According to this agreement there will be set up 200 surveillance ca- meras at 63 different points of this tourist at- traction and there will be sent extra patrols to the streets to fight the rampant crime in this area. The whole project will end up costing a million dollars and is part of the program “Prevention and Safety”. To start the program 200,000 dollars are needed. Competitiveness? But even worse, the country is found at the last places of the ranking when it comes to wasting government funds, peoples' trust in the police services, the savings rate in percentage of the gross domestic product (GDP) and - probably worst of all - the quality of education. In a good contrast, the Santo Domingo low- emission urban transport with the new metro is occupying the eleventh place in Latin America. The first place goes to the metro of Santiago de Chile with a total of 242 kilometers of track network. President Leonel Fernández is keeping up his campaign for attention to his proposal for a global consensus against commodity speculation with a call for global financial regulation. President Fernández has received expressions of support for the pro-posal from world leaders. Also the Spanish King Juan Carlos assured to support the plan of the Dominican President to agree on an „International pact against financial speculation in oil and food“. Spain is interested, too, that the prices of basic foodstuffs remained stable. His country had already set up the same claims in the European Union, at the United Nations and the G-20 frequently.Also Sri Lankas President Percy Mahendra „Mahinda“ Rajapaksa and Czech Prime Minister Petr Necas said to support the project before the United Nations.

The sociologists César Pérez and Ramón Tejada Holguín disagree in the evaluation of surveys of voters. Perez says that the perception of respondents are matching

with the results of the survey that Hipólito Mejía lies ahead of Danilo Medina with 20 percent points difference.In contrast Tejada Holguín said that CID Latinoamérica, that published its latest survey with 50 percent for Hipólito and 34 percent for Danilo, was completely wrong in previous surveys conducted by them. Thus, they predicted 15 posts for Senators of the ruling party PLD at the polls on May - they got 31. Tejada Holguín said, he thinks it's not good to use the results of surveys as a weapon in the election campaign. He personally doesn't believe that the diffe-rence is more than five points. According to another poll by Hamilton Campaign, the difference is even smaller: Hipólito gets 45 percent, Danilo 44 percent.

The time of election campaigns is the time of promises, here as everywhere in the world. PRD candidate Hipólito Mejia declared solemnly that under his government, crime and drug trafficking can not win: „We have said that before and we say it again today. The streets are for the people, the jails are for the criminals“. Hipólito also reassured that he will spend the prescribed four percent of gross domestic product (GDP) for education. „With our Government, the teacher will be the most important public official, he will get a permanent training and a decent pay“, says Hipólito Mejía. Danilo Medina said that the Dominican Republic has structural problems in fighting crime, but that would be corrected. During the last few years, Latin America has be-

come one of the most violent regions of the world, says Danilo. At his campaign in Santiago, Danilo said one of the reasons for the rising crime in this city might be the closure of several businesses at the free trade zones (zona franca) and the un-employment of many people that formerly had their income there.

After the murders of five foreigners, see-mingly having contacts with the drug trade in Santiago, the second largest city in the country, the city is trying to do everything to stop the escalating violence.As a first action, a new police chief has been invested, Brigadier General Francisco Rhommel López, who promised to do everything that people will believe in the authorities again. He will strengthen patrols on motorcycles in the affected quarters and send well-trained police officers to inspect cars quickly when the traffic lights get red. Rhommel López promised that there will be no police harassment.Because of the alarming news, even President Leonel Fernández came to Santiago for a conference. He said that according to the crime patterns, it seems that Mexican cartels are operating in the north of the island.

The President called on entrepreneurs in Santiago, to create jobs for young people. He promised to come to Santiago once a month, to make sure that the program “Barrio Seguro” (Safe Hood) will be im-plemented in the slums. Leonel Fernández asked the judiciary, how dangerous criminals could be released from prison so easily. He said, he had no right to criticize a government authority, but he watched as every citizen, that it seems to be easy for criminals to be released on bail and continue to commit horrendous crimes.

