When asked which activity they found very interesting, varied answers were given. Hon. Agusani A. Ananoria said all events were crowd-drawing yet the Barangayan was still a great opportunity for all the officials to get together which Hon. Richard M. Plaza agreed. Hon. Virgie M. Getes said she was very happy seeing all the officials and the employees shared a sumptuous dinner during the Binaga Festival. Observing the great number of crowd, Hon. Alfelito M. Bascug found Motocross so exciting and considered it one of the highlights, while Hon. Allan J. Provincial Scholars plant 740 trees

IN ALL SMILES, scholars plant trees at the Provincial Tree Park during the 20th

Naliyagan Festival

UNDER THE RAIN, more than 200 scholars

planted 740 seedlings of Dao, Mahogany

and Lawaan at the Provincial Tree Park on

June 12, 2012 at 1:30 in the afternoon, after

they were presented and confirmed as

provincial scholars for sy. 2012-2013 by the

governor, Hon. Adolph Edward G. Plaza

during the Grand Opening Program of the

20th Naliyagan Festival.

“This tree planting activity is a requirement

of our government scholars per Ordinance

No. 3 series of 2007 which is also known as

the Agusan del Sur Environment Code”,

Hon. Cesar M. Alonde, Chairman of the

Committee on Education said.

The activity was successfully done in

coordination with the Provincial

Environment and Natural Resources Office

(PENRO) through PENR Officer For. Ronulfo

Paler. Acting Chief Forest Management

Division, For. Vevencio Banog, headed the

group of men from PENRO namely For. Rex

Mel P. Acedillo, Mr. Rocky D. Perez, Mr.

Rogelio Paler, Mr. Richard C. Otaza, Mr.

Corsino C. Ranara, For. Romnick E. Germino

and Mr. Eric J. Malingin who provided

support by preparing the ground, providing

the seedlings and sticks and conducting a

short briefing on how to plant.

Vice Governor, Hon. Santi Cane, Jr. was very

delighted with the very positive response of

the scholars despite heavy downpour and

the support extended by the PENRO.

This school year, the province has 276

scholars.

Paperless session continuously attracts more visitors

The number of provincial and municipal local government units visiting the province of Agusan del Sur to hear how paperless session can be done is continuously increasing. Agusan del Sur having been recognized “Home of the First Paperless Session” by the Department of the Interior and Local Government (DILG) in 2010 has carved its name not only from the neighboring local government units but also as far as from Luzon and Visayas. Among those who came to benchmark were the following: Pangasinan, Nueva Ecija, Naga, Camarines Sur, Misamis

Oriental,Davao del Norte, Compostela Valley, Dinagat Islands, Island Garden City of Samal, Zamboanga, Sibugay, Panabo City, Sto. Tomas, Tagum City, Mati, Davao Oriental, Nabunturan and Trento. It has been noted that by going paperless, the province has saved PhP. 365,825.30 every year.

TO STRENGTHEN PUBLIC PARTICIPATION,

the Legislative Tracking and Monitoring

Division is monitoring two ordinances this

semester, No. 10 s. 2003, ‘Dog and Rabies

Control Ordinance’ and No.35 s. 2009,

‘Agusan del Sur Livelihood and Employment

Assistance Program (LEAP).

The team visited the different local government units of 13 municipalities and 1 city. There were 41 barangays randomly chosen which served as the respondents. The teams also gathered data from the Provincial Health Office, Provincial Agriculture Office and Provincial Veterinary Office. The team which is composed of Cecile S. Pagar, Rolando E. Getes, Ursus Conrad T. Buque, Romeo M. Nesle, Julius Jayson M. Tusoy and Richard P. Sombrio used survey questionnaires and interview in gathering data, specifically from the offices of Agriculture , Health and Barangay Local Government for Dog and Rabies Control and Agusan del Sur Economic Research and Business Assistance Services (ASERBAC) for LEAP. Beneficiaries/Partners in LEAP were also visited. The team expected to complete the activity

cycle this semester with a proposed

amendment coming from the interviewed

constituents of these ordinances.

