It is 2020; one year closer to your retirement, when you can really smile. We all have those tentative dates of a certain month and year and those short timers that are actually counting days and hours.
As I write this article, only a couple of days ago the National Executive Board held a teleconference on the path forward for the Bylaws. It was approved by the majority to move forward with a new criteria for submitting Bylaws, some recommendations for the States to put procedures in place for voting on Amendments that weren’t available at their State Convention, to have a system in place to allow those going to National to vote a particular way as their Bylaws state. It also allows the States to determine if they will vote at their State or at National on all amendments presented. It allows a State to determine in their Bylaws whether they want to have a method spelled out for percentage or block voting. It does the same for National officer voting.
There were no insights or questions asked to have the ability to submit questions ahead of time to the Parliamentarian to answer at the Legislative forum as I’ve asked for several times. I will ask when we have the President’s telecom and I hope it is addressed. Transparency for a united front needs to be accomplished or it will continue to deplete our membership. We have to remember that, when we are voting on our National officer positions and if we don’t get answers when the candidates are campaigning, they should not be voted for. If they are the only ones running, then hopefully we have someone interested that can step up. Once elected, they are there for three years and we live with how they vote. It is just like our own Government.
With that being said, I am announcing my candidacy for National Vice President of the East. Many will most likely know this prior to reading this article.
Legislative is approaching fast with dates of February 23rd -26th. Speakers will be on the 24th, Hill visits on the 25th and travel home on the 26th. At Legislative, there will be no on-site registration, please register in advance online at unitedpma.org.
We will have the Sunday night meeting at 5:00pm immediately following the National Executive Board meeting in the same room. If they finish early I would like to start our meeting earlier if all are there. This will allow everyone to eat dinner prior to the 7:30PM meeting with the Parliamentarian for a question and answer period in the Potomac Ballroom, Residence Inn.
Questions I have for the Parliamentarian are:
1. Bylaws Article VI Section 6 states “When preparing for a roll call vote to be cast on elections, amendments etc., at the National Convention the vote shall be taken by paper ballot at the annual Chapter Convention. The results of that paper ballot shall govern the procedure, by percentage, for how the Chapter’s votes will be cast at the National Convention by the Chapter.
Question: If a Chapter’s method for roll call voting at the National Convention is to choose block voting and some of their members vote against it but it passes, wouldn’t the block voting at the National Convention only be for the percentage of votes that voted for it and the other percentage be cast against the amendment or for a different candidate?
Example; 10 members present and two vote against block voting, wouldn’t the block percentage of their members be 80% and 20% cast the other way?
2. At the close of each Chapter Convention shouldn’t the Chapter have to supply their newly passed Bylaws to the National Office for review and verification of their roll call procedures prior to the National Convention so each states method is known for tabulation purposes prior to the roll call vote?
3. When doing a voice vote or standing count on the National Convention floor, what votes are counted for the majority to pass or fail a motion? Is the majority of those present or those that are registered at the convention for this tabulation? It should be of those present as others aren’t eligible or there to cast their vote.
4. According to Bylaw Article VIII “ There shall be a committee on Articles and Bylaws. This committee shall

continuously review the governing documents and recommend proposed changes, which shall be placed on the agenda of the National Convention for consideration” and Bylaw Article X Section 1 “All proposed Amendments to these Bylaws must be submitted in writing to the National Office at least (60) days prior to the opening of the National Convention of the Organization. The proposed Amendment or Amendments to the Bylaws shall be published prior to the National Convention at which they are to be considered.
Question: If they can’t be considered prior to the National Convention how can the State Bylaws supersede the National Bylaws?
5. What happens if a similar amendment passes at the state levels and then another amendment is submitted 60 days out that is similar and better, how is that handled at the roll call vote. How can we change something that already has enough votes to pass?
6. Will this type of circumstance allow for the members present to have a roll call vote on which proposed Amendment goes through?
7. What if a States method doesn’t allow for any modification of their votes? Does that automatically cast their votes for the Amendment they voted on at their Chapter level?
On the home front here in NY, there seems to be more and more management investigations, more failures to follow instructions, less positive communications and or directions from less knowledgeable operations staff on what we should or shouldn’t do. Are you fearing discipline on every move you make? Let me be clear, document what you have been told to do and supplement it with an email back to the sender reiterating the instruction for verification on the orders given for clarification. No reply indicates you understood it as you have documented in the email. Save your documentation hard copy and or electronic copy in my documents for future use. If you are supposed to do something then do it or don’t certify that you did. If someone else certifies it on your behalf and sends you an email saying so then print and save this email as this person is falsifying the certification. Believe me it is happening weekly. I will sum it up for you all, cover yourself as no one else will. Do not make deals on discipline with your MPOO’s. You and they may think the best interest is done for both parties until the next incident happens when you are the lowest hanging fruit to be picked. You will get eaten. It has happened, so please contact your Chapter Member Representative first for advice before any Investigative Interview and preferably have them present during the interview.

