WE WANT JUSTICE: The Chisale family are finding life tough after losing a breadwinner

Oukasie thief caught with water pumpsA 24-year-old man was arrested in the Oukasie area of Brits after police found him in possession of stolen water pumps and meters. Water pumps and meters matching the description of those found in possession of the suspect had been reported stolen in Elandrand and Oukasie. “Police interrogated the suspect after his arrest of what motive drives him to steal these items and he told the police that he sells them to the scrap yards after he has stolen them,” said Warrant Office Mpeile Talane of SAPS in Brits. There are more than twenty cases of theft of water meters and pumps which were opened in Brits since the beginning of this year. The cases were reported from the same areas mentioned above. “Unfortunately the suspect could not be arrested because of lack of evidence until on Thursday 30 October, 2014 when the police managed to arrest the suspect. “At the moment the suspect is charged with 12 cases of theft and he shall be linked with other cases related to theft of water meters and pumps after the police have compiled thorough evidence while there are other four pending cases of housebreaking opened against the suspect,” Talane added. The suspects also told the police that he was stealing these items during the day when

people have went to their workplaces and also at night when they are asleep. The suspect appeared in Brits Magistrates Court on 3 November. He was remanded in custody for further investigation. “The Police are again appealing to the members of the community to work together with police in the tour to fight crime and not to take the law into their own hands. It is only the duties of criminal justice system that can bring the criminals to book not the community,” Talane said.

Police officers jailed for theftThree policemen found out that crime does not pay after they were sentenced to jail terms by the Brits Magistrate Court. North West police commissioner Lieutenant-General Zukiswa Mbombo welcomed the sentences, saying: “We would like to commend the members [police officers] who worked hard to ensure that dishonest police officials like the accused are apprehended and convicted.“We are certain that this is an indication that we will not hesitate to deal with our own members if they do not conduct themselves properly.”Sello Panane( 40) and Tsholofelo Lelaka (37) got six-years in prison each for theft, while Oupa Motshegwa (40) was handed a two-year sentence for defeating the ends of justice. All three were nabbed two years ago after a tip-off that they stole two impounded cars from

the police in September 2010.The cars – a BMW and Toyota Conquest – have since been recovered at a house in Rustenburg. The court found that the accused removed the cars from the pound and that one of them manipulated other people to falsely claim ownership of the cars. All three cops have been removed from the SAPS.

“My brother left home with his boss, Scott-Crossley to Limpopo in 2003, to our surprise he never came back home for festive holidays. “That was the last we saw of our brother, till we saw on television in 2004 that that a man was thrown in to the lions and that only the remains of his skull, gnawed bones and bloody clothing were found at a game reserve.” Scott-Crossley, the owner of a construction company, was convicted of murder in the killing of Chisale at a game reserve in Hoedspruit in Limpopo. He was sentenced to life in prison by the Phalaborwa Circuit Court in 2005. On 28 September 2007, the Supreme Court of Appeal in Bloemfontein set aside his murder conviction, reducing his sentence to 5 years imprisonment. The court found that the prosecution had not proved beyond a reasonable doubt that Chisale was alive when he was thrown into the enclosure. In August 2008, Scott-Crossley was released on parole. Before the murder incident, Scott-Crossley had recently fired Chisale from his construction business at Engedi game farm. Chisale had been helping to build a lodge on the farm when he was fired. He returned to collect some of his belongings before being

allegedly thrown to the lions. Chisale’s eldest son, Sello Mbutje (28) said that life is very difficult for the family since his father’s death. “We were 2 boys and a girl, but now we are only 2 me and my younger brother Tumelo(24), our younger sister died at the age of 12 from depression following our father’s death. We are trying to forget and move with our lives but it is difficult for us, especially when coming to finance.“We stay in a small shack and our mother who work as a domestic worker earns only R400 a week. We expected a lot from our father as he promised to build us a house” Mbutje said.In 2013, a documentary about Chisales death was played on television. According to family spokesperson Dorah Chisale, their family had no information about the documentary and it opened old wounds. She added that three of her sisters suffered from stroke. One of them passed away. “We cannot go on like this, we demand answers from the government. We are seeking help from the South African Human Rights Commission (SAHRC) and the National Prosecution Authority (NPA). We want to see Scott-Crossley behind bars. We are a very poor family and we cannot afford to pay a lawyer,” Chisale said

