Those of you who were at my first BOT meeting as President of the LSAW heard some pretty bad news. Noreen
had just quit as our Executive Director, we had no one to take her place, and there wasn’t a person in the LSAW who knew the day-to-day operations of the Association. At that time I said we would not be receiving the same quality of service we were used to and asked for your understanding and patience. I also told you that by the end of my administration I wanted the LSAW to be back on track and headed in a direction that will keep us a strong, stable and growing Association far into the future.
I am very pleased to announce to you we are on our way. We have signed a contract with Association Management Inc., a professional management company located in Gig Har-bor, to take over the day-to-day operations of the LSAW. We are already working with them on many things. Our mail is now being sent to them, by the time you read this they will be answering the phones, they are on our checking account and taking over pay-

ing our bills, as well as collecting any monies that may come to the office. To make a long story short, they are taking over the day-to-day operations of the LSAW.
This does not mean everything will be the same as it was when Noreen was with us. There will be a long learning curve. AMI will need to learn the details of the LSAW and how we work, and there will be changes to the way we do some things. As the year goes on, they will be taking on more and more responsibilities. As they become better acquainted with us, things will be smoother and more efficient.
Our new team will be at the conference in March. I encourage every member of the LSAW to come to the General Membership meeting on Thursday of the conference where I will be introducing our new management team to you. For now, look them up on the web. Google “Association Management Inc.” and take a look. I think you will be pleased.
I also want to thank John Thomas and his com-mittee made up of Tim Kent, Ken Swindaman, Jon Warren, Greg Flowers, and John Thalacker for their tireless efforts of putting together an RFP, soliciting bids, interviewing each company that responded to our RFP, and recommend-ing the top bidders to the BOT who could then make an informed decision and hire AMI.
Once again, please come to the General Mem-bership meeting at the Conference and meet our new management company.

Change or Die” is a saying that has been around since the 1970’s when it was first shown on a sign at a IBM conference.
Alan Deutschman’s 2005 article “Change or Die” for the magazine Fast Company argues that; confronted with radical changes from outside their walls, businesses find themselves unable to adapt. He also argued that science has shown that in only one time out of nine, when faced with preventable conditions much like obesity, are people able to change. Since the great re-cession, we have been hearing more than one industry speak these exact words. Professionals within the LSAW organization have been up to their eye balls in change. Surveying firms, large and small, also have used these specific words within their operating walls.
As an organization, I feel that we have a long road of “change” left to travel. Initiatives, like LSAW Outreach and Education, must change to fit the new student model coming into the profession. Programs, such as Trig Star, will also change to meet the demand of the today’s youth. After all, last year’s winner was able to arrive at the solution in less than 30 minutes. Amazing!
Our leadership must also recognize that change is needed within LSAW in order to be relevant to the members and their profession. They need to shift from accepting the “status quo” and instead, reach out to the members who are passionate about their beliefs and understand their points of view. Set aside biases and personal motivations. Prove to the membership that they have a plan worth fighting for. Provide the solid “leader” quality to guide us through the next chapter of this great organization. Either we change or we die!
I have the utmost respect for Jim as he led us through this past year as President of the LSAW. I can only think of two other individuals who would have met the challenge “head on”.
I want to introduce you to the Winter Issue. You will read about the new management company for the organization and hopefully understand how the new LSAW will need to change for the future.

Here are a couple of comments on the latest issue. This is something that needs to be addressed sometime soon. Thanks
First off, the pdf was not made correctly because many of the fonts defaulted and they STILL have not changed the ad for Latitude Smart Business to spell fulfillment and fulfill cor-rectly. As for the design, the ads versus column sizes are not balanced (esp. page 7), they need to embrace more color if they are solely online, and the page composition is very dated.
Of course, from a reader standpoint, I’m a bit dismayed at the lack of scrutiny regarding con-tent. I wasn’t pleased with some of the grammar, there are mixed fonts in the same article, the layout is very confusing and way too much empty space. The BOT report is full of acronyms that only a board member might understand. A legend wouldn’t hurt. The magazine left me with the distinct impression that they had to mine for content from archives, most of which is dated. I had the distinct impression that only one of Curt Sumner’s letters should have been published, as both contained much the same content.
What is sad to me is that this profession has always had trouble martialing support (in terms of content) from the membership. It always amazes me that I can go to any surveying conference and hear surveyor’s talking passionately about their work. Such conversations are a fertile field for magazine content, yet where are these articles/stories when content for our publications is so desperately needed? I could cite any number of excuses, but these in no way change the situation. I’ve begged members to submit stories to me and to have no fear of criticism if they feel their compositional skills are less than adequate, to no avail.
And the spelling of Curn!!!

