-147 approved Maintenance Training
3.1 MAR-147 is a requirement that addresses the approval of maintenance training organisations, the approval of the maintenance basic training course specified in MAR-66 and the approval of aircraft maintenance type training also specified in MAR-66. It is important to understand the difference between MAR-147 and MAR-66 which is that MAR-147 provides the basis for training to achieve the standard specified in MAR-66.
3.2 At this point in time, MAR-147 is only mandatory for the conduct of basic maintenance training where the student wishes to claim the maximum reduction in total experience specified in MAR-66.30 as permitted by AMC-66.30 (a). Notwithstanding the fact that MAR-66 caters for the basic category/sub-category self study candidate, it is the policy of the AACM to actively promote the use of maintenance training to qualify persons engaged in any aspect of maintenance and that such training be conducted by appropriately approved MAR-147 training organisations.

MAR-147 does however also permit a training organisation to be approved to carry out aircraft maintenance type training. Consequently, the training organisation may be approved in accordance with MAR-147 to conduct basic training or aircraft type training or both.
3.3 Any training organisation approved to MAR-147 will be listed in Appendix 4 of this AP. A training organisation may also take the form of a training department in a MAR-145 approved maintenance organisation but it will need to hold a MAR-147 approval to be recognised.
3.4 The approved MAR-147 training organisation may also be recognised by the AACM within the scope of approval to conduct examinations to the standard of MAR-66 and using the criteria of MAR-1 Airworthiness Procedure No. AP9.
A MAR-147 approved maintenance training organisation may also be approved or required by the AACM to conduct the examination of a candidate who did not undergo training at the organisation. Only the AACM may request such examination of a candidate for the purposes of qualification.
4. Approved Procedure in respect of MAR-147 applicability to organisations.
4.1 Except where stated otherwise in sub-paras 4.2 to 4.4, the organisation must apply on AACM Form Twelve, shown as in Appendix No.1, to the AACM. An organisation may have more than one training facility and may operate as either one MAR-147 organisation with one accountable manager or as separate MAR-147 approvals using separate accountable managers. The AACM recommends a single MAR-147 approval under one accountable manager particularly where a single corporate policy is invoked by the organisation.
4.2 Where the organisation has training facilities both inside and outside Macao to function under one Accountable Manager whose MAR-147.105(b) principal management is located in Macao then application on AACM Form Twelve must be made to the AACM, and one MAR-147 approval will be issued by the AACM.
4.3 Where the organisation is located outside Macao, the organisation must make application on AACM Form Twelve to the AACM and demonstrate need by providing evidence from Macao based approved MAR-145 maintenance organisation or from Macao based aviation organisation of the wish to use such organisation located outside Macao. Once need has been established, the AACM will investigate and issue MAR-147 approval.
4.4 Where the organisation has training facilities both inside and outside Macao to function under one Accountable Manager whose MAR-147.105(b) principal management is located outside Macao, then paragraph 4.3 will apply unless those training facilities located within Macao can be treated as separate MAR-147 organisations when paragraph 4.1 or 4.2 as appropriate may apply.

5. Grant of MAR-147 approval
5.1 Application
(a) Application for the MAR-147 Approval shall be made on AACM Form Twelve and submitted together with one copy of the proposed Maintenance Training Organisation Exposition (MTOE) and AACM Form Four, shown as in Appendix No. 3, for the accountable manager, each nominated manager and knowledge examiner and practical assessors concerned to:

(b) The application fees will be subjected to the cost of completing the certification process with reference to Para. 1.3. A quotation estimating the total cost will be provided to the applicant upon request. The actual charge may vary depending on the time and expenses of the certification process regardless of the result of applications.
5.2 Procedure
(a) The MAR-147 certification process consists of five phases:
• Pre-application Phase; • Formal Application Phase; • Document Compliance Phase; • Demonstration and Inspection Phase; and • Certification Phase.
i. Pre-application Phase
The organisation seeking for a MAR-147 approval should contact AACM for a pre-application meeting. During the pre-application meeting the following will be discussed:
• The intended scope of work; • Aviation-related experience; • Proposed organizational structure; • Potential customers; • Regulations and requirement applicable to the proposed maintenance training
operation; and • An overview of the whole certification process.
Besides, the applicant will be provided with the following material:

