Respondiendo a un anuncio de trabajo colocadopor el Departamento Escolar de Lawrence, en la prensalocal, radial y escrita, un grupo de trabajadores,algunos desempleados, acudieron a la Escuela SouthLawrence East a llenar solicitudes donde listaron sushabilidades con la esperanza de ser contratados.

Además de Michael Gearan y Sherlie LaPierre,representantes de Eastern Contractors Inc. (ECI),principal contratista de la obra de la Escuela Superior,a la feria de trabajo acudieron representantes de otrasfirmas que subcontratan trabajos, tales como ACMEWaterproofing Co., Inc y American Ventilation entreotros. “Como media docena que yo entrevisté, puedenser entrenados para hacer el trabajo”, dijo Michael J.Fischer, de ACME.

Michael Gearan, de ECI, explicó que su compañíacontrata a subcontratistas, que al igual que ellos,colocan a trabajadores que pertenecen o no a la unión.En cuanto a trabajadores que tienen dificultad con elidioma, Gearan fue enfático, “Ese no es un problemaaquí”, dijo.

Susan Levasseur de American Ventilation estimóque unos 40 trabajadores acudieron a solicitar trabajo.De ellos, 12 fueron seleccionados y ahora tendrán quedecidir cuáles son los mejores, según indicó LevasseurAmerican Ventilation se encarga de fabricar losconductos de metal por donde circular la calefaccióny el aire acondicionado.

Wayne J. Griffin Electric, de Holliston, MA estuvorepresentada por Nora O’Malley y Cindy Vergano,ambas del Departamento deRecursos Humanos. Wayne J.Griffin Electric tiene contratas envarios estados del este de EstadosUnidos, pero prefieren utilizarmano de obra local en obras locales,según informó O’Malley. “De 12que han aplicado, creemos que 5pueden ser contratados”, dijo estaúltima y aclaró que la decisión seríatomada más adelante.

“Esta feria debió llevarse acabo mucho antes”, declaróMichael P. Gagliardi, BusinessManager del Local 175 deLaborers’ International Union ofNorth America a Richard Aybar,durante su reciente comparecenciaen Crossover, programa dominicalque se transmite por la 1490AM.Gagliardi está convencido que laferia es una reacción de laadministración a la demostraciónlaboral en días pasados frente alayuntamiento.

Según informáramos ennuestra edición No. 199-L, el

pasado martes, 17 de agosto, un grupo de trabajadoresde la construcción, en su mayoría residentes de laciudad, respaldados por el Local 175, montó unademostración frente al ayuntamiento, reclamando elderecho que la Carta Constitucional de la Ciudad (CityCharter) les da de trabajar en las construccioneslocales.

De acuerdo a la Sección 15.20 de la mencionadaCarta, un 30% de los residentes de Lawrence debenbeneficiarse de las construcciones locales.Recientemente, 3 nuevas escuelas se han construidoen la ciudad, y la escuela superior está en construccióndesde principios de año, sin haber beneficiado en loabsoluto a los residentes de la ciudad.

Esto fue denunciado desde el mes de febrero porel Concejal por el Distrito B, Carlos Matos, al que seunió el Concejal por el Distrito A y Presidente delConcilio, Patrick Blanchette, así como el Concejal at-Large Marcos Devers y el Representante EstatalWilliam Lantigua (I-Lawrence).

“No tenemos una fecha definida, pero estamosplaneando otra feria de trabajo”, dijo Michael Gearan,de ECI. “Posiblemente a fines del otoño o mediadosdel invierno. Todo depende del estado de laconstrucción”.

Por su parte Michael P. Gagliardi dice estarcomplacido de la forma en que se están desarrollandolos acontecimientos. “Veo un legítimo esfuerzo departe de la administración y los contratistas deencontrarle solución a este problema”, dijo durantesu comparecencia en Crossover.

Michael R. Sweeney renunció a la posición a que fueelecto antes de cumplir su mandato en el Comité Escolarrepresentando al Distrito F. Para casos como este, la Carta dela Ciudad (City Charter) especifica que el candidato que quedeen segundo lugar, toma el cargo vacante. No en este caso.Sweeney fue el único candidato.

La Carta de la Ciudad, previendo esto, especifica quedeben celebrarse elecciones dentro de los 90 días de producirsela vacante, o sea, en el mes de junio.

Por ahorrar dinero y dado que tendremos eleccionesestatales el 14 de septiembre, el Concilio solicitó de laLegislatura un cambio de nuestra autonomía para celebrarlaseste día. A solo seis días de las elecciones, la legislatura aúnno ha respondido a la petición de nuestro Concilio.

En estos momentos estamos en una encrucijada: Violamosla ley cuando no celebramos elecciones en junio y volveremosa violarla si celebramos elecciones el 14 de septiembre sinantes recibir la aprobación apropiada, por lo que estaselecciones podrían ser impugnadas ante las cortes.

Nuestra delegación en la Casa del Estado está trabajandodiligentemente y está confiada en que la petición será otorgadaa tiempo.

