You must record the date that identification is applied to the animal and its year of birth. This is to include all lambs born on your holding.
The date of the Birth (on movement) or Death (off movement) of an animal must be recorded as well as the identification.
Once a year, you must record the total number of sheep and goats that were present on 1 December. The annual survey form must also be completed and returned by 31 December.
Use a new line to record each movement, e.g. 2 lines for moves on and off your holding on the same day – this includes animals sent to market and brought home unsold and also moves to shows, dipping, shearing and AI centres. Lambs moved with their mother must also be counted.

• You must make a record in Section 2 every time you apply a replacement tag. For further details see the Keepers Guidance handbook provided by Defra.
Section 3
• If you are importing an animal from outside the EU, you should complete details in the table and cross-reference the full identification number of the new tags with the full number on the animal’s previous tags.
Section 4
Notes for Guidance
All movements on and off your holding must be recorded in Section 3. This includes movements within a Sole Occupancy Authority (SOA), from tack, common land, rented grazing markets, and veterinary surgeries. The record must be made within 36 hours of the move taking place.
The holding register (or flock/herd record) is designed to meet the record keeping requirements for sheep and goats as laid down inCouncil Regulation (EC) 21/2004. Using it will also help fight against sheep and goat diseases by following the European Union system for tracing animal movements.
Section 2
The holding register should cover all animals on the holding and should be retained for the legally required period from the last day when an animal dies or leaves the holding.
All movements on and off your holding (Births & Deaths are to be treated as a movement on or off) must be recorded within 36 hours of the move taking place. You can retain the movement document for the moves on/off your holding but you will need to cross reference. Movement documents must be kept with the Holding Register in date order. Where you choose to use central point recording (i.e. individual animals' numbers are read on your behalf and sent back to you) the individual animals information must be recorded in the Register within 48 hours of when the animal(s) left your holding.