• AACM Form Twelve; • AACM Form Four for each person nominated to hold a position required by
MAR-147.105(a), (b) and for each examiner / practical assessor nominated in accordance with MAR-147.105(g);
• Air Navigation Regulation of Macao; • MAR-147 Approved Maintenance Training Organisations; and
The organisation should conduct a thorough review of the material for guidance of personnel, facility, equipment, and documentation requirements.
ii. Formal Application Phase
To begin the Formal Application Phase, the applicant should submit the application package including the following material to the AACM:
• A completed AACM Form Twelve; • AACM Form Four for each person nominated to hold a position required by
MAR-147.105(a), (b) and for each examiner nominated in accordance with MAR-147.105(g);
• Schedule of Event (SOE) • Any applicable course program, syllabus, curriculum and training course
analysis for the course to be conducted. • One copy of the proposed Maintenance Training Organisation Exposition; • Any applicable contracts/agreements/letter of intent; and • Application fees as applicable.
Additional document may be required upon the request of AACM. If necessary, AACM will meet the applicant after receiving the formal application package. All questions about the proposed scope of work, the formal application or any additional supporting documents should be resolved at this time.
iii. Document Compliance Phase
In this phase, the MTOE and related supporting documents are reviewed in order to ensure compliance to the MAR-147. Apart from needing to ensure that the exposition addresses the subject headings listed in MAR-147 Section 3, Appendix 2, the organisation should be encouraged to write the exposition to reflect the actual procedures of the organisation and not to please the AACM.
If the exposition fails to comply with MAR-147 or deficiencies are found in any document, the exposition will be returned to the applicant with a letter outlining the deficient areas. Note that the certification process will not be continued until all the non-compliance areas are resolved.
iv. Demonstration and Inspection Phase
In this phase, the AACM surveyor team may conduct an audit to the applicant’s facilities to ensure that the applicant’s procedures are in practice and all MAR-

147 requirements are complied with. The examination standards must be audited to ensure compliance with MAR-66 Section 2 Appendix 1 and 2 and using the criteria of MAR-1 Airworthiness Procedure No. AP9. If there is any finding about non-compliance with MAR-147, Corrective Action Reports (CAR) stating all the non-compliance areas will be issued to the organisation within one week after the audit visit. Upon receipt of the CAR forms, the organisation should review the non-compliance thoroughly and take appropriate actions. Note that the certification process will not be continued until all the non-compliance areas are resolved.
v. Certification Phase
Once the applicant meets the requirements of MAR-147, the AACM will issue the MAR-147 Approval Certificate (AACM Form Eleven), shown as in Appendix No. 2, in associated with the Approval Schedule indicating the approved ratings to the organisation.
An invoice will be addressed to the applicant for any outstanding balance shall be settled right after the application has been processed.
6. Renewal of MAR-147 approval
6.1 Application
(a) Renewal of MAR-147 approval should take place every 2 years.
(b) MAR-147 Approved Maintenance Training Organisation should apply for renewal of the approval at least two months prior to the expiry date specified on the Approval Certificate.
(c) Application for renewal of MAR-147 approval shall be made on AACM Form Twelve and submitted to:

6.2 Procedure

(a) After receiving the application for renewal from the organisation, the AACM surveyor team may conduct an audit to the applicant’s facilities to ensure that the applicant’s procedures are in practice and all MAR-147 requirements are complied with.
(b) If there is no finding about non-compliance with MAR-147, the AACM will issue the MAR-147 Approval Certificate (AACM Form Eleven) in associated with the Approval Schedule indicating the approved ratings to the organisation.
(c) If there is any finding about non-compliance with MAR-147, Corrective Action Reports (CAR) stating all the non-compliance areas will be issued to the organisation within one week after the audit visit. Upon reception of the CAR forms, the organisation should review the non-compliance thoroughly and propose corrective action plan to the AACM within two weeks. The corrective action plan will be reviewed by the AACM surveyors. When all findings are taken necessary actions by the organisation to the satisfactory of the AACM and there is no outstanding level 1 finding, the AACM will issue the MAR-147 Approval Certificate (AACM Form Eleven) in associated with the Approval Schedule indicating the approved ratings to the organisation.
(d) An invoice will be addressed to the applicant for any outstanding balance shall be settled right after the application has been processed.
(e) If corrective action plan is unacceptable, AACM will reissue CAR forms or consider terminating the MAR-147 Approval of the applicant depending on the severity of the situation.
7. Variation of MAR-147 approval
7.1 Application
(a) Application for variation of MAR-147 approval shall be made on AACM Form Twelve and submitted to:

