OLD BUSINESS
A. Distinguished Agency Accreditation – Update on Process and Review/Approval of Items
The process is nearing the end. The full day mentor visit is schedule for August 1. If recommended, we
will move forward for the full team visit/review in the fall. Volunteers are needed to assist with the
organization of materials needed for the process. Contact Jan Hincapie if you are interested in helping.
The safety manual was distributed via electronic board packet for review. This document was developed a
couple of years ago for the department.
On motion, Lovering/Pabst to approve the Parks and Recreation Department Safety Manual as presented.

NEW BUSINESS
A. Lincolnwood Fest Revised Site Map – Business Expo Parking Request
Fest Committee is requesting parking for the Business Expo on Saturday, July 30, 2011 from 10:30
A.M. to 6:00 P.M. The Expo was not held in 2010 but will return for this year with a maximum of 30
businesses housed under the former hospitality tent. The Business Expo is run by the Chamber of
Commerce and will be held from Noon – 5 P.M. The Fest Committee is asking for access to Proesel
Park off of Kostner Avenue as well as parking behind the tent for a maximum of one car per vendor.
The parking area will be coned off with snow fencing; the access point off of Kostner will be
barricaded after the parking area closes. Permits will be issued for the dashboards of vehicles. No
food vendors or trucks will be allowed to park in this area. A revised site plan will be presented at the
July 21, 2011 Village Board meeting.
Lovering – would like emphasis placed on making sure it does not visually appear that parking is
allowed for the public in Proesel Park.
Hincapie – Park Patrol will have a great presence at the Fest this year, assisting with monitoring
parking.
On motion, Ito/Snyder move to accept the new Lincolnwood Fest site layout as presented on July 12,
2011. 6-0, motion passed
B. Transition Plan – Superintendent of Parks and Facilities Vacancy
Hincapie gave an overview of the Vacancy Coverage Plan included in the board packet, thanking Andy
Thurman for his willingness to step forward and assist during the transition. The job announcement
will be posted within the next couple of days with an August 5 deadline for applications.
C. Turkey Trot Benefactors Discussion
In the past, a minimum of two charities have been selected – one local and one national. We can
continue with that format or make a change. Send your suggestions for charities to Jan Hincapie
within the next two weeks.
Snyder – Suggested the Niles Township Food Pantry
DIRECTOR’S REPORT
• Jaclyn Eng, student intern, has been helping in many different areas. She is very flexible and has
been working predominantly for no pay.
• Invited all to Dan Malartsik’s going away barbeque on July 19 beginning at 4:30 P.M. at the
Aquatic Center. Following the party, all are welcome at Howard Street Inn, 6700 W. Howard
Street in Niles.
RECREATION STAFF REPORTS
A. SUPERINTENDENT OF PARKS & FACILITIES – DAN MALARTSIK
Received complaints from neighbors of Columbia Park regarding a gang presence in the park,
graffiti and foul play. Adjusted Park Patrol hours to be at the park more often, and increase the
number of police checks per night. Adopted a zero tolerance policy in the parking, forcing patrons
to leave after committing an offense. The neighbors have been pleased with the efforts. Park
Patrol and police will continue to monitor the situation on a lesser scale. Thanked the Park Board
and staff for their support over the years.

SUBJECT: Village Promenade Final Concept Plan
In preparation for the Tuesday, August 9, 2011 Park and Recreation Board meeting staff prepared this
memorandum summarizing the review of the Final Concept Plan that will be considered by the
Village Board at the August 18, 2011 Committee of the Whole Meeting. Members of the Park and
Recreation Board are welcome to attend this meeting.
The Promenade concept was originally developed by the Beautification Commission with the
assistance of the Village’s Landscape Architect, Jim Gamble of Land Design Collaborative in 2007.
However, due to the economic downturn of 2008, the project was deferred. Today the Promenade
continues to deteriorate and the Village is concerned that this heavily utilized area remains a liability
and aesthetic concern.
Enclosed are the final concept plans prepared by Land Design Collaborative and recommended by the
Beautification Commission at their meeting on July 11. The purpose of the August 9 presentation is to
receive comments from the Park and Recreation Board regarding this plan. Staff acknowledges that
the plan envisions the installation of parking on along the east side of Proesel Park where none
currently exists and would like to ensure that the Park and Recreation Board is made aware of this and
the other proposed changes. Staff has been informed that the Beautification Chair, Mira Mazur
intends to attend the August 9 Park and Recreation Board meeting.

