MISSION STATEMENT
The district’s mission statement was a controlling factor in the development of our technology plan in both terms of short and long-range goals. The district’s current CDEP now works in conjunction with that mission and includes the growth of technology. THE MISSION OF THE RONDOUT VALLEY CENTRAL SCHOOL DISTRICT, THE DYNAMIC, VISIONARY, EDUCATIONAL CENTER OF THE MID-HUDSON VALLEY, IS TO UNLEASH THE LIMITLESS POTENTIAL OF EACH STUDENT BY INSPIRING A LIFELONG PASSION FOR LEARNING, EMBRACING THE RESOURCES OF OUR CULTURALLY ECLECTIC COMMUNITY, ENGAGING THE TALENTS OF OUR EDUCATIONAL TEAM IN PARTNERSHIP WITH FAMILIES, SUPPORTING CHANGE, AND DEDICATING OURSELVES TO GIVING WINGS TO OUR STUDENTS’ DREAMS.
INTRODUCTION
The advancement of technology as an essential tool for learning and conducting business requires a focus on universal implementation and broad systems to evaluate progress. The Rondout district believes each student should be technologically literate and concerned with the broad spectrum of technology as it affects them and as it affects our world. Rondout will prepare students to apply technology to real world situations, in the workplace and in their everyday lives.
District Information
The Rondout district is a semi-rural district of about 2800 students. There
are approximately 246 teachers and 31 other professional staff (31 clerical and 93 other profession). The district has five schools: three elementary, one middle and one high school. The district is categorized by the State Education Department as an average needs average resource district. Poverty rates run from a high of 43% at the Kerhonkson Elementary School to a low of less than 24% at the High School.
The “New York State Standards” speak to the future of learning and Rondout Valley must develop the capacity to deliver an educational system, which fulfills the “NYS Standards” requirements and meets the district’s “Mission Statement”. It has been Rondout’s goal to become a digital school where learning excites and inspires our students. Access to the Internet is available through the District in offices, computer labs, libraries and classrooms.

Rondout’s Technology Plan recognizes that the support of technology, the maintenance of systems to current standards, and our infrastructure requires a commitment of long term funding. The constant change in hardware pricing, software updates and operating system upgrades require constant monitoring and updating both financially and technologically. Local budget dollars must be focused to meet national and international standards, which may meet or exceed the “NYS Standards.” Rondout has continued this priority and allocations for technology are considered and supported in its yearly budget proposals. Additionally, money from teacher/administrator secured grants, Title Grants, and Parent Teacher Organizations have been directed to technology.
From the inception of our Technology Plan we have had a Technology Committee representing key stakeholders, from administrators to parents. The committee meets three times a year with more meetings scheduled if the need arises. The 2008-2009 list of technology committee members is:

The Technology Committee reviews the Technology Plan on an annual basis. Additionally, the Committee discusses, reviews and makes suggestions regarding the use of technology including students and staff, technology purchases, technology assessment and technology related issues as presented.
The Technology Plan is posted on the website for staff, students, parents and community members. Parents and community members are invited to join the Technology Committee yearly and the Technology Plan Committee every two to three years.
INFRASTRUCTURE, HARDWARE, TECHNICAL SUPPORT AND
SOFTWARE
Since the inception of the Technology Plan the district has utilized both Local Area Networks within each building and a Wide Area Network throughout the district. An OC3 line connects the district to Ulster County BOCES and