R15M TRIBAL OFFICES construction commences

North West premier Supra Mahumapelo recently turned the first sod for the construction of new offices for Barolong boo Tlou le Tau under Kgosi Thuso Letlhogile in Ganyesa, Kagisano-Molopo Local Municipality. Valued at about R15 million, the construction of this tribal administration building is expected to be completed by the end of next year.Premier Mahumapelo – who was joined by MECs of various Provincial Departments, the Mayor of Kagisano-Molopo Local Municipality and the traditional leadership – performed the sod turning as part of the service delivery oriented Setsokotsane Programme, which he introduced to Dr Ruth Segomotsi Mompati District today.Addressing about 4000 community members, among them the Community Development Workers and Expanded Public Works Programme workers who attended the event at Ganyesa Sports Ground, Mahumapelo emphasised the need for communities to work together with government and the traditional leadership in improving their lives, saying the

success of this action driven Setsokotsane Programme is reliant also on their support.“As we are in a mission to rebrand, reposition and renew our Province, we believe that the implementation of Setsokotsane Programme will enable us to achieve this goal, hence our call for everybody to travel this journey with us,” Mahumapelo said.Kgosi Thuso Letlhogile, who expressed the traditional leadership and community’s excitement about the intentions of Setsokotsane, said this programme will go a long way in addressing the needs of the communities in the next five years, especially those in far flung rural areas of the province.Dr Ruth Segomotsi Mompati District is the second District in the Province to be reached through Setsokotsane programme, which as Mahumapelo maintains, will reach every ward and village in the Province over the next five years. The programme’s objective is to bridge service delivery gaps, this in an effort to improve the lives of people in the Bokone Bophirima Province in line with the National Development Plan.

Drug awareness campaign in BritsBrits Police Station embarked on a Drug Abuse Awareness Campaign on Saturday 1 November at the Brits Mall. The campaign started early in the morning – at around at 8h00 – with exhibitions by the South African Police Service and Davron, a non-governmental organisation dealing with counselling and rehabilitation support process to drug addicts. The campaign was arranged by Davron and SAPS with the aim of sensitising and educating the public about the dangers of drugs, especially to who deal and use drugs in schools or elsewhere in the community. Another important aim of the event aspect was to make sure that the community of Brits is informed about drugs as a lot of drugs related cases are being opened where in many instances parents neglect their children. “A number of schoolchildren are drop-outs who use or deal in drugs, thus, the campaign was held at Brits Mall where most of the people gather for shopping so that a clear message can reach and be received by the exact targeted group to help the police in a fight against drug abuse,” said Warrant Officer Mpeile Talane of SAPS.“On the day of the event there were safety-tips on drug abuse pamphlets distributed to the community as well as personal

intercommunication between the police and public members as the pamphlets were handed out to the public. “The event was successful and Police jointly with Davron have pledged that they will go to the schools to educate students about drugs and discourage them from using or dealing in drugs because drugs are one of the causes of crime,” he added.

PLATINUM PEOPLE

SOLLY KGAMPE AND BOKAMOSO INVESTMENTSWith the South African economy heading for unpredictable times, more and more people are organizing themselves into investments groups as they look to harness their finances and invest them for future returns. Taking the form of stokvels, these groups are invitation only clubs of twelve or more people serving as rotating credit unions or saving schemes in South Africa. Members contribute fixed sums of money to a central fund on a weekly, fortnightly or monthly basis.Generally, stokvels have a constitution which dictates the size of the contributions, when the accumulated money is to be paid out and the roles and responsibilities of the members. Each month a different member receives the money in the fund, which was collected during that period.Defaults on contribution are quite rare as other members will know if you haven’t paid your contribution, and also because the regular meetings are a reminder of what you will gain when it is your turn. Depending on the type of stokvels, the members can use the collected fund for their own use, for payment or investment purposes. It is estimated than one in every two black adult South Africans are a member of at least one stokvel. One such grouping is Bokamoso Investments, which is made up of people from Brits, Rustenburg and other parts of the North West Province.