7.2 Procedure

(a) Variation of the MAR-147 approval means either the need to amend the schedule of approved training courses or the need to approve or accept MAR-147.150 changes. The following paragraphs address the different scenarios involving variation.
(b) A change of name of the MAR-147 approved maintenance training organisation requires the organisation to submit a new AACM Form Twelve application as a matter of urgency stating that only the name of the organisation has changed including a copy of the organisation exposition with the new name. A name change alone does not require the AACM to audit the organisation, unless there is evidence that other aspects of the MAR-147 approved maintenance training organisation have changed.
(c) A change of Accountable Manager requires the MAR-147 approved maintenance training organisation to submit such fact to the AACM as a matter of urgency. The AACM Form Four may be used for this purpose but is not mandatory. It is essential that the new Accountable Manager signs the statement of commitment to compliance with MAR-147 as a matter of urgency. It should be noted that the approval is technically invalidated by a change of Accountable Manager until the new Accountable Manager has been accepted by the AACM.
(d) A change of any of the senior personnel specified in MAR-147.105(b) or the examination staff in MAR-147.105(g) other than the Accountable Manager requires the MAR-147 approved maintenance training organisation to submit an AACM Form Four in respect of the particular person to the AACM.
(e) Any change of location of the MAR-147 approved maintenance training organisation requires the organisation to make a new application on AACM Form Twelve to the AACM together with the submission of an amended exposition.
(f) Any additional basic or aircraft type training courses requires the MAR-147 approved maintenance training organisation to make a new application on AACM Form Twelve to the AACM together with the submission of an amended exposition. The AACM will follow the procedure of Grant of MAR-147 approval (paragraph 5.2) in so far as the change affects such procedures.
8. MAR-147 Findings
8.1 Findings are categorised into 2 groups as follows of which level 1 finding represents major non compliance, level 2 finding is any non-compliance with the training process other than level 1 finding. Apart from Level 1 and Level 2 findings, “Observation” may be issued by the AACM intended to give background information.
8.2 A level 1 finding means any significant non-compliance which would lower the safety standard. This includes one or more of the following: any significant non-compliance with the examination process which would probably invalidate the examination(s), failure to gain access to the MAR-147 approved maintenance training organisation facilities during normal operating hours after two written requests, the lack of an accountable manager and a significant non-compliance with the training process.

8.3 A level 2 finding means any non-compliance which could lower the safety standard. This includes any non-compliance with the training process other than level 1 finding.
9. Cancellation
This AP supersedes Airworthiness Procedure No. AP10 Issue 2 dated 15 MAR 2013.

