About Legacoop
The oldest Italian cooperative organization Founded in 1886, Legacoop is the oldest Italian coop-
erative organization. It promotes the development of
cooperation and mutuality, the economic and solidarity
relations of its member cooperatives and encourages
the spread of cooperative principles and values.
A contribution to the growth More than 15,000 cooperatives belonging to Legacoop
are present in all Italian regions and productive sectors.
They are leader companies in sectors such as retailing,
construction, agro-food, services and manufacturing.
Member cooperatives have also created important com-
panies in the insurance, finance and credit sectors.
Legacoop carries out a role of representation, assis-
tance and protection in the cooperative movement. It
establishes and manages relations with the govern-
ment and parliamentary commissions, and the political, economic and social stake-
holders. Legacoop also coordinates international relations for the member cooperatives,
with a special attention to European Union institutions, and supports the cooperative
industrial relations in the different sectors.
The associative structure of Legacoop is divided into autonomous Sector Associations,
which organize their cooperatives depending on their sector of activity, and Regional and
Provincial Legacoops, which are responsible at the territorial level.
Legacoop is member of the International Cooperative Alliance and of Cooperatives Europe,
the largest European cooperative representative body set up in November 2006 in Man-
chester.
Legacoop pursues the objectives of the “Blue-Print for
a co-operative decade” approved by the General As-
sembly of the International Co-operative Alliance (ICA).
Built on the resilience demonstrated by the coopera-
tive model since the great financial collapse, the plan
is for the cooperative form of business by 2020 to
become the acknowledged leader in economic, social
and environmental sustainability, the model preferred

Principles and Values
Companies of people “One person, one vote”. Almost 8 million members are also “owners”. Each with equal
rights and equal opportunities Participation, social cohesion and dealing with the contra-
dictions between solidarity and business are all problems common to a modern com-
pany. They have always been for the cooperatives their “raison d’être”.
New Enterprises In a cooperative enterprise the profit remain inside the cooperative itself and is the
means to ensure its economic solidity– a tool to achieve its “social” aims: employment,
safeguarding of health and environment, participation, and the boosting of new coopera-
tive activities. The mutualistic Fund for the promotion of new cooperatives, managed by a
Legacoop controlled body, is Coopfond.
Employment and human resources Over 400,000 people work within the “Legacoop system”. Setting up enterprises for
Legacoop doesn’t only mean looking for new opportunities in the market, but providing a
new opportunity for organized and associated work (in the construction, engineering,
planning, design and manufacturing, agro-food and fisheries cooperatives, social and
cultural services, in tourism, in catering, transport and retailing, etc. ).
Community assistance Cooperation can contribute to the community development by offering services to the
community, both by reducing costs and by providing a quality service. It’s a new and
innovative way to provide a “public”, not state, service to the community (starting from
consultancy, aid for families with difficult social situations; drug addictions; refuges and
refuge communities; prevention, nursery schools).
Environment and health Campaigns were initiated to reduce the pesticide content in agricultural production, to
promote the sale of genuinely produced meat, to support the consumption of fruit and
vegetables cultivated as organically as possible, to support the use of low-phosphate
detergents, to persuade companies to reduce the amount of packaging and use environ-
mentally-friendly materials.
Human resources Training, both technical and cultural of the members, the workers in the cooperative
companies and the management is an increasingly important commitment, carried out
also on the basis of an Agreement signed with the Ministry of Education.

National Association of Worker and
Production Cooperatives
It represents cooperatives in the manufacturing,
construction, engineering and designing sectors. In
industrial relations, it represents its members in
renewing national collective worker contracts in the
building and manufacturing/metal mechanic sectors.
ANCPL is also one of the founding associations of
CECOP (European Confederation of Workers’
Cooperatives, Social Cooperatives and Participative
Enterprises) with its head office in Brussels.

National Association of Consumer
Cooperatives
Ancc/Coop was set up in 1957 as an association of
companies (Coop is leader among Italian retailing
groups) and at the same time, as a consumer
organization. It has small, medium and large
cooperative members for a total of 900 coops, with 9
large ones. Seven of these 9 largest cooperatives set
up the Società Sviluppo Discount under the logo DICO,

National Association Of Housing Cooperatives
Founded in 1961 it organizes 3.000 cooperatives
nationwide for approx. 300,000 houses with a
membership of 400,000 people. The Housing
Cooperatives promote building program (new
constructions or urban recovery) allowing their
members access to house in ownership or rental.