Martha A Miller Retired Postmaster Panama NY and UPMA NYS Chapter Retiree Sec/Treasurer, fell the day after Christmas. Marti has suffered three fractures in her spine. She was released from the hospital four days later. Marti has a brace on her entire back, and cannot bend, lift, or twist. As of today, the only place she can be semi comfortable is in bed.

I want to challenge the UPMA New York Chapter for 2020 to sign up one POSTMASTER.
A few reasons for this challenge. 1. Our State President needs our support (running for
National VP East)2. We need more Postmasters in NY involved in the
organization. Look at the attached new Postmaster member and locations. We have the most potential yet. We are not number one in the national membership contest. I want to beat Texas and Pa and I want you to make it your personal goal too.
3. The more members we have, the more votes we get. (Hint)
We fell below 500 so please look at the attached list and call newly appointed Postmasters. If you are retired pay someone a visit. I know this is more difficult in some
areas but there are over 300 potential members. If you read this far please do someone a favor and sign them up today. Please forward this to fellow Postmasters on your mailing list. The more the merrier.

A special wish to all of my New York State friends for a Healthy and Happy New Year. As your past Legislative Co-Chair (don’t ask me how many years or decades), I urge everyone to be aware of your elected officials and how they impact your lives and wallet. Not many of us can get time off from work or family responsibilities to travel to Washington to discuss issues with our Congress. Unfortunately, I haven’t been able to manage joining our UPMA folks for several years now. I miss visiting our Nation’s Capital. It’s always been educational, exciting and fun. But, that doesn’t mean I’m not paying attention to Congress. Everything they do has an effect on my life: my annuity, my health insurance, my meager Social Security payment under FERS, my income tax deductions, my air quality and so much more. I would like
to advocate for each and every one of us to be engaged with how elected officials influence our lives. This means reading something besides social media and listening to sound bites. It’s time to read more, research more and be informed. This year’s political calendar is a challenge. New York’s Primary is April 28th. Our Congressional and local primary is moved up to June 23rd. There will be Early Voting for all elections. It will be a whirlwind. So, pay attention. Talk to your Representatives when they are in your District and write to them when they are in Washington. Let them know what you feel are important issues. Think hard about how it affects your pocketbook, your family and life. Remember to vote. Be an advocate and remember the 3 “Ps” (Be persuasive, be political and be passionate). Happy New Year to all!