The President asked the Attorney General that cell phones cannot be tolerated in the prisons any more. The Attorney General responded promptly and said that trained dogs of the USA will come to detect hidden cell phones and that there will be installed signal interruptors in the jails to make it impossible for the inmates to organize crimes from inside the prison.Artists, doctors and people of the middle-class, dressed in black, organized a demonstration against the violence in the country in Naco and Piantini: “No to crime”, “It's enough”. The protesters call for a pro-found reform of the police, armed forces, the administration and the judiciary, so that citizens can be proud of the police again.

The National Police of the Dominican Republic can now be contacted on “twitter”, after being easy to reach on “facebook” since some time already.Major General José A. Polanco Gómez, chief of police, called on the users of social networks to assist the police in their fight against crime. any additional money, and we will also give a severe blow to the old system, that lent itself to corruption and extortion.” Luis Estrella continued: “For a permission to participate in the public trffic, the taxpayer must only drive correctly according to the rules of law, without providing additional payments.” DGTT has to meet its obli-gations to the people and will introduce this system throughout the country.

Manuel Bonilla, president of Barrick Pueblo Viejo has announced that when the gold mine begins exports, the country will move from being a tourism-based and farm produce exporter to being a mining nation. He warned that conservation measures needed to be exercised in such a way that these activities could coexist with mining. Barrick Gold will use cyanide processes, banned in many countries, that are known to impact communities, landscapes and leave behind big environmental problems.

At a luncheon of the daily newspaper “Listín Diario”, director Miguel Franjul and various journalists and psychiatrists analyzed the mental problems caused by the increasing violence in the Dominican society.According to José Miguel Gómez, director of the Dominican society for psychiatry, violence has led to a “social paranoia” in the country that changed the cultural profile of the Dominican population. People who were always supportive and helped those who needed help, had become suspicious and inhumane.

People don't meet as often at the corners for a chat at night or don't open their door when a neighbor is asking for help. Nobody wants to stop any more when he sees a broken-down car on the street, afraid of being robbed. People no longer want to engage with social problems.Murder of women of childbearing age is now the leading cause of death, higher than heart attacks and traffic accidents. There is a big difference between the murder of women and contract killings. The killers of women are mostly agitated men under the influence of alcohol or drugs who often commit suicide after. The man is afraid of losing his “possession” when the woman wants to leave him. This kind of violence expresses uncertainty, discontent and loss of control. The contract killer (sicario) on the other hand has no human feelings and is planning coolly. He has no moral values nor affection, he doesn't even love himself, he is unable to empathize with the pain of others.One of the reasons for this alarming in-crease of violence - in the opinion of the psychiatrist - is the fact that 37 percent of

Dominican families have only one parent, usually the mother. Children of these mostly poor families are socially excluded, have little chance for their future, but easy access to drugs. The country has 1.5 million single mothers, estimated by the psychiatrist.The motto of the society to lead a happy life can be achieved by fewer people, which is leading to a frustrated population and families with no values. What you can't get, just take it. Lack of education and lack of meaningful employment for adolescents, no consequences for misconduct make that the simple way is being sought. The experts also pointed out that 90 percent of violent crimes in the country are in connection with alcohol and drug abuse. If the offender has a gun, usually illegally, the disaster is inevi-table. Virtually in every murder case there was involved a firearm, which shows that it is easy to get hold of an illegal weapon. According to José Miguel Gómez, the majority of perpetrators and victims are between 13 to 25 years old. Also the vulgar popular music is glorifying violence and drug use, he pointed out

The peacekeepers of the United Nations in Haiti, Minustah, which came to ensure peace and order in the country, are again cause of a scandal. Earlier the contingent from Nepal was accused for the intro-duction of cholera, now soldiers from Uruguay are accused of raping a 18-year-old Haitian boy. Meanwhile, however, it sems to have been only a rough and tumble fun of the soldiers. But what was the civilian doing in the military camp? The four soldiers were immediately ordered back to Uruguay.Haitian Senator Youri Latortue took the incident to demand the withdrawal of the Minustah again. About a thousand people demonstrated outside the camp Port-Salut, the place where the rape happened.Several Haitian organizations want a foundation of a collective, to demand com-pensation from Minustah. Meanwhile, nearly 6,000 Haitians have died from cholera. The organization Batay Ouvriye (Workers Struggle) and the Democratic Po-pular Movement (Modep) want a people's court to judge everybody who works with or who supports Minustah.