National Association of Retailer Cooperatives
Retailer cooperatives belonging to ANCD associate the
Conad cooperatives amounting to about 4,000 retailers,
of which more than 3,000 manage modern sales outlets
under the logos of “Conad” (supermarkets and
uperstores), “Margherita” (local shops) and “E. Leclerc
Conad” (hypermarkets – a joint venture with the
French group E.Leclerc). Ancd, along with Conad,
belongs to UGAL, the European organization for retailer
cooperatives and purchasing groups with its head office
in Brussels.

Nationa Association of Agri-Food Cooperatives
for Rural Development
It represents cooperatives operanting in different
agri-food sectors-production, processing,
distribution, supplying services and technical
support for enterprises. It promotes partnerships
and mergers to achieve the appropriate economies
of scale, also with EU agricultural cooperatives,
International strategies and marketing strategies
aimed at promoting product quality and origin.

National Association of Service Cooperatives
It organizes service companies in established sectors,
such as transportation and goods freighting, logistics,
private security services, community and private
catering, hygiene and environmental maintenance.
More recently developing areas are Facility

other professional and innovative services.

National Association of Social Cooperatives
Aimed at integrating the disadvantaged people into the
work force within territorial development and within
institutional and public activitites, the main activities
concern: home help, hygiene, education and
rehabilitation, refuge centres, social family housing,
nursery schools, information counters and
management of projects for marginalized people.

National Sector of Tourism Cooperatives
Inspired by the principle of a responsible tourism, it
operates in travel agencies, hotel and tour operator
cooperatives, cooperatives for beaches services,
farmstay companies, companies offering fishing
tourism, cooperatives involved in protecting and
enhancing the natural and cultural heritage,
reception centres.

Mutualistic National Fund
It manages the institutional and mutual fund set up
under Law 59/92 – based on the setting aside of 3% of
annual profits of all cooperatives belonging to Legacoop
and the remainder from company liquidations.
Coopfond makes use of these resources to strengthen
and promote the cooperative system at a national level.
These actions are aimed at: extending the cooperative
presence into the Southern regions and into areas
of low cooperative presence; supporting the setting up
of new cooperative enterprises in the market segment of
new professions and innovative production techniques
(working with local companies, universities and research
centres). supporting the setting up of new cooperative
enterprises for professions where it is prohibited by law
to practice as a company, and for market segments with
high potential (eg. utilities).

Association of Journalist , Publishing and
Communication Cooperatives
Mediacoop has 370 member companies nationwide
involved in publishing (production and sales in
bookshops), graphics, printing and publicity, radio/
television broadcasting and services, in-house
newsletters, cinematography and video production.
These are cooperatives, non-profit societies and
associations of varied cultural and political
backgrounds.

Financial Cooperative Consortium for
Development
CCFS with more than 1500 cooperatives and their
associates all over Italy, has deposits for over 650
million euros and provides financial support for an
average 750 million to its members. It supplies a broad
range of financial services to optimize the cash-flow
and the current assets management; to back
development and investment projects; to support the
short-term financing; to support the cooperatives in
joint-ventures with public and private partnership
(project financing, etc.), in the economic and financial
planning of new projects, in the financial round-about
and in all the other financial operations that need
qualified assistance.

Unipol Group
The Unipol Group is today the second-largest insurance
group operating in Italy and the largest operating in
non-life business, with proforma direct premiums of
€12.2bn on 30 September 2012.

Cooptechnical Consortium
It is a national consortium dedicated to innovation,
environment and energy. It operates as center of
purchasing group for its members (including Coop. Ugf
Unipol insurance, CCC-Acam, Inres, etc.), selecting
suppliers and service providers. It also implements
innovative projects on behalf of Legacoop. Among the
services provided to its members: there are contracts
for optimizing the services of fixed and mobile
telephony, ICT, energy and fuel, postal services, car
rental, etc.
National Institute of Professional Training
Inforcoop associates Legacoop institutions and
training agencies operating in different Italian regions,
some major research and advisory agenzie and
Workopp SpA - Employment agency. Inforcoop
promotes initiatives and projects to support the
development of small and medium-sized enterprises.