When I was very young my parents enrolled me in the local YMCA. Living on Long Island, surrounded by water, they felt it was a good idea for me to become a strong swimmer. While a member of the YMCA I did in fact learn how to swim. Before long, I was able to swim seventy-five laps in the Y’s swimming pool. My parent’s mission was accomplished.
I did get involved in other activities at the YMCA. I participated in baseball, basketball, handball, and became a volunteer. The volunteers were called Big Brothers. My first responsibility as a volunteer was to run the 16mm projector on Saturdays. Each week we would receive a new film to run after the recreational swim. The movie would be Hop-a-long Cassidy, Abbott and Costello, the Cisco Kid, etc. I also participated in the choir. Our first adventure was to sing Christmas carols at the local Birchwood Nursing Home for the blind. In addition to these activities, we held meetings, elected officials and got involved with civic activities. During a meeting of the Big Brothers we had a visit by our local Congressman Steven Derounian. He tasked the group with coming up with a bill he could introduce in Congress. We worked on a bill concerning the pollution of Long Island Sound. That was my first introduction into how the Federal Governments Legislative body worked. In the next few years, I stayed active in local, state, and federal government politics. When I got a job with the Postal Service, I joined the NALC. There I got involved with Legislation for the NALC.
Legislation is much like membership. It is a good idea to start at the grassroots. That is to say getting to know and visit your local representative at their local office. Attending their local town hall meetings. Attending their political rallies. If you have not done this, I would like to make a suggestion. UPMA members will be visiting the Halls of Congress at the end of February. Make plans to attend. Contact your State Legislative Chairperson, (that would be me), and let them know you are planning to participate in the upcoming 2020 UPMA Legislative Summit. They will be happy to assist you in making an appointment with you representative. They will need you to provide them with your contact information. Name, address, phone number and your email address. While at the Summit you will be receiving training on what issues
are pertinent to you and the Postal Service. You will be briefed as to what to discuss when you meet with your representative. I am sure that you will be accompanied by an experienced member of your state when attending your meeting. Someone who has participated previously in meeting representatives. This is an experience you will enjoy and will help you to get involved at the local level. I urge you to take the time to make this trip. The training you receive is priceless. Washington is a great city to visit. I promise you an enjoyable time. Please attend, and get involved in helping UPMA help you. Legislative Summit is February 23-26, 2020.
This year on the Legislative front there are several bills that will benefit retirees. These bills need your support today. I urge you to contact your representatives as soon as possible. Don’t let this opportunity to enhance your retirement and increase your benefits for you and your family not come to pass.
The first bill that I want to discuss is the USPS Fairness Act, H R 2382. This bill was introduced by Representative Peter A. DeFazio on April 29, 2019. This bill already has 222 Democrats and 44 Republican cosponsors. This bill, if passed, ends the Postal Services obligation to prefund retiree’s health benefits. This bill would be a big win for the Postal Service. The bill solves the most pressing financial issue facing the Postal Service. This bill helps the Postal Service financially, without a tradeoff of changing retiree’s health benefits. This would be a big win for retirees.
The next bill I want to bring to your attention is H R 2517 USPS Shipping Equity Act. The bill has 35 Democrats and 4 Republican cosponsors. This bill would allow the Postal Service to ship alcoholic beverages from licensed producers and retailers to consumers. The passage of this bill would increase revenue for the Postal Service and would eliminate the unfair advantage that other delivery services have over the Postal Service.
The last bill I want to bring to your attention is H R 860 Social Security 2100 Act which was introduced in House on 01/30/2019. The bill has 208 cosponsors, all Democrats. This bill increases various Old Age, Survivors, and Disability Insurance (OASDI) benefits and related taxes. The bill increases the primary insurance amount (e.g., the amount a Social Security beneficiary receives

if the beneficiary begins receiving benefits at normal retirement age) by increasing the percentage of the beneficiary’s average indexed monthly earnings used to calculate the amount. The Bureau of Labor Statistics shall publish a Consumer Price Index for Elderly Consumers, which the Social Security Administration (SSA) shall use to calculate cost-of-living adjustments to benefits. Currently, the SSA uses a price index for wage earners to make such adjustments. The bill increases the minimum benefit amount for individuals who worked for more than 10 years by creating an alternative minimum benefit. A qualifying beneficiary shall receive that alternative minimum if it is higher than the standard calculated benefit amount. The bill increases the income threshold
that a beneficiary must reach before Social Security benefits are taxable.
These three bills are important to both the retirees and the active employees of the Postal Service. This also gives you the opportunity to start a grassroots dialogue with your elected representatives. We need you to help make this legislation a reality. Do not let the Postal Service down. Don’t let yourself down. Don’t put off contacting your elected officials.

