Dear Ms. Lumino:
Nobis Engineering, Inc. performed a Tier I Modified data validation in accordance with the Region I, EPA-NE Data Validation Functional Guidelines for Evaluating Environmental Analyses, December 1996 Criteria, on the organic and inorganic analytical data for 41 soil samples, two equipment blanks, five trip blanks and six performance evaluation (PE) samples collected by Nobis Engineering, Inc. at the Commerce Street Plume Superfund Site located in Williston, Vermont. The samples were analyzed for volatile organic compounds (VOCs) using EPA's SOP EIASOP-VOAGCMS9, semivolatile organic compounds (SVOCs) using EPA's SOP EIASOP-VOAGCMS9, and metals using EPA's SOP EIASOP-DVICP1. A Tier I modified data validation was deemed sufficient at this time.
The data were evaluated based on the following parameters:

Overall Evaluation of Data and Potential Usability Issues The objectives of the sampling at the site are to address data gaps identified in the 2011 Data Summary Report. Additionally, VOC on-site screening results may be compared to the fixed laboratory results for confirmation, if available. ,
Data are usable for the purposes of the project except as noted below.
Data Completeness:
The laboratory submitted 12 separate pdf files, for the data. Data presented in the Summary Table do not include qualifiers. Qualifications for these parameters were not assessed under the Tier I modified validation.
Several project required target compounds/analytes(TCL/TALs). were not reported. The following metals were not reported: mercury, potassium and sodium. Target VOCs 1,4-dioxane, cyclohexane, methyl acetate and methylcyclohexane were not reported. Target SVOCs 1,1-biphenyl, 4-methylphenol, atrazine, benzaldehyde and caprolactam were not reported. <

In addition, approximately 20 additional VOC and 30 additional SVOC non-target compounds were reported.
Blanks: The following VOC analytes were detected in the field QC samples at levels above the reporting limits (RLs):
Because tetrahydrofuran (THF) and 2-butanone were not detected in the field samples; there is no impact on the data. Acetone was detected in five field .samples with concentrations ranging from 72 to 140 ug/L. Because the acetone concentrations in these samples are less than 5 times the highest blank concentration (190 ug/L), the results'would be qualified as non-detect (U) at the sample result, if a Tier I l/l 11 evaluation was performed!
The following SVOC analytes were detected in the field QC samples at levels above the .RLs: Sample Type/ID

Aluminum, calcium, iron, magnesium and manganese were detected in all soil samples with concentrations significantly greater than the concentrations detected in the equipment blanks; therefore, no action was required.
Matrix Spike/Matrix Spike Duplicates: VOCs MS/MSD analyses were performed on VOC samples EP0644, EP0677, EP0653 and EP0670. Trichloroethene (TCE) recovered above the upper acceptance limit in the MS performed on EP0644. TCE was not detected in the native sample, therefore, if a Tier ll/lll validation were performed/the result.would be accepted unqualified. Bromomethane and trichloVofluoromethane recovered low in the MS/MSD for EP0653. All results were non-detected,and would be qualified as estimated (UJ) if a Tier ll/lll validation were performed. Acetone recovered above the upper acceptance limit in the MS/MSD performed on sample EP0670; the non-detected result for

acetone would be accepted unqualified if validated. EP0670 MS/MSD recoveries were low for bromomethane, chloroethane, trichlorofluoromethane and carbon disulfide. All results were non-detect in sample EP0670 and would be considered estimated (UJ), if ajler ll/lll validation were performed. ,
SVOCs ;
MS analyses were performed on SVOC samples EP0634, EP0657 and EP0666. All MS recoveries were within acceptance limits with the exception of non-target compounds kepone, benzidine and benzoic acid in sample EP0666 and EP0657 (kepone only). Because the recoveries of these analytes were zero percent, if a Tier ll/lll validation were performed, the results for these analytes in the associated samples would be rejected.
Metals . • MS analyses were .performed on metals samples EP0647, EP0661, EP0633 and EP0628. Antimony recovered below the lower acceptance limit in the MS analyses of EP0647, EP0661 and EP0633. Antimony was reported as non-detected in all associated soil samples and would be qualified as estimated (UJ), if a Tier ll/lll validation was performed. • ,
Laboratory Control Samples: VOCs: / The LCS recovery and RPD for 1,1,2-trichloro-1,2,2-trifluoroethane were outside control limits affecting the equipment blank samples (EP0627 and EP0628). The LCS recovery and RPD for acetone were outside control limits affecting samples in SDG 12080027. The results for these analytes would be qualified as estimated (U/UJ), if a Tier ll/lll validation was performed. SVOCs: 7 ' LCS recoveries for the following analytes were zero percent:

The results for these analytes would be rejected (R), if a Tier ll/lll validation was performed.
Field Duplicates: Field duplicate pairs EP0644/EP0672 and EP0668/EP0673 were submitted with this data set. A. relative percent difference (RPD) criterion of < 50% for soils was used to evaluate precision^
TCE and acetone RPDs exceeded criteria in field duplicate pair EP0644/EP0672 and would be qualified as estimated if validated. Air SVOC results were ND; precision is considered acceptable.
All VOC and SVOC results in field duplicate pair EP0668/EP0673 were non-detected. In addition, the RPD criteria' were met for metals results; precision is considered acceptable.
Reporting Limits: All VOC soil samples were analyzed at 50-fold dilutions (medium level). SVOCs were analyzed undiluted. Several metals samples were analyzed at 3x dilutions due to high target analytes. Reporting limits were adjusted accordingly.

PE samples EP0629 (MLV0052), EP0630 (MLV 0072) were submitted for VOC analysis. PE samples EP0674 (SS2117), EP0675 (SS2125) were submitted for SVOC analysis and PE samples EP0631 (MS00052), EP0632 (MS02009) were submitted for metals analysis. The samples were scored by EPA. All analytes obtained a passing score within acceptable limits except as noted below:
Both VOC PE samples were reported "Fail", Action Low or warning low for all analytes. The EPA Laboratory Directory was contacted to investigate for possible preparation or calculation errors. Assuming no error is found, a Tier ll/lll validation would dictate that all failed analytes would be qualified as estimated (J/UJ).
Sample EP0674 had a warning low result for "2,"4-dichlorophenbl; "Fail" action high result for pentachlorophenol, and "Fail" analyte missed for 4-chlorophenyl-phenyl ether. Sample EP0675 had a warning high result for pentachlorophenol and a warning low result for anthracene and benzo(a)pyrene. No action is taken for warning results. If a Tier ll/lll validation had been performed, pentachlorophenol arid 4-chlorophenyl-phenyl ether non-detected results would be rejected. ,
