    How many members are there, and what is the trend?

    This unit has had a significant drop in membership

    These units have had significant increases in membership

  • FLOTILLA MEMBERSHIP

    This unit has long had very small membership, and might be struggling

    These units are newer. Dunkirk was planked in 2013, and Ashtabula in 2012.

  • TOTAL FLOTILLA ACTIVITY

    This is an unadjusted measure showing flotillas’ total work output.

  • FLOTILLA PRODUCTIVITY INDEX

    Once we have a work/member ratio for each flotilla, we determine what the median value is of all the flotillas in the nation

  • FLOTILLA PRODUCTIVITY INDEX

    FPIs run from 1 to 5. Here’s how the numbers work

    Far exceeded National median

    Exceeded National median

    Close to National median

    Fell short of National median

    Fell very short of National median

  • FLOTILLA PRODUCTIVITY INDEX

    Flotillas with memberships under 10 in a given year do not have an FAI computed.

    Instead, you will see the notation NR (Not Recorded)

  • FLOTILLA ACTIVITY INDEX

    Both smaller and larger units can get high FPIs!

  • FLOTILLA ACTIVITY INDEX

    There’s no FPI if the unit falls under 10 members

  • FLOTILLA QUALIFICATIONS INDEX (FQI) We take the total qualifications in a given flotilla, and divide it by the number of

    members in the flotilla

  • FLOTILLA QUALIFICATIONS INDEX

    Like the FPI, the FQI is a snapshot measure. It is only computed for the most recent calendar year.

  • FLOTILLA QUALIFICATIONS INDEX

    Works just like the FPI computation. Once we have a qualifications/member ratio for each flotilla, we determine what

    the median value is of all the flotillas in the nation.

  • FINAL THOUGHTS

    Local knowledge of the “story behind the stats” is key. It is

    district and division bridges rather than National staffers who are

    in positions to know what factors may have caused a particular

    trend in a constituent flotilla, whether that measurement is of

    significant concern, and if so, what the best course of action is to

    address it.