SUBJECT: MAR-147 Training Course Standards
1. Introduction
1.1 Paragraph 11(1) of the ANRM, as revised by Aeronautical Circular (AC) with ref. AC/AW/006, establishes that the Civil Aviation Authority may grant aircraft maintenance engineer licences, subject to such conditions as it thinks fit, upon it being satisfied that the applicant is a fit person to hold the licence and has furnished such evidence and passed such examinations and tests as the Civil Aviation Authority may require of him for the purpose of establishing that he has sufficient knowledge, experience, competence and skill in aeronautical engineering. The MAR-66 specifies the examination standard to be used by the Civil Aviation Authority when conducting all basic examinations.
1.2 MAR-66 specifies the level of knowledge required to be demonstrated by examination and therefore this chapter provides guidance on the associated basic training standards. MAR-66 also specifies the standard for aircraft type training in category B1, B2 and C while aircraft task training for category A is at the standard required for each particular task as specified in the relevant maintenance manual.
1.3 In respect to basic training, the student should, upon satisfactory completion of such a training course, be able to use and apply his/her knowledge of the theory and basic principles of the various subjects in the manner indicated. It should be noted that the detailed knowledge objectives are defined in respect of the various basic levels of knowledge required and are indicative of the different levels of knowledge expected to be achieved for each MAR-66 basic category or sub-category. Some basic levels have been omitted because they are not required by MAR-66. Nothing prevents a MAR-147 approved maintenance training organisation from carrying out training to a higher standard than that required to achieve the MAR-66 examination standards.
1.4 The MAR-147 approved maintenance training organisation will need to prepare an objective analysis of how, in terms of time and content, it intends to deliver the various training courses that it is approved or intended to be approved to conduct such that both MAR-66 Section 2 Appendix 1 and MAR-147.200 are satisfied. The information contained in this chapter is intended to assist organisations in this process.
1.5 This AP should be read in conjunction with MAR-66 Section 2, Appendix 1, MAR-147.200 and MAR-1 Airworthiness Procedure AP9.

SUBJECT: Aircraft Station Licence
1. Introduction
1.1 Paragraph 13 of the Air Navigation Regulation of Macao (ANRM) requires all radio equipment to be type approved and all installations to be approved. Such approvals are indicated by the issuance of Type Acceptance Approval, Aircraft Station Licence (ASL) and relevant modification approval.
1.2 Paragraph 35 of the ANRM states that the radio station in an aircraft shall not be operated unless it is in accordance with the conditions of the licence issued in respect of that station under the law of the State or Territory in which the aircraft is registered.
1.3 The Tenth Schedule of the ANRM requires that the licence in force issued by competent authority of Macao, in respect of the aircraft radio station installed in the aircraft, shall be carried on board all Macao registered aircrafts for the purpose indicated in the Schedule. The licence therein mentioned means the Aircraft Station Licence issued by the Civil Aviation Authority.
1.4 The purpose of this Airworthiness Procedure (AP) is to establish the procedures in regard to the initial issue / renewal / variation of the Aircraft Station Licences for aircrafts registered in Macao.
1.5 The fees payable for Aircraft Station Licence will be based on the cost of conducting relevant assessment and calculated in accordance with the Executive Order 45/2012. The fees shall be paid at the time when the application is submitted. If the final amount of fees could not be determined at the time of application, an amount estimated by AACM shall be paid. Any outstanding balance shall be settled right after the application has been processed.

3. Procedure for the initial issue of an Aircraft Station Licence
3.1 Application for the initial Certificate of Airworthiness (CoA) will automatically invoke the Aircraft Station Licence (ASL) application process. Applicants are not required to apply the initial ASL separately.
3.2 However, the applicant shall submit the following supporting data in writing and their respective specifications to the Authority:

A list of radio equipment installed on board the aircraft including:
i. Transmitters ii. Search and rescue devices iii. Receivers
Specification of the above equipment including the following:
i. Number installed ii. Manufacturer iii. Model iv. Power v. Class of emission vi. Frequencies
Note: The Authority may request for additional supporting data when considered necessary.
3.3 The aircraft shall be made available for inspection by the Authority to confirm correct part number and number of equipment installed on board, conformity to the type design or any design changes and safe condition for flight.
3.4 An air test of the radio station may be requested prior to the issuance of ASL. However, the test may be integrated into the aircraft flight test for the issuance of CoA.
3.5 An original and a duplicate ASL will be issued to the aircraft with a validation period of two years under normal circumstances.
4. Procedure for the renewal of an Aircraft Station Licence
4.1 Application for renewal of ASL is submitted in a letter declaring that the radio installation on the aircraft has been maintained in an airworthy condition and no unauthorised modification to the radio installation.
4.2 The Authority may conduct an inspection on the radio equipment onboard prior to the renewal of ASL to ensure that the radio station is maintained in a fully serviceable condition.
4.3 ASL is normally renewed with two years validation period.
5. Procedure for the variation of an Aircraft Station Licence
5.1 Application for variation of ASL shall be submitted in a letter stating the details listed in 3.2 above for all modified radio equipment on the aircraft. Additional data supporting such as specification of the equipment shall be furnished for the Authority to conduct assessment on the application.