provides Internet access to every computer in the District. Every staff member, student, employee, Board member, and PTA president has an email account. Use of the Internet provides instant access to unlimited resources and interactive web sites.
There are computers in every classroom in the district. While there are slight variations, the average student to computer ratio in the district is 3.3 students to 1 computer.
Hardware Here at Rondout Valley Central School District we have approximately
1,200 workstations, 26 servers, 5 subnets connected using ATM switches and one core router (Enterasys-Cabletron product). We use a Pix firewall and a proxy server (ISA2000), they provide 2 possible paths out to the Internet. We also maintain a RoadRunner link for emergency purposes. We have about 60 Cabletron switches. Our WAN links to the three elementary schools are OC3 with 100mbps (Ethernet over SONET) broken out for data. There are 2 domains in this W2K network.
The district hardware consists of the Dell brand for servers and computers while printers are generally Hewlett Packard. Keeping this standard allows for better service from both those vendors and our technology department staff and also allows part-swapping during repairs. Newer computers are now purchased with flat panel monitors and DVD burners. The computer replacement rotation plan changes each year. Year one, high school technology computers, Room 100 (30) and the lab in room 300 (25) are replaced. Year two, middle school labs (60), year three, all libraries (70), year four high school lab in room 301 (25), business lab (30.) The replaced computers are cycled down to then replace older classroom computers. In years when budget allows classroom computers are replaced by age.
Adding to the replacement schedule is the replacement of main infrastructure hardware. Our original Technology Infusion Project approximately nine years ago, provided all of the hardware we needed. Some of this has been replaced, most not. It is necessary to begin a cycle here as well. We have 6 Core switches and 60 access switches. One Core switch and five access switches need to be replaced each year. The 25 servers should be replaced at the rate of 5 per year. Our last major replacement is UPS. We have approximately 35 with a replacement schedule of seven per year.
SmartBoard technology has taken off in the classroom. This district currently has over 100 SmartBoards distributed throughout the district. Purchase of SmartBoards and LCD projectors will continue. In conjunction with SmartBoards, LCD projectors and laptop use, wireless access has been installed in all buildings. Upgrades to wireless access points will be necessary as wireless technologies themselves are upgraded. The current wireless access points

installed throughout the district will require some type of wireless controller system to be installed in the very near future.
The interoperability of equipment is ensured by using one vendor’s operating system throughout the district, that vendor being Microsoft. We currently have Win 2000, and XP installed throughout the district. The goal is to keep it at no more than two operating systems running in the district at the same time.
Each building has an LCD projector and at least one laptop for shared use. Additionally approximately 500 laptops have been distributed: two laptop carts in the Middle School, two in the High School, one in each of the elementary schools, the remainder are administrative and staff laptops. Approximately 102 LCD projectors have been distributed throughout the district with a goal of providing more each year. Each administrator, including the Assistant Principals in the Middle School and High School, Standard Area Chairpersons, Purchasing Agent, and Transportation Liaison, have been issued laptops. Each Board member was originally issued a laptop in June 2004. Replacement of the Board of Education laptops is done by new members receiving new laptops.
A video surveillance system is used in the Middle School and High School, and every building has an electronic security system and is armed with motion detectors. The District Office now has a security system with door locks.
Technology maintenance is naturally performed on an ongoing basis with major maintenance planned annually over the summer months.
Software
Administrative
The district currently uses SchoolTool for tracking student information throughout the district, Finance Manager for payroll and bookkeeping, VersaTran for tracking buses and student riders, and a library system, MANDARIN, which is web accessible from every computer. The district has a Comalex Student ID system in the Cafeteria. ID cards are also utilized throughout the district for security purposes and for lunches and checking out books. Each of these software programs assists the district with tracking assessments, data reporting, bookkeeping/auditing, and other functions necessary to a state-of-the-art district.
Other services available district-wide include email, United Streaming,
PowerMediaPlus, Atomic Learning, Brainpop, School Island, and WebAssign, online reference materials such as Groliers are also available. A variety of subject specific software is installed on servers and/or available online throughout the district. This software includes such titles as Eurotalks Learn, French World Talk, ENC Learning, Weather Bug, Autodesk, and Career Cruising, these programs provide specialized instruction in particular courses. The District uses email to replace memos and staff notices. Our email system is our main source of district-wide communication.

