The U.S. Department of Transportation (DOT) is watching the habits of drivers related to the use of smart phones while driving. The agency is encouraging auto makers to restrict (or ban) the use of the internet while driving. They would like to see the electronic devices now installed by the factory, that are so attractive to buyers, diminished because their use can be fatal. Distracted drivers can lead to accidents. In 2010 there were 3092 road accidents recorded involving drivers who were distracted with some technological apparatus. For now, the DOT’s intention is just to make the industry aware of the problem. The DOT is not willing to rely on the good-will of the manufacturers, in the future they intend to make laws to sup-port their position.

Calma! Estamos falando apenas no trânsito.

EMPIRICAL KNOWLEDGEWe do not know where the Brazilian habit of taking whiskey and coconut water came from; probably due to the abundance of the fruit. It has now become “cool”. It is the prestigious “Master of the Quaich” (title given by the producers of whiskey and the Scottish personality Dave Broom that contributed significantly to the spread of the drink). Broom, author of “Atlas of the World Whiskey” says the drink is “versatile”. Tropical combinations (such as mixing with coconut milk) like those from Brazil and the Carribean are welcome. According to him, in Scotland and other cold countries there is no need for ice and therefore, this alternative is as acceptable as mixing with carbonated water, for example. The author ensures that the popularity of whis-key comes from the ways of enjoying the drink and also because the bottle is to be shared, mak-ing the distillate a drink for all occasions. Broom’s book took over 20 years to write and shows pictures of 350 tastings in the main producing regions of the world.

LETTER FROM THE EDITOR CARTA DO EDITOR

Two months are already gone in the New Year. It seems like the time slips by a little faster each year. The economy in the U.S. is still trying to recover from the 2008 financial debacle. For the economy to recover, employment has to increase. There are many jobs available, but there are not always skilled candidates for those jobs. Aviation maintenance is one of those areas. The Pittsburgh Institute of Aeronautics has opened a satellite campus in Myrtle Beach, SC to train individuals to meet that demand.

Carnaval celebrations have been taking place in many locales in U.S., in addition to Mardi Gras in New Orleans, Louisiana. Rioz Brazilian Steakhouse in Myrtle Beach, SC celebrated on February 21, 2012 with the Carolina Coastal University Samba Bateria to entertain diners throughout the evening.

In this issue, we visit Mexico City, Mexico and Charlotte, NC in the United States. Both cities have a surprising abundance of attractions for visitors.

Dandruff is a problem that many people fail to resolve. Dr. Frederico Morais gives some tips on treatment in our Health and Beauty column.

What will happen with the world if Israel attacks Iran? Check it out and see!

Confira!

LAUGH IF YOU CANOrganize your life and lose weight. It is possible. People who are disciplined, with a greater tendency to organize meals, buy foods with fewer calories and eat at the correct times, on av-erage weigh 24.25 lbs. (11kg) less than impulsive eaters who have no control with respect to food and cannot resist tempta-tion. They cannot follow a slimming diet regimen. Data from a survey conducted at the National Institute on Aging in the U.S. over 50 years, which involved nearly 2000 people, concluded that the mood and personality of people has a direct relation to their weight. The organized weigh at least 5 pounds less than chaotic depressives that live in the “accordion effect”, losing or gaining weight depending on the phase they are in. “Doctors should take into account the emotional profile of patients prior to prescribing a diet or suggest a program of nutritional edu-cation,” says American neuroscientist Angelina Sutin. Another Norwegian study conducted with 89 morbidly obese patients found that insecurity, addiction and emotional instability were common factors in the obese.

Who would have thought that Latin America would be responsible for the success of luxury exports from France for two decades? Mexico, Argentina and Brazil have reached the same level of importance as that of Asian countries in the consumption of luxury goods of French origin. The affirmation of the existence of this emerging market was made known by analyst Abraham de Amezaga in a lecture at the University of Sorbonne at the Institut des Etudes et Ibériques Latin Americaines University titled: “Le luxe Français regarde l’Amérique Latine” (the French luxury; an eye on Latin America, translated). According to Amezaga, while Europe has one of the worst crises in its recent history, countries like Brazil, Mexico, Columbia and Panama are economically strong and interested in consuming luxury brands. These items are essentially French, where great names in fashion and perfumery are located.

