    SO MUCH NEWS AND SOLITTLE TIME . . . more to comeelsewhere in The Link.

    It is comforting, at least for me (andI hope for you, too), to have the ink-stained Link back in our greasypalms! For those of you whosubscribe through the Internet, youdont know what youre missing.

    One of the reasons for the droughtfrom the Link pages has beenunavoidable . . . we have been shorton Link articles; thus NO Link.Another more tangible reason is, wehad lost our Editor! Not literally,

    mind, but Editor Mark Atos decidedto relinquish the quill, and devotetime to home and hearth. Uhhh! Ohwell, THANK YOU, MARK, FOR AJOB WELL DONE.

    Then suddenly, from barren groundand no editor, we find ourselves in averdant field of plenty! Not one, nottwo, but three Editors. Gadzooks!Welcome to Steven Fong (Editor),Alan Ritchie (Co-editor), and JeanMacGillivray (Editor LEminence).Ill let them explain as time goesby.The Executive has been also jugglingthe more serious case of the missingMembership Chair! Now mercifullyresolved, we can again get on withthe task of membership- building.Dave Butler has assumed the post,and is grappling with the backlog ---not the least of which, honestly, was

    the muck-up left by previousincumbents. And the richnessoverflows, as Albert Cohoe is alsoassisting in the role.So, those of you who have given acheque for membership and it wasnever cashed: see Dave. Those ofyou whose cheques were cashed, anddid not receive a membership card:see Dave. Those of you . . . well, you

    get the picture.Lots of news emanating from GTA(thats the centre of the universe) tous up here concerning CASC-ORmembership changes, and ALL OFTHEM ARE BRIGHT. Itsexciting, and Dave and I willexplain as we move forward.

    I want to note quickly, however,that MCO and all CASC-OR clubswill now pay a single affiliation feeof $300.00, and all MCO memberswill be fully sanctioned CASC-ORmembers. Ditto another $300.00 toRSO, and we will all be fullysanctioned RSO members; ditto

    OKRA . . . well, you get it.

    Obviously, this shall (in keepingwith the biblical tone) result in anet savings for the Club. TheExecutive has put in place acommittee to review same andcome forward with somerecommendations. Your viewpointis welcome; direct it to DaveButler, or anyone on the Executive.

    Moreover, you can now join on-line, on the highly acclaimedMCO web site [www.mco.org]!!And, while we dont haveprovision yet for on-line payment(which will come), we can at leastexpedite the membership process.

    The actual requisite follow-upbetween the Membership Chair andin-coming member can be remediedlater. In 2004, we will be able toregister your membership to CASCOR on-line immediately, so thatclubs will enjoy accurate and up-todate membership counts! Yikes!Next years Ted Powell Summer

    Trophy Races are set for July 2, 3and 4 at Shannonville MotorsportPark (SMP). Our annual RacingCASC-OR-sanctioned school isApril 24 and 25 at SMP. Speaking oriches, our cup runneth over forexciting new events (Solo I), newvenues and more. Read on, McDuff

    Which leads me to CalabogieMotorsports Park (CMP)! I had thepleasure of an invitation to thegrand opening last Oct. 25 and,believe you me, this is going to beone grand facility. Ultimately, MCOwill be hosting its annual Ted Poweweekend --- and race schools,lapping days, etc. --- at this facilityThe plan is to pave the more than 5km track this spring, let the polymeasphalt cure for eight weeks, andopen the doors.     A number of years ago, probablyaround 20 years ago or so, I was theMembership Chairman. Before thatand after that I have served invarious capacities when the clubneeded someone to fill in and to helpit keep on going. So, naturally, onceagain I have agreed to accept theMembership portfolio.It is my understanding, that variouspersons have intended to keep therole functioning throughout the2002-2003 season but variousbreakdowns prevented the properfulfillment of those duties.Therefore, for the new seasonbeginning now for 2003-2004, I am

    asking you to continue to be patient alittle longer while I get up to scratch.At the same time, both the Club(your Club), and I need yourunderstanding and compliance.Without pointing any fingers(Mother always taught me, it was notpolite to point.), there were a numberof cheques that could not be cashedbecause they were staledated (olderthan six (6) months) attached tomembership applications andrenewals when I took over onOctober 21, 2003 that could not be

    passed on to our Treasurer, BobBenson. We would appreciate yourcooperation by supplying us with acurrent cheque. If you have alreadydone that, thank you. Emails weresent to all persons whose chequeswere staledated except GrahamHine, Luc Romanica and StephenSharzer for whom there were noemail addresses. For some of you,you may also want to include yourfees for the upcoming year, as well,thereby allowing us to update yourrecords once instead of twice. Ifanything (like your email, forexample) has changed please usethe Change of Information form on

    our website or just provide theinformation to me in some writtenform. If your membership expiredor expires between the end of Juneand the end of December, youshould be renewing now.If there is anything else that I orour new Assistant MembershipChairman, Albert Cohoe can helpyou with, please give us a call,send either of us an email or see usin person.     The KDM Racing Team and itsMCO karting drivers have finishedanother great season. They are AloisBurkart, Chris Swinwood, JeffreyRenaud, Derek Michaud and Kelly-Mark Michaud.

    The oldest member of our team,Alois Burkart, was kart #35 in theRotax Masters class in the Coupe deMontreal Series. He finished 17thout of 39 karts, missing three out ofeight races in that series. Alois had agreat first-place win at the

    finish, he managed to stay up there.With better luck on a couple ofraces, Chris would have easilyfinished in the top three.

    At a Mosport Kart Club race, hefinished in second place. He got athird-place win at the ChicoutimiStreet Race and a second-placewin, in the cold and rain, at theSRA, Quebec, Enduro race in theShifter 125cc class with partnerKelly-Mark Michaud. Chris hasbecome a strong driver this year,

    experience now, so watch out forJeffrey in that series in Rotax nextyear!

    His ups and downs this summer, aneven being in his first year in Rotaxdidnt stop Jeffrey at the GrandNationals held at ShannonvilleMotorsport Park in Ontario. Hisdetermination to do well there paidoff. He finished first overall in RotaJunior, bringing home a big BearTrophy. Winning a Bear trophy aShannonville is a big honour.

    Chicoutimi, Quebec, Street Race anda third-place win at the St. Jean-sur-Richelieu, Quebec, Street Race.Alois loves the challenge of street

    races. Good job, Alois!

    Chris Swinwood has also done verywell. Chris, kart #56 in the HondaSenior class in the Coupe deMontreal Series, finished seventh outof 27 karts. He missed one race outof eight, with two really badweekends; but with a great first-place finish and a second-place

    with a lot of determination to be upthere. Watch out for Chris nextyear!

    Jeffrey Renaud, a Junior memberof our KDM Team, was in his firstyear this year in Rotax Junior anddid pretty well. He was kart #22 inthe Coupe de Montreal Series.Jeffrey finished ninth out of 19karts, with one very bad weekend,one missed race out of eight, and asuperb third-place finish towardsthe end of the series. He has the

    My youngest son, Derek Michaud,

    age 11, was kart #9 in the HondaJunior class in the Coupe deMontreal Series. He was determinefrom the beginning of the season ththe Championship was what hewanted and was going to get. Withtwo bad races, Derek was even mordetermined to stay focused onwinning, and win that Championshhe did. Not only did he come first,

    becoming the Champion in HondaJunior class in Quebec, but he is theyoungest driver to have done it (theyoungest had been 13)! The class isfor drivers from 11 to l4 years old.Derek was also a Rookie Driver in

    that class this year. He set a goal andwent out and got it. What anaccomplishment for Derek!He didnt stop there: Derek, likeJeffrey, did very well at the GrandNationals in Shannonville, finishingfirst in the pre-final. He had a strongsecond in the final race and washeading for first place and the Bearwin, but with two laps to go, anaccident pushed Derek back and hefinished fifth overall. Good try,

    Derek! Watch out for him there nextyear!At the Canadian Grand Nationals atMosport, he finished fourth in thepre-final, but only tenth in the final.He had mechanical difficulties mid-way in the race, which dropped him

    from a strong third to tenth. Derekalso finished in third place at theSRA Enduro. It was a good yearfor Derek overall and he enjoyedthe year-end Coupe de Montrealbanquet for his BIG first-place

    trophy and prize money forwinning the Championship inHonda Junior Class.

