Secretary Chase, ia the course of some remarks addressed to the New York bankers, last week accord it g to the New York World gave strong and pointed assurances that the Government now saw their way clearly to quell the rebellion; that they had information which warranted him in saying that the public would acoa hear glad ti- dings of fuccesp, nvre startling and more effect- ive in their results than those from Port Royal and the West; lh it neither the Government nor General McClellan ever had the least idea of placing the army in winter quarters, but, on the contrary, the plans ail contemplated regular, systematic, and energetic activity in pushing forward upon the rebels as prudence ar.d judgment dictated; that Government had ample funds to supply every liability until February 1, and that all the machinery of the Departments waa gradually working into a very satisfactory state of efficiency. The impression made upon the assembled bank managers was increased con- lidence in the Government, and a feeling that rapid progress waa being mads to suppress the rebellion.
