CUNETA Co-Sponsored by: MEMBERS OF THE SANGGUNIANG PANLUNGSOD WHEREAS, pursuant to e 1987 Philippine Constitution, particularly in the Declaration of Principles and State Policies in Section 4 which provides that the prime duty of the goveent is to serve and protect the people. The Goveent may call upon the people to dend the state and all citizens may be required under condition provided by law to render personal military or civil services; WHEREAS, in order to bring to life such Constitutional mandate, the Local Goveent of Pasay City has deemed it proper to take advantage of the Barangay Peacekeeping Operations of the Philippine National Police by assisting the latter in the creation of the Barangay Peacekeeping Action Team throughout the respective local barangay in Pasay City; WHEREAS, the Philippine National Police (PNP) recoizes the role of Barangay Tanods, Bantay Bayan CVO's, Barangay Auxiliary, NGO's and people organization as Force Multipliers in the fight against criminality/insurgency/terrorism and likewise, recognizes the same valuable partners of goveent in community development; WHEREAS, Executive Order No. 564 authorizes the PNP to deputize the barangay tanods rce multipliers in the implementation of the peace d order plan subject to the concurrence of the appropriate Local Chief Executive tough the Local Peace and Order Council (LPOC); WHEREAS, Executive Order No. 773 provides that it is incumbent upon the PNP to enhance its operational procedures on community safety and security system in order to address criminality, ISO and terrorism problems by establishing Neighborhood Support Groups (NSG) through BPAT operatives, peace partners, and iends to achieve peace and order throughout the country; WHEREAS, pursuant to the authority of the National Peace and Order Council and the Philippine National Police, the Barangay Peacekeeping Action Team (BPAn is created as the p duct Community-Oriented Policing and Public Safety System;