Lincolnwood Fest
Our department was pleased with the Lincolnwood Fest and felt the damage to the park
was minimal, if any. I will discuss the Fest at Tuesday’s meeting. Let me know at that
time if you have any concerns that you would like communicated to the committee.
Upcoming Centennial Events
Please mark your calendars for the following upcoming Centennial events:
Saturday, September 17 – Passport to the World, 7:30 pm, an adults only fee-based event
held at the Community Center highlighting different cultures represented in
Lincolnwood. The evening will culminate with music and dancing with the “Rockin’
Fenderskirts” singing music from the 50’s to the 70’s.
Saturday, November 12 – Centennial Gala, an event featuring the Lincolnwood Chamber
Orchestra followed with a reception. This event will also be held at the Community
Center.
Accreditation Visit
We did quite well in our August 2 accreditation visit with John Hecker of the Des Plaines
Park District. We have another visit on August 11. Continue to cross your fingers!!!
Turkey Trot
Staff will work together to coordinate the 2011 Turkey Trot. We have started to work on
logistics for the race. This year’s event is Sunday, November 20. Mark your calendars

We received approximately 45 resumes as of the writing of this report for the position.
So far, I have recommended five individuals for interviews. We will try to schedule
interviews the week of August 15. In the meantime, Andy has been doing an excellent
job managing both positions! Thanks, Andy!

Seniors The Social Club activities continue to keep area seniors busy during the summer months. Upcoming events for July include Broadway Bound at Drury Lane on July 14 and Arlington Park Racetrack on July 28. In a timesaving effort, the August and September newsletters have been combined. I will gauge the reaction to the double edition and decide if it is a better option moving forward. The July Senior Walking Club has been sponsored by Lincolnwood Place. They have graciously agreed to provide water bottles for all participants as well as a fresh bakery treat for the post walk breakfast. Our seniors have really enjoyed the special treat and are looking forward to the remainder of the month.
Summer Day Camps Day camp is in full swing! Registration numbers remain strong with the Pick-a-Week option the preferred method for our older campers. Below is a breakdown per camp (as
of 7/8/11 at 11:00AM), including both the full session registrants and Pick-a-Week.

Our weekly newsletters have been sent out electronically with great results. We’ve been able to customize each camp’s publication, including photos and much more information than we have in the past. Many parents have provided positive feedback regarding the content, layout and email delivery. Upcoming special events at camp include Movie in the Park on July 13 beginning at 7pm, All-Camp Talent Show on July 15 (time TBD), Happy 100th Birthday Lincolnwood/100s Day on July 18 (all day) and All-Camp Carnival on August 12 (all day). Please join us for any of the above listed events!
Administration We received the first proof of the fall brochure from our graphic artist. Staff has made their first edits. The process continues with a slated completion/delivery date of early August.

