    PROFILE OF KHAMMAM DISTRICT

    INTRODUCTION:

    Khammam District is formed on 01-10-1953. It has spread over in an area of

    16,029 Sq. KMs with 1,101 inhabitant villages and a population of 27,98,214 (2011

    Census). The area is divided into (46) Mandals in (4) Revenue Divisions viz., Khammam,

    Kothagudem, Palvancha, and Bhadrachalam. Out of 46 Mandals, (29) Mandals are

    Tribal dominated. An area of about 7,425-64 Sq.KMs is covered with Reserve Forest in

    the district. This district is bordered with Warangal, Nalgonda, West Godavari, EastGodavari, Krishna Districts and Bijapur and Sukuma Districts of Chattisgarh State,

    Malkangiri District of Orissa State. River Godavari enters into the district at

    Lottipittagandi, after flowing for 181 KMs leaves the district in the South-Eastern

    direction at Kothuru village of Bhadrachalam Sub-Division.

    The Government of Andhra Pradesh has upgraded the Khammam Municipality asLarger Urban Area in the name ofKHAMMAM MUNICIPAL CORPORATION duly merging

    (09) surrounding Gram Panchayats viz., 1). Khanapuram Haveli 2). Kaikondaigudem 3).

    Gollagudem 4). Damsalapuram 5). Mallemadugu 6). Kothagudem 7). Allipuram 8).

    Velugumatla and 9). Ballepalli under clause (d) of Section 2 of the AP Municipal

    Corporations Act 1994 vide G. O. Ms. No: 399, dt: 19.10.2012.

    NOTE ON FUNCTIONING OF DISTRICT POLICE OFFICE, KHAMMAM

    Sri A. V. Ranganath, I.P.S., Superintendent of Police assumed charge of

    Khammam district on 26.11.2012 FN. Prior to him Sri P. Hari Kumar, I.P.S., Superintendent of

    Police held charge of the District from 08.06.2011 FN to 26.11.2011 FN.

    Sri Prakash Jadhav, assumed charge as Addl. Supdt. of Police (Admn.)

    Khammam on 22.06.2011 FN. Prior to him Sri K. Ramachandra Rao, OSD held charge from

    20.01.2011 AN to 22.06.2011.

    Sri T. Srinivasa Rao, assumed charge as Addl. Supdt. of Police (Opns.),

    Kothagudem w.e.f.24.05.2012. Prior to him Sri T. Ramprasad., held charge of Addl. Supdt. of

    Police (Opns.), Kothagudem from 15.12.2011 to 11.03.2012.

    Sri N. Venkateswara Rao took charge of Administrative Officer, District

    Police Office, Khammam on 05-08-2010 AN. Prior to him Sri K. Sudershan Reddy held charge

    of Administrative Officer, District Police Office, Khammam from 11.12.2009 to 31.07.2010 andretired on superannuation

    (34) Probationary SIs (Civil) have been allotted to

    Khammam district in the month of May and June. (21) PSIs(Civil) have completed their practical training by 15.10.2011

    and (07) PSIs (Civil) by 07.11.2011 and the remaining (06)

    PSIs (Civil), (03) PSIs (Civil) viz., Sri O. Murali, 2) Sri J.

    Vasantha Kumar and 3) Sri T. Suresh are still under practicaltraining and their training will be completed by 23.12.2011.

    The (02) PSIs (Civil) viz., Sri K. Jithender and Sri P. Naveen

    who have been reported on 11.10.2011 from sick leave are

    undergoing PC/HC duties and (01) PSI Sri T. Satyanarayana

    who has already completed PC/HC duties, reported sick and

    joined for duty on 11.10.2011 is undergoing Station Writer

    duties.

