Presentation to the vice-presidents of research of universities and national labs at the Star Metrics Consultant Meeting, organized by NSF, NIH and other american agencies. We present Lattes project and other ST&I information platforms we developed in Brazil.

When and why Lattes was built

1997 - The national electronic forms were important for agency funding operation, but unsuitable to decision making.

Free admissionAny person can enroll and add his or her CV information

“Mandatory”Registration on Lattes is required in order to apply for funding. It is now a common practice within the National ST&I system funding agencies

Data Interchange standards

Defined in collaboration with universities and other S&T Agencies

Data GovernanceDOI, Audit reports of false information and mostly by social control

Interoperability and data extraction Lattes interacts with 132 institutions

Alignment with other e-Gov initiatives ex. Innovation Portal, Coleta CAPES

Unique identification for researchers (ready for ORCID)

Privacy policy No personal information is made available through the Internet

How the CVs are updated?

1. Each person accesses Lattes Platform and login in on his/her own CV

2. Articles, activities or other information are updated

3. The updated CV version is “sent” to CNPq and will appear on the Web (24-48h later)

Public Governance in ST&IWe are now building a national platform that combines all ST&I in strategic decision making and public governance.

Final remarksPast: Lattes began as a response to governmental

information needPresent:

o It turned out to be the main source of ST&I information (used by Federal Agencies, State Agencies and Universities)

o It enabled the development of other national initiatives (Innovation Portal, DCVISA, SINAES, DCSIBEA, Aquarius and many others)

o It has been a reference for international cooperation among governments, institutions and researchers (ex. ScienTI)

Future: The current trends in technologies and public governance allow us to consider several other scenarios of how to build a national database.
