Welcome
2013/14 has been a momentous year for Leeds College of Building. In January 2014, after many years of trying, work commenced on our new campus on the former Yorkshire Chemicals site at Hunslet Lane.
The new 8,000m2 campus will enable us to reduce our sites down
to four; North Street, Millwright Street, Hunslet Lane and Lockwood
Way. The new campus will enable us to deliver brickwork, roofing,
plumbing, renewable technologies, electrical installation and
gas courses in a 21st Century facility. We will welcome the first
students to the campus in early 2015.
In June 2014 the College had a full Inspection by Ofsted. Their
overall findings were very positive, with the College graded
“Good” (Grade 2) overall. Our 14-16 Skills Academy, which
delivers vocational education to local schools, secured a fantastic
“Outstanding” grade.
After a prolonged recession it is good to see the industry returning
to growth. The topic on most companies’ agendas is skills
shortages. Although we have seen a growth in Apprenticeships we
have not, as yet, witnessed growth in other areas of College activity
but I am sure this is a timing issue.
We encourage our students to participate in local and national
competitions. As in previous years our students performed
excellently and won a host of regional and national awards and one
of our tutors, who teaches civil engineering, achieved a national
accolade of being “Outstanding BTEC Teacher of the Year”; a truly
fantastic achievement.
I would like to thank all the staff and students at Leeds College of
Building for their contribution to College life and look forward to
another successful year to come.

Overview 1
Leeds College of Building (LCB) is the only specialist further and higher education construction College in the UK. Established in the 1960’s we have built up an enviable reputation both regionally and nationally.
We deliver a comprehensive range of courses related to
construction and the built environment including Apprenticeships,
further and higher education courses and business training. Various
progression pathways are available to students, from entry level 1
to level 7.
We have excellent links with construction and engineering
companies, both on a regional and national scale, which enables
us to align curriculum to the current and future needs of the built
environment.
We are often commended on the high quality tuition, facilities and
resources that the College provides and this is reflected in the
success rates of our students.
The number of students has expanded in recent years due to the
high level of interest in construction and there are currently around
7,200 students and our annual turnover is £16.5 million.
There is a friendly and sociable atmosphere at all of our campuses
and our staff work hard to ensure students achieve their goals and
receive the support and guidance needed to succeed.

2.3 Key Strategic Priorities:
‘Outstanding College’ status: A key element in developing Leeds
College of Building as a ‘Centre of Excellence for Construction and
the Built Environment’ is to be recognised as a quality organisation.
Teaching, Learning and Assessment: Teaching, Learning and
Assessment are at the heart of Leeds College of Building. This
priority seeks to ensure that both staff and physical resources are
appropriate for the delivery of education and training which meets
the changing needs of companies and the sector as a whole.
Higher Education: The College has set out a clear mandate
to develop an extensive range of HE courses. These courses,
including Higher Apprenticeships, will provide greater progression
opportunities and assist in raising the profile of the College both
regionally and nationally.
Property Strategy: The short to medium term property strategy
focuses on the development of the new purpose built campus, at
the junction of Black Bull Street and Hunslet Lane in Leeds City
Centre, together with the remodelling of the North Street campus
to cater for an increase in HE numbers.
Business Development: Crucial to the College’s reputation is
its stakeholders and the excellent partnerships and support given
by industry through employers and federations. The College will
seek to attract and engage with all categories of employers and
federations across the built environment sector.
Employability Skills: The key aim of students studying full-time,
at Leeds College of Building, is to gain sufficient qualifications and
experience to enable them to progress into employment and / or
further studies. Students develop personal, social and employability
skills and progress to courses leading to higher level qualifications
and into jobs that meet local and national needs.
Employee Engagement: This priority seeks to actively engage,
develop and value staff in achieving the College’s strategic
priorities. The College seeks to engage and develop its employees
in order to meet the requirements of a rapidly changing FE sector.
We will strive to ensure that the College’s culture is promoted
in such a way that all staff aspire to the same values and high
standards and place the students at the heart of all activities.

New Campus3
Work started on our new £16million campus in January 2014 and the build has an expected completion date of March 2015.
The campus is located on land that was purchased last year
from Yorkshire Design Group at Hunslet Lane and Black Bull
Street in the heart of Leeds City Centre. We appointed Fuse as
the architects, GB Building Solutions as the lead contractor and
AECOM as project managers.
The all-purpose 8,000 square metre building will take approximately
51 weeks to build and is an inspiring campus that will serve a large
proportion of our students.
It will deliver an unrivalled learning environment for the students,
with over half of the space dedicated to the new specialist
workshops, including separate classroom areas and non-teaching
spaces, an entrance piazza, library, student services area and
refectory. This will all combine to create a truly innovative and
inspiring learning environment, which will achieve a BREEAM
Excellence rating when complete.