I hope everyone survived the holiday season, whether personal or postal, and has gotten the New Year off to a great start.
As I write this missive, the temperature is 65 and most of the snow has melted in the Hudson Valley. This has certainly been an odd winter so far. However, some things remain the same such as gearing up for our Legislative Summit Feb 23-26, Spring District Swings, our NYS Convention May 27-31, and, of course, our National Convention in St. Louis August 1-7. If you are planning on attending Legislative in DC, please take the time to become familiar with HR 141 Social Security Fairness Act. This will be a major topic of discussion with our legislators in the House and Senate.
For those of us old enough to remember the 70s, there was a famous singer named Jim Croce who was killed in a plane crash but not before making some of the most memorable songs of all time, including Bad, Bad, Leroy Brown, Operator, Time in a Bottle, I’ve Got a Name, and Photographs and Memories. The latter song had a special place in my family’s holiday season. Shortly after Thanksgiving, our main home computer died, taking with it, among other work related files, decades worth of digital family pictures, most of which we had saved in files and never had printed. These included family vacations, high school and college graduations, pets, family ancestry and family members who are no longer
with us. Needless to say, this was a crushing blow.It pays to have a plan and be a person of faith. Years
ago, we had bought an external hard drive that was set to automatically back up new files weekly. After the crash, we went to our local technology store, bought a new computer, and found out that our external hard drive hasn’t backed up since 2014. SOOOOOOO, with many prayers, we sent out the hard drive from the old computer in the hope of doing data recovery. To make a long story short, we got back 95% of the data from the old computer including all of the pictures. We are in the process of uploading all of our pictures to the cloud and having the more important pictures printed to prevent a recurrence of this minor catastrophe.
Why tell this story? Among the many pictures temporarily lost were photos of my many friends and colleagues in UPMA and UPMAR, photos of serious times, fun times, photos from conventions, swings, the PMG and me, a large chair and two ladies at 1AM in Lake George, the POW/MIA Table Ceremony.... you get the idea. The message here is twofold. First, take the time to make those memories with family and friends at all of our UPMA functions. They are precious memories. Then, make sure to safeguard these memories. Jim Croce would approve!

I recently spoke to a member that vented to me about their frustration with being one of only a few that take on the challenges of running a district meeting and many other tasks related to our NY chapter of UPMA. I won’t elaborate because it may give their identity away.
Over the years I have felt their same frustration. I empathized with this member but I still have not found the solution either. We are supposed to be a mentoring organization but it is hard to mentor an empty chair. All of us have applied to be leaders and I cannot grasp why when presented with an opportunity to learn and grow, we have so few that step forward.
In a short time our district spring meetings will be taking place. This is an excellent chance to network, learn, and be seen by district POOMS and others. Getting to meet face to face might open a door to a detail if someone finds you might have an interest or talent for a need they have.
We also try to provide some training at these functions
as well. It is much easier to pick up the phone and call someone that may be well versed in a subject you are struggling with. Not one of us likes to appear “stupid” but putting off an item and hoping it goes away rather than reaching out for assistance might be just that.
As I write this, it is early January and the gyms and diet ads are running for the New Year resolutions. I will steal from a past article of mine; belonging to a postmaster organization is like joining a gym. It’s nice to be a member but if you don’t use it, you get no benefit.
I implore you as a member or even non-member, come out to a district meeting, swing, state convention, etc. You might enjoy it, meet some helpful people and learn something new. I was told years ago by a few members that we needed new people to step up and learn because they would not be here forever to do these things. Unfortunately as time goes by, the prophecy comes true.
Still looking for input for training you might like for state convention.
Try On A New Hat
The second District will hold their Spring Swing meeting on March 24 at Pierri’s Central Restaurant in Painted Post from 8am to 4pm or until finished. Training will be provided. Our District staff has been asked to be present for question and answers and some of our State Officers will be present for details on State and National events for the year.
If you would like to get answers to questions, vent your frustrations, gain additional knowledge on any subject matter or be interested in becoming more involved in your future this is the place to be. I can’t help you unless you are willing to help yourself.
2nd District Spring Swing
Required to attend State Convention, National Convention, Legislative Conference. Responsible for setting up Spring and Fall District meetings with location and speaker/training.
Needs to be organized. Will also need to provide articles for ESP and attend Fall Board meeting.

