Management Team Frank Deluca – CEO Mr. Deluca and his family have been involved in real estate development and construction since the mid 1970’s with a number of developments under their portfolio ranging from residential subdivisions to commercial retail and industrial buildings. In 2006 Mr. Deluca founded DCL Construction, at that time specializing in commercial development for national franchisers and retail tenants. Today the company has evolved into DCL Group of Companies, leaders in high performance building design with a commitment to develop new facilities in support of the medical community across North America. Mr. Deluca has proudly served on a number of charity boards over the years including his current board seat with the Schizophrenia Association of Ontario. Robert Pellegrino, CGA, Chief Finance Officer Mr. Pellegrino BComm, CGA LPA, is a certified general accountant and licensed public accountant in the province of Ontario. Robert is a founding partner with the licensed public accounting firm of KBFP LLP. Robert has 17 years experience working small business and has advised on a wide variety of businesses. Robert has worked with mid size CA firms Hyde Houghton and MSCM. He has extensive knowledge in real estate development, construction, finance and condominium corporations. Robert serves on three condominium boards in York Region and Grey County. Andrew Bowerbank, Chief Sustainability Officer Mr. Bowerbank is a respected authority on green buildings, smart-grid energy systems, industrial design, and low-carbon economics. He is the former Executive Director of the World Green Building Council (2007-10) where he was proud to act as the Member Representative for the United Nations Environmental Programme. He was also the founding Executive Director of the Canada Green Building Council -GTA Chapter, and Senior Manager of Sustainable Development at the Toronto & Region Conservation Authority. In addition to his current work with DCL Group, Mr. Bowerbank is a Council member at the Federation of Canadian Municipalities' Green Municipal Fund, a member of the BRE Global Standing Panel of Experts, and he is supporting cleantech trade and investment opportunities with industry leaders in the USA, Europe and Asia.

Management Team Laura Panopoulos, Communications & Office Administrator As communications and office administrator Ms. Panopoulos is responsible for marketing strategy, social media and media releases as well as reading, and analyzing purchase requests, procurement requests, and entering purchase orders in accordance with the statement of work or scope of work. She is also responsible for WSIB and insurance compliance of all sub-trades. She reports to the CEO and CFO directly.

Andy Burns, Site Project Manager Mr. Burns is a seasoned site project manager having worked his way up from labour to skilled craftsman then to site super and finally to Site Project Manager. His strong organizational skills have been honed at DCL where he is challenged to raise the bar with each project. As part of his duties he is responsible for man power deployment, work schedule logistics, WSIB site compliance as well as driving projects to completion. He is the key conduit between the field and management at DCL.

Laurie Suikki, Project Coordinator and Estimator Ms. Suikki has over twenty years of experience in the construction management industry. As estimator and project coordinator at DCL she is critical to the projects success. Working in collaboration with the design, consultants and delivery teams her role is the pulse of every project DCL undertakes. She is proficient in MS project, Planswift two of the primary tools used at DCL to plan projects and track results.

Tom Martino, VP of Project Delivery Mr. Martino is a seasoned construction project delivery specialist with over ten years in the public institutional sector having played key PM roles in projects ranging from 2 M up to 400 M for the Ministry of Health. He is an expert at tendering, evaluation and qualifying, risk assessment and project close outs and turn over to the client.

Project management is the “art” of directing and coordinating human and material resources throughout the life of a project by using modern management techniques to achieve predetermined objectives of scope, cost, time, quality and participation satisfaction. At DCL we use the most effective and simplest of tools and technologies to make sure we are on track to success. But really its our people and their dedication to delivery that makes all the difference. Constant and mandatory management training is a standard practice and a serious investment for DCL. We see the ROI and so do our clients.

Design Build We are not a jack of all trades. At DCL we pride ourselves on having the discipline to say “no” when it’s not within our core competence. It’s our commitment and focus on our strengths that makes us better as we set the bar higher for ourselves. Greatest compliment paid to DCL from a client “honestly DCL is too sophisticated for us and we the client have to up our game to keep up”. Construction delivery is a tough business. Statistically rates of failure or dissatisfaction is higher than satisfaction. Why… Because expectations by stakeholders was not clearly defined