Rules are made tobe broken

At least, in Lawrence, this seems to be the case and thebest example is the upcoming elections on September14th for School Committee in District F.

Michael R. Sweeney resigned from the position that hewas elected to serve before ending his mandate as SchoolCommittee Member for District F. In cases like this, the CityCharter states that the runner up will step up to the plate. Notin this case. Sweeney was the only candidate.

In this instance, the City Charter states that an electionmust be held within 90 days of the vacancy; in this case duringthe month of June.

To save money and since we have state elections onSeptember 14th, the City Council sent a Home Rule Petitionto the Legislature requesting permission to hold the electionon that day. Six days to Election Day the Legislature has notresponded to our Councilors’ request.

Right now, we are in a dead end: We are not in compliancebecause we did not held elections in June and we will breakthe law again if we hold them on September 14, without properlegislation approval, so this election for District F SchoolCommittee could be contested before the court of law.

Our delegation in the State House is working diligentlyand is confident that the approval will be granted on time.

During the Dominican Festival, an oil painting wasraffled to raise funds to help Alonso Capellan with the cost ofhis cancer treatment. A total of $810 was raised and sent tohim to the Dominican Republic. Alonso confirmed the receiptof the money and announced that he will be back in Lawrenceby September 14.

Durante el Desfile Dominicano se rifó un cuadro para recaudarfondos para ayudar a Alonso Capellán con sus gastos de tratamientocontra el cáncer, el cual produjo la cantidad de $810, los cuales le fueronenviados a República Dominicana. Alonso confirmó el recibo del dineroy anunció que estará de regreso en Lawrence el día 14 de septiembre.

Alonso aún necesita ayuda económica y estos generososcomerciantes han acordado ofrecer algo para ser rifado el día 3 deoctubre, 2004, durante la celebración de Los Niños Talentosos de FifiGarcía. La Senadora Sue Tucker anuncia quePrescription Advantage, el programa estatalde seguro para medicinas administrado porla Oficina Ejecutiva de Asuntos de Ancianos,conducirá un período de inscripciones desdesetiembre 1 al 30, 2004. La fecha efectivapara cobertura será el 1ro de noviembre, 2004.

Los residentes de Massachusetts que noestán recibiendo beneficios de medicinasbajo Medicaid y tienen más de 65 años deedad; o son menores de 65, trabajan 40 horaso menos por mes, cumplen con los requisitosde CommonHealth de MassHealth y tienenuna entrada anual por debajo del 188% delnivel federal de pobreza (solteros $17,503,casados $24,481) son elegibles parainscribirse en Prescription Advantage. Laspersonas de 65 o menos pueden inscribirseen cualquier momento del año. Aquellosde 66 ó más pueden hacerlo solamentedurante un período abierto de inscripción.

Senator Sue Tucker announced thatPrescription Advantage, the state prescriptiondrug insurance plan administered by theExecutive Office of Elder Affairs, willconduct an annual Open Enrollment periodSeptember 1 - 30, 2004. The effective dateof coverage will be November 1, 2004.

Massachusetts residents who are notreceiving prescription drug benefits underMedicaid and are age 65 or older; or underage 65, work 40 or fewer hours per month,meet MassHealth’s CommonHealthdisability requirements and have grossannual household incomes at or below188% of the Federal Poverty Level (single$17,503, married $24,481) are eligible to signup for Prescription Advantage. Individuals age65 or younger can join at any time during theyear. Those aged 66 and older can only joinduring an open enrollment period.

“Because of the high cost of fillingprescriptions, the Prescription Advantageoffers an affordable and convenient optionand I urge all of my constituents who areeligible to enroll,” Senator Tucker said.

The Plan utilizes a formulary thatcategorizes prescription drugs into threecategories: generic drugs, brand-namedrugs, and additional brand-name drugs.Generic drugs have the lowest co-payment,while additional brand-name drugs have thehighest co-payment. The Plan’s formularycovers most outpatient oral prescriptiondrugs, including insulin and disposableinsulin syringes with needles.

The Plan year runs from July 1 throughJune 30 of each year. For members whoreach their annual out-of-pocket spendinglimit, the Plan pays the full cost of theircovered prescription drugs through the endof every plan year. Prescription Advantageapplications can be obtained through localCouncils on Aging across the State or byphoning the Office of Senator Tucker at(617) 722-1612. Applications are alsoavailable in Spanish.

In response to an Employment Fair adplaced by the Lawrence Public Schools inthe local press, a group of workers, someunemployed, came to South Lawrence EastSchool on Thursday, September 2, 2004,with their resumes to fill out applicationswith the hope of being hired.

Besides Michael Gearan and ShirleyLaPierre, representing Easter ContractorsInc. (ECI), the new high school’s principalcontractors, were also in attendance ACMEWaterproofing Co. Inc. and AmericanVentilation. “About half a dozen of theworkers interviewed by me can be trainedto do the job”, said ACME’s Michael J.Fischer.

Michael Gearan from ECI explainedthat his company sub-contracts work toothers and they hire union and non-unionworkers. Regarding those who havelanguage problems, “That is not a problemhere”, he said emphatically.

