SPECIAL EXCEPTION - STATEMENT IN SUPPORT
SELF-SERVICE STORAGE FACILITY - SEVERN, MARYLAND
SAFStor Land Co., LLC (the "Applicant") proposes to construct and operate a self-servicestorage facility at the Quarterfield Shopping Center in Severn, Maryland. The mailing address ofthe property is 428 George Clauss Blvd., Severn, Maryland, 21144. The Parcel is also identifiedas Tax Map 15, Parcel 560. The Parcel is 30. 6 acres in size, is zoned C-3 (General CommercialDistrict) and is a vacant parcel that is a part of the existing Quarterfield Shopping Centercomplex. Self-service storage facilities are allowed in C-3 districts by special exception pursuantto Anne Arundel County Code, Article 18 ("Code"), § 18-5-102. (See accompanying parcel andzoning maps).
Special Exception approval for a Self-Service Storage Facility is being sought on a 7-acreportion on the Parcel 30-day Parcel. An Amend Record Plat approval to create the 7-acre lot willbe sought through the Office of Planning and Zone coincident with the Special Exceptionapproval.
The proposed SAFStor Self-Service Storage Facility (the "Facility") at the QuarterfieldShopping Center will consist of a single 103,500 square foot enclosed climate controlledstructure with no external access to individual storage units. There will be 822 individual units ina 3-story structure for lease to individuals needing storage. The proposed structure will meet thedefinition of a self-service storage facility found in §18-1-101 (113) as it will not include storagefor wholesale or retail activity, a freight or distribution center or warehousing as part of acommercial or industrial operation.
The law is settled that a special exception use is a use that the legislative body recognizes ascompatible with permitted uses, subject to a public hearing to show compliance with theunderlying standards. Schultz v. Pritts, 291 Md. 1 (1981); Peoples Council for Baltimore County,et al v. Loyola College in Maryland, 406 Md. 54, 956 A.2d 166 (2008).
Code, § 18-11-154 sets forth the particular criteria for self-service storage facilities permitted byspecial exception, each of which the Applicant satisfies. At more than 30 acres the lot size is wellover the minimum two acres required. Storage is the only activity that will be conducted in theFacility and access to the site will adhere to the width and traffic flow requirements of the Code.
There will be no outside storage and, although allowed under the Code, the Facility will notcontain a residence for a caretaker or resident manager. The proposed state-of-the-art climatecontrolled central Facility is consistent with Code requirement for such a facility.
The Applicant's proposal also satisfies the general special exception criteria at Code, § 18-16-304. The use, at this location, will not be detrimental to the public health, safety, or welfare. TheFacility will be no more objectionable with regard to noise, fumes, vibration, or light to nearbyproperties than other C-3 permitted uses. The Facility will not conflict with an existing orprogrammed public facility, public service, school, or road. All elements of the proposedFacility will be compatible with the appropriate and orderly development of the area, and theApplicant's administrative site plan demonstrates its ability to comply with the requirements ofthe Anne Arundel County Landscape Manual.

SPECIAL EXCEPTION - STATEMENT IN SUPPORT
SELF-SERVICE STORAGE FACILITY - SEVERN, MARYLAND
The Facility will meet the public's need for efficient and affordable self-service storage in anunderserved market and will in no way jeopardize public health, safety, or welfare. The Facilitywill meet the need test set forth in Lucky Stores, Inc. v. Board of Appeals of Montgomery County270 Md. 513, 312 A.2d 758(1973)in that it will be "expedient, reasonably convenient anduseful to the public."
The Facility will be a modem structure with an architecturally attractive appearance consisting ofa block and brick facade. It will have unobtmsive directed lighting and very extensivelandscaping. The proposed Facility is an ideal use for this location in the Quarterfield ShoppingCenter complex, as it will have the appearance of a low-keyed office building with very limitedvehicular traffic or activity. The Facility will be compatible with the Quarterfield ShoppingCenter complex and the neighborhood - with the nearest residential dwelling being over 600'away on the other side of a heavily wooded area and industrially zoned parcels.
