Project Planning• When?

Project Planning should occur long before funding opportunities arise; this allows sufficient time to develop the project scope and budget and to build public support.

• Advanced planning will improve your chances of getting the right funding for the right project

• How?ODOT has a number of resources available to help plan projects once local jurisdictions have identified their needs and priorities

Scoping ResourcesOnce priorities are identified, a project scope is prepared and includes:• Project description (problem & solution, goal, etc.)• Project limits• Project needs list:

• Right of way needs• Utility conflicts• Environmental impacts

• Design and construction cost estimate• Project schedule• Public involvement plan• Proposed funding sources (federal grants, local funds, etc.)