MARRYING THE CORRECT MAN

If you are a single woman, the University of London can help in choosing your partner. Psychologist Craig Roberts concluded that the contraceptive pill great-ly influences the quality of relationships after researching 2519 married wom-en with children. The study took into account the scores for sexual satisfaction, sex appeal of the husband and the couple’s union in relation to previous rela-tionships. Women taking the pill when they met their partner were satisfied with the union, though not as much with physical attributes and sexual perfor-mance of their spouse. In those that did not use the pill when the relationship began the pattern of sexual dissatisfaction was not repeated. “Due to hormo-nal changes with a contraceptive, women choose men other than those they actually like, then later when they are not under the effect of the hormones of the drug, they no longer find their partner attractive and lose interest in sex.

INTERNATIONAL TRANSFERSThe United Nations International Fund for Agricultural Development is celebrating the success of the program that directs the use of aide monies in the world, primarily in Latin America and Africa. The program has been in place for five years and operates on the simple idea that aide grants represent valuable opportunities, particularly in rural areas. Mexico is the third recipient, behind India and China. Despite the global economic crisis last year, the fund was able to provide 351 million dollars to recipient countries, an increase of 8% over 2010. The institute was able to verify that at least half of the money was used for productive activities. According to Pedro de Vasconcelos, coordinator of the program, “thanks to the increasing use of technology such as mobile telephones in Latin America and Africa, along with the use of post offices, it is possible to provide better security in shipping and assure that the money stays where it is received, making an impact on the local economy.”

HEALTH

Let’s talk about a problem that plagues the heads of a lot of men and women: Seborrheic dermatitis, commonly called dandruff. Dandruff is a chronic inflammation of the skin that arises in genetically predis-posed individuals. This means that if someone in your family has dan-druff, you probably will also have it.

The cause of dandruff is unknown, but excessive oiliness and a fungus with a complicated name (Pityrosporum ovale) present in the affected skin are involved. The highest activity of the sebaceous glands occurs under the action of hormones, so the onset of symptoms usually oc-curs after puberty. It manifests itself in the form of red lesions that itch and peel, especially on the scalp, eyebrows, beard, near the nose, behind the ears, chest, back and in skin folds such as armpits, groin and under the breasts. In babies, it is known as cradle cap (a fatty plaque that adheres to the scalp), but can also appear in the diaper re-gion. Seborrheic dermatitis is not contagious, has a chronic character and is prone to periods of improvement and worsening. The disease is usually worse in winter and in times of fatigue or emotional stress. In fact, stress is a major cause of dandruff. Proof of this is that when we are still an embryo in the womb of our mother, the mechanism that gives rise to the embryonic central nervous system is the same that gives rise to the skin. Therefore, it is not uncommon for dandruff to accompany emotional stress.

Events are characterized by intense production of oil, flaking and itching. Dandruff can range from fine scales to the formation of large crusts adhered to the scalp. The itch, which may be severe, is a com-mon symptom of this region and can also be present to a lesser extent in other locations.

There is no medication that ends the dandruff decisively but its symp-toms can be controlled. You should avoid eating fatty foods, alcohol and hot baths. Dry thoroughly after bathing. The moisture is a con-ducive environment for the fungus that causes outbreaks. Try to wear clothes that do not retain sweat. Synthetic fabrics are not recom-mended for those with a tendency to seborrheic dermatitis. On babies heads, use mineral oil before removing the cradle cap. Change their diapers often. Contact of a wet diaper with the baby’s skin may favor the onset of a rash.

The treatment of dandruff is usually done with local use of medica-tions. These may contain substances that reduce the oiliness of the scalp and eliminate the fungus that causes dandruff. In the skin, the antifungal in combination with anti-inflammatories are frequently prescribed by physicians. Oral medications may be used. Proper treat-ment will depend on the location of the lesions and the severity of symptoms and should be prescribed by a dermatologist.

MARCH 16

MEXICO CITY, MEXICOMexico City (Ciudad de México, IPA, also known as México D.F. is the Federal District (Distrito Federal), capital of Mexico and seat of the federal powers of the Mexican Union. It, like Washington, D.C. in the United States, is a federal entity with-in Mexico which is not part of any of the 31 Mexican states. It is the countries largest city, financial, cultural, educational and political center. It is one of the most important financial centers in North America. It is located in a large valley in the high plateaus of central Mexico at an altitude of 7350 ft. (2240 m) above sea level. It has a population of 21.2 million people. It is the 5th largest metropolitan area in the world and the largest in the western hemisphere.