All Software
The Microsoft Office Professional Suite has been chosen as the district’s backbone programs. The Suite includes Microsoft Word for word processing, Microsoft Excel for spreadsheets, Microsoft PowerPoint for presentations and Microsoft Access for databases. Other programs available throughout the district include Microsoft Publisher (for newsletters, certificates, etc.), SkillsBank (a resource program for Reading, Language Arts, Math and Writing Skills for grades 5-adult), Cornerstone (a resource program for Reading, Language Arts, Math and Writing Skills for grades 3-6), KidPix (a Reading and Writing program available district-wide), Typing Tutor (a typing program for grades 4-adult), Typing Master, SPSS (a statistical analyzer for advanced students), various levels of Rigby PM Collection (reading software), FastforWord (a reading intervention program), Geometers Sketchpad, Understanding Numeration, and various other subject intensive programs. Teachers have the benefit of programs such as Wizard Testmaker and Examgen.
A variety of technology courses that integrate technology across the curriculum are offered as well. The high school has 3D Studio Max (a 3D graphics modeling program), Auto Cad (a computer aided drafting program), computer graphics courses, Dreamweaver and Front Page courses for web design, Jostens (a senior yearbook program); also available in the district is ArcView (a geographic information system for mapping), West Point Bridge Builders (a program for physics and civil engineering concepts in building bridges), and Keyboarding and Computer Applications in the Middle School. The High School TV and media room has proven to be a success with a continuous enrollment. The district also has access to United Streaming (for video streaming – viewing videos from 10 minutes to 2 hours long.)
The district has an interactive web site providing information to the district, to staff, students and the community. The web site includes interactive homework pages where teachers can post homework assignments. Surveys are posted to the web site for community feedback. Internal surveys are conducted on a program called MyLearningPlan.com (this program is mainly used to track district professional development but can also be used for online surveys.) Forms of various types are available on the web site to allow easy access to the staff and the community. Information is posted timely to the website to keep the community informed of district activities. There is an email notification system in place whereby community members can submit their email address to have news emailed directly to them by our webmaster. The web site also includes a database of leveled books. The district has an Intranet that allows students and staff to post information, photos, student work, etc. without giving access to the outside world. The district currently uses Websense for Internet filtering and BOCES for email filtering of SPAM and key words per CIPA. There is no replacement schedule for software. Software is purchased as needed or

requested to meet a need. Often the purchase of new equipment with a new operating system makes current software obsolete and a replacement must be found. New software introduced on the market may meet a specific goal in the curriculum and with recommendations from a staff member and approval from the building principal and standards area chairperson and a system check by the technology department a purchase can be made.
The Technology Department uses a program called IT Direct for a work order program which enables the department to track work orders and print reports as needed.
SPECIALIZED COURSES
A number of software programs are being used throughout the district to provide specialized curriculum through the use of Technology. The Middle School uses a program called CornerStone to provide math remediation. In addition to its Language Arts component, CornerStone's math component is a comprehensive, basic skills software. It covers key math skills for students with an instructional approach that complements the curriculum and evaluation standards for school mathematics.
The district also subscribes to Fast ForWord, a reading intervention program that provides students with additional learning activities that address a variety of reading needs. Each elementary school has a different schedule for usage as this is a daily use program. The AutoCad program is a general-purpose computer aided drafting application program that is taught in the high school. It is a specialized course that is well attended each year. Arrangements have been made for the teacher to attend additional training sessions with each upgrade to the program.
Another specialized program taught in the high school is 3D Studio Max. This program is an award winning modeling, animation, and rendering solution used by the world's top 3D professional artists and designers it is used to create eye-catching visual effects, cutting-edge games, and unique design visualizations. These two courses have been very successful and continue to be offered in the high school curriculum. Our Pupil Personnel Department depends on many specialized software programs for students and staff alike. We have implemented Text-to-Speech programs, screen readers, Optical Character Recognition, and we have Intellitalk for several students. Our Psychologists use many specialized programs including but not limited to WISC-IV, Scoring Assistant, WIAT II, and PsychManager. Pupil Personnel Services Our Pupil Personnel Services directs the acquisition of software and hardware for IEP driven students or those students needing assistive technology. PPS evaluates together with their Assistive Technology Specialist and the Technology Department. Several students have been assigned laptops pursuant