Introduction of Special Guests: Jon Warren, John Thalacker, Ron Torrence, Bill Glassey and Ben Petersen were introduced.
Roll Call-Self Introductions and sign in: See attached sign in sheet for those present. A quorum was present.
Agenda Updates: “Board of Registration Ap-pointment Recommendation” was added after the President’s Report. “WFPS Report” and “Committee / Chapter Reports” were added under NEW BUSINESS.
Approval of Minutes: By MO 13-18, it was MSP “To approve the draft minutes of the last meeting as published”.
President’s Report: In Packet.
Board of Registration Appointment Rec-ommendation: Ron Torrence and James Wengler are both seeking a letter of support from LSAW to fill the position being vacated by Mr. Garland. By MO 13- 19, it was MSP “ That the LSAW BOT provide letters of endorsement to both Ron Torrence and James Wengler for appointment to the soon to be vacant position on the Board of Registration for Engineers and Land Surveyors“.
OLD BUSINESS
a. LSAW Review Committee: A report was distributed. John Thomas discussed the AMC proposals received, reviewed, those interviewed and the committee’s recom-mendation. There were questions and a discussion. By MO 13-20, it was moved and seconded “ To hire Association Man-agement Inc. starting February 1, 2014 to March 31, 2015 with a 90 day written notice to get out of contract for each party“.
There was more discussion, by MO 13-21, it was MSP to amend the motion to “Au-thorize Executive Committee to negotiate a contract with AMI“. There was a call for MO 13-20 as amended to “Authorize Execu-tive Committee to negotiate a contract with AMI starting February 1, 2014 to March 31, 2015 with a 90 day written notice to get out of contract for each party“, and the motion PASSED.
b. BOR – Incidental Surveying Status:
Report in Packet. The BOR filed a proposal statement of inquiry (CR-101) for both the update definition and Incidental Surveying Practice.
c. NSPS 100% Dues Committee: Pat Beehler discussed the report that was available at the meeting. There was some discussion. By MO 13-22, it was moved and seconded that“ The Inland Empire moves to make the dues for LSAW to be $160 per year and an additional $40 for NSPS for a total yearly dues of $200.00“. There was more discus-sion, a call for the motion and it FAILED. By MO 13-23, it was MSP that “The Inland Empire Chapter moves to keep the annual dues $200 for LSAW which would include membership to NSPS“.
d. SOY, ASOY - Vote: Ballots were taken and the winners will be announced at the 2014 LSAW Conference in Tulalip.
e. Prevailing Wage: Report in packet. Ben Pe-tersen discussed the report and handed out additional information related to LSAW re-taining the services of an attorney to pursue documents and possible legal action against the Washington State Department of Labor and Industries. There was some discussion. By MO 13-24, it was MSP “To provide the Prevailing Wage Committee contingency money of not more than $7,000.00 to pursue unredacted copies of 2010 salary survey“.
f. Fall Seminar: KC Moore gave a preliminary report for the Restoration of Lost Corners by Tim Moore, PLS, BLM. There were a total of 18 in attendance for the event.
g. BOT Meetings for 2015: 2015 BOT / Semi-nar Hosts will be: May Spring Seminar / BOT Meeting – North Olympic Chapter; August BOT Meeting – North Central Chapter; September Free Seminar – TO BE DECIDED; November Fall Seminar / BOT Meeting – Snohomish Chapter.
NEW BUSINESS
a. Budget: President Elect Earl Morriss hand-ed out the proposed 2014 budget. It was reviewed and discussed with some minor changes made. By MO 13-25, it was MSP “To approve the 2014 budget”.
b. New Ex-Comm Member: President Coan called for a vote by a show of hands. Tom