The city was originally built on an island in Lake Texcoco by the Aztecs in 1325 and named Tenochtitlan. It was almost completely destroyed in a Spanish siege in 1521 led by Hernán Cortés. The city was rebuilt by the Spaniards and its name changed from “Tenochtitlán” to “Mexico”. The city was nicknamed the “City of Palaces” by Alexander Von Humbolt, due to the many extravagant homes built by those who made their fortunes here. Many of these homes can still be seen today.

On September 19, 1985 Mexico City was struck by an earth-quake measuring 8.1 on the Richter Scale.

The average annual temperature is 54º to 61º F (12 to 16º C) with highs in summer reaching as much as 90º F (32º C) and lows in winter dropping to 28 to 32º F (-2 to-5º C).

Mexico City boasts the largest population of U.S. Americans living outside the country.

There are many famous landmarks here. The Plaza de la Con-stitución is the main central square. Here you will find the Metropolitan Cathedral, the National Palace, Delran and the ancient Aztec temple ruins of Templo Mayor (“Major Tem-ple”). The Aztec temple was discovered by workers in 1978 while digging trenches for underground electric cables.

Chapultepec Park is home to numerous monuments, muse-ums, and the national zoo. The Aztec Calendar Stone is kept in the National Museum of Anthropology which is located here. You can also enjoy the beauty of the “Fine Arts Palace”, a white marble museum/theatre that is so heavy it is sinking into the ground beneath it.

In the Tlatelolco neighborhood, you’ll find the Plaza of the Three Cultures, the shrine and Basilicas or Our Lady of Gua-dalupe.

There are over 100 art galleries, 30 concert halls and about 160 museums (the most of any city in the world) around the city. There is constant cultural activity year round. It ranks

third in the world for theatres. There are murals around the city painted by Diego Rivera, who lived with his wife in Coy-oacán. They had several homes, studios and art collections that are open to the public. You will find some of the best food in the world at San Án-gel Inn, the Hacienda de los Morales and the Hacienda de Tlalpan. These restored haciendas are stunning examples of Mexico’s history.

Other famous landmarks are: The Palace of Fine Arts; Monu-ment of Benito Juarez; Boats in Xochimilco; the Sears Build-ing; the Mier & Pesado Building; and the Torre Pemex.

Transportation in the city is provided by the Sistema de Trans-porte Colectivo Metro, Tren Suburbano, Metrobús, Trolley-bus, and privately operated microbuses. Mexico City Interna-tional Airport is one of the busiest in Latin America. Adolfo López Mateos International Airport is a nearby alternate, lo-cated in Toluca, State of Mexico.

Mexico City is a center for classical music. There are numer-ous symphony orchestras that offer seasonal programs.

Pop-artists perform the the Teatro Metropolitan, the Palacio de los Deportes and the Foro Sol Stadium

There are restaurants that represent a broad array of inter-national cuisines, as well as those specializing in the regional cuisines of Mexico’s 31 states. There is an abundance of sea-food restaurants in the city that serve catches that are deliv-ered the same day from both coasts.

Football (soccer) is Mexico’s most popular sport. Aztec Stadi-um is the home of the Mexico National Football Team. It is the only stadium in FIFA World Cup history to host a final match twice; 1970 and 1986. Bullfighting takes place every Sunday during bullfighting season at the Plaza México, the largest bullfighting ring in the world. Baseball is another professional sport played in the city.

Shopping venues are plentiful. Tepito covers 25 blocks of the city and is known to sell anything and everything. Every ma-jor neighborhood in the city has its own market. There are also shopping malls such as the Centro commercial Antara Polanco Shopping Mall, Santa Fé Mall, Punta Norte Outlet Mall and the El Palacio de Hierro department store.

Mexico City is a unique destination that offers something for everyone. It is a modern city with a colorful history dating back to ancient times. It is definitely a place that you cannot see all the attractions in one visit. If you choose this as your vacation destination, take time to carefully plan your itinerary and have a wonderful visit.