TO ENHANCE the competence of school heads in the province; another twenty five scholars are now enrolled in Master of Arts in Education major in Educational Administration (MAED) at Ateneo de Davao University. Empowering DepEd School Heads Program for Agusan del Sur is one of the main agenda of the governor, Hon. Adolph Edward G. My Beloved Agusanons,

It is my pride to offer you the maiden issue of

our Sanggunian Legislative Digest for this

semester.

It has been a dream of this office to reach out

our constituents all over the province and even

the neighboring provinces to give information

on what the Thirteenth Sangguniang

Panlalawigan of Agusan del Sur has been doing.

We are very glad that we have made the first

step now.

This legislative Digest will be released every

semester. It hopes to capture the official

activities of every Sanggunian member and the

staff during the semester. It will also give us

updates on ordinances and the how and why

these ordinances are made.

Hopefully, this will not only promote public

awareness which we view a very significant

aspect of good governance but also will serve as

a tool to gather every reader’s idea by sending

us messages to the email address indicated in

the last page of our Digest.

SALN for government employees, a hot issue?

The impeachment trial of Chief Justice Renato Corona made the issue even hotter than our summer season, because many employees wondered why the old form under Republic Act No. 6713 for the declaration of Statement of Assets, Liabilities and Net Worth or “SALN” for brevity has been revised. This year’s submission of SALN prompted the Civil Service Commission (CSC) Regional OfficeXIII, Butuan City to conduct for an Orientation from March 12-16, 2012 attended

by Administrative Officers and Human Resource Officers of all department offices of the region in order to address queries, clarify issues and enlighten their confusions in the filling-up of the revised form, considering that more details or data are required by the declarant to stipulate. For what reason? It is because of Section 7 of Republic Act. No. 3019 otherwise known as the “Anti-Graft and Corrupt Practices Act”.

In order to be acquainted and be informed on the updates on the said law, the issues and queries on the revised SALN form, the Sangguniang Panlalawigan Office sent three (3) representatives, namely: Ms. Rodalyn S. Tusoy of the Provincial Vice Governor; Ms. Juna Rhea Cabusas of the Constituency Office of the SP; and Mr. Ricky Q. Angwas of the Secretary to the Sangguniang Panlalawigan to the said orientation on March 13, 2012 at the CSC Regional Office. The good lawyer, Atty. Ainee Chua of the CSC Caraga Regional Office was the resource speaker. She discussed in detail all information to the best of her knowledge necessary information by way of presenting examples to easily understand the facts, during the orientation. Participants are truly enlightened on their queries

What then if we violate this law on SALN? It was emphasized before the CSC-SALN Orientation ended, as provided in Section 13 of R.A. No. 3019, which states that - “Suspension and loss of benefits. Any public officer against whom any criminal prosecution under a valid information under this Act or under the provisions of the Revised Penal Code on bribery is pending in court, shall be suspended from office. Should he be convicted by final judgment, he shall lose all retirement or gratuity benefits under any law, but if he is acquitted, he shall be entitled to reinstatement and to the salaries and benefits which he failed to receive during suspension, unless in the meantime administrative proceedings have been filed against him.”

PROVINCE FORESEE NO LIFE WASTED IN ROAD MISHAP

It is a known fact that several years ago,

one of the major contributors of death in

the province is road accident. It comes in

number in terms of casualties and victims.

While it is true that road accident cannot be

prevented, officials of PGAS have come up

with an idea of passing measure minimizing

it. Thinking that life is valuable than any

other things, Hon. Emmanuel L. Dairo,

Chairman of the Committee on Public

Works, Infrastructure, Public Housing and

Land Use authored Ord. No. 72, series of

2011 entitled: “An Ordinance Enacting the

Traffic Safety in All Roads and Highways in

the Province of Agusan del Sur.”