    A) POLICE MEN FAMILY WELFARE TAILORING CENTER:

    A Police mens family welfare tailoring center is functioning in District HQrs, Khammam. Fifteen Police families are

    attending the center every day to stitch the uniforms of AR Police personnel of this district. Previously i.e. up to 2001

    there were only five sewing machines and two over lock machines available in the above center. In view of the

    increase in the members of tailors, 18 new sewing machines and one over lock machine were purchased from the

    tailoring center fund. At present there are 23 sewing machines and 2 over lock and 1 zig-jag machines available in

    unit tailoring center. The cloth required for stitching the uniforms is drawing from DPO stores on indent at @ of 3.00

    Mtrs cloth to each Police man and the uniforms are being stitched according to the measurements received from SIs

    of concerned Police stations and RI, AR, Khammam. One AR H.C 1672 D.Mohan Rao is attached to the tailoring

    center for its maintenance and 2 Home guards who knows tailoring are assisting the Master tailor H.C. The revenue

    on tailoring center is being deposited in SBI and SBH A/C No.5160 and 62004636542 through DPO Khammam. The

    details of stitching charges being paid to the Police families as per the GORT No. 1000, dated 17-06-2010

    communicated through Chief Office, Hyderabad are furnished here under.

    B) POLICE FLOUR MILL

    A Police flour mill is functioning at Police HQrs. Khammam for the welfare of Police families. Only Rs.2.00 Grinding

    charges are being collected for 1 Kg atta in Police flour mill where as Rs.4.00 are being collected by the other flour

    mills in out side. One Grinder and Chilly powder Mill are also functioning in the said flour mill. Rs.4.00 grinding

    charges are being collected for 1 Kg in the Police flour mill where as Rs. 8.00 are being collected by other flour mills

    in out side. Rs.8-00 are being collected for 1 Kg. Chilly powder in the police flour mill where as Rs. 14.00 are being

    collected by other flour mills in out side. The income derived from the flour mill is being deposited in Andhra BankA/C No.8959 through DPO Khammam. One AR PC 1509 Sri B.Papu and one HG are attached to the Flour mill forits maintenance

    C) MEDICAL INSPECTION ROOM.

    The Unit Medical inspection room is functioning in newly constructed welfare complex building located near DPO

    for the welfare of Police men and their families. One Doctor by name Sri SK.Babu jan, MBBS & ENT. Specialist who

    is working as medical officer in Govt. HQrs. Hospital, Khammam is attending the M.I. Room every day in the

    evening i.e. from 1700 hours to 2000 hours. 1 AR PC 1192 Sri Sk.Ismail who underwent RMP training and one

    Women PC 969 Smt. K.Sujatha and 1 HG 246 Sri T.Brahmachary are attached to M.I. Room for the maintenance.The medicines are being supplied from 12th Bn. APSP HQrs. Anneparty, Nalgonda District to the M.I Room,

    Khammam. Daily an average of 30 Police family personnel are attending the M.I. Room and taking medical

    treatment by the Doctor and medicines are being supplied to the patients on free of cost. In this connection a

    register showing the particulars of patients attending the M.I. Room daily and the medicines supplying to the

    patients is being maintained. M.I. Room facilitate like patients beds-4, Mattressess-4, Pillows -4, stands for giving

    I.V.Fluids-04, Almarah, Racks for medicines, Refrigerator etc., are available in the M.I. Room

    The District Police Welfare society has opened a school in AR Police HQrs. Khammam in the year 1995 to cater the

    Educational needs of Police Children. The School was established on the name of Sri G.Krishna Prasad the then

    Addl.Supdt. of Police Khammam, whose life was sacrificed in the terrorists attack. The school is functioning with

    class I to X Telugu medium and from classes Nursery to X Class English medium. The strength of the school has

    been increasing year by year and it was reached to 654 students during the current year. A total No. of 25 teachers

    including 1 Computer and 1 Karate master are working in the school (11 Male and 14 Female). Out of which 16

    teachers are trained, 9 are un-trained. In addition to the above, 3- Ayahs are working in the school for keeping theschool area clean and to look after the needs of the kids. One ARSI Sri D.Narsimha Rao, is attached to the school

    for maintenance. Less fees are being collected from the children than the Private schools functioning in the town and

    only half fees are being collected from the children of Home guards studying in the school on welfare measure.

