This means keeping the maximum possible amount of waste from landfill by using a mix of innovative sorting, recycling, processing, composting and other options.
Edmonton’s 25‑year waste strategy will focus on opportunities to reduce, reuse and recover waste.

Single‑Use PlasticsMany cities have passed legislation or policies that restrict or eliminate “single‑use plastics”. Many of these items are not typically accepted for recycling, and are meant to be thrown away after one use. A single‑use plastic policy is also being considered for Edmonton, in addition to encouraging businesses to reduce their use of these items and working with manufacturers and others to find alternatives.

What We Heard in 2018 Residents found it challenging to access Eco Stations and Big Bin Events to drop off waste. Not having a vehicle and long wait times were some of the biggest challenges.

Grass, Leaf and Yard WasteWhen grass, leaf and yard waste is mixed with household garbage, it is difficult to process. This means grass clippings and yard waste are often sent to landfill where they decompose very slowly and create methane, a powerful greenhouse gas.
To keep as much waste as possible out of landfill, we need to collect grass and yard waste* separately from other garbage.
* Yard waste includes: leaves, mulch, house and garden plants, tree trimmings, fruits and roots, sticks and twigs.
What We Heard in 2018 Edmontonians told us that they needed more than one pick up in the spring and fall for their yard waste. Residents also wanted to be able to top up their green cart with extra yard waste.
Changes
Input was used to inform recommendations for changes to seasonal grass, leaf, and yard waste collection. Households selected to participate in the initial phase of Edmonton’s cart rollout will have a chance to evaluate and provide feedback on the following changes:
+ 2 pick up dates in spring and 2 pick up dates in fall for grass, leaf and yard waste
+ Top-up of grass, leaf and yard waste permitted in 120 L green cart
+ Yard waste bundled (branches) or placed in paper yard waste bags for collection. Plasticbags collected with yard waste cannot be composted at an outdoor composting site.
+ Yard waste accepted for free at Eco Stations and Big Bin Events

Blue Bag or Blue Cart?
For over 30 years, Edmontonians in single unit residences have usually set out their mixed recyclables for collection in blue bags. These bags are an easy and convenient way to keep paper, cardboard, plastics, glass and metals clean and dry while they wait to be collected.

What We Heard in 2018 Residents suggested that Edmonton consider introducing a blue cart to collect recyclables, similar to many other cities, and a convenient way to reduce plastic waste.

Black Carts for Garbage Collection Residents currently set out their garbage for collection in garbage bags or cans. Many cities have moved to a cart‑based collection system for their waste pick up.
Residents place their waste in wheeled carts with lids. Collection trucks lift the carts using a mechanical arm to dump the contents into the back of the truck.
Benefits of carts:
+ Safety for collectors (no more lifting/carrying heavy bags)
+ Cleanliness (carts with lids keep rain, snow and animals out, and contribute to a tidy‑looking neighbourhood)
What We Heard in 2018 Approximately 70%* of residents supported moving to carts for garbage collection, instead of using a bag option.

Edmonton’s Cart RolloutIn April 2019, the City of Edmonton is launching an initial cart rollout to approximately 8,000 households, in several neighbourhoods.
These households will receive a:
+ 120 L green cart for collection of food scraps,collected weekly from spring to fall, and every2 weeks in the winter
+ 120 L OR a 240 L black cart for collection of garbage, collected every 2 weeks year‑round, with cart size to be randomly assigned to households
+ Kitchen pail to collect food scraps
Proposed changes to seasonal grass, leaf and yard waste collection program will also be tested with households as part of the cart rollout.
The initial phase will allow the City to assess the new system and make adjustments before a city‑wide rollout.

Waste Services has committed to stable and consistent rate increases over the next 4 years. All proposed program and service changes, such as carts and kitchen pails, will be made within the approved 2.5% increase per year over the next 4 years (2019 to 2022).