    Last, but with a very good yearindeed, is Kelly-Mark Michaud,kart #73 in the Honda Senior classin the Coupe de Montreal Series.Kelly-Mark, like his youngerbrother Derek, won theChampionship in Honda Senior inthat series, out of 27 karts. With

    three first-place wins and twosecond-place wins out of eightraces, he was also very determinedto finish his Honda season this yearwith the Championship, and he did.It wasnt always easy for Kelly-Mark, who is in Grade 12 now, to

    miss a lot of Thursdays and Fridaysand still manage to keep himself onthe honour roll. Kelly-Markconsiders his education to be veryimportant. He always did a good joof balancing both education and

    racing, and doing great in both.Kelly-Mark finished first at aMosport Kart Club race in a HondaSenior race. He finished third at theSt. Jean-sur-Richelieu Street Raceand fifth at the Chicoutimi StreetRace. Kelly finished his season bytaking out his ICC Shifter kart,which he hadnt driven all year, anddid the SRA Enduro in that classwith his partner, Chris Swinwood.The duo won second place, with a l

    of teams out there, and in the coldand rain.

    This has been another great kartingyear for some MCO kart drivers withe KDM Racing Team, andespecially for us, the Michauds: notonly do we have one Championshipwinner in our family, but two. Bothkids decided to do it in the sameyear!

    We at KDM Racing would like tocongratulate each of these MCO kadrivers for their hard work,dedication, determination and driveto success in 2003. Many willpossibly change classes next year. Arookies in 2004, we wish them mucsuccess for a fun and great kartingyear.Thats it for the 2003 karting news.Ill keep you posted again next year

    Oh, good grief

    Well. It's Tuesday July the 8th, and Iwoke up this morning so tired I feltlike I'd been putting up square bales

    in the mow all day yesterday. Thetelephone's been out all day today (asystem failure we're told), and itprobably won't be fixed untilsometime tomorrow. The cell phonehas about 30 seconds of time left,and Susan's having trouble buyingmore time without going to thephone centre in Orleans, althoughthey did let her make a call to Bellregarding our dead land-line phone.Right now I'm totally out of contact

    with the outside world. I can't callRX7 Heaven to find out when we'regoing to take the car in for a front-end alignment, and I can't find out ifit's been decided to have a monthlyClub meeting tonight after all. Susancould find out from a pay phone inOrleans, but how could she call me?

    I could go to a pay phone myself, butthe nearest one I know of is in the

    new Loeb supermarket at Innes andTenth Line. That's about a forty-fiveminute round trip, not including timefor calls, and would mean leavingpoor old Pig Pen alone. The problemhere is that, given his presentcondition, when he has to go out topee, it has to be right now, or we'releft with a big smelly puddle on thefloor. I'm house bound, there'snothing critical enough to do outsidein this heat and humidity, so what to

    do? Well, there's a rattly old airconditioner in Susan's office, wherethe computer is located, and I have tostart this month's column, so-o-o.

    Oh yeah, and with all that's beengoing on the last month or so, I'mthinking of changing my name toCharlie Brown. Rats!!!!!!!

    Pig Pen? He's one of our fourdogs.

    The best-laid plans o' miceand men

    gang oft agley! Thus theimmortal Robbie Burns and howright he was. In last month's

    column I gave a brief outline of theprogress on the repairs to the RX7,up to the transplanting of a newfront end to the car. Thingsseemed to be going well enoughthat we planned to have it ready atleast a week prior to the TedPowell Memorial Summer TrophyRaces. At last, it seemed, I wouldbe able to run in my own club'srace, and as a bonus, give DaveFerreira, my nephew and crew

    member, a taste of driving the carin the Lapping School, and also usemy worker laps to check out thecar. Then Robbie's astuteobservation came into play.

    First, though, let's give you an ideaof the work that was involved inrepairing the car by means of shortpictorial essay. The quality may

    not be the best as the shots weretaken with a disposable camera, andI had to play with them a bit.

    The first photo shows the car as itwas before it met the wall. I don'thave any shots of the damage afterthe hit, so you'll have to use mydescription and your imagination.

    First imagine the air dam gone,spread along the base of the wall inmany pieces, and the bumper pusheover to the driver's right about a foowith the plastic covering split. Nexthe tip of the right fender was denteand the remaining front bodyworkand hood was crushed and pushedback in a line extending from the tiof the right fender to the centre of thwheel arch on the left one.Underneath, the first six inches of

    the right frame rail and the first fooof the left were also displaced to thright, and the front cross-tubeconnecting them was bent. Theradiator bulkhead was crushed andpushed back following the linementioned above, and the left innerwall of the engine compartment hadseveral stress creases running up tothe strut tower.     Parting Shot

    You have to wonder sometimeswhether we humans really are theanimals with the highest level ofintelligence, or at least some of us.

    This time, I behaved myself.

    We finally got the RX7 back on thetrack at the BARC CanadianTouring Trophy Races, and thistime there were no break-outs, andno run-ins with the walls. We were

    nowhere near the fastest GTC carout there, but we finished all ourraces, albeit with some slightmechanical glitches, and got thesecond signature for my Regionallicence. Looking back at theBEMC Spring Trophy Races inMay, I really did let the emotionsof finally returning to racing getthe better of me, and completelyforgot that my objectives for thisyear were to get re-accustomed to

    racing, learn the car under realracing conditions (my opinion nowis that Solo I is not a truepreparation for wheel-to-wheelracing but that's another topic),and finish enough races to get myRegional licence back. The onlygood that came out of the Mayweekend was learning that I stillhad the competitive spirit, even

    Late one Sunday morning in mid-July I was going over to RX7 Heavto work on the car, when I came upoa late-twenty-something youngwoman on roller blades without ahelmet or elbow and knee pads. Nothat they would have helped hermuch in any unfortunate

    happenstance at that moment, as shewas blithely skating along at amoderate pace right in the middle othe westbound lane of a paved counroad!!! She didn't even look behindas I and the car behind me came upupon her, nor seemingly took anynotice as we both had to take to theoncoming traffic lane to pass her. Itseems that I have finally foundsomeone worse than Ottawa cyclist

    though at the time it was not reallyappropriate.

    At the BARC weekend, I stuckstrictly to the objectives, with theadditional one of testing the car onthe Friday to check out all the

    repairs. In brief, the weekend wentas follows:

    Friday Missed the first session dueto mis-reading the schedule.

    Ran the next three sessions with astrict rev limit of 8,000 rpm, checkeout the repairs, which were OK, anwith information from the Toyo wesite, which if I'd been thinkingproperly I would have had months

    ago, sorted out the correct tirepressures.

    Lost power in the third of thesesessions, and discovered that we haburned out the coil for the trailingplugs due to a faulty high tensionlead connector at the coil. Thiscaused the lead to come loose andthe coil to short-circuit, burning a

    hole in the insulation in the hightension lead tower. Missed the lastsession of the day changing the coiland finding someone to fix the hightension wire. We eventuallydiscovered that StrudwickMotorsports could repair it, whichthey did.