SUBJECT: Seasonal Program Report – Senior Programs (January-May)
This memo outlines the senior program area for the months of January through May for
your review. Please let me know if you prefer a different format for future reports.
Thank you in advance for your time.
During this five month period (January – May), a total of 57 programs were offered,
including in-house activities (presentations, workshops, parties, etc.) and trips/outings.
A grand total of 523 registrants age 55 years or better took advantage of the programs
and services offered under the Lincolnwood Social Club umbrella. Of those 523
participants, 225 or 43% were Lincolnwood residents; 298 or 57% were non-residents.
In-House
Of the 31 programs labeled as in-house, the most well attended event was the
Fireman’s Luncheon held on May 19. This is an annual luncheon put on by the Fire
Department free of charge for Social Club members. The timing of this year’s event
coincided perfectly with our membership renewal on May 1. The event is a favorite for
area seniors, encouraging them to join for the “members only” privilege of attending
the event.
On April 26, 28 seniors attended the Spring Fling held at the Community Center.
Musical entertainment complemented the buffet-style luncheon, subsidized by a grant
from the Niles Township Government. A $5 nominal fee was charged for this event to
off-set some of the expenses.
Typical monthly in-house programs include one Mix ‘n Mingle (social hour) and one or
two Movie and Lunch programs. I have started offering two; one being a classic movie
and one a new release. If there is a holiday during the month, I try to offer some sort of
party or event to celebrate. During this timeframe, we canceled a Valentine’s Day Bingo
due to low enrollment, but did hold the event in conjunction with St. Patrick’s Day. As
mentioned previously, we also held the Spring Fling in April.
Trips
Our trip program has gained momentum over the past year or so. We very rarely cancel
a trip and fortunate enough to have access to a 14-passenger bus free of charge through
the Maine-Niles Special Recreation Association. This helps us plan smaller outings
without a charter bus fee factored into the price.
Theater trips are our most popular among the current group of members. During this
quarter, we saw the following performances:
• Wicked at Cadillac Palace Theatre
• Guys and Dolls at Lincolnshire Marriott
• TV and Me at Metropolis Theater
• Aida at Drury Lane Theatre
• Sense and Sensibility at Northlight Theatre
• 42nd Street at Lincolnshire Marriott
Additional trips taken during this quarter include:
• Lunch at Kendall College
• Denny Diamond and the Family Jewels at Chandlers Chop House
• Our Body Exhibit and Lunch
• Lincolnwood Place – Lunch and Tour
• Tommy Guns Garage
• The Legacy Girls at White Fence Farm
• Lunch and Bingo at Alden North Shore
A new monthly trip is a spin-off of one of our monthly staples – Lunch Bunch.
Traditional Lunch Bunch requires participants to drive to an area restaurant for lunch. I
started a City-Style Lunch Bunch with Chicago restaurants selected each month and
transportation provided. We’ve had a great response since launching the program.
Restaurants we have visited during the winter/spring include:
• Jane’s in Bucktown
• The Signature Room
• Manny’s Deli
• Park Grill in Millennium Park
• The Berghoff Restaurant
Drop-Ins
We have several drop-in programs offered through the Social Club. They include Senior
Exercise on Tuesday and Thursday mornings, Bridge Club on Monday afternoons and
Mah Jongg on Thursday afternoons. We have started tracking attendance at each drop-
in program and will include totals for each in the next report.
We had interest in a drop-in canasta program, but once established, we not did have
enough players to sustain the program. We tried offering lessons but had to cancel due
to low enrollment. I will try to offer this again later in the year.
Transportation
Transportation costs are our greatest expense. Charter buses run approximately $16-
$20 per person depending on the duration of the trip. Companies have also started
adding a fuel surcharge, which makes some of our smaller trips cost-prohibitive. As
previously mentioned, the use of the M-NASR mini buses has been a huge addition to
our program. We are able to use the vehicles free of charge, paying only for a driver at
$15 per hour.
The only downside to using M-NASR vehicles is we have to cut registration off at 13
seniors per trip due to the size of the buses in the fleet. This eliminates us from
qualifying for any group discounts (typically 20+) and also results in waitlists for the
more popular trips. Unfortunately, this is a problem we have yet to resolve.
Successes
I am proud to announce that the Social Club has had many successes this winter/spring.
We were able to run 86% of the programs we offered, canceling only eight programs
during a five-month period. We successfully traveled on 26 trips and ran 31 in-house
programs. We launched two new monthly programs to rave reviews. City-Style Lunch
Bunch has filled to capacity with waitlists since February. The seniors love being able to
travel to restaurants all over the city, seeing different neighborhoods and experiencing a
wide variety of cuisines. We also introduced the Twilight Dining Series. This program is
also an extension of our monthly Lunch Bunch. The only difference is area restaurants
are selected for early dinner meals. We held our first outing of the series in May.
Twenty seniors dined at Bonefish Grill and enjoyed the evening meal with fellow Social
Club members.
With the new membership season starting May 1, 2011, I surveyed everyone to get a
better idea of the types of programs and services they are interested in. We had a 53%
rate of return, which is phenomenal! I will use the information gathered for future
programming. A summary of the survey results is attached (Appendix A) with notable
areas highlighted. Membership dues resulted in $3,404 in revenue for the senior
program area.
Challenges
I continue to face budgetary challenges. As mentioned earlier, transportation is quite
expensive for group travel. Theater tickets are also quite costly, making the total
registration fee for some outings over $100 per person. For a senior, this can be a
hardship, preventing many from attending many of the planned trips.
Another challenge is trying to book outings in advance for group discounts as well as
premium seating, which the seniors have come to expect. There is no way for me to
judge whether or not the group will enjoy a particular performance or venue. I have to
gamble and hope that I will be able to cover my costs by selling enough tickets. When I
come up short, I have to try to find other outlets for the ticket surplus. I’ve resorted to
selling to non-seniors as well as on Craigslist, just to try and break even. I am not sure if
this science can ever be “mastered” but I am doing my best to be cost-conscious as well
as proactive when members share with me their personal requests and
recommendations.