Sectoral Specialization
Lega Pesca represents the social and economic inter-
ests of its members in all fishery business areas. It
counts 477 member organizations - 430 cooperatives,
17 recognised producer organizations (including inland
water production), and 25 partnerships and corporate
enterprises. They are widespread throughout all coastal
regions and in all levels of the supply chain - produc-
tion, processing, commercialisation, services, research
and training. They employ about 5,000 workers and
number more than 18,800 members, for an aggregate
turnover of approximately 840 million euros in 2011.
Lega Pesca is involved in promoting mutual societies and cooperative enterprises
as a means to modernize and develop sustainable fisheries' activities. The Asso-
ciation aims at overcoming the economic marginality that has marked the sector
over the past decades, in order to promote its full integration into the food supply
chain, efficiently and effectively enhancing environmental protection policies.
The Association’s policies are aimed at developing innovative activities with low
environmental impact, selective and rational fishing catches, responsible and sus-
tainable fishing, the promotion of aquaculture (marine and land), the promotion of
fishing and fishery tourism and planning management. These policies are devel-
oped in a framework of market liberalization, globalization and standardization
and enhancement of food distributive, quality and safety systems. Members are
offered assistance in planning, technical, financial, legal, administrative, and fiscal
areas .
The Association strongly promoted the 3 national consortiums – UNIMAR
(fisheries' scientific research), FIDIPESCA ITALIA (credit) and UNIPROM (fishery
products promotion). Lega Pesca belongs to ICA (International Cooperative Alli-
ance), COPA/COGECA (European Committee for Professional Organizations and
Agricultural and Fishing Cooperatives), EUROPÊCHE (E.U. Association of National
Organizations of Fishery Enterprises) and MEDISAMAK (Trans-Mediterranean Asso-
ciation of Professional Fishing Organizations).
Lega Pesca is a member of the Executive Committee of the Regional Advisory
Council for the Mediterranean (RAC MED- CCR MED), a consultative body responsi-
ble for drawing up recommendations and suggestions on fisheries' management
to the European Commission and the EU Member States .

Access to credit
Confidifin is a National Consortium for the collettive
guarantee of credit aimed at facilitating credit transactions,
offering members direct guarantees, sureties and
endorsments.
Professional Training
For...mare is a Professional Training Centre recognized by the
Ministry of Transport and Navigation as a centre of shown
competence in the fisheries and sea-farming sector, with
regard to the labour universe, new challanges and new task
approaches.
Socio-economic Studies and Research
The Study Centre realises researches regarding the labour
market, the social-economic impact of productive
investments, planning, management and statistical data.

International Cooperation
The Halieus Ngo, promoted by Lega Pesca, is the first Ngo in
Italy operating in the fishery sector. It aims at enhancing
responsible small-scale fishery and acquaculture activities, as
well as improving the natural resources management toward
the sustainable development of local communities.

Applied Scientific Research
Consorzio Mediterraneo is a research body founded in 1996,
currently with 15 research cooperatives members nationwide.
It is registered in the National Research Registry Office and is
accredited by the Ministry of Agricultural Policies.
Aquaculture
The Association of Mediterranean Aquaculturists, with its 72
member enterprises, aimes at promoting sustainable
aquaculture activity and products (trademark policies, quality
labels, biological certification).
Service and Assistance
Ecoittica Service Ltd provides technical assistance for funding
applications and commercial, economic, legal and fiscal
consultancy services to enterprises and public authorities.