In July we celebrated a successful inspection by the Office for Standards in Education, Children’s Services and Skills (Ofsted), during which the College was graded ‘good’ overall and its 14-16 provision ranked as ‘outstanding’.
Following a week long inspection across each of our six
campuses, outcomes for learners, effectiveness of leadership and
management, as well as learning and assessment all ranked as
‘good’.
The College’s quality teaching was also highlighted for enabling
students to develop good vocational skills and produce work of
a high standard. Ofsted said the College works particularly well
with local partners, construction companies and schools to deliver
programmes that meet local and national construction business
needs.
We were delighted with the ‘outstanding’ rating given to our 14-16
provision, a scheme we run in partnership with local schools to
allow pupils to attend College and study construction courses on a
day release basis.
The scheme provides a valuable opportunity for young students to
lay the early foundations for a successful career in construction.
Joe Coluccio, Director of Catholic Education 14-19, at Corpus
Christi Catholic College, one of the schools Leeds College of
Building (LCB) works closely with shared his views on the report:
“The excellent relationship we have built with LCB is extremely
beneficial to our pupils. They can enrol on bespoke courses and
spend up to two days a week at the College and for some students
this proves to be an ideal alternative to the traditional school
environment. Students who have completed courses at the College
have developed both in-depth knowledge and first-rate practical
skills which have given them a taste of life in the construction
industry.”
We are now on the next stage of our journey to fulfil our ambitions
of becoming an outstanding College.

ICE Quest Technician Scholarships
Three LCB students secured QUEST Technician Scholarships
from the Institution of Civil Engineers (ICE). Bethany Holroyd,
employed by Halcrow Group and Jane Burgess employed by Kier
Construction are both studying towards the Higher Apprenticeship
in Civil Engineering and finally Chris Lofthouse, employed by
JN Bentley is completing the HNC in Civil Engineering. QUEST
offers scholarships worth £1,500 to students in further or higher
education studying for a civil engineering qualification which could
lead to Technician Membership (TMICE) of ICE.
Reception at No. 10
Lecturer Barry Falconer and apprentice Bethany Holroyd attended
a reception at 10 Downing Street hosted by the Deputy Prime
Minister Nick Clegg and his wife Miriam Gonzalez Durantez. The
event, which was held during National Apprenticeship Week
celebrated women in science, technology, engineering and
mathematics (STEM), with the focus on encouraging more females
to consider a STEM career.
HRH Duke of York Visits Students
During National Apprenticeship Week His Royal Highness The
Duke of York KG visited Leeds to promote the benefits of taking on
an apprentice to SMEs. He also visited our Stourton campus and
met apprentices, students and local dignitaries, toured the main
construction workshop and unveiled a commemorative plaque. The
Duke has a passion for Apprenticeships and the construction and
engineering sector, and that clearly showed when he was speaking
with our apprentices, students and staff.
Young Women Encouraged into Construction
An event designed to engage and inspire young women to pursue
apprenticeship opportunities in the built environment, construction
and engineering sectors was held at Leeds Arena. Organised
jointly by WISE (Women in Science & Engineering) and the College,
the event involved an interactive discovery workshop with 25
women who are currently working in technical roles to talk about
their careers in construction. Female students from across West
Yorkshire attended.

Young Joiner Carves out a Traditional BusinessFormer student Stephen Jefferson has started a carpentry business specialising in heritage work that he hopes will help to keep traditional building methods alive while restoring a wide range of historic and listed buildings throughout the North of England. Stephen initially completed a carpentry & joinery course at Leeds College of Building and worked as an apprentice for five years before winning a place on the prestigious Prince of Wales Building Craft Apprentices Programme. He now hopes his new business, which is known as Stephen Jefferson Joinery, can give other young people the chance to do an apprenticeship and learn about traditional building techniques.
Former Students Practice What They PreachTwo former apprentices have returned as lecturers to the College to teach the next generation of plasterers and roofers. Lewis Minnock, who spent eight years at College and completed a plastering apprenticeship, HND and NVQ 6 & 7 now works as a part-time lecturer one day a week as well as being a director at his family run plastering firm, Hillcourt Plasterers. Part-time lecturer Ian McCarthy also spent three years at College as a roof, slating and tiling apprentice, and successfully competed in the national SkillBuild competitions as well as embarking on a prestigious Heritage Course run by the Princes Foundation for the Built Environment. Lewis and Ian are shining examples of just how much can be achieved from working hard and embracing all the extra opportunities on offer at the College.
LCB Students and Lecturer Win National Awards for Educational Excellence LCB students Robert Noble and Bethany Holroyd and lecturer Barry Falconer have been named as Outstanding BTEC Construction Student of the Year, Outstanding Adult BTEC Apprentice of the Year and Outstanding BTEC Teacher/Tutor of the Year respectively, at the National BTEC Awards held in London on 3rd July 2014.The ceremony was held in recognition of the nearly one million students around the country who are studying BTEC qualifications this year. Lecturer Barry Falconer said: “it is an honour bestowed on myself, which I could not have achieved without the superb team at the College. I am proud to have won but it could have been any one of the team as we all strive to inspire lives and build the future of our students. The pressure is now on to maintain these high standards”.
Cricket Club’s Brush with Local Students Saves ThousandsFive decorating students from the College and their lecturer generously volunteered to lend a hand at a local cricket club - giving it a much-needed makeover in time for its 150th anniversary. East Bierley Cricket Club is home to several teams including a 1st, 2nd and 3rd team. Inevitably, after years of hosting competitive cricket games the decor had grown tired. After top quality work by the students the club has been transformed giving it a much needed boost.