    Salaries are being paid to the teachers and ayahs working in the above school from the school income. A computer

    lab was established in one of the rooms of the school building. This lab is provided with 12 computer systems to

    impart coaching to the students. A science laboratory was also established in the year 2003 to impart the knowledge

    the students in science subjects

    E) POLICE WELFARE GAS AGENCY

    A Police welfare Gas Agency was established on 01-01-1999 for the welfare of AR & Civil Police personnel of this

    district near Police parade ground, DAR HQrs. premises Khammam. A total No. of 2,927 Gas connections were

    received from IOC Vijayawada in which all connections were issued to the Police personnel. Daily an average of 40

    Cylinders are being sold and the amount of the Gas agency is being deposited in Andhra Bank A/C No.206217.The IOC is supplying one Full Cylinder for Rs.372=50 and the same is being sold to the Police personnel for RS.

    F) PARDESHI NAIDU GYM :

    A Gym has been constructed on the name of late Sri Paradesi Naidu, I.P.S., in the year 1998 in the premises

    of Police Head Quarters near District Police office, Khammam and it is functioning from 20-12-1998. It was

    renovated and inaugurated on 04-09-2010 with new items.

    An amount of Rs.30/- is being collected as user charges from the men and the children of the Police men on

    welfare measure and an amount of Rs.80/- is being collected from the out side public. The income derived from the

    Gym is being deposited in Andhra Pradesh Grameena Vikas Bank, Church Road, Khammam A/C No.1038040895

    through DPO, Khammam. One AR HC 2044 Sri K.Krishnaiah is attached to the Gym for its maintenance.

    G) WELFARE COMPLEX BUILDING:

    A new building (Welfare complex) was constructed in the premises of Police HQrs, Khammam with the funds

    Rs.6.00 Lakhs sanctioned by Smt. Renuka Chowdary, former M.P. Khammam and Honble Minister for

    Women and Child Welfare Govt. of India to accommodate all the welfare activities in the complex. Presently

    welfare activities viz. Medical Inspection Room, Tailoring Center, Hair Dressing Saloon are functioning in this

    newly constructed welfare complex. It was inaugurated by Sri Swaranjithsen IPS., the then Director General

    of Police, A.P, Hyderabad on 09-04-2005

    H) COMMUNITY HALL CUM POLICE KALYANAMANDAPAM

    A Community Hall cum Police Kalyana mandapam was established in the premises of the District Police

    Office, Khammam. The District Collector Khammam has sanctioned an amount of Rs.28 Lakhs from

    national small savings funds and M.P. Funds for the construction of the community Hall. The

    Superintendent of Police, Khammam sanctioned Rs.4 Lakhs from the available funds and the construction

    work was completed with a total expenditure of Rs.32 Lakhs. The community hall cum PoliceKalyanamandapam was inaugurated on 26-10-2002 by the then Honble Chief Minister of A.P. Sri

    N.Chandrababu Naidu and it is being utilized by Police personnel and civilians for marriage functions on

    payment of rental charges. The income derived from the Police Kalyanamandapam is being deposited in

    A.P Grameena Vikas Bank, Church Road, Khammam vide AC No. 1038044878 through DPO,Khammam. Sri G.Prakash Rao, ARSI and 2 HGs HG 60 J.Veera Swamy and 503 V.Nageswar Rao are

    I) PURIFIED DRINKING WATER PLANT

    A purified Drinking Water Plant was established in one of the vacant Police officers quarters ( No.A/6)

    situated near District Police Office, Khammam as per the sanction orders of the Director General of Police,

    A.P, Hyderabad issued in Memo C.No.1023/V4/2006 dated. 28-12-2006 for supply of Purified Drinking

    Water to Police personnel as a welfare measure. It was inaugurated by Sri R.K.Meena, IPS., the then

    L)HAIR CUTTING SALOON

    One hair cutting salon is functioning in the new welfare complex building constructed near Dogs Kennel,

    DAR HQ premises, for the welfare measure of Police men and Home Guards. It was inaugurated by Sri

    Swaranjithsen IPS., the then Director General of Police Andhra Pradesh. Sri G.Appa Rao, and Sri

    D.Nageswara Rao IV class employees Barbers are working in the saloon. In addition 3 Home Guards are

    also attached to the above saloon to assist regular barber work. An amount Rs 3.00 is being recovered per

    head from AR personnel in their salary and depositing in DPO Khammam in barber fund account

    missing persons, unidentified dead bodies were also uploaded in this application.