c. 2013 Taxes: President Coan distributed and discussed forms that the chapter trea-surers need to fill out and submitted after the first of the year for the accountant.
d. 2013 Conference Com-mittee: Report in Packet. Amanda Askren stated they are close to having a pre-liminary schedule out for the 2014 Conference.
e. LSAW Foundation: Report in Packet. John Thalacker’s term will expire at the end of this year and President Coan thanked him for all the work he has done on the LSAW Foundation Board. Carla Meritt was nominated and approved by the board to fill the vacancy and Ken Swindaman was appointed to another term.
f. NSPS Governor: Report in Packet. The next meeting
will be held in Baltimore from Novem-ber 12-24.
g. WFPS Re-port: Report in Packet.

Proceeds would be split 50/50 with State LSAW. All expenses related to seminar and BOT meet-ing would be paid by WFPS, subject to $600 BOT Meeting reimbursement from LSAW”. There was some discussion, by MO 13-27, it was MSP to amend the motion with the stipulation that “WA 2 year students are eli-gible for WFPS Scholarship“. There was a call for MO 13-26 as amended, and it PASSED.
h. Committee / Chapter reports:
BOR: James Wengler announced Nirmala Gnanapragasam, Ph.d, PE-Civil as a new mem-ber to the BOR. She replaced Lisa Brown, PE.
Ex-Comm Actions: President Coan reported a Certificate of Deposit was transferred to Co-lumbia Bank.
Correspondence: President Coan reported Todd Pocock resigned as a liaison to the DNR PLSO Advisory Board. By MO 13- 28, it was MSP to “Appoint John Thomas to serve as the liaison to the DNR PLSO Advisory Board”.

Ex-Comm Secretary / Treasurer: John Thalacker suggested the BOT and Bylaws Com-mittee consider splitting the Ex-Comm Sec-retary / Treasurer position, making them 2-3 year terms, and have the positions taken out of succession of the chairs. He noted this has worked with other organizations and should be considered by the board at the March meeting.
b. LSAW Letterhead: Pat Beehler reminded all to remove references to American Congress on Surveying and Mapping from all LSAW documents.
c. Seminar/BOT Meeting Dates for 2014: Dates are as follows: May 16-17, Spring Seminar / BOT Meeting – South Puget Sound Chapter; August 9, BOT Meeting – Northwest Chapter; September Free Seminar – TO BE DECIDED; November 7- 8, Fall Seminar / BOT Meeting – Lower Columbia Chapter.

Amos Edgar Coffelt, of Molson, Washington passed away on his 85th birthday, Friday, August 16th. He was born on August 16, 1928 on Orcas Island, Washington to his parents Helen Coffelt (Smedberg) and Amos Earnest Coffelt.
He served during the Korean War in the Army. Amos graduated from University of Washington with a degree in Forestry and Engineering. He worked as an Engineer and Land Surveyor through-out his long career. He married the love of his life, Judith Lovejoy Coffelt, on June 25, 1960.
Amos loved travel and was passionate about his work. This combination led him to live all over the world with his wife and family, including Hawaii, Saudi Arabia, Pohnpei (Micronesia), Guam and finally the Okanogan Highlands. After settling in Molson in 1992 Amos worked as a Land Surveyor and Owner of Coffelt’s Molson Ranch. He was a long time member of the Land Surveyor’s Association of Washington (LSAW). Amos earned much praise and respect resulting from his work ethic, dedication, integrity and attention to detail both as a man and a profes-sional. He taught us about our responsibility to be honest and live life with no regrets. His sense of humor had no match and we will remember him each time we laugh.
Amos is survived by his wife Judith L. Coffelt of, Molson, by his five children: Anna Coffelt-Kuetzing of Friday Harbor, Wash.; John Coffelt, of Molson, Silvie Coffelt-Hilstad, of Molson; Jake Coffelt, of South Kona, Hawaii and Hannah Coffelt-Hollett, of Gig Harbor, Wash. He is also survived by his son-in-laws whom he considered sons: Karl Kuetzing (Anna); Dave Hilstad (Silvie) and Scott Hollett (Hannah). Amos (Bapa) loved his grandchildren: Conner, Kylie, Mad-eline, Sandra, Max and Olivia. Siblings: Theodore Vern Coffelt (Sydney), of Orcas Island; Russell Don Coffelt (Jan), of Snohomish, Wash., Robert John (Jack) Coffelt (deceased). Amos (Uncle Ed) is also survived by numerous nieces and nephews, whom he adored and was adored by.