    Saturday increased rev limit to 8,500rpm. No practice due to the trackdoctor being delayed by anemergency. Mis-read trackconditions and used rain tires forqualifying. Discovered on the outlap that the track was drying fast, andhad to ease off in order not todamage the tires. Qualified 9th i/c,15th o/a, time 2:00.420.First GT Sprints race in the

    afternoon. Messed up 2nd to 3rdshift at the start in front of everybodyin the pits and lost two places.Finished 8th i/c, 20th o/a, best time1:47.498.

    Sunday increased rev limit to 9,000rpm. Second GT Sprints race in themorning. Missed 4th to 3rddownshift going into 9, lost onlytime. Finished 6th i/c, 16th o/a, best

    time 1:47.435. Third GT Sprintsrace in the afternoon. Missed 2nd to3rd shift coming out of 5b, lost onlytime. Car began to overheat goingup the back straight on lap 4. Didone slow lap then pitted. Lost almostfour minutes in the pits at a cost ofone class and three overall positions.Finished 6th i/c and 20th o/a, besttime 1:46.260. Got second signaturefor Regional licence.

    While our best time was a little overfour seconds slower than the break-out time at the BEMC event in May,we had cut our rev limit from 10,000rpm in 2nd and 9,500 rpm in thehigher gears to the rev limits notedabove in all gears, and despite beingslower, overall it was a much moresuccessful weekend. There were agood number of entries in the three

    GT Sprints races, with 13, 10 and 7starters in GTC. With a fewexceptions, dry track times in GTCwere generally a little slower that Iexpected, given the warmerweather compared to May, so Iwasn't overly disappointed in myown times in view of our lower rev

    limits. There are a few issues wehave to address before the CRDArace meeting: the coil high tensionleads are now taped on, but a morepermanent fix is needed; a waywill have to be found to stop thegear lever from hanging up in the5th/reverse slot when trying to get3rd; and, the high speedoverheating problem will have tobe fixed. At this writing, I amworking on the latter, and I suspect

    that the relocation of the oil coolernecessitated by the body repairs ispart of the problem. The deadlinefor The Link is now imminent, sowe'll have to end this update heremore news of the exploits of theClub's old fart racer next month.

    Parting Shot

    A few months back, in a discussionon what is commonly known asHigh Tech, I outlined my reasonsfor what I believe was the mostappropriate name for the current eraWell, starting in the afternoon of

    August the 15th, most of NorthEastern North America experiencedmonster black-out. In the areasaffected, the High Tech electroniof the Electronic Age didn't workthe information of the InformationAge didn't get out, the Post-industrial Age was reduced to thesame state as that of the Pre-industrial age, and the impacts of thshock were felt world wide. Thereason for all this was no electric

    power. Is there any doubt now thatthe age we are living in, and havebeen for the last century, is theElectric Age!

    Ain't technology wonderful

    when it works. And if itdoesn't, when you can get it fixedin a reasonable time without anyhassles! Well, after only threemonths, the new computer went, toput it diplomatically, mammaryglands upwards. It's now beenover two weeks of buck-passingand delays between Staples, where

    we purchased it, and themanufacturer, Hewlett-Packard,and still no working computer. Ihave access to a borrowed lap-top,which I am using now, but itsavailability is very limited, so thismonth's column will perforce beshorter than usual, and you willnotice that the minutes of theSeptember General and Executive

    You know, from my dealings withpurveyors of electronic consumergoods over the last several years, itseems to me that service is very goowhen they're trying to sell you aproduct, but sadly lacking when itcomes to fixing a problem. There's

    usually a litany of delays, mis-information, un-returned 'phonecalls, and lame excuses. This latterinstance really takes the cake as theworst I can remember, and in afuture column I hope to deal with itin one of my MCO ConsumerReports.

    After the Lord Mayor's Show

    comes the sh*t wagon. Thisquaint expression comes from theceremonial procession for eachnewly-installed Lord Mayor ofLondon (U.K.), in which specimens

    of the genus equus have historicallybeen featured in prominent roles,thus requiring a post-event roadclean-up.

    My Lord Mayor's Show was theCRDA/VARAC Labour Dayweekend race meeting at Mosport, inwhich we somehow qualified theRX7 Heaven RX7 first in GTC.Things fell off a bit from there due tosome tactical errors on my part, such

    as getting myself snookered acouple of times when dealing withlapped traffic and/or being lappedwhile fighting for position, and wedropped to third in class in our firstrace and fifth in our second. In ourthird race, however, we recovered alittle to take second in class, thanksto a couple of other drivers breakingout, and I received my first trophysince the days of racing the MGB

    thirty-four years ago. The mostsatisfactory part of all this was thatfor all three races we were in thethick of the fight with the five or sofastest cars in GT-C.

    Two weeks later at the BEMC IndianSummer Trophy Races, also atMosport, came the sh*t wagon.Influenced by the previous raceweekend's results, I was, perhapsaiming a bit too high. Before the

    BEMC weekend I pondered on thepossibility of repeating my first-in-class trophy from my last IndianSummer Trophy Races in the MGBin 1969. I was soon brought back toearth with a resounding thud! Forsome reason the car's handlingseemed to have gone away, and turnstwo, four and nine produced severaltense moments, as well as one in turn

    one, where the car is usually verygood. Added to this was that theengine seemed down on powersomewhat, and in the second racewe developed a misfire at 9,000rpm, which by the middle of thethird race had dropped to 7,000rpm. At this point I called it quits

    as we hadn't been able to figure outthe cause, and I didn't want to riskthe engine with one race weekendstill to go. Our lap times were, onaverage, a good five seconds lowerthan the previous weekend, and ourfinishing positions were all in thelower half of the class. Well, noone said that racing would be easy,so it's back to the shop to try tofigure out what happened and fix itif we can. And I hate trying to

    figure out electrical problems.Even with a diagnostic chart italways seems to be a drawn-outand fiddly job, requiring many ofthe abilities of a contortionist.Ugh!

    Parting Shot

    I know that I've mentioned thisbefore, but when I raced out of the

    east end of Toronto in the 1960s, Ididn't realize how fortunate I was.With Mosport only 45 minutesaway, and Harewood about an hourand a half, trailering a car was noproblem. Now being located in theeast end of our new Mega-miniCity, and having one-way towingtimes of two hours and fortyminutes to Shannonville and fourand a half hours to Mosport, it's areal pain in the derriere. With most

    of the race meetings at Mosport,having to cope with the idiots onthe 401 has often left mewondering whether or not goingracing again is worth all theaggravation (it is, of course, but). I have also developed a muchdeeper appreciation for those whoguide 18-wheelers down ourhighways. So the next time I

    hear someone from the GTAwhinging about how far and howmuch trouble it is to trailer a car toShannonville, they're really going tget the sharp end of my tongue.

    drivers in the TPSTR. BennettLeckie added that such cars wouldonly be allowed if driven by crewmembers, sponsors, friends, orsimilar guests. John Blouin notedthat the rule should be in theSupplementary Regulations for theevent, and Ron asked Bennett to

    write the rule.