    4. 3rd Eye-An investigation Tool:-This application is being utilized by all the users in the district especially by the IOs tolocate and identify the crime vehicle through vehicle tracing system, Criminals through telephone tracking, Voter ID card search,

    driving license, CIS, education tracking etc.,

    5. Personal Information System:- There are altogether 2520 employees exist in the district, all the records related toemployees data has been uploaded in the application.

    6. State Crime records & Statistics:- the SCRB formats (25 formats ) are being entered by the SWs all Police Stations fromJuly 2008 and the forms are being submitted by the SHOs, CIs and SDPOs concerned regularly.

    7. Investigation Support Center :- In order to instill awareness to take support of this application for investigation of allimportant cases and mandatory formats, training to the officers from the rank of SI to SDPO has been given at Sub-Division

    level. All the IOs and supervisory officers are taking assistance of this application when ever required.8. AP Police Manual (APPM) :- This application is being utilized by all the users in the district for awareness, clarification andstandard formats.

    9. Case Status in APAT (AP Administrative Tribunal):- This application is being utilized by all the users in the district toknow the status APAT cases.

    10. eCOPS Web Application:- The FIR entry has been started in the district on 06.05.2008 and was launched by theSuperintendent of Police, Khammam. This application is being utilized by the SHOs of the district. At present all seven

    integrated forms is being entered by online. As per the State Statistics Khammam districts took 2nd place of 7 Integrated formsall to gather1,21,805 records are updated in eCOPS Web application.Apart from the above, there are altogether (111) locations exists in the district , of which 65 Police Stations ( Total PSs 62), 19

    Circle Offices (Total Circle :19 ), 7 SDPO offices ( 07 Sub-divisions), 21 Offices (SP, Addl SsP, DCRB, DSB, AR Hqrs) (Total

    :21) have been with Broad Band network connectivity. Remaining locations i.e Venkatapuram PS & Circle Office are wirelessnetwork, Karakagudem PS having will Network, Allapalli Police Station is no network connectivity.

    The District Training Center was constructed in the year 2004, near DAR Hqrs., Khammam with barracks,

    class Rooms, dining Hall, Store Room, Office Room, Kitchen Room, preparation room etc a Parade Ground with 400

    Mtrs. track was also prepared for conducting of parade to the trainees. One obstacle Course ground is also available at

    DTC Khammam which was installed during the year 2000. The DTC extends in the 25 Acres of land in continuation of

    DAR Khammam head quarters, the said DTC was inaugurated by Sri S.R. Sukumara, I.P.S. the then Honble DGP A.P.,

    Hyderabad, on 13-04-2004. Sri. Shaik Ismail, DSP is Vice Principal and Sri. Prakash Jadav, Addl.SP (Adm), is the

    Principal of DTC Khammam.

    DTC Khammam is existing with 4 Old barracks,1 Dining hall, One computer lab with 20 No. of computers,

    one staff room and 20 Toilets. As per the additional infrastructure facilities provided by Honorable DGP AP Hyderabad in

    the year 2008 NCL constructed Pre-Fabricated structure of 5 Barracks, 2 Class Rooms, 1 Dining Hall, one

    Principal/vice Principal office and 5 Toilets, besides that sulabh International constructed 30 Toilets, 2 Tubs & Septic

    tank for the use of trainees & staff which are sufficient. The DTC Khammam is the sufficient facilities for 250 trainees.

    The following are the trainings conducted at DTC Khammam:

    1. Basic Induction Training to the 91 SCTPCs (AR) of Medak, Vishakapatnam & SAR CPL Hyd Districts from 17-04-

    2007 to 04-01-2008.

