Background of the Project
• The passage of the 2010 Disaster Risk Reduction and
Management (DRRM) law fortifies the frontline role of local
governments in disaster management.
• There remains the puzzle as to what organizational capacities,
human resources, and technical resources LGU need to
implement the law.implement the law.
• Linking DRRM to policy work requires understanding of the
motivation to engage in local capacity building, and skills
development to craft their DRRM strategic plans.
• The study seeks to assist the local governments in developing
capacity programs that will hone their skills towards achieving
their objective of DRRM integration in their planning activities.
Research Design and Method
• Key Informant Interviews with Local DRRM officers
• Cities of Pasig and Marikina
• Tacloban City, Leyte
• Iligan City, Lanao del Norte
• Provinces of Albay and Bulacan
• Municipalities of Boston and Cateel in Davao Oriental
• Selection of LGUs based on
• Recent experience of disasters;
• Sampling from the major island groups (Luzon, Visayas, Mindanao) and the
National Capital Region;
• Presence of informal settlers;
• Type of LGU; and
• Variation of capacities in local DRRM;
• Focus Group Discussions with the LDRRM Council
• Elite interviews with national policy makers (on-going)