“This fair should’ve been conductedseveral months ago”, said Michael P.Gagliardi, Business Manager at Local 175of Laborers’ International Union of NorthAmerica to Richard Aybar, during a recentradio interview on Crossover, talk showtransmitted every Sunday by 1490AM.Gagliardi is convinced that the fair was anadministration’s reaction in response to theworkers’ demonstration a few days ago infront of City Hall.

As we reported in our edition No. 199L,on Tuesday, August 17, 2004, a group ofworkers, most of them Lawrence residents,members of Local 175, demonstrated infront of City Hall demanding the right to

work in local jobs as stated in our CityCharter.

According to The City Charter, Section15.20, 30% of Lawrence residents mustbenefit from local construction jobs.Recently, three new schools have been builtin the city and the new high schoolconstruction is under way without anybenefit for city workers.

This was brought to the table by DistrictB City Councilor Carlos Matos with thesupport of District A and Council PresidentPatrick Blanchette, Councilor at-Large MarcosDevers and also State RepresentativeWilliam Lantigua (I-Lawrence).

“We don’t have a definite date but weare planning another work fair, possibly latefall or winter, depending on constructionschedule”, said Michael Gearan, from ECI.

As far as Michael P. Gagliardi isconcerned, he seems to be happy with thenew developments. “I see a legitimate effortfrom the administration and the contractorsto find a solution to this problem”, saidduring his interview in Crossover.

On Tuesday, August 24, Frank Bonetappeared before the Personnel Committeeof the City Council having been nominatedby Mayor Michael J. Sullivan as the city’snext Personnel Director. It passedunanimously and it was ratified by the fullcouncil on September 7 on a 8-0 vote.Councilor Israel Reyes was absent.

Frank Bonet comes with an extensiveexperience in human resources. Mostrecently he worked in the schooldepartment since 1999 as HumanResources Generalist and he was HumanResources Coordinator with CLASS, Inc.where he was employed since 1996.

Bonet came to Lawrence in search ofa new life when he retired from serving asPersonnel Manager in the armed forcesfrom 1981 to 1996 in Vincenza, Italy; FortDrum, New York; Kaiserslautern,Germany; and Ft. Benning, Georgia.

He brings to the city professionalismand will implement performanceexpectations of employees and provideregular feedback on strength andweaknesses in order to hold themresponsible for satisfactory completion ofwork assignments.

In his current position, Mr. Bonet hasinstituted minor disciplinary measuressuch as warnings. He has also identifiedemployee developmental needs andprovided or arranged for training to

maintain and improve job performance.All of these skills will be very useful inhis new responsibilities.

Council President Patrick Blanchettesaid moments before taking the vote thathe always tries to find something negativeabout the candidate but in his case he couldnot find anything. “I even thought ofcalling your wife,” he joked.

His wife Vivian Bonet is employed bythe Lawrence Public Schools as SeniorBookkeeper and they are Lawrenceresidents.

The Lawrence Ambiente TrainingProject is an EPA-funded trainingprogram to provide free training for upto 45 Lawrence residents to qualify towork in the field of environmentalremediation. Lawrencians who completethe program will be qualified andlicensed to work on cleanup in theGateway Project, deleading, asbestosremoval, and other environmentalemployment. The Project will begin thefirst training in October.

To qualify to apply and participatein this free training opportunity, you mustbe 18 or over, be able to work outdoorswith specialized equipment (we willprovide the training), be able to speakand write basic English and do basic

math, and be able to make a commitmentto participate in the training program.

There is an information session forthe public to be held in Lawrence on twoevening dates, Wednesday, September15, 2004, 7PM, and Tuesday, September21, 2004, 7PM. The meetings will be at60 Island Street, Lawrence, on theground floor.

At the information session,organizers and environmental businesseswill discuss the kinds of work availablein this region, pay rates, specialequipment that is used, what kind oflicenses are required that you can getthrough the program, how long thetraining lasts, how to apply, and will alsoaddress people’s questions.

Bajo un sol brillante, Lawrencecelebró el Vigésimo Festival Anual dePan y Rosas, en conmemoración de lagran huelga textil de 1912, con tresescenarios diseminados por el ParqueCampagnone, donde fueron ofrecidasdemostraciones artísticas/culturales consabor local, nacional e internacional.

En el Escenario Bernstein, (en honorde Leonard Bernstein, pianista,compositor y director nacido enLawrence. 25 de agosto, 1918 – octubre14, 1990) se presentaron:Branco/Stamas Big Band, intérpretes deJazz.Son del Sol, bajo la dirección de AlfredoVelásquez, interpretes de música andina.Tuty Pérez y los Cremosos de la Bachata,grupo local intérpretes de bachata ymerengue.The Mammals, intérpretes de músicapopular.C.J. Chenier and the Red Hot LouisianaBand, magistrales intérpretes de blues ybaladas.

Los adultos pudieron disfrutar deuna amplia variedad de literatura sobredistintos temas, dispensada pormiembros de distintas organizaciones ygiras por la ciudad, tanto a pié como entrolleys, donde se les explicó la historiade los puntos más importantes de laciudad.