    3. Basic Induction Training to the 188 SCTPCs (Civil) of Vishakapathanam Districts from 18-04-2011 to 17-01-2012.

    4. 28 batches of 10 days Capsule Refresher course training to civil force Khammam have been conducted to the

    Khammam District Civil in service Police personnel.

    5. 3 batches of Focused improvement course to the frequently absenting, deserting and consumption alcoholic Police

    In 1966 agitation was started in KTPS, Paloncha by one Kolisetti Ramdas R/o Yellandu for employment for locals..

    In 1969- Pothu Krishna Murthy foreman in KTPS R/o Old Palvancha started fast on to death by demanding employment for

    locals in KTPS

    In 1969 Police firing occurred during the visit of the then Home Minister Jalagam Vengala Rao, two agitators died.

    In November, 2009 the KCR was lodged in Khammam Sub-Jail and shifted to NIMS Hospital, Hydrabad.

    In September 2010 the KCR visited Khammam town,one Duggineni Bhaskar Rao and others joined in TRS.

    the pro-Telangana agitations appeared in the District. In this connection a case was registered at Khammam I Town PS vide

    Cr.No. 290/2009 U/s 143, 114, 117, 120 (B), 153 (A), 188, 505 (2), 506 IPC, Sec. 7 of Criminal Amendment act 1932 of

    Khammam I Town P.S. That time TRS leadership managed the District Unit of CPI (ML) ND by paying huge amount and got

    its support. On which the CPI (ML) ND intensified agitations in the District in protest against arrest of KCR, as the CPI (ML)

    ND have considerable strength in Yellandu, Khammam, Kothagudem, Pinapaka, Aswaraopeta and Palair ACs. Now the CPI

    (ML) ND fervently participating in the agitations under the flag of political JAC, due to participation of CPI (ML) ND in the

    political JAC it became strong in the district.

    One Sulloju Kanaka Chary, Professor of PG College, Khammam is working as District Convener of Political JAC and

    Kurapati Ranga Raju, TNGOs District President is working as Co-Convener of the JAC. The said Kurapati Ranga Raju who

    is Deputy Tahsildar in Revenue Department and Eluri Srinivas Rao, MPDO, Garla / TGOs District President are very fanatics

    towards Telangana agitation and were foment the employees and political parties is participate in SAKALA JANULA

    SAMME by expecting good positions for themselves in political field, if Telangana State was formed. The District political

    JAC participate in each and every agitation by responding to all calls given by State political JAC. The District BJP is also

    participating in the programs in the cover of political JAC, but its strength is nominal and negligible in the District

    04.02.2011, 21.06.2011, 13.07.2011, 27.07.2011 and 16.08.2011 in the District by Telangana political JAC and

    Telangana Students JAC. Rail roko was organized peacefully and 5 cases were registered in this regard.

    The Teachers, Employees, RTC Employees, Advocates, Doctors, Caste Organizations and others

    were also formed JACs in connection with Telangana issue.

    Total (2) CPI MsLA and TDP MsLA (3) were also submitted their resignations in response to the call

    given by Political JAC. Out of 5 Congress MsLA only (3) MsLA tendered their resignations and rest of 2 MsLA viz.,1) Sri Mallu Bhatti Vikramarka (Madhira AC) and 2) Rega Kantha Rao (Pinapaka AC) were not submitted their

    resignations. Surprisingly the Congress party rank and file of the District did not admire the resigned MsLA and not

    found fault on non-resigned MsLA. However no notable hurdles laid by political JAC or Telangana protagonists over

    the tours of non-resigned MsLA and both are freely attending their programs in the District

    offences like garlanding chapels to Rajeev Gandhi statue in Yellandu mandal, attempts to commit suicides in

    Kothagudem, Yellandu, Manuguru and Paloncha towns, damage of Sri Potti Sreeramulu statues in Khammam,

    Paloncha, Kothagudem and Yellandu towns, damage of RTC/Govt. vehicles in Khammam, Paloncha, Yellandu and

    Kothagudem towns, burring of private properties i.e. flexi boards in Khammam, Kothagudem, Bhadrachalam towns

    and violation of prohibition orders in all most all towns.