Note: No modifications to equipment of an approved radio station or its mode of installation may be made without the approval of the Authority.
5.2 The Authority may conduct an inspection onboard against the submitted data to confirm the correctness of the provided information.
6. Cancellation
This AP supersedes Airworthiness Procedure No. AP13 Issue 1 dated 02 August 2010.

SUBJECT: Permit to Fly
1. Introduction
1.1 Pursuant to Paragraph 6(1) of the Air Navigation Regulation of Macao (ANRM), an
aircraft shall not fly unless there is a valid Certificate of Airworthiness, issued or
rendered valid under the law of the country in which the aircraft is registered or under
the law of the State of the operator, and any conditions subject to which the certificate
was issued or rendered valid are complied with. It should be noted that Paragraph 7(9)
of the ANRM stipulates the conditions of which a Certificate of Airworthiness of an
aircraft shall cease to be in force. Any failure to maintain an aircraft in an airworthy
condition as defined by appropriate airworthiness requirements shall render the aircraft
unairworthy for flight until the aircraft is restored to an airworthy condition.
1.2 Pursuant to ANRM Paragraph 6(1)(b), the Civil Aviation Authority may issue a permit
to fly, subject to applicable conditions and limitations, to allow the aircraft to fly
without fare-paying passengers for restoration to an airworthy condition. The
circumstances under which a permit may be issued are set out in Paragraph 1.3 below.
1.3 A Permit to Fly may be issued under the following circumstances:
(a) structural damage – damage occurring to a primary or principle structure and/or
any structure that affects the normal operation of the aircraft;
(b) system failure – failure in aircraft systems that affects the normal operation of
aircraft;
(c) non-compliance with approved maintenance program and/or airworthiness
requirements of Macau;
(d) any other circumstances determined by the Civil Aviation Authority;
provided that the aircraft is capable of safe flight.
1.4 The requirements stipulated in this Airworthiness Procedure (AP) apply to all Macao
registered aircraft when the Certificate of Airworthiness has ceased to be in force.
1.5 The permit to fly does not constitute an authorisation to operate in the airspace of other
States. The operator shall seek the permission and/or clearances from the appropriate
authorities of the respective States over which the flight will take place prior
undertaking such flights.
1.6 The fees payable will be in accordance with Executive Order 45/2012. The fees shall
be paid at the time when the application is submitted. If the final amount of fees could

2. Application for Permit to Fly
2.1 An application for a permit to fly must be submitted in writing and shall include at
least the following:
(a) the name and address of registered owner and its operator;
(b) the make, model, serial number and registration marks of the aircraft;
(c) the purpose of the flight;
(d) the proposed itinerary;
(e) the crew required for the flight;
(f) details of the aircraft damage and/or defects;
(g) details of non-compliance with applicable airworthiness requirements;
(h) the reasons for the inability to effect a proper permanent rectification;
(i) details of and justification for any purposed temporary repair;
(j) in the case of structural damage requiring temporary repair (before the flight is
undertaken), details of the appropriate approved manufacturer’s
recommendation, operator’s recommendation and confirmation that the
temporary repair has been made;
(k) any restriction the applicant considers necessary for safe operation of the aircraft;
(l) Certificate of Fitness for Flight (CoFF) when appropriate;
(m) any other information as required by the Civil Aviation Authority for the purpose
of prescribing operating limitations.
2.2 In evaluating the application for a permit to fly, the Civil Aviation Authority may
inspect the aircraft to make a determination as to the conditions and limitations to be
imposed for the issuance of permit to fly.
2.3 Issuance of a permit to fly is subjected to the Civil Aviation Authority’s satisfaction
that the aircraft is in an acceptable condition to make the flight and/or that the aircraft
is capable of safe flight.
2.4 The aircraft operator shall fulfil the conditions and limitations specified in the permit
to fly before the aircraft is permitted to fly.
2.5 A copy of the permit to fly shall be carried on board the aircraft at all times when
flown under the terms of the permit and be produced upon request.