The Ordinance aims to 1) avoid fatal road

accident resulting to the loss of lives; 2)

promote public safety, facilitate traffic flow

and regulate speed on public roads and

highways in the Province of Agusan del Sur;

3) remind concerned agencies to perform

their roles and functions pertaining to the

Ordinance; and, 4) encourage every

stakeholder to observe and take active role

to minimize road accident.

Ensuring a mass-based legislation,

numerous hearings and meetings were

done inside and outside the Province of

Agusan del Sur; as well as public hearings to

the thirteen municipalities and one city

from April 12, 2011 to May 11, 2011 to

come up with a more tenable and effective

measure. Line agencies such as the DPWH,

LTO, PNP/HPG and DILG were consulted

with and contributed much to its

realization. Violators of the Ordinance will

be imposed with certain penalties.

To oversee its implementation, a Road

Safety Committee was created and is

composed of the following:

Weighing scales in two (2) strategic

locations along the maharlika highways will

likewise be established to prevent its

destruction. Ensuring its effectiveness, a

seminar and dry run on on-hand operation

of weighing scale were done sometime last

December 1-2, 2011 with all the line

agencies participating.

By introducing this measure, PGAS had struck a balance between different views of the community, and had fully taken into account the traffic safety concern of the public. You can help us preserve safety and insure

2,876 families receive relief goods from Provincial

Government

medicines to flood victims.

THE MUNICIPALITIES of Rosario, La Paz and Talacogon in the province of Agusan del Sur were severely affected by heavy rains in the last week of Dec. 2011. Agusan River overflowed and covered cornfields, vegetable gardens, school buildings, social halls, barangay offices and residences. Though some houses are floating, still

fishing which is their main source of income became hard due to continuous heavy rains.

A team, headed by Gov. Adolph Edward G. Plaza, represented by Vice Gov. Santiago B. Cane, Jr., in partnership with the Constituency Offices of Cong. Maria Valentina G. Plaza of District 1 and Cong. Evelyn Plaza-Mellana of District 2 and in coordination with the Provincial Social Welfare and Development Office, Barangay Cultural Commnunity Affairs Unit, Municipal Local Government Units and Philippine National Police distributed relief goods and medicines to Novele, Cabawan, and Tagbayagan of Rosario; Sabang Adgawan of La Paz; Sabang Gibong, Maharlika, La Flora and Buena Gracia of Talacogon.

The 2, 876 families expressed their gratitude for being cared for despite an almost 2- hour travel by boat just to reach them. “Dako ang among kalipay nga nia mo. Karon sigurado na nga kada pamilya adunay makaon sa pagsugat sa bag-ong tuig. Daghan kaayong salamat”. Brgy Captain Calimpusan of Sabang Adgawan tearfully said.

The last batch of distribution was done on Dec, 31, 2011, few hours before New Year celebration.

Vice Gov Cane shares paperless with DAP

“It was an honor to have shared one of the

best practices of our province, our

paperless session during a national

gathering of legislators”, thus said Vice

Governor Santiago B. Cane, Jr. after he

delivered a lecture on the 9th Academic

Course on Local Legislation under Diploma

in Local Governance and Development for

the League of the Vice Governors of the

Philippines on March 13-15, 2012 at the

Heritage Hotel Manila, Pasig City.

The Development Academy of the

Philippines’ Center for Governance in

partnership with the DAP’s Graduate School

in Public and Development Management is

running the major courses of the Diploma in

Local Governance and Development for the

League of Vice Governors of the Philippines

(LVGP). One of the objectives of the course

on Local Legislation is to gain insights on the

provincial government’s best practice in

process and systems in the field of Local

Legislation. And Agusan del Sur as

recognized on July 14, 2010 by the

Department of the Interior and Local

Government as the Home of the First

Paperless Session in the Philippines has

paved the way to a new era in local

legislation in the country.

9 UPOU Scholars to graduate

this year

From the very hopeful 27, only a handful 17

scholars survived, of which 9 are expected

to graduate this year.