“We have a constitution and this document is very important because it guides our operations,” Solly Kgampe, the deputy secretary of the organization, said in an interview with Leseding News. “We have our meetings during the first week of each month and we discuss our finances and encourage people to continue with their contributions. Afterwards, we just get together for a drink and socialize with each other, just to have some fun,” Kgampe added. The organization invests all the contributions that are made by its members in various schemes. The money is then shared out between the members when it has matured. Usually, the money is shared out at the end of each year. “The idea is to encourage our members to adopt a culture of saving money. In South Africa many people do not save their finances but this is very important because you never know when you are going to need the money. “The people that are part of their group are taught about the value of saving money. When you get your money back, with a little extra, then you realize that the contributions were worth the sacrifice and effort,” Kgampe added. He said the money will come in handy as people are bale to prepare for the New Year each time.“You see in January, people face a lot of challenges such as school fees and other financial responsibilities. This money, when it is paid out, is very handy because people are able to plan accordingly,” Kgampe said. Formed in 2006, Bokamoso Investments has grown from strength to strength. At the moment, they boast a membership of twenty people.“Right now, the aim is to reach a target of 25 people from next year. The more members we have, the more we can invest and this will benefit everyone in the end. “Our club is very important and has transformed the lives

of many of our members who have been part of our activities since we started,” he said.

ABI pumps R10m into recycling initiativeAmalgamated Beverage Industries (ABI) will award over R250 000 this year in prizes to the best performing schools, educators and partners in its Schools Recycling Programme.Over the past three years ABI’s school recycling programme saw over 350 000 children and 11 000 teachers benefit from the programme, making it a key recycling drive in South Africa. The ABI schools recycling programme not only provides a waste management solution in schools, but teaches children to become accountable for their environment. More than 650 tonnes of recyclable material (plastic bottles, cans and paper) has been collected by participating schools since the start of the program. This is equivalent to 4030 cubic metres of landfill space saved. The awards ceremony, which is to be held at ABI’s Midrand Manufacturing plant, will see prizes being handed out to schools with the best dedication to recycling, giving them much needed recognition with tangible rewards, showing the children that it indeed pays to go green..During the adjudication process to decide on the winning schools, ABI judged the schools not only on the waste volumes collected, but also the involvement of their community, innovation in using recyclable material, as well as the motivation of children to participate. The schools had until 31 October to complete their submissions, showing how they have

made the programme a success in their school. The best recycling school wins a prize of R50 000, the first runner up wins R30 000 and the second runner up wins R20 000. The top 10 eco-champions in schools receive rewards of R3 500 each. Cash prizes are used on infrastructure development projects to benefit the schools. The infrastructural needs are awarded as expressed by the schools.“A programme of this nature has the potential to change social behaviour towards responsible waste management, create more jobs and create ownership and awareness amongst communities,” said Itumeleng Matlaila, Corporate Affairs Manager at ABI.“The ABI Schools Recycling Programme is about children having fun whilst learning about serious environmental issues. Every South African child needs to be made aware of how waste and litter is damaging our country and our planet,” said Matlaila. “Our programme aims to make recycling a culture in schools, educate learners about the importance of recycling, incentivise teachers and parents to recycle, empower grassroots entrepreneurs and create awareness in communities.”Apart from the annual prizes, ABI also awards bi-monthly prizes to the value of R160 000, throughout the competition period, such as laboratory equipment, soccer and netball kits, arts and culture uniforms, gardening supplies as well as printers and tablets.

DAVID TSAJOA LOSES MABOLOKA CHIEFTAINCYIn a new twist of events, David Tsajoa was deposed as the chief of Maboloka village after the North West High Court ruled that Emmanuel Lehlomela Lion is the rightful heir. Judge Samkelo Gura of the North West high Court recently ruled that Lehlomela was the rightful chief of Bataung ba ha Hlalele – in a development that could signify the end of the a bitter struggle for power that has threatened to tear apart the small community.Addressing his supporters in a fully packed church hall of the Zion Apostolic Faith Mission in the palace yard, chief Lion said in Sesotho “ Borena bo a tswallwa “ meaning that leaders are born and not made. “I thank the almighty God, my committee and all of you who stood by me throughout the 464 days of hell. I am the only chief of Bataung Ba Hlalele who was born in the royal family of the Lions. “If you do not want to be ruled by me as your chief, please pack and leave Maboloka. I am proud to be leading different nations like Basotho, Tswanas, Zulus and others,” Lion said. The chairman of the dispute commission of Bataung Ba Hlalele, John Phali, said they are extremely happy as they won the case“We were very confident in court because we knew that

we are going to win. The Lions are the only royal family of Bataung Ba Hlalele since 1785. “The court battle has ended but the bigger one starts today as we are going to sue the office of the premier, provincial department of traditional affairs and the Tsajoa family. We feel that we were degraded and our entity was deprived,” Phali said.According to Phali, in 1953 the late chief Solomon Lion was removed from his chieftaincy by the then government because of his political activism. His relative, the late John Tsajoa was installed as the headman of Bataung while Lion was away. The court battle that took 464 days started in July last year after David Tsajoa the grandson of John Tsajoa was given recognition to be the rightful chief of Bataung by former North West premier Thandi Modise, who took the decision from the outcome of North West Commission of Traditional Leadership, Disputes and Claims. Earlier this year, an inauguration ceremony for Tsajoa was cancelled after police served him with a court order to stop the ceremony as Lehlomela Emmanuel Lion was still the rightful heir. The Tsajoa’s family spokesman, Tumo Tsajoa, said they cannot comment on the latest development as they are still consulting their lawyers