    During entire agitation (146) specific cases were reported. Out of(146) cases, (5) cases were convicted,

    (14) cases were acquitted, (4) cases compounded, (16) cases withdrawn, (88) cases are in PT, (11) cases arereferred as UN, (2) cases were closed as Action dropped, (5) cases transferred to Railway Police on point ofjurisdiction and (2) case is U.I. of which (632) accused persons were involve of them (627) were arrested andremanded to judicial custody. Apart from the above (373) cases U/S 151 Cr.P.C. was registered in which (4461)persons were taken into custody under preventive measures.

    The Khammam district is free from communal issues, except KRANTHIKAR case, in which he edited and

    published a book under the style and title of THE CRESCENT OVER A WORLD, containing controversial and

    objectionable writings against the beliefs and sentiments of Islamic preaching, holy book QUARAN and prophet

    Mohammad which is subject matter of Cr.No. 40/10 of Khammam II town PS.

    A considerable population of Muslims is found in Khammam Town, Yellandu Town, and Kothagudem Town.

    But no communal incidents took place in these Towns. The main Muslim Communal Organizations working inKhammam District are 1) JAMAAT-E-ISLAMI-HIND, 2) STUDENTS OF ISLAMIC ORGANISATION, 3) TABLIQ-E-

    JAMAAT, 4) JAMIAT ULMAEHIND (DELHI), 5) AHMADIYA MUSLIM INTERNATIONAL COMMUNITY(QADIAN)

    and 6) MAJLIS-E-QATM NUBAVATH. These organizations are conducting their religious activities peacefully. So

    far no member of these organizations has come to adverse notice.

    The Hindu Communal Organization viz. RSS, VHP are not having strong holds in Khammam District. During the

    year 2011 they have not involved in any violent activities. Bando bust was made in all festival occasions and went

    off peacefully.

    Union elections to Singarani collieries were held on 28-06-2012 the process has taken place from 06-06-2012 to 28-

    06-2012 from filing nomination to nomination till declaration of results this being held once in 4 years.

    As many as 64,000 workmen are working in all the Mines and departments of SCCL divided into (11)Divisions/Areas and spread over 4 districts i.e. Khammam, Waragnal, Karimnagar and Adilabad. Khammamdistrict has about 11,500 workmen in Kothagudem (including Sathupalli), Yellandu, Manuguru and Corporate areas.

    This time (15) unions are participated, but main fight was among (4) unions i.e. INTUC, AITUC, HMS & TBGKS.Trade Union Election, were held on 28-06-2012, the results are as follows in Khammamdistrict.

    The National High Way No. 30 starts at VM Banjara PS limits in Khammam district and concludes in Kunta of

    Chintoor PS limits with a distance of 180 KMs. (2) High Way Patrolling Out Posts (HOPs) were sanctioned to

    Khammam district which are be established one at Kothagudem and another at Bhadrachalam. (3) SIs, (3) HCs,

    Khammam district is formed on 01.01.1953 and the total area of the district has 16,029 sq.km with a population of

    27,98,214 (2011 Census). It has a tribal population of 6.20 lakhs consisting of Koya, Lambada, Kondareddy and

    Guttikoya migrants from Chattisgarh. It has 07 Police Sub divisions, 16 Circles and 64 Police Stations spanning across

    46 revenue mandals.

    Out of the above, 05 Police Sub Divisions, 9 circles and 26 Police Stations are affected by Maoist movement invarying degrees. Bhadrachalam Sub division with its 10 Police Stations, Yellandu Sub division with 6 Police Stations and

    Manuguru Sub Division with 3 Police Stations are highly affected. Kothagudem and Sathupalli Sub divisions are

    moderately affected.

    Khammam district can be divided into two geographical units. First, its borders with Chattisgarh and Orissa to

    extent of 225 km and 50 km respectively. Second, its mainland bordering Warangal and East Godavari.

