FOBTs areelectronic Casino type machines where a customer can play games such as Roulette, the machine has a 20 second game cycle andthestake is unlimited. Figures submitted by some of largest operators quote profits of €1000 per machine oer week. Themachines have been found to be 8 times more addictive than conventional gambling. I am the Licensing Officer for the Metropolitan Police covering the Hounslow area and Ihave been notified of an application for a premises licence made by Done Brothers (CashBetting) T/A Betfred for the above mentioned premises under the Gambling Act 2005. TheMetropolitan Police wish to object to the granting of this application as it is believed thegranting of such a licence would undermine the Licensing Objectives.
The premises are currently trading as Travel Zone wich sells luggage. Police are objectingto this application for the following reasons and under the two licensing objectives below;
o Preventing gambling from being a source of Crime or Disorder, beingassociated with crime or disorder or being used to support crime.
o Protecting children and other vulnerable persons from being harmed orexploited by gambling.
The basis of this representation is as follows; the proliferation of betting shops withinLondon boroughs has affected the majority of the population in many ways - all adverse.
In particular the introduction of fixed odds betting terminals (FOBTs) has completelychanged the ethos of the Betting shop and has introduced a new set of problems on ascale never seen before. police believe that the premises licence for betting should provide only facilities for placingbets as their primary activity.
Preventing gambling from being a source of crime or Disorder, being associatedwith crime or disorder or being used to support crime.
Heavy losses can be rapidly sustained that can take a player by surprise; this has resultedin many occasions by the player smashing the machine either in anger or in an attempt toget their money back. lt also creates a need to get hold of substantial amounts of cash toeither repay debts or to continue playing the machine in the hope that the losses will bewon back.
For example - a local Hounslow businessman went on holiday and left his staff to run hisshop, in ttis absence a member of his staff took e 10,000 from the shop safe and quickly lostit in the local betting shop FOBT machines.
Betting shops are also becoming meeting places for local criminals who have often resultedin an inay of crimes including assaults and drug dealing. The betting shops tend to attracta number of customers that congregate in the doorways and on the pavements outside theshop, these customers behave in an anti-social manner by shouting, arguing, smoking,spitiing and fighting. This is could be accepted at one isolated venue but becomes totallyunacceptable when so many venues are now in operation.
Protecting children and other vulnerable persons from being harmed or exploited bygambling.
It is the opinion of the Police that the operator of the befting shops is exploiting the mostvulnerable sectors of the community such as the unemployed, low earners and personswho are unable to manage their gambling habits, and that the increase in the number andthe highest concentrations of betting shops are in areas of high unemployment and poverty.
Hounslow Borouqh
The Police are concerned that the number of befting shops in the Hounslow Borough hashit a point of saturation. The current number of outlets more than meets the needs in thisarea. The current number of betting shops is already a problem which is leading to anincrease in incidents of crime and disorder. The Police believe that to grant another beftingshop premises licence will only add to the current problems.
The background to this representation has been taken from reported incidents and arerecorded on the CHRIS system and from data obtained from the Gambling Commission.
