This has reference to the 29 August 2014 Memorandum of theProsecutor General, in connection with the 26 August 2014 Indorsementof the Chief of the Criminal Investigation and Detection Unit (CIDU) ofthe National Police Commission (NAPOLCOM). The Indorsementpertains to the complaint against the following individuals, docketed as

Assistant State Prosecutor Susan T. Villanueva for the killing of Mr.Ferdinand Pastor y Salas, a.k.a. "Enzo", to wit:

1. Daliah Guerrero Pastor, for the crimes ofParricide and Frustrated Murder;

2. Domingo De Guzman III, for the crimes ofMurder, Frustrated Murder and Illegal Possessionof Firearm and Ammunition; and

3. P02 Edgar Angel, for the crimes of Murder andFrustrated Murder.

The request is being made.in order to prevent any delay in theinvestigation and prosecution of the subject cases.

In light of the foregoing, the Commissioner, Bureau ofImmigration is hereby ordered to:

A. Disseminate the following information/particulars about thesubject of this ILBO:

C. Instruct all immigration officers to be on the lookout/alert forthe above-named individuals in the event that they pass throughimmigration counters in any of our international airports and/orseaports.

D. Promptly relay to the Office of the Secretary, this Department, at(02) 521-1908, the Office of the Prosecutor General, NationalProsecution Service, at (02) 525-0952, or the CIDUNAPOLCOM, at (02) 921-6146 and (02) 922-5177 any pertinentinformation, especially those tending to indicate that the subjectsare attempting to leave the country.

Said information shall immediately and promptly be relayed to theforegoing and to any other concerned government office or agency,keeping in mind that time is of the essence in thesesituations, especially to determine the appropriate course ofaction to be taken thereafter. Hence, all concerned are stronglywarned against waiting until boarding time to inform theconcerned offices of any attempt to leave the country.

E. Coordinate with the Office of the Prosecutor Generaland/OJ: ,the CIDU-NAPOLCOM, to obtain additionalinformation about the subjects of this ILBO, in order to facilitateits enforcement, including, but not limited to, the following:

• Full name, including middle name;• Known aliases;• Date of birth;• Place of birth; and

obligation with the Government. its instnJlTIcntalitics. agencies and subdivisions. and that there is no pending,criminal. civil or administrative action which, by law requires his presence, in the Philippines, theCommissioner shall issue the certificate upon surrender of the alien or all other certificates previously isslIl'd tohim by the Bureuu ofIlllll1igmtion showing his admission and/or residence in the Philippincs."

• Copy of passport or, at least passport number or otherinformation about any travel documents issued to thesubject.

F. Take all other appropriate actions, including, but not limitedto, coordinating with other concerned offices and agencies, andeven airlines, especially since international passengers arecustomarily required to check-in a specified number of hoursbefore their flight.

The Office of the Prosecutor General is hereby directed to:

A. Expedite the resolution of the case. If it should be found thatthere is probable cause to criminally charge the respondents incourt, to immediately file the necessary information, andobtain warrant for their arrest.

B. Keep the undersigned and the BI promptly and regularlyupdated as to the status of the criminal case, particularly, as toany significant development in the case, which would allow the BIto determine the appropriate course of action to take should thesubject individuals make an attempt to leave the country duringthe effectivity of the ILBO, or any development that wouldnecessitate or make it appropriate to modify/update/revoke thisILEO. . ,

C. Identify the proper handling prosecutor that the BI can contactfor queries and/or consultation as to the courses of action availableto the BI and other government agencies, and to direct saidhandling prosecutor to make himself or herself available for anycontingencies, even outside office hours, considering that theattempts to leave may take place anytime.

D. Draft and issue Letter-Notices to the above-namedrespondents, in cases filed before the National ProsecutionService.

the other hand, the former wife of accused DOMINGO DE GUZMAN"s III @SANDV wasthe "Kumara" of accused P02 ANGEL, II e very reasons why both accused are knownto each other.

Investigation conducted disclosed l'lal somelime on the 2nd week of November2013 accused DOMINGO DE GUZMAN rm SANDY conlacted accused P02 EDGARANGEL and offered the latter a job to ' ill somebody for a fee. On June 11, 2014 at about 10:00 Pm, accused DE GUZMAN and P02 ANGELmet at Pier.1 in Pasay City where they ,nee again talk insidll the car of accused DEGUZMAN. Inside the said car of accu! eel DE GUZMAN, the alleged battered wife(DALIAH GUERRERO PASTOR) was ''''i!t personally by accused P02 ANGEL andwhere DE GUZMAN also formally finalized the deal.

Prior to thc shootlng Incident, v/ct'm FERDINAND PASTOR @ ENZO togetherwith his helper, PAOLO SALAZAR haci just come from Batangas Racing Circuit onboard a truck carrying a racing car and being dnven by vletfm PASTOR with platenumber WSC.331 going to Clarl~ Inten,ational Speedway for racing competition. Itfurther appears that victim FERDINAND !:lASTOR momentarily stopped his truck neartheir residence at Magallanes Makati City to rest and to avoid the truck ban.