“This must be what survival of the fittest

actually means”, sighed by one of the 17

who have enrolled this first semester for

school year 2012-2013, The province has

entered into a Memorandum of Agreement

with the University of the Philippines Open

University, implementing Ordinance No. 54

series of 2011 which is known as “The

Agusan del Sur Distance Learning at the

University of the Philippines Open

University” with at least 27 scholars for

school year 2011-2012.

However, due to some unavoidable

circumstances, 10 have decided to

withdraw the grant. Scholars this year are

del Sur twenty (20) years ago and today, can

Religious paying of taxes ensures development

and progress and hassle-free living of the

tantamount to living in the jungle where one

Marathon public hearings were done in all

doing the information campaign.

Everybody is talking about the saying that taxes

are the lifeblood of our country but nobody

Ordinance No. 69 series of 2011: “An Ordinance Prohibiting The Use, Sale, Distribution and Advertisement of Cigarettes and Other Tobacco Products in

Certain Places, Imposing Penalties For Violations Thereof And Providing Funds Therefor, And For Other Purposes”

AGUSAN DEL SUR IS SMOKE-FREE

The Thirteenth Sanggunian Panlalawigan of

the Province of Agusan del Sur has passed,

after a series of public hearings in the

thirteen municipalities and one city from

April 12, 2011 to May 11, 2011 an

Ordinance No. 69 series of 2011.

The purpose of this ordinance is to

safeguard public health and ensure the well

being of all constituents by protecting them

from the harmful effects of smoking and

tobacco consumption

This ordinance shall apply to all persons,

whether natural or juridical, whether

resident or not, and in all places, found

within the territorial jurisdiction of Agusan

del Sur.

The following acts are declared unlawful

and prohibited by this ordinance:

a. Smoking in enclosed or partially enclosed public places, workplaces, public conveyances, or other public places

b. Selling or distributing tobacco products in a school, public playground or other facility

f. Placing, posting, or distributing

advertisement materials of tobacco products, such as leaflets, posters and similar materials, outside the premises of point-of-sale establishments and, even if inside the premises of point-of-sale establishments, when the establishments are not allowed to sell or distribute tobacco products

It is hoped that the measure will

denormalize the culture of smoking and

tobacco consumption in the province.

Legislative Council Members attend

Enhancement Training and

Direction-Setting

FOR BETTER LEGISLATION and good

governance, all legislators in the province

attended the Enhancement Training and

Direction Setting for Legislative Council

Members on May 28-31, 2012 at Grand

Regal Hotel, Davao City.

The Sangguniang Panlalawigan Members,

Ex-Officio Members and the Secretary to

the Sanggunian attended the 4-day training.

All the activities and inputs during this

province wide training aimed to enhance

the legislative expertise of our legislators by

understanding their roles on how to

effectively perform the various process of

legislation to uplift the lives of every

Agusanon.

The training was initiated by the Philippine

Councilor’s League headed by the

Federation President, Hon. Alfelito M.

Bascug and in coordination with the

Department of the Interior and Local

Government (DILG)

Vice Gov. Cane talked about parliamentary

procedure in one of the sessions.

SPO meet Prof. Guiza to Enhance SM,BSC

ALL STAFF of the Office of the Secretary to

the Sangguniang Panlalawigan met Prof.

Edel Guiza to enhance the Balanced

Scorecard of the office on May 24, 2012 at

the Provincial Training Center.

Laughter filled the air as the morning

activity was centered on the presentation of

every individual’s job description which

facilitated a very friendly atmosphere.

Concerns were tackled in the afternoon.

Significance of having a healthy relationship

towards co-employees was emphasized.

After a long day of fruitful discussion, it was

realized that another day has to be set to

complete the session.

Mrs. Baudilla A. Retuerto, Secretary to the

Sangguniang Panlalawigan and all the staff

agreed to meet again after the much

awaited Naliyagan Festival.