to their needs. Various other hardware and software exists throughout the district as well including but not limited to Danas by Alphasmart, Screen Reader, Architext, multi-function scanner, printer, fax machines, Earobics, WISC, WIAT, Psych Manager, etc.
IEP Direct, a program designed for inputting Individual Education Plans, is used by our PPS Department and teachers district-wide. Additionally, AISM Direct is used to track interventions and intervention services together with Child Study Teams.
Staffing
Technology support is provided by the technology department which
currently consists of a Director, Network Specialist, Hardware Specialist and two BOCES technicians. Consultants are called in on an as needed basis. Consultation with other firms provides the technology department with fresh ideas and expertise in specific matters of interest. Ulster BOCES is also called upon as needed for additional support. Building librarians assist in fielding ”fix and repair problems.”
Some of the technology department staff spend a part of every day in a building. There is a building schedule so the teaching staff knows which technician is in their building. Installations, emergency repairs, etc., are handled by the most appropriate technology department staff member as each has a specialty area.
Staffing – District-wide One of the qualifications for any new teacher at Rondout is technology expertise. Evaluation of new candidates includes the amount of technology training and/or knowledge they posses as well as their desire to use technology and to integrate it into their curriculum.
All staff members sign an Acceptable Use Policy Form. Access to the network is not provided until the AUP is received in the Technology Department.
Parent – Community Involvement
Parental involvement has become more of a priority each year. The Rondout web site includes a Parent link with various information and more links leading to more information. We have also purchased a Parent Portal Module in SchoolTool which allows parents to view their student’s grades, attendance, schedules and print their progress reports and report cards. Additionally the District has purchased a program called SchoolMessenger, a parent notification system. This system will be used for emergency and attendance calling and will also be used to notify parents of important upcoming events, reminders of tests

and Regents dates and a myriad of other useful notifications. Parents are encouraged to join teams and committees in the buildings as well. The Community has access to the web site which also includes a General Information section. This section provides additional information and links that the community would find useful.
MONITORING AND EVALUATION
The District has incorporated various strategies including Learning Walks (brief visits to classrooms to observe classroom strategies), Staff Surveys, MyLearningPlan, Student Surveys, and in-service classes. The Curriculum Committee continues to work on mapping and training to include technology and meet standards.
INVENTORY OF CURRENT TECHNOLOGY
The second Addendum to this plan – Addendum A - is an inventory of the hardware currently inventoried in the district. The third Addendum – Addendum B – is an inventory of software. Both of these addendums are living documents with constant changes and updates.
STUDENT SUMMARY
Every student has access to a computer in the classroom, in the library, on a laptop cart, and on the campus in computer labs, giving our students vehicles to their limitless potential. Along with that potential comes responsibility – to fellow students, the system, the school and the technology community at large. Rondout Valley, in its vision, includes the total education of the student and incorporates responsible use of computers in student education. Elementary school students use a classroom account to log on to the network. They can use the classroom account to send and receive email as well. When a student enters the 5th grade he/she is given an individual account once a duly signed Acceptable Use Policy (AUP) is received by the Computer Technology Department. The AUP must be signed by the student account holder and a parent/guardian. This account stays with the student until graduation or leaving the district. When a student graduates or leaves the district the account is kept active for 30 days to allow the student to retrieve any necessary information during that time. Blank AUPs may be obtained from building secretaries or online on our website.
The student is originally assigned a password. When a student logs on for the first time the student must change his/her password, subsequently the student may change his/her password at any time.