A clenched fist is his emblem: the right-wing ex-military Otto Pérez Molina of the Patriotic Party (Partido Patriótico - PP) won about 37 percent of the votes in the presidential elec-tions in Guatemala on September 11. He now must defeat his challenger Manuel Baldizón of Libertad De-mocrática Renovada (Renewed Democratic Frredom - Lider) another right-wing party, on November 6. Baldizon was second with 23 percent of the votes in the first round.In Guatemala, ravaged by a famine, all the candidates want radical action against the violence, attributed to the drug cartels of northern neighbor Mexico. Pérez is called the “general of peace” because he finished the 36-year civil war in Guatemala in 1996, when 200,000 people lost their lives. Pérez was accused of human rights violations, but he was never convicted. The only candidate of the left was Rigoberta Menchú, Nobel Peace Prize winner of 1992.

Happy BirthdayTwo weeks ago was my 44th birthday and I wasn't feeling too hot that morning. I went down to breakfast knowing my wife would be pleasant and say “Happy Birthday” and probably have a present for me. She didn't even say “Good Morning”, let alone any “Happy Birthday.” I thought, “Well, that's wives for you. The children will remember.” The children came down to breakfast and didn't say a word. When I started to the office I was feeling pretty low and despondent. As I walked into my office, my secretary, Janet said, “Good Morning, Boss, Happy Birthday.” I felt a little better. Someone had remembered. I worked until noon, then Janet knocked on my door and said, “You know it is such a beautiful day outside and it is your birthday, let's go to lunch, just you and me.” I said, “By George, that's the greatest thing I've heard all day. Let's go.”We went to lunch. We didn't go where we normally go. We went out into the country to a little private place. We had two Martinis and enjoyed lunch tremendously. On the way back to the office, she said, “You know, it is such a beautiful day, we don't need to go back to the office, do we?” I said, “No, I guess not.” She said, “Let's go to my apartment.”After arriving at her apartment she said, “Boss, if you don't mind, I think I'll go into the bedroom and slip into something more comfortable.” “ Sure,” I excitedly replied. Since the 80s, 45-year-old Chichi Peralta from Santo Domingo is working in the Dominican and Latin American music business. Initially he played as percussionist with the Familia André of Fernando Echavarría and later he played eight years in the group 4.40 of Juan Luis Guerra. Chichi Peralta started his own career in 1997. He created his own style in which he integrated a wide variety of influences. He was awarded with many prizes, including the Latin Grammy, landing hits like “Procura” (Try to) or “Amor narcótico” (Narcotic Love). Now Chichi Peralta plans to publish his sixth album end of this year.With the song “Con fe” (With Faith) - he just taped the video - he supports the orga-nization “Conciencia y esperanza” (Con-sciousness and Hope) that supports the needy in the Dominican Republic. “This theme was written especially to support 'Conciencia y esperanza',” said Chichi Peralta, “which was founded with the purpose to help to build schools for the needy, among other services.”

Enrique Iglesias, currently hitting hard with his new album “Euphoria”, is partner of the Dominican precious rum brand “Atlántico” which is sold since October 2008 and quickly established in the category of “super premium”. Rum is the second best-selling alcoholic hard drink and has been growing faster than whiskey or cognac. “Rum is sexy”, says Enrique Iglesias. “It is an escape, the islands, the sun, sand and relaxation. It is a kind of Caribbean sophisti-cation, with which I can identify.”