August Park Board Report Andy Thurman
Community Center Program Supervisor/Acting Supt. of Parks & Facilities Community Center: The Community Center continues to fill up with rentals. The patio has been rented several times
this year and the overall satisfaction of the renters is excellent. We purchased a large fan for the
large room to help with circulation during these warm months.
Our senior exercise, Mah Jongg, and bridge have continued strong throughout the summer
months and continue to grow.
Adult programs have continued with positive numbers throughout the hot summer too. We have
had the large air conditioning unit on in the large room to continue to cool the office area and
small room.
Softball: The summer softball season will be coming to an end mid-August. We have had a great season
and already have teams discussing the fall league.
Pool:
After working with the pool staff for several weeks now, I am starting to get a better feel for how
everything runs and am getting to know the staff. We had several complaints about our entry
procedures during the month of July, but staff has been following our rules and passing that on to
the members and non-members who come to use the pool.
Swim Team:
The swim team held a successful meet on Wednesday, July 27. The activity pool and kiddie pool
were both closed on this day after 11:00am. We had very few complaints about the closing,
because it was posted and announced a week in advance of the meet. This meet concluded the
season for the Lincolnwood Lighting.

The weekend park maintenance staff continues to maintain cleanliness in Proesel Park in addition
to dragging, lining, and chalking all four baseball fields.

Fridays for the Family July 22 - Challenger British Soccer Camp conducted a demonstration at the mall to promote the August camp at Lincolnwood. We were able to hand out 30 fliers promoting the camp to interested parents. The kids enjoyed watching the coach perform some fun kicks and tricks with the soccer ball. They especially liked joining in and trying to imitate him. Farmers Market The market has enjoyed many new vendors, but some have backed out due to low sales and the stringent Cook County Health Department regulations. We now have eight vendors and are continuing to expand. In order for the vendors to stay this year and return next year, we need to increase the number of customers that visit the market each week. Not all of our vendors are making a profit at this time. It is important to focus on getting the word out about the market. Additional avenues for communication are being explored and adding special events at the market could potentially help bring in more customers. Concerts in the Park The second concert in the park was scheduled for July 20 at the Proesel Park Shelter and was cancelled due to extreme heat. The third concert was scheduled for August 3 at the Proesel Park Shelter and was cancelled due to a power outage. We are negotiating with one of the bands that could not play as scheduled to play at the Passport to the World event in September. The fourth concert by the Wind Gypsys is scheduled for August 17 at Proesel Park Shelter. Touch-a-Truck The first meeting for Touch-a-Truck occurred on July 13. Representatives from the Lincolnwood Town Center Mall, Parks and Recreation, Public Works, and Police Department attended. Since this meeting, a radio sponsor has been secured that will provide $10,000 worth of promotion prior to the event and on-site the day of the event to play kid-friendly music and interact with the audience.

August Specialty Camps
White Sox training Camp runs from Aug 8-12th
. We have over 20 registered for the three
sections that are being offered. This year the training camp is featuring a parade on the
field and a Q&A session with a White Sox personality and a current White Sox player!
TechStars will run from Aug 15-18th
. We have two different sections offered for 1-3rd
graders: Robotic Adventure, where campers will build and program robotic creations,
and Digital Cartoon Quest. The two that are scheduled for 3rd
- 6th
graders are Secret
Agent Spybots and 3D Video Game Worlds, where campers will be create their own 3D
video game!
British Soccer Camp will run from Aug 15-18th
. The camp has been a part of our Fridays
for the Family series at the mall to promote the week long camp. We are generating
interest through Summer Day Camp and will be keeping registration open through the
first day of the program.
Summer Day Camp
We only have one more week of camp! We have saved some of the best for last, with
Adventure Camp going to Six Flags, Camp Potawatomie going to Make a Messterpiece,
and on the final day the Camp Carnival! It has been a great summer and we look to
improve on it next year.
Club Kid
With summer winding down, focus is going to shift to the start of school. Club Kid will
be held at Rutledge Hall again this year. We will be highlighting the homework club, arts
and crafts, and sports activities. Also new to this year we are offering “Day off Field
Trips”. These field trips will be planned to some of our favorite summer camp