3rd District Spring Meeting will be March 20, 2020 at the Comfort Suites in Cicero.
The facility has a great centralized location, good parking, easy on and off the highway, and a room big enough to accommodate us.
Our Fall meeting was a great success! Hopefully the word got out, that if you did not attend, you missed out on some good information.
We are trying to arrange for Fed Prep and Blue Cross Blue Shield to attend. If anyone has any other suggestions for the agenda please let me know.
Let’s make plans to attend, to have a good crowd, and to enjoy a day with food, prizes and great information.
Plans for some surprises, and pizza and antipasto await you!

The Fourth District of UPMA will meet in Saratoga Springs on Tuesday March 24 at the Holiday Inn from 10 to 4.
We will start our meeting with UPMA business and progress to a free buffet lunch. Following lunch will be District speakers and a presentation TBD.
I have invited District Manager, Hank Dynka, who travels with his team including POOMS. This is a great opportunity for you as a Postmaster to come and be heard.
Postcards will be sent out late February updating speakers. This is your opportunity to mark your calendar for time off and coverage.
At the October meeting, 27 Postmasters attended. Each member of the Albany District Team introduced
themselves and gave us the low down on their positions, questions from the floor were well received by the team.
As an organization, we heard from State President Dan Leonard including remarks from National President Dan Heins. and NYS Retiree President, Mike Silvestri, (also part of the National Legislative Board) spoke to the membership regarding the Washington DC conference in February.
It will be time to vote for a new 4th District Coordinator, look for the ad in this publication.

My last article was about being part of the solution when sending emails. This month I would like to share some thoughts on being realistic about the Retail Customer Experience. This seems to be the hottest focus Nationwide but perhaps Districts and Areas need to reevaluate expectations. We all want our customers to have a great experience at our windows. Even more important, we want the USPS to deliver the service that exceeds our customer’s expectation! We want articles delivered on time that means the customer making the decision between First Class, Priority or Express; items insured, certified or registered to serve the customer needs; of course verifying the address is important along with making sure there is nothing dangerous in a package, even something like batteries that the customer might not think about and absolutely we want them to buy some stamps! Having stamps on hand just takes away the excuse of sending an email, text, Instagram or snapchat instead of sending an actual card or letter. Did you notice that I was trying to list all the electronic diversions to our first-class mail? As you realize, that’s not all the challenges. This year, Kohl’s Department store would even return Amazon packages. The point is that we all want the USPS to be the customer’s choice, so the Retail Customer Experience is important to every Postmaster and Manager, not just the ones that are mystery shopped.
Mystery shopped offices are the ones that get the attention. If you do not get a “PERFECT 100” you fail and even 100% is not good enough. Let’s break it down. Your clerk circled the survey but allegedly did not invite the customer to take it. That may be part of
the score, but it did not impact our service or revenue from offering stamps. I have had customers blame clerks for putting the wrong zip code or address into the RSS system, yet when I asked the customer if the clerk asked them to verify the address on the cdu, the conversation changes. My point here is that we are all human and we all make mistakes. As Managers we should review every shop with our employees. We should look at the overall experience, such as the wait time, the greeting and the attentiveness of the clerk. As Managers, we should be making our own lobby evaluations, we should talk to our customers about their experiences to ensure our clerks are providing the best customer experiences regardless if we are a shopped office or not. This also allows us to retrain or correct any shortcomings from our clerks before it becomes habitual errors. Clerks may not be perfect every time but on the other hand if an RCE shopper gave everyone of the shops a perfect 100, the contractor would probably be questioning if they were doing their job. That might be motivation to look for errors more intently.
As for reevaluating the attention to shops, these should be a tool we use to help us serve our customers and provide the delivery on letters and packages that the customer needs by informing them of the choices and allowing them to make decisions empowered by information. Inviting them to take the survey is great but is it a standard for failure? Again, evaluate your own operation, consult your customers, keep your employees informed and keep everything in perspective, as your plan for exceptional customer service.