    The LinkMark Atos noted that there hasbeen a mis-communication at theprinter, and the May Link is onlynow being printed. He went on tostate that he has nothing for theJune Link except minutes ofmeetings and John Powellscolumn. He noted with someemphasis that the deadline has

    passed and he has not yet receivedany Directors Reports. He istherefore considering not printing aJune issue, as the paucity ofcontent would render such noncost-effective. Ron Woltmanreplied that he would send in acontribution after the Exec.Meeting, if that was not too late.Mark replied that late contributionsmake a timely printing difficult,

    but he will publish an issue if thereis enough content. Mark went on tonote that electronic distribution ofThe Link costs almost nothing, andasked if it would be possible tooffer members a membershipdiscount if they elect to receiveonly an e-copy. He added thatmost of the Club portion of eachmembers dues, approximately$48.00 per year, goes to expensesfor The Link. Ron Woltman

    replied that we should think aboutit for a while, and bring thesuggestion forward to theSeptember Exec. Meeting. JeffGraves suggested that we try tofind a sponsor for the monthlymailing costs, to which Markreplied that we would need aPublic Relations person for thistask.

    MembershipRon Woltman advised that he hadnot heard anything yet from SteveGreiner regarding the membershipcomputer. Eric McKinnon reportedthat he is starting to clear up thebacklog. The records are 70members behind, and it will take

    three weeks to deal with them.Bennett Leckie noted that there isstill no up-to-date list of members fCASC due to our recent problems,and asked the Membership Secretarto send a list as soon as possible anrequisition a cheque for affiliationdues. This will be done.

    Solo IIGreg Kierstead reported that he wilwait until the current series is

    completed and then see what may bavailable for next year. RonWoltman asked if we have a back-ulot for this year, to which Gregreplied that none seems to beavailable. There was a discussionregarding timing equipment and thepossibility of borrowing the set fromPat Weightman. There are someissues over this, including Patsconcern over the storage facility.

    Bob Benson suggested that the Clubuy its own equipment.

    Ted Powell Summer Trophy Race(Note: This years event will now bcalled the Ted Powell MemorialTrophy Races.) A cheque for$500.00 should be sent to MikeKilby as an advance on the BBQexpenses. Richard Muise gave a brirun-down of his to-do list, notingespecially that he has team leaders,

    but needs workers. There was a bridiscussion regarding the proposedevening test session on July 4th.Richard noted that it would be costand that we would need anambulance and tow truck. RonWoltman briefed those present on hsponsorship negotiations withWaupoos Winery, and Richard gavea brief run-down of other

    regarding a conference call with theO.R.O..

    July 4th Instructional LappingDayThis event was discussed at somelength, as follows: Ron Woltmanopened by noting that he supported

    lapping, but if race cars driven byrace drivers are to be excluded, thenall such cars should be excluded. Headded that a search of the GCRsprovided no guidance on this matter,that the proposed protocol wasissued late and was somewhat vague,and there is a perception ofunfairness in some quarters. BennettLeckie, organizer of the event, notedthat there were 48 entries at present,and that the proposal is that closed-

    wheel race cars would be allowedwith guest drivers, such as crewmembers and sponsors. This wouldbe an opportunity for them toexperience driving a race car. Helater added that some events had aseparate run group for race cars, butthat our time is limited due to itbeing a one day event. Ron theninvited comments by members of theExecutive and the Club members

    present, which are contained in thesummary below with the number ofrespondents in brackets: exclude racecars regardless of driver (2); includewith novice/non-race drivers (5); notcomfortable/intimidation factor ifnever on a track with race car drivers(2); wouldnt be an issue if not priorto race weekend (1); lapping shouldbe for lappers/event was set up forlappers until the last minute (2); ifracers too aggressive, they could be

    disqualified from lapping event (1);and, the rule should be clear (1). Thediscussion ended with the followingpoints: Ron Woltman determinedfrom John Blouin that he would havetwo guest drivers (sponsors), andthen noted that the consensus ofthose present is that there would beno race cars allowed if they aredriven by competitors entered as

    Race Track at CalabogieRon Woltman opened a briefdiscussion on the possibility of a newroad course at Calabogie. It is notyet known if this track will besuitable for a race meeting.

    Ron Woltman left the meeting at7:35 pm due to a prior commitment,and turned the meeting over to theVice-President.

    Member ParticipationThere was a brief discussionregarding the level of participation ofmembers as volunteers. It was notedthat the same people seem to becontinually volunteering as workers,

    etc., that this was a problem commonto all volunteer organizations, andthat the Clubs record is probablybetter than average.

    Club MerchandiseWarren Haywood reported that Clubbaseball caps are on order, the costwould be $12.50 each, they would bein better condition than the well-usedone modeled by your Secretary, and

    perhaps a quantity deal could bedone. Richard Muise noted thatthere would be more than 100required for volunteers.

    RallyWarren then reported that the RallyXseries was a go, with four clubsparticipating. Insurance would be$200.00 plus $50.00 per car, therules would be similar to those of theWinter RallyX, the total costs per

    event would be $675.00, and theaverage gross income $1,000.00.

    RallyIn the absence of Warren Haywood,Craig Hamm gave the followingbrief report: In a run-down ofupcoming events Craig mentionedthat the next event will be a TSDrally on June 14th beginning at TheCheshire Cat Pub in Carp, whichwould be a good event for novices.The next performance rally will be

    the Black Bear on June the 21stweekend starting at Dorset, and itwill use European-style pace notes.

    The Link - Part IRon Woltman mentioned that wewould be submitting an invoice toCASC for 75% of the mailing costsfor the Inside Track CASCPromotional Issue insert.

    Open Wheel

    Ron Woltman informed membersthat Rick Miskiman has resigned asDirector and Open Wheelrepresentative, effective June 2nd2003, and that a replacement willneed to be found. In his absence,Nigel Mortimer reported briefly thathere are now ten F1600 cars in theOttawa area, gave a brief run-downof the results of the recent event at

    Mt. Tremblant, and noted that in hisopinion this is now the best track inthe world.

    KartingPaul Swinwood reported that thesituation is quiet at the moment, thatthe track at Quyon is now being

    worked on, with racing to begin thissummer, and there is a possibility ofan MCO enduro at the track later inthe year. Jim Holtom added anaccount of the recent RonFellows/Sunoco event at Sutton,Ont., at which 300 karts wereentered.

    Closed WheelRichard Muise gave a brief accountof the last three Regional races andthe Trans Am weekend at Mosport.Bob Armstrong gave a summary ofthe events during the Touring/GTseries race at turn 7 on the Trans Amwhich resulted in slight spectatorinjuries and a passing under theyellow incident. At the request ofRichard Muise, several racingmembers gave summaries of theirrecent exploits. Of note was therefusal of Your Secretary, due to

    acute embarrassment, to give anaccount of the results (or lack ofsame) of his return to racing. Hereferred those who wish to know allthe lurid details of his misadventuresto his column in the June issue of TheLink. (?) Noted that the recent CRDAevent at Shannonville drew only 72entries.

    Ted Powell Memorial SummerTrophy RacesRichard Muise reported that thebudget has been revised again and thebreak-even point currently stands at63 entries, and that members arehelping by providing assistance inreducing tow truck and BBQexpenses. Ron Woltman noted thatJohn Bondar has helped the Club bysteering us to potential sponsors, andJoanne Padvaiskas is also working in

    this area. We have obtainedproduct support from WaupoosWinery and Evian Water, andTransport Canada is again beingcontacted regarding the possibilityof exhibiting their alternative fuelvehicles. Ron also explained thatdiscussions with Gunther Schmidt

    have revealed that our plan toprovide extra crew passes iscontrary to a gentlemensagreement amongst raceorganizers. There was a discussionregarding proposed reserved pavedpaddock spaces for those who enterearly, and how this would beaffected by the 50 or so entrantswho have pre-entered for the wholeseason. The proposal will bereviewed.

    At this point there was a break fromapproximately 7:56:30 to 8:07:45p.m. (By the Secretarys economy-model watch.)