The LSAW Review Committee, Jon War-ren, John Thalacker, Greg Flowers, Tim Kent, Ken Swindaman and myself
were tasked with finding a replacement for our Executive Director, who relinquished that job two weeks prior to the LSAW Conference in March of 2012. We explored replacing the job of Executive Director with an Association Management Company (AMC). The idea came from the business model the Professional Land Surveyors of Oregon (PLSO) have in place. The company they have is Spire. Spire, an AMC based out of Salem, Oregon, was hired by LSAW as an interim management business to perform the day to day business activities of LSAW. Their services were contracted until the end of March, 2014. In between time, our committee researched in order to find a local company (in State) which would be a good fit and who would perform those duties.
The search started with an RFP (Request for Pro-posal). Spire sent us a sample RFP. We took that RFP to the Summer BOT meeting in Spokane and the Board fine-tuned it. It was then sent to the Chapters for review. A few changes were made based on the response from the Chap-ters. It was then sent to a number of AMC’s in Washington that were recommended by Spire. The timeline was real critical. The Summer BOT meeting was in August. We gave the Chapters a month (September) to review and get back to us. The RFP was sent to the AMC’s. They had a week to review and come back with questions. We had a week to respond to their questions. The AMC’s had a week to get their proposals in and that took us to the 25th of October. The committee reviewed the proposals and came up with a short list of three firms to interview. The interviews were performed Thursday and Fri-day prior to the BOT meeting which took place Nov. 2nd. That was cutting it close! Anyway, we had a tough decision to make. All three firms ex-celled in their presentations and they exceeded our best expectations. The final result was that the committee recommended hiring Associa-tion Management Inc., which the BOT did at the Nov. 2nd BOT Meeting in Bellevue.

We are looking forward to bringing on Lianna Collinge, President of AMI to take over where our past Executive Directors have left off. The way we were doing business is a thing of the past. In order to embrace this new form of management, a few things will be changing. I’m not sure what will be adjusted or modified, but in order to have LSAW thrive in the years to come, change is in the wind.

We are looking forward to the LSAW conference in March 2014. This year, the Auxiliary will be holding the an-
nual meeting on Friday morning, March 7th. Please join us before hand for a continental breakfast and catch up with old friends and maybe meet someone new. Be sure to check in at the registration table for the room location and directions to the meeting room.
Good news! Last year we voted to suspend annual dues. While we ultimately voted in a new board, discussion was brought up to change the auxiliary from a formal entity to a more informal and causal group of spouses, family and friends of LSAW members. Please be prepared to open this discussion up again as it will be on our agenda in 2014.
Other than our annual meeting, no formal aux-iliary activities have been scheduled this year. There are however, many fun and interesting things to do in the Tulalip/Marysville area. If you are a shopper, be sure to check out the Seattle Premium Outlet Mall. This outdoor shopping mall features over 100 designer outlet stores including Coach, Restoration Hardware, and Banana Republic. You can also venture out to nearby Snohomish, WA where you will “find over 175 antique dealers in the Antique World of the Northwest”. The Hibulb Cultural Center is a short drive from the resort and offers a wonderful display of native artifacts along with an interesting account of the native people from this region. Other options include many restaurants, outdoor activities and, yes, more shopping! More information and sug-gestions for local activities will be available at the conference.

