(a) “The use of sign-out/sign-in with your liberty buddy formalizes theagreement for liberty buddies to remain with each other while on liberty. The liberty buddy rule begins and ends upon signing in/out of the log. The log will be maintained by the duty department head. Departments should promulgate to their junior Sailors a plan that makes it easy to contact a khaki should aSailor on liberty wish to change their liberty plan. Unlike submitting alate request or no plan at all, changing a liberty plan as things develop isnot an act of negligence by our Sailors and should not be treated by thechain of command as a burden. A Sailor attempting to contact his/her chainof command to officially and correctly change his/her plan is the rightthing to do and should be both encouraged and facilitated.
(b) Proper use of the liberty buddy program. Direct transit from/to the ship and from/to your hotel is authorized without a liberty buddy for the purposes of watch standing only. However, Sailors in transit must still adhere to all prescribed liberty and curfew times.
(c) Do not deviate from your liberty plan without approval from your chain of command. Have a means to call back to the ship and ask if you’re plans are changing!
Visitors. Service members’ family members visiting in Hong Kong mayembark the liberty launch, as long as they possess adequate identificationand adhere to the ship’s physical security requirements. Due to forceprotection and security requirements, friends or acquaintances of servicemembers may not embark the ship for a personal tour or ride libertylaunches. Any questions may be directed to the ship’s security departmentor the command duty officer.

LAWS IN CHINAThe United States does not have a Status of Forces Agreement with China. All hands are subject to local laws and Authorities. Jaywalking is a criminal offense.
Littering and Spitting. It is illegal to litter or spit in public, including spitting into drainage ditches and trash receptacles. Patrolling officers are known to issue on-the-spot citations and impose fines in the amount OF HDK 1500 (Approx $195).
Smoking indoors is illegal.
Drug laws are strict. Drug possession and distribution laws, for any sub-stance or amount, can result in lengthy jail sentences. E-CIGARETTES are considered drug paraphernalia.
BEWARE OF BLACK MARKET SALES. Selling cigarettes, watches, cameras, ra-dios to foreign nationals without charging appropriate taxes is illegal. Avoid street vendors or discount stores selling electronics, designer goods, or sports merchandise: they’re most likely counterfeit or frauds.
It is illegal to drink alcoholic beverages on the streets or to sleep in a bar or club.
Do not take anything ashore that could be considered a weapon, including small pocket knives. Do not purchase any souvenir that is a weapon or looks like a weapon. This includes knives, swords, razors, firearms or objects that look like firearms, and replica or toy weapons. Do not attempt to mail these items and do not attempt to board a commercial airplane with these items.
ENCOUNTERS WITH HONG KONG POLICE
When dealing with Hong Kong police officers and immigration officials, it is extremely important to be polite and courteous. Most issues can be settled amicably if the military member refrains from abusive language and disrup-tive behavior.
If a service member is detained or questioned by local law enforcement, the service member shall remain calm and courteous, follow the directions of law enforcement, and provide U.S. Military identification card if requested. Service members should politely, but firmly decline to make a statement until speaking with U.S. Authorities. The member should request the police to notify the shore liaison group.
