• Referrals to the Hoarding Panel should be made to ASATeam – as all referrals to access Adult Social Care services come through this area.

• This will provide a central point for gathering of statistic re: referrals.

• ASAT will gather basic information from the referrer – referrer

can be anyone, including the person themselves who hoard.

Cognitive Behavioural Therapy (CBT) is the most effective psychological treatment. It can help you to change the thoughts and feelings that drive you to hoard. Royal College of Psychiatry - http://www.rcpsych.ac.uk

Mindfulness-Based Cognitive Therapy may also be useful for treating symptoms of anxiety, according to research published recently in the British Journal of Psychiatry. Researchers looked at changes in anxiety levels among patients with generalized anxiety disorder using different treatments. They found that MBCT and cognitive-behavioural therapy-based psycho-education were both effective in reducing anxiety symptoms. www.psychiatry.org

Hoarding can be described as collecting and being unable to discard excessive quantities of goods or objects.

As a behaviour, it is quite common and most people who hoard possessions do not suffer from any psychiatric disorder, however, in some cases the problem may progress to become so severe that it causes significant distress and impairment.

Though usually covert, hoarding can also become a concern for others when health and safety are threatened by the nature or amounts of ‘clutter’ accumulating within, and sometimes overflowing from, the sufferer’s environment.

Environmental Legislation turns to the treatment of hoarding rather than of the hoarder and more towards environmental neglect than self-neglect.

When hoarding grows to a problem level, possibly spilling over beyond the hoarder’s own home the environmental health service may be among the first to know.

There are many situations that may alert EHO’s to hoarders:-

• A bad smell coming from premises; • An unsightly mess in the garden;

• Rodents in the vicinity; • Disrepair to premises;

Housing, unsightliness and statutory nuisance falls under the regulatory arm of the islands local authorities. EHO’s within the Environmental Health Unit are authorised officers of all the islands local authorities and advise in all matters relating to Housing and Statutory Nuisance.

Public Health Act 1990 Filthy and verminous premises – not all hoarders’ premises fit into this category, ‘filth’ is a euphemism for excrement, animal or human, and persons who hoard their own excreta present a singular challenge, including considering the health, safety and duties of care owed to those dealing with it.

Statutory Nuisance includes:-

• any premises in such a state as to be prejudicial to health or a nuisance;

• any pool, ditch, gutter, watercourse, privy, urinal,

cesspool, septic tank, drain or ash-pit or other receptacle for waste matter so foul or in such a state as to be prejudicial to health or a nuisance;

• Handling a problem of hoarding requires careful assessment of each case;

• Never make any assumptions or judgements about the causes of hoarding or the motivation of the person concerned;

• Keeping an open mind and a non-judgemental attitude is more likely to foster a good relationship with the person and is more likely to prompt some improvement;
