Waste & Street Cleansing - The Background

● Service commissioned in 2017 as part of a wider procurement exercise in partnership with LB Croydon, LB Merton and RB Kingston otherwise known as the South London Waste Partnership (SLWP).

● The commissioning came about as a result of austerity measures to rethink how the Council ensures certain services are provided in a more cost effective way that deliver the best value for money.

● Through a competitive tender process Veolia emerged as the prefered bidder and the contract was subsequently awarded by all four boroughs entering into an inter authority arrangement (IAA).

● Contract performance is managed by the SLWP and the LB Sutton jointly

● A new client team function was introduced for Sutton in April 2019 delivered through Neighbourhood Services;

Service Performance Indicators

The performance of this contract is measured through a service performance framework which includes a set of Service Performance Indicators (SPIs). There are 29 separate indicators that are used to manage contractor performance and if necessary ensure rectification of failures within prescribed timescales.

Currently there are seven indicators specific to street cleansing. All of the partner boroughs of the SLWP are currently in commercial discussions with Veolia in order to resolve issues that will improve the service delivery of the contract with includes reviewing the SPIs. The outcome of these discussions will be reported to Environment & Neighbourhoods Committee.

○ Programme of cleanliness monitoring led by SLWP is being undertaken across the partnership.

○ Contract Officers will continue to undertaken random inspections, and along with the Contract Support Officers use data and intelligence gathered to target improvements in waste collections and street cleansing where identified.

○ Further scrutiny of gully cleansing is expected to highlight roads that may need to be prioritised sooner. This work will also feed into the rolling programme of deep cleans.

○ A review of the Leafing Plan for next Autumn/Winter.

Parks and Open Spaces - The Background

● Parks and cemeteries grounds maintenance was commissioned in 2017 as part of a wider procurement partnership with LB Merton.

● The contract also covers management of cemeteries including bookings and burials and allotments administration. There is a requirement to provide a sports and events management function and to generate increased income to offset the service costs.

● Through a competitive tender process Idverde emerged as the prefered bidder and the contract was subsequently awarded by the two boroughs.

● LB Sutton set up its own client team to monitor the performance of Idverde and manage the parks asset.

● Following a review of the service a new client team function was introduced in April 2019 with officers responsible for specific areas of the borough while still retaining flexibility within the team.

Parks Team - Who we are and what we do?

● The Tree officers manage all the Council owned trees in the Borough with three tree officers and manage a tree contractor that undertakes all the pruning, felling and planting works

● The Biodiversity officers manage conservation sites, utilising conservation volunteers. They comment on planning applications and deliver the education programme at the Ecology Centre, Carshalton

● The Contract officers are responsible for the day to day management of sites in their areas and monitoring of the grounds maintenance contract

● More than 80 parks and open spaces covering in excess of 460 hectares in total

The Parks and Open Spaces Strategy ● A new Parks and Open Spaces Strategy

has been drafted. Residents were asked to comment on the draft and the consultation closed on 8th September.

● The strategy brings together the Parks Strategy, Tree Strategy and Biodiversity Strategy (Formerly known as the biodiversity Action Plan)

● It has an overall vision, 8 key objectives, to be delivered through policies and actions.

● The draft vision is:

“The borough’s parks and open spaces and trees will be well-maintained; support good public health, local culture, social activities and biodiversity and where possible opportunities will be taken to improve access to open spaces, facilities and activities.”

The Parks and Open Spaces Strategy ● The 8 key objectives are:

Promote the use of parks for public health, by working with GPs and clinical commissioning groups to develop a social prescribing offer and to provide residents with a range of sports, leisure and social activities.

Develop effective working relationships with sports and leisure partners to support residents as physically active citizens.

Work with friends groups, the voluntary sector, sports bodies and the wider community to develop volunteering opportunities in parks and open spaces.

Develop a commercial approach to the use of parks assets to generate revenue to support the service and the local economy, including through leasing facilities, hosting and providing events and where appropriate developing paid for community facilities and licensing businesses to deliver services for parks visitors.

The Parks and Open Spaces Strategy

● The 8 key objectives (Continued):

Manage the council’s trees in line with good practice and inspections to enhance the character and appearance of the borough and promote public safety, by maintaining a healthy, diverse and resilient tree population, and encourage tree planting.

Look for opportunities to improve the appearance of open spaces and enhance the local character of the borough through appropriate landscaping as funding allows.

Enable plant and animal biodiversity to thrive and promote an understanding of nature through careful management of open spaces and delivery of the Biodiversity Strategy.

Improve access to open space and facilities throughout the borough by removing barriers to access, providing enhanced facilities and where possible creating new open space.

Service Performance Indicators

The performance of the Parks contract is measured through a service performance framework which includes a set of Service Performance Indicators (SPIs) and a quality management system.

The SPIs cover general management of the contract and the Performance Quality Management System (PQMS) looks at the quality of parks maintenance assessed by Council officers and the contractors managers visiting parks to check and record how well they are being maintained and ensuring all tasks are being completed.

○ The Parks Strategy will be discussed at Environment and Neighbourhood Committee on 19th December 2019.

○ Once agreed the service will begin implementing the recommendations.○ Contract Officers will continue to use the bespoke parks PQMS system for assessing the quality of

parks and in addition make random inspections. Working with the Contract Support Officers the team uses this data to identify issues and where performance needs to improve.

○ A new tree maintenance contract will be put in place by 1st April 2020.○ The team will continue to support the work of Local Committees especially the Public Realm projects.
