Thanks to declining mortgage interestrates and housing values, these days it's a lotless expensive to buy a home. On the otherhand, it's also less expensive to rent.

Sometimes deciding whether to rent orbuy is easy. If you're not planning to live inthe same neighborhood, city or state formore than five years, renting becomes themore economical option.

If you may change jobs or careers (eitherby choice or by having your manager makethe decision for you), and that change willmean your income is going down, renting isa safer choice.

And if your family needs are changing, orwill change dramatically over the next fiveto seven years, you might be better off rent-ing the size home you'll need over the nextfew years rather than buying one that yourfamily might outgrow.

(There's an old real estate joke that goeslike this: If you want to get married, buy astudio apartment.)

My friend Josh is trying to make the rentvs. buy decision. He shared with me a fancyspreadsheet he created that he is using toweigh different factors, such as the opportu-

nity cost of his cash down payment.(Opportunity cost is a business term that

essentially compares how much you wouldearn on your cash if you invested it in onetype of investment versus another. In thiscase, Josh is trying to determine what hewould earn on his cash if he left it in a CDrather than using it as a down payment onhis future house purchase.)

He also looked at the costs of buying,financing and selling the property. Loanfees have risen sharply in the wake of thehousing and credit crisis. He also had to addin the cost of taxes (not just property taxes,but local stamp taxes and other taxes andfees charged for escrow accounts). Headjusted the costs upward to include costsof annual maintenance, and I thought heshould have added in a few extra bucks torepaint the property when it comes time tosell.

After factoring in the costs of buying,financing and selling the property, he thenprojected that housing prices would contin-ue to fall a little before starting to rise mod-estly over the next five years. In Chicago,which never saw the same kind of sky-highappreciation as property in Miami, LasVegas, Los Angeles and San Francisco,

property prices haven't dropped as steeplyas in other cities.

When Josh compared all of this with thecosts of simply renting a similar property,he came to the conclusion that over the firstfive years, renting is far less expensive thanbuying a property. In fact, he believes thathe would save tens of thousands of dollarssimply by renting rather than buying.

But the calculus changes as the years goon, and positive appreciation kicks in. Atabout the five-year mark, buying a homestarts to look like a smarter (and less expen-sive) move than renting.

In fact, that's how real estate should bethought of -- as a longer-term investment.It's been only in the past half-dozen yearsthat the get-rich-quick, no-money-down,flip-for-profits thinking has moved themasses to buy property. Creative and exoticmortgage financing techniques (think pay-option adjustable-rate mortgages) helpedthose who might not have been able toafford to buy close on their dream primary,vacation or rental property.

When you buy a home for $100,000 andsell it six months later for $150,000, thenbuy a $200,000 home that you sell a yearlater for $300,000, that's pretty heady stuff.

If you take out the word "home" from theprevious paragraph and replace it with theword "asset" or "stock," it's easier to thinkabout those kinds of returns being a one-time lucky play. Kind of like winning thelottery -- except the words "home" and "lot-tery" don't generally belong in the samesentence.

Historically, top agents would tell theirbuyers that they should plan to live in thehome they buy for five to seven years inorder to make money on it, not five to sevenmonths. So Josh's calculations prove the oldrule -- in the long run, buying the righthouse at the right price with the rightfinancing for the right reasons can makesense financially.

What really changes things is the $8,000refundable tax credit for first-time buyers orfor those who haven't owned a home in thepast three years. If you purchase and closeon a first home by Dec. 1, 2009, and plan tolive there as your primary residence, youcan qualify for up to an $8,000 refundabletax credit.

When you factor in what is essentially agift of $8,000 from Uncle Sam, it makes theeconomics look even better for a longer-term purchase.

An energetic real estate agent can haveyour home on the market in a day. However,to provide the kind of marketing exposureyou need to sell in today's market takes a lit-tle longer, unless your home is photo-readywhen you list.

Ideally, you should start planning for yourhome sale months before you want yourhome to be on the market. First find an agentto represent you. Then, create a game plantogether for the premarketing phase of theprocess.

Use your agent as a resource. Walkthrough your home with your agent to getfeedback on work, decluttering and rear-ranging that needs to be done before thehouse is photographed for advertising andshown to prospective buyers. If your agentdoesn't have a good eye for design, ask for arecommendation of a staging decorator.

HOUSE HUNTING TIP: Preferably,your home should not be submitted to themultiple listing service (MLS) or home-saleInternet sites without photos. Studies haveshown that many buyers don't consider alisting that doesn't have photos.

Some sellers have presale inspectionsdone to find out if repairs should be madebefore the property goes on the market. This

wasn't as important several years ago whenbuyers were enthusiastic about the prospectof making money in the residential realestate market. Now buyers are much morecautious, and property condition is a criticalvariable.

One seller did a beautiful job fixing upher house for sale. She ordered a termitereport and had some of the work done. Butshe didn't hire a home inspector to inspectthe house. The interior was top-notch. Infact, more money was spent on this than wasnecessary. The listing agent was hired afterthe work had been done so the seller didn'tbenefit from the agent's advice about howmuch to spend and on what.

The house sold with multiple offers.However, the buyer's home inspectionreport revealed that the house needed a newfoundation. Fortunately, there was a backupbuyer. But, the price was negotiated downsignificantly. In hindsight, it would havebeen better to have fixed the foundation anddone a less expensive redo of the interior.

A couple sold a similar home. Theyworked with their agent for months beforethe house was marketed. They did presaleinspections and got estimates for painting, stag-ing, furnace replacement, making necessarystructural modifications and fixing miscella-neous defects referenced in the termite report.

Then, they prioritized, with input fromtheir agent, and had the most critical repairsand enhancements done before the listing hitthe MLS. There was no renegotiation neces-sary with the buyers after they completedtheir inspections.

Make sure buyers receive copies of pro-posals and paid invoices for work you did toyour home so they know which items inyour presale inspection reports have beenrepaired.

Another couple, who plan to move in afew years, decided to get their home readyto sell now. They put in a new master bath-room, refinished floors and plan to replace adry-rotted deck. They will enjoy theimprovements for the remaining years theystay in the house.

Most sellers wait until the last minute toget their house ready for sale. It can be verystressful trying to get all the work done in ashort time frame. Doing work graduallyover time is a saner approach. Sadly, mosthomes never look as good as they do whenthey're sold.

THE CLOSING: Now is a good time tohave work done. A lot of contractors arelooking for work. You might receive morecompetitive bids and be able to have thework done when you want.