At about 9:45 Pm, June 12, 20.4, victim PASTOR together with his helperSALAZAR on board the same truck frc'ln Magallanes Makati City travelled thru FortBonifacio going to C.S road all the W:IY to Eastwood Libis following the route ofKalipunan Avenue going to Congrllssion;lI AVltnue, Quezon City when caught.up at ared traffic light at the comer of Vjsaya~ Avenue, Brgy. Pasong Tamo, Quezon City.Thereat, accuslld P02 EDGAR ANGEL c., board a motorcycle with for registration platewas tailing victim PASTOR from Magalhnes up to the stop light of Visayas Avenue,Barangay Pasong Tamo, Quezon City. ~

Investigation further disclosed tl'at P,02 EDGAR ANGEL on board a saidmotorcycle of unknown type with for registration plate number alighted and withdeliberate intent to kill. shot victim PA~~TORsavaral t1mas hitting the latter on thedifferent parts of his body. On the oth('" hand, UNlV rescue team led by ANGELODELA PAZ arrived at the crime scene pnd rushed victim PASTOR and SALAZAR toQuezon City General Hospital for medical treatment wherein victim PASTOR wasdeclared dead on arrival at around 11:0(1Pm, June 12, 2014 by DR. executed hiS sworn written statement. In his stat.~ment,he manifested that he averredthe only person who ~new of their whereabouts. was the accused DALIAH~RERRO.PASTO.A., Wife of !tie victl:n FER[>JNAND PASTOR @ ENZO as the

On June 19. 2014, victim's fath'r TOMAS PASTOR y REYES and victim'shousemaid CHONA DOMEN y BOLlVl R averred in their respective statements thatvictim's wife, DALIAH PASTOR had an lileged extra marital relationship to DOMINGODE GUZMAN III y VILLARUEL @SAND' . DE GUZMAN.

Based on the manifestation Of both witness TOMAS PASTOR and thehousemaid. wilness CHONA OOMEN, lIe Criminal Invesligation and Detection Unitcentered Ihe investigation on the vieti, ,'s wife, DALIAH PASTOR and her allegedparamour, accused DOMINGO DE GUZ~'AN @ SANDY.

A breakthrough of the ~ase hapP<'qed when accused P02 EDGAR ANGEL wasarrested last August 23, 2014 at aroun.1 2:20 Pm, along Cynnelh bakeshop lcealedalong Boni Serrano. Barangay Ubis. Qu"zon City thru the information provided by theSITG PASTOR to the operation conducte 1by QePD DAID.SOTG.

Investigation likewise disclosed th ,t on August 26. 2014 accused P02 EDGARANGEL executed an Extra Judicial COnfl'ssion~ssisted by Atty. CECILIO LUMANTAOof Inlegrated Bar of the Philippine. (luezo ~ity Chapter. In his Extra JudicialConfession, accused P02 EDGAR : f""C€L admitted l(illing FERDINAND "ENZO.PASTOR for a fee of Php100,OOOcash plus additional PhpSO,OOOcash bonus. Afterexecuting the Extra Judicial ConfesSiol:, aCcused P02 ANGEL pointed 10 accusedDOMINGO DE GUZMAN III @ SANDY "S the maslermind behind the killing of ENZOPASTOR and the same person who paid !,im the said amount.

On August 26, 2014 at around 'vitnesses SP01 ROMMEL MERINO, SP01JONATHAN CARANZA, P03 JUANITlI FELICES, P02 RAMIL LANGA and P02RANDY GANDINCO together with aceU! ad P02 EDGAR ANGEL were dispatchOOtoMuntinlupa City particularly in Sto NifJo Vllage near National Highway to meet accuSGdDE GUZMAN purpoSGlyto gG' his -601'11$" money for I(illing FERDINAND PASTOR@ENlO. Thereat. witnesses SP01 MEI~INO, SPOI CARANlA, P03 FELICES, P02LANGA and P02 GANDICO pre-positic-l1edthemselves near the place where bothsuspe.;ts P02 ANGEL and DE GUZMAI I met. The arrl'St of accused DE GUZMANcame after the same handed over io aCCl'3edP02 ANGEL the bundle of money (Bonusmoney) amounting to Php SO,OOO(Evid:Jnce No. 15). Subsequent tQ.the arrest ofaccused DE GUZMAN was the confise~t;on of one (1) caliber .45 pistols with serielNumber 618427 (Evidence No. 19), one .1) one caliber 9mhf pistol Forjas Taurus withserial No. TFR98500 loaded with ten (10 live ammunitions (Evidence No.18). one unitToyota Corona color white with Plate No UDU.725 and the "Bonus Money" amountingto PhpSO,OOOcash.