International Activity
Fisheries and aquaculture are sectors of first relevance on, among others, the re-
source management, food security, and youth and women empowerment. These
issues emerge as a global challenges that calls for global responses.
For this reason Lega Pesca is committed at the international level to support the
values of the artisanal fishery and aquaculture and of the cooperative approach as
turning elements of a sustainable development from the economic, social and
environmental perspective.
Lega Pesca already works in strict connection with partner organizations from all
over the world in coordination with the International Cooperation Office of
Legacoop. Lega Pesca is Member of EUROPÊCHE, European association of fishery
cooperatives, and of the COGECA, the network of EU cooperatives. It is an active
member of the ICFO International Cooperative Fisheries Organizations (ICFO), fish-
ery sector of the International Cooperative Alliance (ICA). Important synergies have
been developed with, among others, the FAO, the UNIDO ITPO, and several organi-
zations working on international cooperation (NGOs, Universities, local Autorithies,
etc.) Nine Memorandum of understandings have been drawn up both in the Medi-
terranean than in the Caribbean area.
On the basis of these values and thanks to these partnerships and synergies Lega
Pesca has undertaken several projects for supporting sustainable fishery and
aquaculture worldwide. In realizing those projects Lega Pesca valorizes the high
level of expertise of its specialized structures and of its member cooperatives, aim-
ing also at boosting an actual alliance and dialogues between fishery sector coop-
eratives from different countries.

Ngo Halieus
The international cooperation Halieus is the first Italian Non-Governmental Organisation operating in the fishing
sector set up to promote the economic, social and cultural development of local
communities in developing countries. Its projects are aimed at enhancing small-
scale fishery and aquaculture activities, as well as sustainable management of
the natural resources. They include:
studying and carrying out cooperation projects and programs in the sectors of
aquaculture, fisheries, environment, agriculture, and the relative infrastruc-
tures, in coordination with national and local authorities;
professional training within the sectors mentioned above, mainly aimed at
young people, women, disadvantaged people, communities whose livelihood
depends on primary activities, people who need to learn new skills due to exclu-
sion from previous productive processes or due to the fact that they lack skills,
abilities or a profession;
carrying out applied scientific and technological researches aimed at transfer-
ring suitable technologies to developing countries;
providing qualified technical assistance, by mobilizing specialised technicians
both in Italy and abroad;
promotion of high level professional training and on-the-job training;
promotion of production techniques, as well as the use of sustainable re-
sources, adequate to local culture and traditions;
carrying out activities which lead to self-management, individually and at a
community level;
encouraging and establishing relations of collaboration and networking with
other Italian and foreign associations, cooperatives, trade unions, belonging to
professional, technical, economic and social sectors to achieve common objec-
tives.
Researchers and collaborators of Lega Pesca/Halieus participate in workshops
and international organizations on specific themes - such as the management of
fishery resources (ICCAT-GFCM workshops; IWC, Adriamed, FAO, EU), aquaculture,
shared stocks, etc…The participation of experts belonging to the association in
international meetings (Malta, Croatia, Greece, Turkey, Argentina, Australia, Indo-
nesia, Maldive Islands etc.) has contributed to the creation of synergies, exchanges
of good practices and concrete relations of collaboration with researchers of the
sector in several countries.

An Answer to Governments’ needs
The MoU with Ivory Coast Legacoop has signed several international
agreements with relevant stakeholders from
developing countries, including the Memoran-
dum of Understanding between Legacoop,
Lega Pesca and the Government of Ivory
Coast (Ministry of Planning and Development,
2010).
The MoU was strongly requested by the Ivory
Coast government to strengthen the local
cooperative movement in the agricultural and fishery sector. Agriculture and fisher-
ies are two sectors on which the Ivory Coast relies for restarting the process of local
development, and the cooperative movement has been identified as a potential
driver of this process.
Cooperatives are increasingly being used as tools to reduce exclusion and alleviate
poverty in Africa, but this process requires an effective support in order to have an
impact on development at the national level. The cooperative movements could
strongly contribute to improving the governance, the efficiency and the perform-
ance of primary cooperatives and of the other social economy organizations.
The Ivory Coast Government has stressed the need for sustaining the cooperatives
in their capacity to access markets, access credit, corporate management, compli-
ancy to legislation and most of all to give to their members a voice and representa-
tion in the social development in the country, as well as in the organization of the
relative economic sector (especially in agriculture and fishery).
In 2012, UN International Year of Cooperatives, the special role plaid by the coop-
erative in the socioeconomic development has been widely recognized by the inter-
national community that has found in the “Blue-Print for a co-operative decade” a
solid basis for a sustainable and inclusive development.
Up to now the MoU hadn’t the possibility to be implemented into concrete project
initiatives due to the recent political troubles in Ivory Coast. Considering the new
political framework of the country, the Ivorian Embassy in Rome has recently reaf-
firmed the country's interest in collaborating with our organization and has encour-
aged the renewal of the Memorandum of Understanding for the concretization of a
process of collaboration, technical assistance and know-how transfer.