About the Future City Competition
The Future City Competition is a national, project-based learning experience in which students in 6th, 7th, and 8th grade imagine, design, and build cities of the future. Students work as a team with an educator and engineer mentor to plan cities using SimCity™ software, research and write solutions to an engineering problem, build tabletop scale models with recycled materials, and present their ideas before judges at regional competitions in January. Regional winners compete at the national finals in Washington, D.C., in February in conjunction with the National Engineers Week celebration.
In addition to the grand prize, there are several special awards presented during the competition. These special awards highlight different aspects of each city and reward the students for their hard work in those areas. NCEES is proud to sponsor the Best Land Surveying Practices award at the regional and national levels.
Best Land Surveying Practices Award
NCEES is looking for professional surveyors to serve as judges for the NCEES Best Land Surveying Practices special award at the regional competitions.
The NCEES Best Land Surveying Practices award recognizes the design that employs the best land surveying practices, taking into consideration the high standards used by surveyors to protect the public’s health, safety, and welfare. Teams should be able to demonstrate the skills and resources surveyors provide in the design, development, and maintenance of their future city.
General Information for Volunteer Judges
Special Awards judging is an all day commitment (approximately 8 a.m.–4 p.m). You will judge the individual teams and present the winning team their special award. Judges are allowed 5 minutes to question each team before moving on to the next. You may be on your feet for an extended period of time, so good shoes are recommended. Sample questions for judging and a scoring rubric will be provided. Mileage and incidentals related to the regional competition are reimbursable.

The 11th annual OIT/BLM workshop was recently held at the Monarch Hotel in Clackamas, Oregon with over seventy professionals in attendance. They were treated to some very interesting and thought provoking presentations by Bob Dahl and Ron Scherler. Both of these professionals are Oregon Tech graduates and experts in the field of cadastral survey-ing through their work with the Bureau of Land Management (BLM).
The Interior Board of Land Appeals (IBLA) is an appellate review body that exercises the delegated authority of the Secretary of the Interior to issue final decisions for the De-partment of the Interior. Its administrative judges decide appeals from bureau decisions relating to the use and disposition of public lands and their resources. IBLA is separate and independent from the Bureaus and Offices whose decisions it reviews. While not great in number, there are many very interesting surveying decisions that have been documented over the years, all of which can be viewed at IBLA.
Bob and Ron reviewed two IBLA decisions in their presentation. The first was Domenico A. Tussio and Malyle Tussio, 37 IBLA 135. This case dealt with the positions of the north and south ¼ section corners of section 8, which defined the ownership between the Tussio’s prop-erty and BLM administered land. The second case was Robert W. Delzell and Betty Simpson,. 158 IBLA 238. This case centered on evidence evaluation and the difference between an obliterated corner and a lost corner.
After each presentation about the facts of the case, the attendees were divided into discussion groups to review and discuss the salient points. They then reported back their findings and what they felt were points that made the case be decided in the manner it was.
There were many Certified Federal Surveyors (CFedS) also in attendance. These IBLA cases are a part of their continuing education requirement. The very first CFedS nationwide to attain this status is Tyler Parsons from Corvallis. He is number 1001 but more importantly, he is now an honorary member of Oregon Tech, by virtue of the many Oregon Tech items that were presented to him. Congratulations Tyler!

Last year the Board voted to suspend the Board Policy on Computer Aided Designs (CAD) as it was felt that this policy was dated. Feedback from the engineering/surveying community had indicated that the Board did not have a policy that adequately dealt with the rapidly increasing use of digital media in the engineering and surveying professions.
To help establish improved understanding of this technology the Board has developed the following Interpretive Guideline for licensees and public officials to refer to for development of their own processes and practices.