Eye check for NW LEARNERS

Heeding government’s call for corporate participation in assisting learners with eye care, Thebemed Medical Scheme has moved to the second phase of its eye care drive in disadvantaged communities, where school learners were taken to an optometrist in Rustenburg, following their initial eye tests which were conducted on school premises in October. This initiative involves visiting schools around the country in partnership with Preferred Provider Network (PPN) through their Masibonisane campaign. Recently, the initiative visited Kroondal Primary School where a number of Grade One learners were given a thorough and professional eye examination. School learners being tested were those who had shown signs of poor sight during the first phase of the campaign in October. Dr Mangaliso Mahlaba, Chief Operating Officer of Thebe Ya Bophelo Healthcare Administrators said: “We strive to help these young future leaders at an early age to ensure that any challenges or problems that relate to their vision are picked up and managed. “Most eye ailments can be cured if they are detected early in their development stages. It is hard enough to learn when you can’t

read and for many, the biggest challenge they face isn’t just solving a math problem, but also seeing it.”The initiative will ultimately provide spectacles to learners who require them after the optometrists’ diagnosis, while some learners will receive treatment if necessary. “The majority of these learners come from lower-income families and the cost of eye-care is often prohibitive. They generally lack the resources to visit an optometrist. “We are motivated by the desire to assist these learners to perform well at school and are confident that this assistance will make a real difference in furthering their educational goals,” added PPN Manager, Thulani Booysen.

THE MAJORITY OF THESE LEARNERS COME

FROM LOWER-INCOME FAMILIES AND THE COST

OF EYE-CARE IS OFTEN PROHIBITIVE.

SPRINGBOKSbrace for EnglandSouth Africa are steeling themselves to face an England pack regimented by “one of the best forwards coaches in the world” at Twickenham on Saturday. The Springboks’ forwards coach, Johann van Graan, hailed his England counterpart, Graham Rowntree, for creating a “world-class scrum”, while calling on South Africa to sharpen up after their 29-15 defeat by Ireland in Dublin.Van Graan revealed that the South Africa head coach, Heyneke Meyer, has led several Springboks fact-finding missions to England, where the two sets of coaches have traded ideas and forged lasting friendships.“Graham Rowntree is in my opinion one of the best forwards coaches in the world and a good friend of mine,” said Van Graan, who doubles as South Africa’s attack coordinator. “The great thing about rugby is the friends you make.“We coached against each other for the first time in 2012, what a great guy and what a great coaching staff.“Just look at guys like Stuart Lancaster, Andy Farrell and Mike Catt; Heyneke and I have visited the northern hemisphere quite a few times in the last year, we’ve had a few coffees together. And like we did with the All Blacks a few weeks ago I’m sure we’re going to have a drink before and after the game, talk about their challenges, our challenges, where the game is going, what you think.“At the end of the day we’re much bigger than just ourselves and just this Test match, it’s about the game, and what a fantastic coaching group they have, and they are good friends of ours.”South Africa dominated territory and possession in Dublin on Saturday but slipped to defeat owing to a host of handling errors and a costly yellow card for the replacement hooker Adriaan Strauss.Ireland’s physicality and technical nous caught the Springboks out, with Van Graan admitting their refusal to bind on an early maul was a “shock”.Van Graan believes the former Leicester and England prop Rowntree has built a pack that

is now the envy of the world under Lancaster.“You’ve just got to look at the way their forwards conduct themselves on and off the field, the way they prepare, they are always well-prepared at lineout time in attack and defence,” said Van Graan. “They have a pretty solid maul. “They put us under pressure in South Africa two years ago; we played them four times that year. “It’s a world-class scrum and a world-class plan. “Whenever we come up against them we know it’s a challenge.”South Africa may look to parachute Patrick Lambie in at fly-half to face England in place of Handré Pollard.Meyer wants his Rugby World Cup 2015 squad all but nailed down by the end of the current tour, and is intent on giving opportunities to impress this month.