Outros atores interessados seriam a Rússia e a Arábia Saudita.

ANALYST SAY ISRAELI ATTACK

ON IRAN IS NEARIsrael’s concern over Iran’s continuing nuclear program is increasing the chances of an attack on the countries nuclear facilities later this year.

Analysts are unanimous in saying that the possibility of such interven-tion is high. Exclusive Analysis, consultants study of political risk, pub-lished in the O Estado de S. Paulo Journal, notes that there is a 60% chance of conflict between April and September.

Despite the military superiority of the state of Israel, which would pre-vent a prolonged conflict, the price that the world would pay over the battle would be high. According to the coordinator of International Relations of the Fundação Armando Álvares Penteado (FAAP) who has a Masters Degree in National Security from the Universidade de Georgetown, Gunther Rudzit, the first consequence would be an in-stant boost in oil prices and therefore, gasoline. “When Ahmadinejad (President of Iran) said in his speeches that if some power attacked his country the price of a barrel of oil would reach $200, he knows what he is talking about,” he warns.

To Rudzit, since Iran’s military power is less than the Jewish state, the Persian country would use other means to achieve its goal. “It would certainly close the Strait of Hormuz and sink a few ships that pass through there.” The region is the main connection for transporting

goods between the Middle East and Europe.

Another risk is the Iranian agents and sympathizers around the world. Just over two weeks ago, attacks were made on Israeli diplomats in Georgia and India. “This proves that Iran has arms around the world. It would be a war without a front, “ he warns.

Professor of International Relations at the Pontifica Universidade Católica, Reginaldo Nasser, says the trend is encouraging groups of Iran’s closest allies to attack Israel on their own soil. “Hamas in Pales-tine and Hezbollah are Iranian weapons in this conflict,” he says.

USAAs historical allies of Israel, the United States may be forced to collabo-rate with an attack against Iran. “If Iran closes the Strait of Hormuz, it will be almost impossible for the U.S. to do nothing,” says Rudzit. He says that the Republicans rhetoric is in tune with the Israelis. “Proof of this is the debate among the opposing presidential candidates that criticizes Obama’s lack of action accordingly,” he says.

INTERESTEDWith power increasingly divided in their own country, Iranian lead-ers themselves are interested in a possible conflict with Israel. “Ah-madinejad, is cornered. The clergy do not like him and the people are not happy,” he says. “In an eventual attack, the internal power would be strengthened.”

Other stakeholders would be Russia and Saudi Arabia. Because of its high oil reserves, with an increase in the price of a barrel of oil and a shortage in supply, they would have an open market. “Russia would supply Europe and Saudi Arabia has said they have sufficient stocks to cover any loss from Iran.

Neyle Wilson – President, Horry Georgetown Technical College; John Graham III – President, Pittsburgh Institute of Aeronautics; Suzanne

Markle – Executive Vice President, Pittsburgh Institute of Aeronautics; Peg Jackson - Pittsburgh Institute of Aeronautics, Myrtle Beach Campus Director; Mike Hill – AvCraft Technical Services.

Sponsors for the event were: Alliance Consulting Engineers, Inc.; Baldwin Construction; Castles Engineering; Inc. Pike McFarland Hall Associates; Rast Dallery Engineers; and S&ME, Inc.

A reception was held at the Travinia Italian Kitchen.

The school is housed in a beautifully remodeled building of the old Air Force Base. I had the chance to tour the state of the art facility with instructor Greg Heller a few weeks prior to the ribbon cutting ceremony. I am a pilot and a mechanic, so touring the campus, for me, was like a kid in a toy store. There are plenty of computers and reference materials, large classrooms for electrical systems and wiring, instrumentation, sheet metal, hydraulics, welding, piston and turbine power plants, a paint booth, as well as a large shop capable of holding several airplanes.

PIA has partnered with Horry-Georgetown Technical College so that their graduates can earn Associate Degrees along with their Airframe and Power Plant Certifications.

The school will train students to fill the ever widening gap in the aviation related maintenance field. PIA has a long-standing reputation for turning out top quality graduates in the field.

The campus opening in Myrtle Beach was made possible by several years of negotiations between government officials, local businesses, and schools. Its presence opens up one more field of much-needed job opportunities in the area.