It is accepted practice for engineering, land surveying and on-site wastewater design documents to be prepared, stored and transmitted in electronic format. These electronic documents must still meet the applicable requirements of chapter 18.43 RCW, chapter 18.210 RCW, chapter 196-23 WAC and chapter 196-33 WAC. This policy seeks to clarify what is allowed and what is not allowed in the sealing and reproduction of electronic documents. This is provided as guidance for electronic documents. How-ever, the above statutory and administrative rule provisions take precedence whenever this guideline appears to be in conflict.
Definitions
For the purposes of this Board Policy, the following definitions will apply: Electronic: (RCW 19.34.020 (12)) Means electrical, digital, magnetic, optical, electromagnetic, or any other form of technology that entails capabilities similar to these technologies.
Electronic Record: (RCW 19.34.020 (13)) means a record generated, communicated, received, or stored by electronic means for use in an information system or for transmission from one information system to another. A Digital Signature can be used to sign these records.
Electronic Document: An electronic document is any document that is generated or stored on a computer showing an image of a plan, drawing, plat, map, report, specification, letter, contract or photograph. Electronic Documents can be combined or transformed to become all or part of an Electronic Record. A Digital Signature can be used to sign these documents.
Electronic Signature: A signature in electronic form attached to, or logically associated with, an Electronic Record or Electronic Document. An Electronic Signature DOES NOT incorporate encryption or security measures. An Electronic Signature, by itself, DOES NOT meet the requirements of WAC 196-23-070 (2). An Electronic Signature can be a sound, image, icon or graphic that has been adopted by the signer. Common examples of Electronic Signatures include:
A. Digitized images of a “wet” signature,
B. Graphical representations of a handwritten signature (constructed using graphics software or special fonts), and
C. Other icons or representations adopted by the person with the intent to sign the document.
Digital Signature: Means a secure signature in electronic form that can be attached to an Electronic Record. The Digital Sig-nature must have the following properties:

A. It must be unique to the licensee;
B. It must be capable of independent verification;
C. It must be under the exclusive control of the licensee;
D. It must transform the Electronic Record such that a recipient can determine that the record was signed by the licensee,
E. It must transform the Electronic Record such that a recipient can determine if the initial record was altered since the transformation was made.
Images of Stamps and Seals
Engineering, land surveying and on-site wastewater design stamps and seals may be digitized, scanned, or electronically reproduced. The electronic seals/stamps can be placed on or in plans, plats or documents in either electronic or hard copy form. The electronic seals/stamps must conform to the design specified in WAC 196-23-010 or WAC 196-33-500. While the size is not specified, it is critical that the image be fully legible.
Electronic Seals/Stamps Usage
Seal/Stamp Usage must be as described in WAC 196-23-020 or WAC 196-33-500. Usage guide-lines include:
A. An electronic seal/stamp may be embedded in an electronic document as part of a template, drawing border, or cover sheet.
B. The licensee may authorize another individual (such as a drafter, designer, technician, etc.) to place his seal/stamp on or in an electronic document.
C. The licensee is responsible for assuring that the seal/stamp is only applied to docu-ments prepared by or under his or her direct supervision per RCW 18.43.070.
D. If the seal/stamp is combined with an Electronic Signature into a single graphic entity, then it may only be applied;
a. by the licensee,
b. to final documents per WAC 196-23-020, and
c. in conjunction with the licensee also applying his Digital Signature to the document.
Signature
A signature must be, as described in WAC 196-23-070 or WAC 196-33-500, either:
A. An original “wet” signature, written by hand, and applied by the identified registrant;
B. A Digital Signature; or
C. An Electronic Signature as applied under the next section titled “Electronic Signature Usage”.
Electronic Signature Usage
Applying Electronic Signatures to sealed/stamped documents is allowed as follows:
A. An Electronic Signature, such as a scanned image of a “wet” signature, may be applied to a final Electronic Record as long as a Digital Signature is also applied to that record.
B. An Electronic Signature can be embedded into a Digital Signature.
C. Applying an Electronic Signature, without an accompanying Digital Signature, does not