    Re-commencing with the race, RonWoltman advised members that theresignation of Rick Miskimanincluded Co-chair of the RaceCommittee, which will leave them

    a bit short of manpower (sic).

    ElectrathonRon Woltman advised those presentthat this event didnt happen due tovarious reasons, and that EVOCwants the electric racers to organizetheir own events. Don Tarte gave abrief history of the Electrathontrack events at the Ottodrome,which were a success except for thelack of spectators in any number.The Museum of Science andTechnology was offered as areplacement, but the scope of theevent was continually reduced dueto insurance issues with the race,size of the lot, etc., until it was nolonger considered desirable to runit.

    Instructional Lapping DayBennett Leckie reported that there anow 49 confirmed entries with 5 or to come, leaving 6 spots open. SamMandia is recruiting instructors, andthe BMW Club has been a lot ofhelp. Later in the meeting, JimHoltom asked if entrants must hold

    valid drivers licence, and the answewas yes.

    The Link - Part IIMark Atos voiced his oft-heard pleafor Link contributions, and inresponse to a question, noted that thaverage publishing cost is $500.00per issue.

    Club Display

    Jean MacGillivray advised that thedisplay is being up-dated for the racmeeting, that a Solo I contribution icoming from Jeff Graves, but that shstill needs photos of open wheelcompetitors.

    TreasurerBob Benson reported the following:There is currently $51,825.00 in thebank, but this includes set-offs of$5,060.00 for the book, $6,900.00 f

    the race weekend, and $3,000.00 foCASC affiliation fees, and there waan NSF charge for a Race Schoolcheque from a student. Net revenueto-date for events were; Race Schoo$9,000.00; Winter Driving Schools$8,400.00; and Rally $1,639.00; andthe Lapping Day is currently showina gross revenue of $5,025.00.Regarding the NSF cheque for theRace School, Bob Armstrong advise

    that we check with CASC to see if aRace licence had been issued, as thicould be suspended until theoutstanding debt was paid.

    Ferrari and Race Car Parade -Italian WeekRon Woltman reported that the evenwill be held on June 6th , it will befirst event of its kind, and MCO hasbeen asked to manage the parade

    MCO History BookRon Woltman reported that theprinting costs have now risen toapproximately $10,000.00 for a runof 200 copies. The Club may have tobankroll any shortfall of fundspending receipt of more book

Mark Atosasked if any independent booksellershad been approached to sell the book,and Ron replied that without a PRrepresentative, we have no one to dothat. John Powell asked that, as thiswas a book regarding local history,had anyone approached organizationssuch as the Ontario Trillium Fund fora cultural or similar grant.     Solo IIGreg Kierstead reported as follows:The Club series is running well, butthe Performance Control School

    currently has only 10 entries due tothe change of dates and the holiday.Instructors and workers will berecruited soon. In the ensuingdiscussion, in answer to a suggestioto look at another date, Greg statedthat it had already been changedonce, and to do so again would be odoubtful benefit. Ron Woltman thesuggested that police and politiciansinvolved with the take it to thetrack programme be invited.

    Regarding another Solo II event inconjunction with the CapitalInvasion, Greg had concerns if weparticipated without contacting theCity Councillor for the Lynx Stadiuarea and the By-law department, aswe could be seen as beinguncooperative regarding their noiseconcerns.

    Solo I

    Jeff Graves reported that entryrevenues for the Regional series sofar this year are below the break evepoint for most events.Regarding sending MCO observers an event, Jeff noted that there is onlyone Shannonville Solo I weekend lethis year, in mid-September. Jeff wmake arrangements to observe at thevent, and select our observers.

    Rally

    In the absence of Warren Haywood,Craig Hamm reported that we willhave three or four teams in this yearTarga Newfoundland, and that theRideau Run rally of August 23rd wistart from the Canadian Tire parkinglot in Perth. Despite suffering a hardisc failure, Craig has now completthe route book for the WaupoosWinery rally. Jeff Graves will

    KartingPaul Swinwood briefly reported thatmost MCO karters are running inQuebec, and four in NCKC, and gavean up-date on their results. He also

    noted that Quyon is now open andhas run its first race, and that there istill the possibility of MCO running anenduro there this fall.

    Closed WheelRichard Muise gave a brief run-downof the recent DAC race weekend atShannonville, and noted that theorganization of the left much to bedesired.

    TreasurerBob Benson gave a brief report, the

    major points being: The bank balancecurrently sits at $49,211.53. Formthis the following amounts have beendeducted: $5,600.00 for the firstpayment of the 50th Anniversarybook; a set-off of $3,600.00 forCASC affiliation dues; and anaccount payable of $4,826.00 for theremaining payment associated with

    the 50th Anniversary publication.This leaves $40,785.53 of disposablecash. Gross revenues for the lappingschool were $5,785.00 and will showa net surplus after all expenses arepaid, and the TPMSTR currentlyshows a deficit of $682.00 with thedisbursement of the $1,000.00 prizefund yet to be paid out.

    Ted Powell Memorial SummerTrophy RacesRon Woltman noted that he andRichard Muise will organize a de-briefing session, and solicitedcomments from those involved. Ronnext opened a discussion onpreparation for next years race, andasked if a decision should be madenow. Bob Benson noted that anydecision should wait until a new RaceCommittee is formed, and Ron

    replied that we need to work oncorporate sponsors now. PaulSwinwood enquired if it would bepossible to find volunteersimmediately, and a decision fromthe Executive to go ahead would berequired. After some furtherdiscussion, it was decided to move

    ahead with preliminary items thatcan be addressed prior to forming anew committee.

    MembershipIn the absence of Eric McKinnonon vacation, Bennett Leckie notedthat upon his return, they will beable to calculate the exactaffiliation fees owing to CASC,RSO and OKRA by the end ofAugust.

    Instructional Lapping DayBennett Leckie reported that thank-you letters and dash plaques will besent to all instructors and workers,and that there has been positivefeedback regarding the on-lineregistration, which worked like acharm. The event generated apositive return with major helpfrom the BMW club, and Bennett

    suggested that we give them anhonorarium in recognition of theirefforts. After a brief discussion itwas decided to address this issue inSeptember when more Executivemembers will be available.

    BMW Club EventThere will be a BMW clubinstructional lapping event at Mt.Tremblant on September 29th and30th.September Lapping Day.There is a possibility that there willbe a non-instructional MCOlapping day at Shannonville inSeptember organized by MikeRouleau. Jeff Graves suggestedthat it be held on the Friday prior tothe last Solo I in order to garnermore entrants.

    August MCO MeetingsIt was decided that the AugustGeneral Meeting will be a socialevent with no business to beconducted, and that there will be noExecutive Committee Meeting unlethere was an emergency. TheSecretary will prepare a notice for

    posting on the Club forum.

    Winter Driving SchoolsBennett Leckie suggested that weneed to discuss potential sites soon.Ron Woltman noted that the LynxStadium is still a possibility, and thathe present configuration at theOttodrome could cause problems, ansite rental could be expensive.

    Computer PurchaseThere was a brief discussionregarding the purchase of a lap-topcomputer. Ron Woltman advised itwould cost about $1,800.00, andSteve Greiner should be contacted.Possible users for the computerwould be membership and Solo II,and Greg Kierstead will investigatetheir needs.

    Incorporation PapersUp-to-date incorporation papers havbeen given to Steve Greiner forsubmission to the appropriateagency.

    MCO Annual BanquetBennett Leckie noted that we willneed to start preparations soon, andwe need a date. After examiningpotential conflicts, a tentative datewas set for November 1st 2003.

