World electricity consumption is expected to increase 93% by

2040. Industry forecasts cite a 95GW power deficit in non-OECD

countries (excl. China) until 2020. Geographies with traditional

power gaps will need infrastructure development to generate,

transmit and distribute electricity to residents, businesses and

industry. Rapid, reliable turnkey power solutions can provide

high efficiency island or on-site power solutions for fuel cost

avoidance, or interim, or lower cost alternative solutions as long-

term energy strategies and infrastructure are implemented to

serve remote locales.

In September 2009, a tsunami destroyed the Satala Power Plant in

Pago Pago, American Samoa. This natural disaster left approximately

30,000 residents with insufficient power and expensive temporary

stopgap measures.

Under separate EPC and Design/Build contracts, the American Samoa

Power Authority (ASPA) contracted Louis Berger Power to deliver the

Satala Power Plant Replacement Project. Completed in May 2017, the

project involved engineering and design, procurement, construction

and testing and commissioning of the new plant and redevelopment

of the entire site. Key design criteria included Seismic Zone 3, 150

mph typhoon winds, small/constrained footprint, raised construction

platform with built-in eight-foot flood wall and water tight doors, and

acoustic-low noise. The new facility provides a baseload capacity of

24.5 MW employing seven high-efficiency General Electric medium

speed diesel gensets, two Cummins black start gensets, switchgear,

station transformers, and bulk fuel storage with retail fuel point.

A mezzanine level houses the control room and provides space for

offices, administration and training.

The new plant will reduce ASPA’s total plant life-cycle costs by

supplying highly fuel efficient, low-maintenance power generation

equipment. The new equipment, combined with LBP technical support

and training, will enable ASPA to reliably operate the power plant for

years to come.

AFRICA

Only one in three people in sub-Saharan Africa have access to electricity. With increasing populations and growing economies, societal advancement is directly linked to the development of low cost, reliable and accessible power solutions. Louis Berger has worked in every country in Africa and has experience in countries where electricity access is severely limited and costs extremely high.

In 2010, the Liberia Electricity Corporation (LEC) had an installed capacity of just 9.8 MW in Monrovia. The U.S. Agency for International Development (USAID) selected Louis Berger Power and its joint venture partner Cummins Power Generation, to build a 10 MW power plant in Monrovia on Bushrod Island in support of Liberia’s National Energy Policy.

The project involved engineering, procurement and construction to include all power generation and ancillary electrical equipment; a 100,000-gallon above ground automated fuel storage and supply system; a structural sun shade over the facility; and intertie and synchronization of the new 22-kV plant to the existing power grid. The project was completed in just eight months to include all logistics and commissioning. Liberian President and Nobel Laureate Ellen Johnson-Sirleaf presided over the plants dedication and ribbon-cutting.

Not only did the plant meet USAID performance and fuel-efficiency standards, it also helped reduce costly and inefficient spot generation in Monrovia, while more than doubling LEC’s previous installed capacity.

With JV partner Cummins Power Generation, we designed and built six power plants on four US Military bases, including the largest expeditionary plant ever constructed for US Forces — a 74 MW plant at Victory Base Complex-East.

In total, O&M scope included 155 MW in deployed generation capacity, almost 200 kilometers of overhead and underground medium voltage distribution, 700,000 gallons of bulk fuel storage and associated support facilities for up to 160 assigned personnel.

From 2008 through 2011, we converted 83 million gallons of fuel into more than 1,100 GWh of power, while saving millions of dollars in fuel costs by blending used engine oil into power plant fuel supply.

Again with Cummins, our portfolio includes design and construction and/or operations and maintenance at 14 plants on 10 bases with a total installed capacity of 200 MW.

In 12 months of continuous operations ending in Sept 2014, Berger/Cummins’ 30 MW lease plant at Bagram Airfield produced 167 GWh of power at a utilization rate of 65%. The JV continues to provide O&M services at Bagram for a 56 MW, government-owned combustion turbine plant and base-wide primary distribution and perimeter and area lighting systems.

WIND

In wind energy, Louis Berger has developed more than 20 major projects worldwide reaching 1,300 MW in installed capacity worldwide.

SOLAR

For solar/PV power projects, Louis Berger has developed more than 30 major projects worldwide approaching 100 MW in installed capacity. In the United States, we provide engineering support and local expertise in large-scale solar/PV development programs.

Louis Berger offers a highly qualified technical team consisting of PhD and MSc engineers and design experts for providing highly innovative renewable power solutions. As a developer and in addition to full scope EPC projects delivery, we support project feasibility, project bankability, engineering and design, permitting, construction management as well as O&M for solar/PV, wind, battery storage and hybrid systems.

The Coronil, Spain 20 MW solar/PV project supplies clean energy to an estimated 5,000 homes and reduces CO2 emissions by 19,000 tons per year. It reduces oil imports by 3,000 tons annually, significantly reducing

Spain’s economic and energy dependency.

STRENGTHENING MEXICO’S WIND ENERGY GENERATION CAPACITY

PUEBLA WIND FARMS | MEXICOLouis Berger provided essential support to Mexican firm Impulsora Latin American Renewable Energy (ILER) and the Spanish electric utility company Iberdola for development and construction of two wind farms in the Mexican state of Puebla. Services included identifying potential sites, researching the local energy market, analyzing legal and financial feasibility, analyzing wind resources, and assessing possible business models. In addition, Louis Berger was responsible for managing land acquisition and construction, project planning and design, fundraising, processing permits and licenses, and performing environmental impact assessments.

CORONIL SOLAR/PV | SPAINLouis Berger was selected to design a two-phase installation of the solar power station in northern Coronil. Occupying over 90 hectares, Coronil is one of the largest projects of its kind in Spain. Louis Berger was engaged by Puntida-Caja Cantabria of Spain for Coronil I and UK-based Anemoi for Coronil II.