If a student is found to be using improper language, or abusing computers or the network in any way, that student will be immediately suspended from computer use for 30 days upon request of an administrator. All new computers installed after July 1, 2004 have CD burners that can be used to store student work necessary for a portfolio or for transporting files from building to building, newer computers contain DVD burners. Many students save their work to CD’s for college and every building now has this capability. There are additional CD burners available in every library. The Rondout network has several drive allocations. Every member of the district, administration, staff, students, support staff, has an “R” drive. A placed designated on the server where they can save their files. Every building has access to a common drive, designated a “T” drive, where everyone can share documents. Documents on the “T” drive can also be removed by anyone, therefore, the student must be aware of the lack of security on the “T” drive. Various other drives have been assigned throughout the district representing different functions in different buildings.
Internet Training and Safety
The District provides various aspects of Internet training throughout the school year. Teachers provide lessons in their classrooms, our School Resource Officer delivers Cyber bullying courses, and one of our parent organizations has arranged for someone from the Attorney General’s Office to present to parents and community on Internet Safety. Pointing out the hazards of Internet travel and online identification is an ongoing part of the Internet Curriculum.
The Middle School Guidance Department provides a course in bullying that includes cyberbullying. The course is delivered through video and personal instruction. All of our schools instruct students on Internet Safety depending on their age and understanding, and this year a booklet was sent home to parents on Internet Safety.

The Curriculum Committee continues to work on improving the integration of technology across the curriculum while attempting to identify key skills needed to succeed after graduation. Curriculum mapping has provided a vehicle to incorporate technology as an everyday tool in every subject area.

The District continues to look at new ways to deliver technology to all teachers and students; netbooks, Kindles, one-to-one laptops, and more, are all under consideration at any given time. Funding is a major issue and outside funding is always being sought in the form of Grants.

E RATE INFORMATION
In the early days of Rondout’s technology, a significant portion of the technology infrastructure was implemented through a Capital Building Project. This infrastructure includes Local Area Network equipment in each of the school buildings as well as a Wide Area Network, and servers and workstations across the curriculum and all grade levels. Every year we participate in the E Rate program to obtain reimbursement for services provided through technology such as our website software. Telephones
The District currently has four different telephone systems that were installed in 1995 with the new District Office. The Merlin Legend System is in use at the elementary level, three buildings in the Rondout District. This system has the ability to provide phone service and voice mail for approximately 75 users per building.
The Main Campus (which includes the Middles School, High School and District Office) uses the Lucent Technologies -Definity G3i Telephone System, Intuity Voice Mail System and Call Accounting System. These systems are able to accommodate approximately 500 employees. There are 26 telephone lines into this system - 10 incoming and 16 outgoing. There are T1 lines into this system as well as approximately 8 copper lines into the Definity.
Both systems allow all employees to access their voice mail with a four-digit number and a secure password. Voice mail is available to employees from any location, including home just by calling the main number and using a code to access the voice mail system. The Lucent Technologies Systems allow teachers the option to leave homework assignments on their voice mail. Many teachers are taking advantage of this option. As a result of the E-Rate significant portions of both telephone systems have been upgraded with additional voice mail installed and the CAS terminal replaced.
Libraries/Multimedia Centers Libraries throughout the district have automated card catalogs and have implemented full automation for book borrowing, inventory and all library functions. The district libraries are also becoming full library media centers with computers in place for research and reading. It is Rondout’s goal to increase

access to technology throughout the district and community through the addition of such devices. In keeping with their status as multimedia centers, hardware that is shared throughout the building is stored in the multimedia center and signed out as a book would be. Librarians also provide basic technology instruction and enrichment in the elementary buildings.
The funding source to support the plan includes local district funding, BOCES, E-Rate and local operation funds. The projected breakdown is: ♦ 50% from local funding ♦ 20% from BOCES ♦ 20% from E-Rate ♦ 10% from Other sources The other sources listed include grants procured throughout the district, Title money, donations, and any other funding the district can obtain.