    Annual General MeetingThe meeting date will be November4th 2003, and notice will have to begiven by October 4th. We will needsomeone to chair the NominatingCommittee, and in view of there notbeing an August Executive meetingconsultations will be conducted via mail.

    Awards BanquetThe Clubs Annual Awards Banquetis tentatively scheduled for

    November 8th 2003, and NigelMortimer will approach his wifeWendy on the topic of again beingthe organizer.

    Annual General MeetingThe AGM and election of the2003/2004 Board of Directors willbe held on November 4th 2003. Acall was made for a volunteer tochair the Nominating Committee.

    Club TrophiesBennett Leckie asked team owners,organizers, and others to nominatecandidates for the various trophies.He also noted that the permanenttrophies awarded last year shouldbe returned at the October monthlymeeting for engraving andpresentation to this years winners,and that worker points forms shouldbe also be submitted soon.

    Club Web SiteRob Microys has submitted hisresignation as Club WebsiteAdministrator due to othercommitments. He will prepare ahand-over package for the newAdministrator and will assist in thechange-over. Rob has ably lookedafter the web site since 1996, andthe membership extended a vote ofthanks for an excellent job.

    Solo IIGreg Kierstead reported as follows:Greg gave an up-date on the seasonso far, noting that entries are abouton a par with the two-year averageof 48 per event, that an increase inentry fees was necessitated by themove to the Corel Centre, and thatrevenues are currently at the break-

    even point.

    The Performance Control Schoolwas a successful event and brokeeven with approximately 12 to 14students. Ron Woltman asked if weneeded any new pylons, and Gregreplied that we need about 150.

    Charles Payne has volunteered to bethe organizer for next years Solo IIseries. Ron then enquired aboutdiscussions with the Corel Centre fonext year, and Greg responded that hwill contact the new owners soon.Richard Muise raised the topic of aSolo II event at the Capital Invasionand Ron Woltman asked that Richardiscuss it with him.

    Solo I

    Jeff Graves gave a brief update,including that seven local MCOmembers plus several from theRacing School have been regularparticipants. He added that the Clubwill send observers to Shannonvillefor an event on the last weekend ofthe season to gain informationregarding the possible involvement MCO in the 2004 season.

    TreasurerBob Benson submitted a written up-date to the Executive (Att.) and gava verbal report as follows: Grossincome to date is $99,856.23, whichis the largest at this point in thebusiness year of which Bob is awarThere is currently $46,102.00 in thebank, minus an account payable forthe 50th Anniversary History Book $4826.00, there no longer being abook reserve, leaving disposable

    funds of $41,276.00. Net income fothe TPSTR is currently sitting at$547.15, but there are twooutstanding accounts receivabletotalling $950.00. There is anoutstanding account payable forCASC levies, the amount of whichhas yet to be determined, but last yewe paid $2,737.00. The RacingSchool generated a net income of

    The President opened the meeting at6:30 p.m., and invited LeahBeardsley to speak first on the topicof the Capital Invasion.

    Capital InvasionLeah Beardsley gave a presentation

    on this years event, which isscheduled for September 27th , asfollows: Regarding noise issues forthe MCO Solo II event to be held atthe site, she has discussed the topicwith Councillor Jacques Legendre,Sgt. Bob Barrette (Ottawa PoliceService) and a representative of theBy-Law department, the latter twohaving no problem with the event.Apparently, the most vociferousopposition has come from the

    manager of the nearby Canadian TireStore. The final analysis is that ifthere is a complaint we may receivean infraction notice which couldresult in a fine if we are convicted.Ron Woltman noted that we intend togo ahead, and that he would bemeeting with Doug Kirkland, who isin charge of the Citys special events.He then asked Greg Kierstead if we

    could make the event happen, andGreg replied that we could.Richard Muise added that he hadspoken previously with Gregregarding the possible type ofevent, such as a charity ordemonstration event, etc.. Therefollowed a brief discussion

    including getting street racersinto Solo II, in which Greg notedthat a promoters choice orinvitation only event would give usmore control over competitors andtheir behaviour, and that the smallerlot would mean a capacity for fewercompetitors. Ron Woltman closedthe discussion by thanking Leah forher presence, and advising that thematter would be discussed and adecision made by the Executive via

    e-mail.

    Club BanquetRon next advised that the Banquetwould be held on November 8th atLouis, and that Wendy Mortimerhad volunteered to be the organiser.Ron added that the ticket cost of theBanquet is getting high, andproposed that the Club shouldsubsidize the tickets to get more

    members to attend. There ensued abrief discussion regarding ticketprices vs. costs, criteria for apreferred rate, and other clubspolicies. Ron noted that he wouldlike a decision by the end of themeeting. (Sec. Note: No decisionwas made due to timeconstraints.)

    Waupoos RallyRon Woltman has the route and will

    drive it, but noted that if the rally isto be run this fall the issue of howlate in the season the winery staysopen for visitors will have to bedealt with.

    The LinkMark Atos reported that the JulyLink has gone to the printer, and theSeptember issue will be sent

    shortly. He also reminded membersthat the deadline for submissions fothe October issue is September 18th

    Annual General MeetingRon Woltman requested that a noticbe published in The Link regardingthe AGM, and noted that we still

    needed a Chair for the Nominatingcommittee. Later in the meetingDave Butler arrived and volunteeredto take the position.

    Ted Powell Summer Trophy RaceThere was a discussion whichreviewed the 2003 TPSTR duringwhich the following major pointswere raised: Sherissa Microys notedthat the gate admission should be$15.00 not $12.00 as this was an

    agreement of the Ontario RaceOrganizers Committee. She alsoagreed to again be Registrar for the2004 event. Also discussed wasengaging someone to sell generaladmission tickets, and PaulSwinwood suggested that we contacthe Kinsmen and similarorganizations. It was noted that theticket price and details of theworkers meeting should be on the

    race handbill. A thank-you lettershould be sent out to workers andalso their suggestions forimprovements should be solicited.Bob Benson reported that the grossincome for the race currently standsat $29,114.90 with $500.00 yet to breceived from Transport Canada.Expenses to date stand at $28,567.7and there is an account payable of$2,123.95 to CASC for levies. Thisleaves an estimated deficit of

    approximately $1,200.00 plusambulance costs, the worst casescenario being a possible deficit of$3,200.00. Ron Woltman suggestedthat we should have a Test Day nextyear and promote it to professionalteams. Richard Muise then suggestethat we should put out feelers forsomeone to market the event, andRon replied that Joanne Padvaiskas

    TreasurerBob Benson provided a written up-date (att.), and verbally highlightedthe following: Solo II is struggling abit this year due to the higher costs ofrunning at the Corel Centre, and iscurrently showing a net income ofonly $224.70.

    Rally is having its best year since theClub became active again in thisdiscipline, with a net income to dateof $2,373.08. Regarding schools, theRacing School net income stands at$8,477.37, and the Winter DrivingSchools net income is $8,343.92including the Winter Solo II (SlushN Slide).Gross income to date is $104,078.23,and expenses stand at $100, 683.84,giving a net income to date of

    $3,394.39. Disposable cash on handcurrently sits at $45,283.35.

    Ferrari ParadeRon Woltman is planning to meetwith Enrico Valente tomorrow todiscuss next years Ferrari Parade,including issues that arose from the2003 event.

    TreasurerBob Benson provided a writtenfinancial up-date (att.) andhighlighted the following:Gross income currently stands at$104,640.14, and expenses at$106,032.09, for a net deficit for theyear to date of $1,391.95.The 2003 TPSTR currently shows a

    deficit of approximately $2,700.00,which includes the EMS bill whichhas just been received. This differsfrom the written up-date as theinvoice was received after it wasprepared.