meet the requirements of WAC 196-23-070 (2) or WAC 196-33-500 and will put the licensee in violation of Washington State Rules and Law.
Digital Signature
A Digital Signature has the following properties:
A. It has a hardware or software cryptographic protection (such as a public/private key pair) that is unique to the licensee.
B. It can be independently verified by a third-party certification authority.
C. The Electronic Record to which it is attached is encrypted such that the recipient can verify that the document was uniquely signed by the licensee.
D. The Electronic Record to which it is attached is encrypted such that the recipient can verify if the document has been altered since the licensee signed it.
Digital Signature Usage
Applying a Digital Signature to a sealed/stamped document or record must be as described in WAC 196-23-070 (2) or WAC 196-33-500. Usage guidelines include:
A. Only a Digital Signature is acceptable as meeting the requirements of chapter 196-23 WAC or chapter 196-33 WAC for final documents that are distributed as an Electronic Document or Electronic Record.
B. The Digital Signature applied to the document, must be applied by the licensee.
C. The licensee must maintain exclusive control of the passwords, private key, and/or secu-rity device that allows access to their Digital Signature.
Preliminary Documents (as defined in WAC 196-23-020 (2))
Preliminary electronic documents must be clearly identified as “PRELIMINARY” and shall be stamped/sealed with either an electronic or physical stamped seal. Preliminary documents do not need to be signed by the licensee.
Unsigned preliminary electronic documents may be stored or transmitted in any electronic format, with no restrictions.
It is recommended that the licensee not transmit electronic documents that contain their seal/stamp in an image format that can be easily copied or extracted. (An example of this would be a MS Word document where the seal/stamp is an embedded graphic image that can be easily copied
by the recipient.) The licensee will maintain better control over their seal/stamp by only transmitting it in preliminary documents that are flattened PDF’s or image files.
Signed preliminary electronic documents must conform to the same requirements as Final Documents, as described below.
Final Documents (as defined in WAC 196-23-020 (1))
Final Electronic Documents or Electronic Records must be signed and sealed as de-scribed in WAC 196-23 and as described above under “Stamping and Seals” and “Signa-ture”. Final sealed and signed electronic documents/records may be stored, transmitted, or reproduced in electronic format as follows:
A. A printed copy of the final document that has been sealed, signed with a hand written “wet” signature, and dated by the licensee that meets the requirements of WAC 196-23-070 or WAC 196-33-500. The printed document is then scanned into an electronic format that either cannot be easily modified, or can be protected by the licensee to prevent any modification or editing of the document.
a. Examples of formats that cannot be easily modified are: TIFF, JPEG, BMP or other “pic-

ture” formats where the entire document, including the seal and signature, are a single graphic entity.
b. Examples of formats that can be protected are: PDF, DWF or other formats where the licensee enables protection and where modification of the document is under his exclusive control.
c. If a PDF, DWF or other similar document format has been “flattened”, such that all lay-ers of text, graphics and content are merged into a single graphic entity, then protection is not required.
B. An electronic copy of the final document or record is sealed with an electronic copy of the licensee’s seal, dated and signed by the licensee with a Digital Signature that meets the requirements of WAC 196-23-070 or WAC 196-33-500
a. In its native format this type of electronic document can be stored, transmitted, or reproduced only with the Digital Signature intact.
b. Copies of this type of electronic document can be stored, transmitted, or reproduced as long as the native format is converted into a TIFF, JPEG, BMP, flattened PDF, or other formats where the entire document, including the seal and signature, are a single graphic entity.
C. The electronic final documents or records can be combined into a plan, plat or document set as a single file. For plan/plat sets each page should have an electronic copy of the responsible licensee’s seal, the date, and an Electronic Signature. This plan set can then be signed by the overall responsible licensee with a single Digital Signature.
a. As long as the documents are combined into a single file prior to application of the Digital Signature, a Digital Signature only needs to be applied one time to the set. Separate applica-tion of the Digital Signature to every page in the set is not required. Separate application of a Digital Signature to the set by every responsible licensee is also not required. Only the licensee taking responsible charge of the entire set needs to apply his digital signature.
b. In its native format this type of electronic document can be stored, transmitted, or repro-duced only with the Digital Signature intact.
c. Copies of this type of electronic document can be stored, transmitted, or reproduced as long as the native format is con-verted into a TIFF, JPEG, BMP, flattened PDF, or other formats where the entire document, including the seal and signature, are a single graphic entity.
The format of the final docu-ments will depend on the requirements of the recipi-ent. The licensee will need to meet the requirements of the law, while still trying to match the requirements of the recipient.