PROFESSIONAL DEVELOPMENT Technology related workshops are offered throughout the year and are presented by a variety of trainers from within and outside of the district. Various trainers are employed to address specific needs as they arise. Classes are also offered on staff development days. Courses are used to demonstrate and/or introduce new software and hardware, provide a refresher for past programs or at the request of staff to address a specific area of interest, and to assist the teacher with integrating technology into his/her curriculum. BOCES classes and technology conferences are encouraged as well. Who attends training sessions is determined by the staff member, the building administrator and the district need. Professional staff are encouraged to attend pertinent training sessions. Area specific training is conducted to provide concentration where needed. In the 2006-2007/2007-2008 years for example, the entire staff received training on the new student management system, SchoolTool. Additional training sessions will be provided to different segments of the population depending on their use and needs. For example, teaching staff did attend training on the Master Schedule module but did attend training on the attendance module. In the 2009/2010 school year training was provided on TechPaths, a curriculum mapping software. Training was broken down departmentally. New staff orientation sessions are conducted during the month of August to provide new staff with basic operational knowledge. The network set up, use of Outlook Web Access as our email program, technology contacts and various other areas of technology interest are introduced. New staff are then given an opportunity to log on to the network. Additionally, staff members are aware that any member of the technology department is available for one-on-one tutoring when scheduled ahead of time.

Orientation for new staff, is provided in two short sessions in August, and includes a session on the use of the Rondout Network and email using Outlook Web Access. New staff are given the Rondout Web address and their email address at these sessions along with the paperwork for completing their AUPs. Additionally one on one training is available to all staff at any time and the Computer Department Staff attend building staff meetings as requested. Projected future staff training will continue with the broad range of training offered in the past. Plans include online training, CD tutorials created in house for all aspects of staff training, more peer-led training and mentoring, use of video conferencing both within the district and without for an even wider range of offerings, and a continuation of the practice of exploring new areas of expertise and cross-curricular integrations at all grade levels. EVALUATION AND ASSESSMENT OF CURRENT TECHNOLOGY
To assure the growth of Technology throughout the district it is necessary to evaluate and assess its usage and the progress of its integration into the curriculum. It is also necessary to determine what information we need and how we will collect our information. Currently the Assistant Superintendent of Instruction and Curriculum conducts a yearly survey with Instructional Staff. This survey provides a vehicle to compare year-to-year progress and includes such questions as, "How often have you utilized computer technology in instruction during the past school year?" Each year's results are compared to the previous year's results as a small sampling of what the staff feel they have accomplished. Surveys are conducted online using MyLearningPlan.com The Technology Committee continues to look into the Plan’s rubrics to determine how well the goals set forth in this Plan are being met, whether the use of technology has increased the quality and quantity of student work, and does the infusion of technology help increase student performance?
The National Technology Goals include " Effective and engaging software and online resources will be an integral part of every school's curriculum." This is a good place for Rondout's evaluation to start. By working with building principals, librarians, chairpersons, liaisons and the Director of Technology, as we have in the past, we will continue to provide software in areas of most need. The building principals and chairpersons will provide indicators to help reach agreed upon benchmarks.
Administrators include the use of Technology in lesson plans and curriculum in their teacher observations and curriculum mapping includes Technology in all subject areas.
Reviews of current technologies are conducted by Department Chairs and/or liaisons. Yearly, when subscriptions are due, the technology department reviews usage to see if a software is being used or considered important to a significant number of staff. The yearly technology survey is also used to attempt to identify areas of need.

The District will continue to observe and test new technologies that meet district, staff, and student requirements. New technologies are tested either on an individual basis or in a pilot situation. For example, the district is currently looking at a six month pilot of Tech4Learning in selected classrooms in the elementary buildings. Suggestions from BOCES and other educational resources are used to learn about new technologies and their value in the classroom and/or curriculum. The District always looks to compatibility among any new software or hardware purchased.