    Annual Board of DirectorsElectionsDave Butler, Chair of the NominatinCommittee, requested that more

    members stand for election to theBoard, as this body is essential for tproper conduct of the Clubs affairsMembers who have volunteered toserve on the Nominating Committeeare Cindy Armstrong and JimMorrow.Members to date who have statedtheir intention to run for the Boardare Ron Woltman, Craig Hamm andRichard Muise.

    MembershipRon Woltman advised those presentthat Eric McKinnon has had to resigas Membership Secretary for personreasons, and the membership datawill be transferred to him for the timbeing. He next asked members toconsider volunteering for thisposition, noting that membershipadministration should be simpler in

    future due to planned changes such asan on-line membership applicationwhich is coming soon, and the plansof CASC to implement a flat-rateaffiliation fee for member clubs.He closed by stating that, for this yearat least, correct membership numbersare critical for determining the

    number of votes the Club has at theCASC AGM.

    Annual Awards BanquetRon then announced that the annualbanquet will be held at Louis onNovember 8th 2003, and that theClub will be subsidizing the ticketprice. This will be set at $20.00, withactual the cost to the Club estimatedat $26.00 per meal. Sam Mandiastated that the menu is set, that there

    will be door prizes, and tickets willbe available at the November AGM.Ron Woltman added that fullinformation will be posted on theClub website.

    Capital InvasionRichard Muise gave a run-down ofthis years event, noting that therewere tire noise issues last year, butnone this year. Nine cars participated

    in the Demonstration Solo II, with 24runs and passengers for about 50% ofthem. He noted that we are reachingout to the people that we want toinfluence.Attendance at this years CapitalInvasion was down about 50%, andRichard is not sure of the eventsstatus for next year.

    Annual Trophies and WorkerPoints

    Richard advised those present thatduring Bennett Leckies vacation, hewill be accepting the return of annual,trophies and worker points forms.Both of these must be in by October17th. The Trophy Committee will beaccepting nominations frommembers, entrants, competitors, etc.,for the awarding of trophies, and thecommittee will be meeting on or

    about October 20th.

    Closed WheelCindy Armstrong gave a summaryof members racing activities,including her own entry into racing,and invited the closed wheelmembers present to provide details,

    some of whom did so.

    Open WheelOpen Wheel members were nextinvited to regale us with theirexploits, and again some gave asummary of their seasons.

    Targa NewfoundlandJim Morrow gave a summary of theevent: there were three entriescrewed by MCO members, and half

    of another. MCO competitorspresent were then asked to givesummaries of their endeavours,which they did. The event will betelecast in January 2004. The MCOteam, which consisted of the entriesof Craig Seko/Steve Carrick, GlenClarke/Evan Gamblin and JimMorrow/Jean MacGillivray, wonthe Presidents Plate which isawarded to the team with the lowest

    aggregate score.

    At this point there was a break from7:40 to 7:55 p.m..

    Calabogie Race TrackRon Woltman gave a summary ofthe progress to date, and added thatthere will be an Open House at thetrack on October 25th. Memberswho would like to attend arerequested to inform Ron so that he

    may advise the owners of who willbe attending. He added that he hadaddressed a recent meeting of theConcerned Citizens Committee (ofCalabogie), and that their mainconcern appears to be thepossibility of the track affectingtheir property values.

    RallyWarren Haywood gave an up-dateincluding members rallying resultsup-coming rallies such as the Rally the Tall Pines in Bancroft, and thatthe Rally Group meetings for the falhave re-commenced. JeanMacGillivray announced that a

    motorsports oriented first aid courswill be run on October 25th and 26tto contact her for details, and notedthat she needs a room or facility.Craig Hamm gave an upBdate onplans for a vintage car rally/tour, anon the Lanark Highlands rally onNovember 1st.

    Solo IIGreg Kierstead noted that it has beea difficult financial year due to

    increased venue costs, but the seasoshould be better than break-even.There have been no complaints so fregarding the events at the CorelCentre, and we would be welcomeback nest year.He then gave a briefing on futureevents and an up-coming trip to theSyracuse, N.Y. area for an autocross

    Solo I

    Jeff Graves informed those presentthat Richard Muise and AleidaDikland had been the Clubsobservers at the last event atShannonville. In response to thequestion of several members on ourpotential involvement, Jeff gave arun-down of the running of a Solo Ievent. He closed by giving anoverview of members recent resultsand noted that the new classificationsystem seemed to be working well.

    Ontario Race OrganisersCommitteeRon Woltman attended the meeting Sept. 17th 2003, and reported asfollows: Next years race dates will bdecided at the next meeting of theORO. There was a discussionregarding the policy of returning paof the entry fees to entrants where a

    particular race meeting had 130 ormore entrants. This policy had beenput forward at an ORO meeting in theSpring of 2003. This policy will notnow be applied due to the objectionsof clubs which organize two or moreraces, on the grounds that net incomefrom a profitable race should be

    applied against those which show adeficit. Questions were raised bythose clubs who only organize onerace meeting on the grounds that, iftheir single race showed a net deficit,they would then be treated lessfavourably than the foregoing clubs.These concerns were not addressed.

    CASC Presidents MeetingRon also attended this meeting, asummary of which will be published

    in The Link, and reported thefollowing: CASC will be up-datingits office technology, which willinvolve such items as on-line RaceRegulations and membershipaffiliation administration.MCO and TAC will participate in thepilot project for a new membershipaffiliation system. Ron also provided,for the Secretarys files, the latestversion of the CASC By-Laws,

    Policy Manual, and the Policy onConduct (for those involved inmotorsport activities governed by theCASC or a member club).

    2004 Ferrari and Race Car ParadeNext Ron noted that he had attendeda meeting to discuss plans for nextyears event, which is proposed totake place on a section of CarlingAvenue.

    Waupoos Winery Rally/TourStill in good voice, Ron next notedthat the route book for this event hasbeen completed, and that we need avolunteer to be the organizer and runthis event soon, before the winerycloses for the season.

    The LinkThere was a general discussion

    regarding Link issues, including thelack of contributions frommembers, and the desirability ofmore members signing up forelectronic copies instead of mail-outs.

    CASC Annual General

    Meeting The meeting will beheld on November 15th andpositions open for election includethe Vice-President, Secretary, SoloII, ORRC, and possibly Race. RobMicroys of MCO is a member ofthe Nominating Committee.

    CARS/RSO/CASC AffiliationIssuesThese issues are stilloutstanding.

    Club MerchandiseDave Bennett showed somesamples of jackets from Ash City asprospective Clubmerchandise.

    Annual ElectionsRon Woltman opened by brieflyexplaining for those interested thedifferent roles and responsibilities ofelected members of the Board ofDirectors and members of theExecutive Committee.

    MembershipRon then next outlined the currentissues regarding Membershipadministration, including the recentresignation of the latest MembershipSecretary, and noted that Dave Butlerhas expressed some interest in theposition. Bennett Leckie advised thathe would be available to assist withany transition to a new incumbent.Later in the meeting, Dave Butlerconfirmed that he will volunteer to

    assume the appointment ofMembership Secretary.

    The LinkRon Woltman announced that MarkAtos has resigned as Editor of theLink, and a replacement is urgentlyrequired. Those present expressedtheir thanks to Mark for his efforts aseditor.

    Annual BanquetSam Mandia gave an up-date asfollows: The menu and informationregarding ticket sales and price is onthe web site. He would like hiscontact information to be included sothat those interested can deal directlywith him. Sam noted that he will needhelp at the Banquet to handle anydoor sales of tickets.Amongst the door prizes there will bea merchandise donation from Talon

    Tire to a value of $400.00, and adonation from Inside Trackmagazine.