FITOAMBIENT - Phytodepuration and environmental
education in a Lebanese Bio-region (2011-2013)
Co-financed by Friuli Venezia Giulia Region
The project realized a phytodepuration plant (constructed wetland system) for
reducing the environmental impact of the trout farms on the Orontes river in
the Hermel Province. The action has been sided by a technical on-the-job
training for local experts.
MADAGASCAR PROJECT (2011-2012)
Co-financed by the Province of Rome The Project is in the rural village of Djangoa, Ambanja district in the Diana
region, and aims to support the development of the region through women's
empowerment, improvement in local hygienic conditions, improvement in
children's nutrition at the Mamiko school and development of new economic

Swap Programme The project aims at developing the Marine aquaculture in the Mediterranean
sea in Egypt. Lega Pesca is collaborating to the implementation of the project
as subcontractor for providing technical assistance on: 1) development of an
economic analysis on the potentiality of the sector and elaboration of
Business models and Business Plans for the private investment in marine
aquacultures and hatcheries; 2) technical assistance for the installation of the
marine cages and transfer of the relative know-how on the marine cage

Training of small-scale fishermen of the
Island of Tumbatu, Zanzibar (2006-2007)
Funded by Miche Association Onlus
The training module was a part of a study on the local fishery sector, and
focused on aspects of food safety, marketing and sustainability.
The project was funded and carried out by Lega Pesca (through the NGO
Haliéus) as part of its international policy for supporting small-scale
sustainable fishery.
Training for fisheries and aquaculture in Algeria
(2005-2007)
The training project on fishing in Algeria was carried out by Lega Pesca with
the participation of the Algerian Ministry of Fisheries and the contribution of
the Directorate General for Development Cooperation of the Italian Ministry
of Foreign Affairs and Emilia Romagna Region.
“Strategy plan for the rehabilitation of the
fishery value chain from the effects of the
tsunami in Sri Lanka (2006-2007)
Study commissioned by Legacoop in the framework of a project on country
rehabilitation based on the value chain assessment of the fishery sector in
two specific areas: Ampara and Kalutara. Particular focus on the cooperative
enterprises, women and training.

F.A.R.O. Training and upgrading Italo-Chilean
fishery operators (2009-2011)
Funded by the Italian Ministry of Welfare
The project supported the development of lifelong training in SME fisheries
and of the operators in the fishery sector, updating their technological and
organizational skills. This included food safety and food quality, and
promoting innovative activities linked to the fishery sector such as fishing
tourism to increase the number of those working in the sector.

Women in the Net Telematic network to optimise exchanges amongst
women (and not only) belonging to the fishing sector as
a tool to facilitate synergies at all levels - regional,
national and especially trans-national.
SEREA Seaside Reorientation Activities
As “innovative measure” in the area of the
“management of restructuring”, the project aims at
creating a socio-economic and labour oriented model in
the inshore fishing and shellfishing sector, promoting
sustainable development and good practises (protected
marine reserves, fishing tourism, marine tourism).

reconversion of the fishing operators F.A.R.O.’s activities focus on the “Recognition of
professional qualifications within the fishing sector as
well as the experimentation of continuous integrated
training models and the experimentation of activities
regarding diversification”.
Diversification of small-scale fisheries in
Protected Marine Areas— FishingTourism The aim of the entire project and especially of the
workshop, which took place in Sardinia, is to create an
opportunity for meetings and discussion of fishermen
operating in Protected Marine Areas, together with their
representatives coming from several Mediterranean EU
countries.

PINTA Project—Integrated Proposal regading
Tourism Adaptability The project's aim is to study and tackle the reduction in
national fisheries' production by means of promoting
fishing tourism and fishery tourism activities in
Protected Marine Areas. It aims at combatting the crisis
in the fishing sector, which places many at the risk of
work market exclusion, particularly in the small-scale
fishery area.