BY THOMAS MACKEY

Have you ever noticed that day in March when a lot of people are wearing the color green? You walk to the checkout line and the lady is wearing a green shirt. You walk into an office and a guy is wearing a tie with green shamrocks on it.

What’s going on? It’s St. Patrick’s Day in the United States. A day when everyone is Irish, and the color green is all around.

What is the big deal? Are there that many Irish Catholics in this country? Actually, no, there are not. The reality is that St. Patrick’s Day has become much more than a religious and ethnic holiday. March 17th has become a day when everyone can enjoy a taste of Irish culture.

Saint Patrick was actually born in England in the 4th century. He was kidnapped by Pagans and taken to Ireland as a slave. He escaped and returned to England and studied to be a Priest. As a Bishop, Patrick returned to Ireland to teach the pagan Irish about Christianity.

The color green has been connected to the Irish people as a result of Saint Patrick and his teaching. He used green shamrocks, with their three petals, to symbolize the Trinity of God. The idea is that the Father, the Son, and the Holy Spirit could all be both separate and one, just as the three petals make up one leaf of the Shamrock..

So why does this one Saint get so much special attention? Well, when the Irish immigrated to the United States in the 1800’s and early 1900’s, like most ethnic groups, they liked to have a special time to remember their heritage, much like Mexican Immigrants enjoy celebrating Cinco de Mayo (May 5) and the Brazilians enjoy Carnival.

So the Irish began to use St. Patrick’s Day as a way to get together as a group and celebrate their heritage.

For over 200 years, New York City has held a parade for St. Patrick’s Day. That parade was one of the main reasons many non-Irish people began to celebrate the holiday.

Now the celebration has reached all over the United States. There are dozens of parades in cities all over the country. In fact, the parade in Savannah, Georgia has becomes one of the most popular St. Patrick’s Day parades in the Country.

The fun and carefree party of Saint Patrick’s Day soon became attractive to all different people of all different cultures in the United States. The parades, the parties in the local restaurants and taverns, the green beer drinking celebrations and all the parties have made Saint Patrick’s Day much more than just a holiday for the Irish.

So this March 17th when you happen to notice what the Irish call the “wearin o’ the green” around town and you hear the rumble of noise coming from a local bar on a Saturday afternoon, you now know that this is not a holiday that is reserved for people of Irish American heritage; quite the contrary, it is a day when the descendants of the Irish (my father was born in Ireland) consider everybody “Irish for the day” and welcome all to the festivities.

So put on your green socks and T-shirt, drink a green beer at a local bar, and take a moment to enjoy the beauty of the day. Get together with your friends this St. Patrick’s day and know that while we may come from all different countries from all over the world, on March 17th, we are all “Irish for the day.”

The Ultimate Fighting Championship (UFC) and the largest martial arts organiza-tion in the world were inspired by the struggles of MMA in Brazil. The contestants practice different martial arts such as, jujitsu, boxing, Olympic wrestling, wrestling, muay thay and karate, among others.

The first recognized event, of this kind of fighting, took place in Denver, Colorado in 1933. The goal of the event was to find out who was the best fighter in the world, regardless of the style practiced.

UFC has become known as “No holds barred fighting,” which means anything goes, making the fights very violent. Though they did not have many rules, they were not allowed to bite or put their fingers in the eyes of the opponent.

Normally the fighters face off in a ring of eight corners with three rounds of 5 min-utes each. The ring, called an octagon, has a canvas floor and is in a cage; there are two access doors that are closed at the beginning of each round. From the moment the fight starts, only the judge and the fighters have access to the Octagon.

The UFC has been gaining popularity and became a hit on pay-per-view. It got the attention of authorities which led to it being banned in several American states. Because of this, new rules were created to limit the violence and increase its social acceptability. The “There are no rules” slogan was dropped in favor of “Mixed Mar-tial Arts.” This change helped regain its position on cable television and improved its general acceptability.

Brazilian Anderson Silva “The Spider”, current UFC middleweight World Champion, is one of the biggest names in the sport and best known martial arts representa-tives of Brazil.

Trivia: MMA is often heard in this sport, which in Portuguese means, Mixed Mar-tial Arts. MMA practitioners need not necessarily follow a specific style of fighting. They can use any stroke or any martial art. The UFC is the sanctioning organization for these MMA tournaments.
