02 LONG TERM SUPPORT SOLUTIONS
Maintaining the safe and reliable operation of nuclear power plants is a part of the rich heritage of Rolls-Royce.
Rolls-Royce understands the regulatory requirements and commercial pressures a utility faces and our specialist I&C service support package is designed to maximise output efficiency, keep plants operating safely and reliably for longer and minimise downtime.
Utilities need to have reliable support available at short notice. An ability to effectively manage ageing equipment proactively is a key capability of Rolls-Royce. We not only supply replacement parts, we also monitor and anticipate component and system obsolescence, updating over 20,000 nuclear components annually.
Instrumentation & control (I&C) systems use constituent elements such as equipment, modules, sensors, transmitters, redundancies and actuators to sense basic physical parameters, monitor performance, integrate information and automatically perform any necessary adjustments to plant operations. The systems also respond to failures and abnormal events, ensuring the safe and efficient production of power.

Life-cycle management
The speed of technology development can lead to short-term obsolescence of electronic components. This in turn can result in reduced life-cycles for finished products and can also affect maintenance.
To address this challenge, Rolls-Royce offers a life-cycle management that consists of:
monitoring the condition of units and systems•manufacturing processes and tools•supply chain and component obsolescence•conducting plant safety evaluation•
Risk and value analysis can also be incorporated to indicate the optimum solution for the customer.

Repair capability depends not just on the availability of replacement parts but also on the retention of resources, such as machine tools and the skills necessary to support the full life-cycle of individual customers’ equipment.
Rolls-Royce can ensure these skills and capabilities are retained long-term, while also undertaking the management of stock and all necessary resources to guarantee the supply of material within agreed timescales. Rolls-Royce offers three levels of hardware maintenance:• preventivemaintenance• correctivemaintenance• upgradewithrequalificationofthehardware piece each time.

Spare parts
Nuclear power plant operators depend on the supply and provision of spare parts to ensure long-term safe, reliable and profitable operation.
Parts supply in the short and medium term is potentially threatened by component obsolescence but Rolls-Royce can help you address this challenge by delivering a package of services that will ensure the delivery of replacement parts for up to 25 years.
The package consists of a pre-determined list of spare parts defined with the customer, together with an obsolescence management package that anticipates and closely monitors the components market to come up with alternative solutions.
Customers are able to adjust their requirements based on identified parts, price, availability and lead time.
The package guarantees the availability of replacement parts for the customer, reducing the purchase order process.

Technical assistance
Rolls-Royce is able to provide in-factory technical support, helping customers with functional aspects of Rolls-Royce equipment, or direct assistance on the customer’s own site, providing advice, expertise and diagnosis in a timely manner in the event of unexpected issues.
Rolls-Royce technical assistance services aim to identify and plan for the required skills and training necessary to ensure the ongoing availability of qualified engineers to meet customer demands throughout the entire lifespan of the I&C systems.
Delivering support and diagnosis to enhance the operation of installed systems.
08
As Rolls-Royce builds and maintains a detailed knowledge of each installed I&C system, we analyse and use the data to effectively and proactively manage the system, measure performance, diagnose in-service issues and predict and monitor component life.
This level of working knowledge allows Rolls-Royce to continuously improve products and systems and offers its customers the most reliable, predictable and consistent products and solutions available.

Training
Rolls-Royce has developed a comprehensive range of training courses covering all products and systems.
Introductory, update and refresher courses are provided for customer’s employees covering the operational, maintenance or engineering aspects of Rolls-Royce I&C systems.
The training courses include both theoretical and practical courses, which are customised and site-specific:
the theoretical sessions include technical training •programmes designed to provide utilities with a comprehensive understanding of Rolls-Royce equipment.practical sessions take place in a dedicated •customer training centre that incorporates several dedicated training platforms covering technologies and systems installed by Rolls-Royce since the 1970s on the French fleet, such as:
reactor protection system•neutron instrumentation system•rod control system•ex-core neutron detectors•
With 20 years of experience that includes a large Class 1E installed base, we design nuclear long-term training and support services that improve your operational safety, security and efficiency.

Case studies
Managing the I&C systems of the largest nuclear fleet worldwide (58 PWR reactors).
EDF is the largest nuclear power utility worldwide, operating 58 nuclear reactors in France. Rolls-Royce supplied the safety I&C for all 58 reactors commissioned since the end of the 1970s to the present day.
Since the1990s, ageing hardware and obsolescence have become increasingly important issues for the French utility. A need was identified to secure repairs and the capabilities of supply chains for spare parts, so EDF and Rolls-Royce started to develop engineering and support services to meet life-cycle management issues.
These fruitful discussions resulted in the first long-term support agreement in the early 2000s, the key strategic objectives of which were:• tokeeptheequipmentinoperationforaslongas possible• tomaintainadedicatedteamforI&Csafety• toguaranteetheavailabilityofskillsandtoolsfora longer period
In 2003 EDF and Rolls-Royce signed the first long term agreement to ensure the maintenance of manufacturing, testing and repairing capabilities – for both software and hardware elements, and at both component and system level for a specific time period.
The main objective of this partnership has been to find solutions to the issue of hardware ageing through such means as failure rate reduction and obsolescence management, technology evolution, and the maintenance of skills and tools.
Long Term Support agreement for Dukovany NPP in Czech Republic (4 VVER reactors).
Rolls-Royce has demonstrated its ability to adapt its long-term support offering to smaller fleets such as the 4 units at the Dukovany nuclear power plant operated by CEZ, with the support of I&C Energo in the Czech Republic. Signed in 2010, this long-term support agreement is an extension of the mutual trust built up between Rolls-Royce and its customer during a modernisation safety I&C project covering the four units, completed in 2009.
Through the agreement, Rolls-Royce provides visibility of the systems evolution and handles all the obsolescence encountered on a pre-determined list of equipment, while CEZ is assured of parts availability and can operate the plant under cost-efficient conditions by keeping optimum control of the I&C budget.
I&C Energo, in charge of plant maintenance, has access through the agreement to OEM experts for technical assistance, with responsiveness guaranteed thanks to a remote hotline and on-site consultancy.
Rolls-Royce long term support covers all types of fleet size.