    In Bhadrachalam sub division, the Police Stations of Peruru, Wazeedu, Venkatapuram, Charla, Dummugudem,

    Bhadrachalam (R), Edugurallapalli AOP, Chintoor and Mothugudem fall along the border from west to east. From themaoist organizational perspective, this sub division comes under Khammam division of North Telangana Special Zonal

    Committee (NTSZC). Khammam division is further divided into Venkatapur area committee and Shabari area committee

    having a armed cadre strength of about 15-25 each.

    The bordering areas of Chattisgarh and Orissa fall under the DKSZC and AOBSZC respectively. In DKSZC, there

    are two divisional committees South Bastar and West Bastar, which further have five area committees impacting AP

    border directly in Bhadrachalam Sub division. These area committees move in Platoon strength and are further supported

    by two companies of Maoists. As per reliable inputs the maoist 2nd company operates in West Bastar and 3rd company

    operates in South Bastar, each consisting of 80-100 armed cadres with sophisticated weapons.

    Along the Orissa border, Malkangiri Divisin of AOBSZC with its 3 area committees poses continuous threat to

    Chintoor and Mothugudem PS limits.

    Presently the Kothagudem Narsampet area committee under the leadership of Gugulothu Laxmi @ Pushpa is

    active on Khammam Warangal border. To counter the Maoist movement, the district Police has stepped up operations

    and suitable legal action is being taken on militants. The Police Station security has also been strengthened and men are

    being briefed continuously on motivation and safety

    Companies/Batalion.

    5.Large number of Militia groups are functioning under area committees of Chattisgarh.2 militia formatios are funtioning in

    AP. In Khammam Cherla,Dummagudem area with the title base I and Base IIs, each with a strength of 4 8 cadre.

    1.Many incidents of teasing fire are reported on all the Chattisgarh Police Stations. Edugurallapalli out post was also fired

    at during 2010.

    MAOIST MOVEMENT

    Borders with Chattisgarh and OrissaKhammam district shares a 225 km and 50 km border with Chattisgarh and Orrisa respectively.

    Maoist activity in Khammam district comes under KKW division of NTSZC.

    Along the border Venkatapur Area Committee and Sabari Area Committee operate with about 5 10 UG cadre each.

    Around 80,000 consist of 16000 families of Gothi Koyas have been migrated from CG and settled all along boarder areas

    and spreading all over Khammam District.They stay in isolated areas, which became potential shelters to maoists.

    As per DK-NT Joint command resolutions, these Guthi koya migrations is being carried out from CG to AP

    MAOIST MOVEMENT IN NEIGHBOURING CHATTISGARHThe Police Stations of Charla, Dummugudem, Edugurallapalli AOP and Chintoor of Khammam district, border with South

    Bastar having the movement of Divisional Committees includes Pamed, Kistaram, Kunta, Jegurgonda and Keralapal area

    committees.

    Each one of these area committee has a strength of 50-60 armed cadre (in the platoon also).

    There are 2 Battalions, one at Eduma and another under Sonu with strength of few hundreds, operates with a distance

    of 10-30 kms from the border in south and west bastar division areas.

    Further, Venkatapuram and Peruru Police Stations border with West Bastar and Madded Divisional Committees.

    One company of Maoists under Ravi with strength of 70-80 cadre operates in the Venkaapuram rural boarder area.

    More CRPF posts on the border all along Kunta, Maitha,Marrigudem, Gollapalli, Krishtaram, Karegudem,Tetemadugu

    range are to be established with the distance of 10 Km from each post.

    Regular cordon and search operations are to be carried out in all bordering villages to identify the militia members.

    All militia members who are involved in cross border crime are to be identified and arrested under specific cases.

    The movement of Guthi koyas is to be prevented across the boarders from chathisgarh to AP.

    The Guthi koyas who came to khammam District on temporary stay are to be sent back to their native places at CG.

    Joint operations are to be planned in CG up to 10 KM from border areas.Joint Command posts at Bhadrachalam and Kunta are to be formed with AP/CG officers at the rank of Inspector/DSP to

    share information/Intelligence.

    Listed persons of 13 to 30 years in each village and they are categorized as militia members and divided into 3 groups.

    2 Members are appointed to each village to lead Janata Sarkar and this will be under direct control of LOS.