Henry Santos, former member of Aventura, doesn't want to sound like Aventura any lon-ger with his own project. Henry is the only group member that was born in Moca in the Dominican Republic. Perhaps that's why he tries to make a more honest Bachata.

Odalis Pérez, known by his stage name Secreto, el famoso Biberón (Secreto, the famous baby-bottle), a singer, or better “screamer” of the Música urbana, is asking his fans to remove his controversial music video “Pa que te dé” (That it hits you) from the Internet.“I have brought something that hits you, that kills you, it makes you dizzy”, sings, or rather shouts the young star of Música urbana. The reason for this request to remove the video probably is not remorse, but the fact that Odalis Pérez is on parole.In March of this year, Secreto was accused of having used a minor for this video drinking alcohol, and simulating a sex act. His producer of Yakusa Records, Fidelio Jiménez, had to pay 50,000 pesos in cash to be granted bail and has to show up perio-dically. The mother of the minor, who was plaintiff and defendant in one, was released.Unusually gentle tones of Secreto can be heard in his new song “Yo soy tu tiguere”, where he almost “sings” a love song: “You don't care that they call me a thief, and I don't care that they call you a whore.”

Edgar Ricardo Arjona Morales was born in Jocotenango, Guatemala, on 19 of January 1964. There he spent his youth, studied and published his first album in 1985, which he did not like himself. He left his native country Guatemala to go to Argentina and find a job there. Five years later he released his second album, which made him popular as a songwriter in Central America. Ricardo Arjona continued to study at the University of San Carlos in Guatemala. He was a versatile athlete who played in the basket-ball national team where he made 78 points in one game, a record that was set in Guatemala only after two years. End of the eighties, Arjona went back to the Argentine capital Buenos Aires for three more years, where he was singing in bars again. This, according to his words, brought him back to earth again. With his fourth album “Animal nocturno” (Nocturnal Animal) he managed his international breakthrough in 1993. After that, Ricardo Arjona won Grammy Awards and was honored with the title “Herencia Latinoamericana” (Latin American Heritage) by ASCAP in 2006. This year Arjona released the movie “Poquita ropa” (Little Wear), named after his eponymous album of 2010. The twelve chapters of the film refer to the twelve songs on the album.

Like in many other countries, for many Dominican youths the explosive mixture of energy drinks and alcohol has become fashionable since some time.As a result, the hospitals report an increasing number of adolescent emergency patients with symp-toms that usually occur only in the elderly: heart attacks, heart rhythm disturbances, increased pulse rate or extremely high blood pressure.According to Dr. Luis Eduardo Suazo, director of the unit for cerebro-vascular events in Cedimat, there was a strong association between the use of this mixture and cerebrovascular events (cerebral strokes). “In some patients we have found a link between the consumption of these substances and their health problems. Therefore, we are focusing on cases and data to present a complete study on the abuse of alcoholic beverages in conjunction with the energy drinks,” said Dr. Suazo. The energy drinks taken alone are not the main problem. The problem is the fashion of

the adolescents, to mix them with alcohol. The young people drink this dangerous mixture because it dissipates the fatigue, the feeling of drunkenness disappears and a feeling of euphoria is produced. The energy drinks were not designed for the simultaneous use with alcohol. The energy

drinks stimulate the nervous system, while too much alcohol inhibits

it. The mixture of the two blocks the defense of the organism. People can't tell any

more, if they have been been drinking too much alcohol, because

they still feel good.Dr. César Mella, a respected Do-

minican psychiatrist, says: “Every stimulant that is taken too much

and too often, creates a tolerance, so we must take more of it to get back the

'note'.” According to Dr. Mella, many young men were uncertain about their sexual performance and seek self-assurance with these agents. In adolescents there often are cases of priapism after taking this mixture, a painful and prolonged erection. In the year 2008, the Health Ministry banned the drink “Toro”, which was imported from Haiti and sold here without approval. The ingredients of this energy drink were well above the allowed limits.