Employer Engagement & Project Work6
A number of small / medium companies have been supported
through the College, who were successful in winning funding
to support the delivery of NVQ Level 3 qualifications. Ordinarily
this level and type of qualification would not be funded but the
Response programme, which aims to support the Local
Enterprise Partnership (LEP) strategy, can offer funding. A total
of 39 employees from local companies are benefitting from
this programme.
Workplace Learning Contract
Work is continuing on the delivery of NVQ Level 2 qualifications
under the Workplace Learning Contract. Approximately 184
employees from companies have benefitted or continue to benefit
from the funding provided by this programme. A wide variety of
businesses have been engaged and range from self-employed
individuals through to those that employ many thousands of
people, i.e. councils and NHS trusts.
BT Facilities Services
A contract has been secured to deliver Level 2 Facilities Services
qualifications to employees of BTFS, the facilities services arm
of BT. The qualifications are being delivered across the North
of England, Scotland, Northern Ireland and the Republic of
Ireland. The Facilities Services qualification is aimed at qualifying
experienced workers who work in roles such as caretaking,
maintenance operations and general housekeeping.
Leeds Teaching Hospitals NHS Trust
Leeds Teaching Hospitals Trust is always keen to ensure that as
much of their workforce as possible is qualified. Leeds College
of Building has been able to offer and deliver Level 2 Facilities
Services for their team of porters. Delivery is taking place at both
Leeds General Infirmary and St James’s Hospital.
Bradford Council
The College has been successful in winning a contract to deliver
NVQ Cleaning and Support Services to support the Council’s
programme of staff development for its employees.
Broadley Group
Broadley Group is a Leeds based building and maintenance
company who have historically used LCB for apprentices.
Broadley were keen, however, to ensure that their existing staff
were suitably qualified, LCB delivered various NVQs (level 2,
3 and 6) to 20 of their employees, all delivered / assessed in
the workplace. The qualification areas included painting and
decorating, plastering and joinery as well as site supervision and
site management.
The Deputy Principal is pleased to report on some of the key activities with employers, which the College is proud to be involved with.

NG Bailey
The College continues to work closely with NG Bailey to manage
their national apprenticeship provision in Mechanical & Electrical
Services and Technicians. This involves a Hub & Spoke Model
approach for which the College is the managing agency; looking
after apprentices’ off the job training and NVQs in the workplace
through a network of Colleges near to where the apprentices live
and work, together with Leeds College of Building also delivering
courses. Over 120 apprentices were involved, together with
additional up-skilling training requirements for some existing
employees and Construction HNCs / HNDs and Higher Level
Apprenticeships.
Balfour Beatty
Balfour Beatty approached the College to help meet a company
training need to train / upskill some of their managers through
the Higher Apprenticeship route. The bespoke 12 week block
release two year programme delivered at Leeds College of Building
includes arranging accommodation for their employees whilst
studying. The two year programme includes a Higher National
Diploma in Construction & the Built Environment, delivered off the
job, and the NVQ Level 5 Diploma in Construction Management
(Sustainability).
Health & Safety
LCB has continued to provide significant amounts of Health and
Safety training to companies such as Yorkshire Housing, one of
the region’s leading housing associations and Leeds City Council.
Their employees have benefitted from numerous courses, including
Working at heights, Manual Handling and Asbestos Awareness.
New Refrigeration and Air Conditioning (RAC)
Apprenticeships
The College has responded to a need from employers across
the region to offer RAC which was discussed and planned for a
2014/15 start; the first group has subsequently started.
Company engagement
Full-time students at the College, with the excellent support and
flexibility of employers, have benefited from numerous site visits,
work experience opportunities, career talks, mock interviews and
mentorship, which has complemented their learning experiences
and supported enhanced employability skills.