    Club Web SiteAleida Dikland gave an up-date onrecent improvements, and noted thatif anyone wants information to beposted, she will need linking data.

    Solo IJeff Graves provided aninformation package on theorganization of a Solo I event (att.),and gave an overview. Thefollowing points were raised duringdiscussion of the topic:Net income and losses for each

    event are shared betweenorganizing clubs on the basis of thenumber of events each one hasorganized during the season. Exceptfor track rental, the financial andhuman resource requirements of aSolo I event are slightly higher thana Solo II event, but much lowerthan a race weekend. The sharing ofrisk (costs, etc.) is a model thatshould be used in other areas ofmotorsports to keep them healthy.

    Jeff closed by indicating that theSolo I series organizers would likea decision as soon as possible. RonWoltman noted that the BoDelections are upon us, and anydecision would be up to the newBoard and Executive Committee. Itwas probable that a decision wouldbe made by them before December31st 2003.

    Track Dates for 2004Ron Woltman opened a discussionon this topic by noting that dateswould be required for the RacingSchool, Ted Powell SummerTrophy Races, a LappingSchool/Weekend, and possibly aSolo I event. He added that therewould be an ORO meeting thefollowing evening to discuss racedates. In discussion the followingpoints were raised:

    Racing School - the tentative datewould be April 17/18, but thepreference would be to run it oneweek prior to the first race atMosport (April 24.25?).TPSTR - possible dates would beJune 4/5/6, June 11/12/13, or July16/17/18. There was somediscussion on the desirableconditions for having a Friday test

    day, and having CASC clearly showon their schedule whether or not oneis to be held.Lapping School/Weekend - a two daevent would be preferred, possibly iJuly or August, depending on thedates for the Racing School and theTPSTR.

    Solo I - a date in September would bpreferred, and the track would bebooked through SoloOntario.

    Ferrari and Race Car Parade -2004 (1)As a footnote to the foregoing topicRon Woltman advised that this evenmust be run in conjunction withItalian Week, which will be held onJuly 1st to 7th.

    Racing School - 2004 RichaMuise advised that a firm decision thold this event must be made soon.Rob Microys has again volunteeredto be the organizer.

    Ottodrome Winter Events TrackBennett Leckie has conducted a reccof the site and noted that we will hato add gravel in some places toreduce humps and protect the paved

    portions of the site. There is thepossibility of laying out a RallyXtrack at the rear of the site, and weshould consider the ramifications ofhaving to look after the snow plowiourselves.The issue of a firm contract with theOttodrome was discussed, and thepoint was made that reference shoulbe had to the fact that the 2003 rentafee included plowing, while thisyears will not.

    Winter Solo II/Slush n SlideWe need a contact to approachregarding modification of the Solo Irules to accommodate winter eventsGreg Kierstead said that no changeswould be considered for Summerevents, but we have been invited tosend in a proposal for rules for aWinter Solo II. There was a brief

    discussion regarding issues to bedecided including whether to useSolo II or RallyX rules, insuranceimplications of the latter, etc..

    Winter Performance DrivingSchoolWarren Haywood will investigate the

    costs, insurance requirements, levelof interest, format, etc., for this typeof event, and submit a proposal to theExecutive Committee.

    Summer RallyXWarren next noted that there will be agravel series next year, probably inlate July.

    Rally SprintsWarren then noted that he would be

    going to Quebec to get informationon running these events. He notedthat there were some rule differencesbetween Quebec and Ontario.

    RallyWarren closed by briefing thosepresent on the Lanark HighlandsRally on November 1st.

    Treasurer

    Bob Benson provided a writtenfinancial summary of the currentsituation (att.), and gave thefollowing summary:The current bank balance sits at$40,046.11. A comparison of thisfiscal year to 2001/2002 shows thatwhile both income and expendituresare up, the expense side shows anincrease of over $20,000.00. Thesummary includes a list of equipmentpurchases from January 1st 1996 to

    the present, but there is no record oftheir disposition. At this point, RonWoltman asked about the status of theinventory of Club property whichwas started earlier in the year, andasked that the issue be Bfd for thenext Executive meeting.

    Solo IIGreg Kierstead reported as follows:

    The net income per event to date isapproximately $100.00, which isessentially a break-even, and thenumber of entries so far is slightlyabove average at 42 per event. Thelaptop for timing runs is probablyhaving some hard drive problems,we may need new software if the

    classes change, and there have beenproblems with the timingequipment, especially when itswet. Greg closed by announcingthat he will not be seeking re-election for the Board of Directorsand will not continue as the Solo IIrepresentative on the ExecutiveCommittee.

    Nominating Committee

    Dave Butler gave the following up-date: Jim Morrow has reported thatno-one has come forward fromthose he had contacted so far, andhe has not yet had the opportunityto contact Cindy Armstrong forpossible candidates on her contactlist. In addition, Charles(Chuck) Payne, present at thismeeting, indicated an interest inrunning for a position of Director,and also assuming the ExecutiveCommittee responsibility for SoloII. Ron Woltman added that inaddition to Dave Butler taking overMembership, the followingmembers have volunteered to serveon the Executive Committee; Dave

    Watchorn incommunications/public relations,and Eric Grenier in a capacity thatsnot too time-consuming.

    Club TrophiesRichard Muise noted that membersinvolved in oval-track racing makea valuable contribution to the Club,but there is no trophy in recognition

    of their efforts. He is willing to looafter the institution of a trophy fortheir segment of the sport.

    CASC AGMRon Woltman advised that allmembers who could attend thismeeting should do so, and if anyone

    has issues to bring forward they maycontact him.

    Calabogie Race TrackRon Woltman advised that hisannouncement of an open house onOctober 25th was premature, as thisevent was by invitation only, but aregular open house will be held in thspring. Current expectations is thatthe track will open in mid-2004.

    Ferrari and Race Car Parade -2004 (2)Ron Woltman gave a summary of th2003 event and an up-date on thesituation so far for 2004. He addedthat the involvement of MCO woulddepend on proof of the resolution ofthe issues involving ownership of thevent.

    BookRon noted that the book is almostfinished, and we are trying hard tohave it ready for the Clubs banquet

    Way back in 1987 I worked my firstperformance rally, the DartmouthHighlands Rally. The event took carsthrough the logging and countryroads of rural Nova Scotia. It was a

    National event at the time and drewseveral top teams of the day,including the legendary JohnBuffum, who I believe was drivingan Audi Quattro. John is stillwinning rallies! Well, anyway, onething I remembered was the amateurradio people, also known as Hamradio, working at the event. Theirfunction was vital to the backbone ofthe event as a communicationsprovider.

    Even though cell phones hadntreally been in mass usage at thattime, the same holds true today. Outin rally country there is little to nocell coverage, and satellite phonesare expensive and not commonamong your average volunteer. Thecommon FRS radios, which requireno license, do not have the coverageneeded to span distances covered bymost rallies. The same holds for CB

    radio. FRS are used, however, asshort-range communication and theHam frequencies are for wide-areacommunication.

    The role of amateur radio at a rally isto enhance the situational awarenessand safety of all people involved.Radio operators are strategicallyplaced along the route, whether forperformance rally or road rally. For aperformance rally, this includes the

    service area (where cars go to getfixed), main time controls, stagestarting and finishing lines, and atnumerous traffic controls (TCs),which typically involves a radiooperator blocking an access roadwith his or her own vehicle.To illustrate, in the event of a breachat the closed-r
