Six people killed in car mishap in Indore INDORE: Six people died after their speeding car rammed into a tanker in Indore's Talawali Chanda area of Madhya Pradesh on Tuesday. The incident took place around 12.45 am today near a petrol pump in the area, police informed . "Six youths died after their speeding car rammed into tanker near a petrol pump in Indore's Talawali Chanda area at about 12:45 am. The car had to be cut to recover dead bodies," said Sub- Inspector Narsingh Ya- dav, Lasudia Police Sta- tion. The families of the de- ceased were informed of the accident. Polling for 576 seats in Ahmedabad and five other civic corporations was held on February 21. The counting of votes began on Tuesday morning and is still under- way. While Congress has won 43 of the declared seats so far, the Aam Aadmi Party (AAP), a new entrant in these elec- tions, made impressive in- roads by winning 18 seats so far. A total of 192 seats in Ahmedabad, 72 in Rajkot, 64 in Jamnagar, 52 in Bhavna- gar, 76 in Vadodara and 120 in Surat were up for grabs in the elections. The AAP had fielded 470 candidates across the six cor- porations. Chief Minister Vijay Ru- pani and Deputy Chief Minis- ter Nitin Patel expressed grat- itude to the voters and BJP workers for the results. BJP retains power in six Gujarat municipal corporations AGENCY SOLAN, FEB 23 The movement of all trains remained suspend- ed for over four hours after the Workman Spe- cial train derailed on the World Heritage Kalka-Shimla railway section in the forenoon near Barog on Tuesday. The accident took place at Barog railway station located between Kalka and Shimla at around 1100 hrs, when the train was on way from Kalka to Shimla. As soon as this train reached near Barog railway station with the railway staff and drinking water tanks, the tires of one compartment slid down from the tracks, threatening to overturn the train. However, the timely action of the train driver helped in con- trolling engine. Seeing the seriousness of the matter, Divisional Railway Manager (DRM) Gurvindra Mohan Singh from Ambala also reached on the mishap site. AGENCY NEW DELHI, FEB 23 A Delhi Sessions Court on Tuesday granted bail to climate activist Disha Ravi, who was arrested for being in- volved in sharing a 'toolkit' on social media in connection with the ongoing farmers' protest. While granting bail to her subject to two sureties of Rs 1 lakh each, the Session Court of Patiala House Court observed, that there is no palpable reason to not grant bail to Disha who has no criminal background. "Considering the scanty and sketchy investigation, I do not find any palpable reason to breach the rule of bail for a 22-year-old girl who has absolutely no criminal antecedents," Additional Session Judge Dhar- mender Rana said in his bail order. Advocate Abhinav Sekhri, the lawyer for Disha, sought a reduction of the bail amount and sureties, but the court refused to modify the order. Delhi Police had produced her be- fore the Magistrate Court seeking ex- tended custody of four days for Disha citing that her presence is necessary to confront her with co-accused in the matter. Yesterday, the same court had granted one-day police remand to the 22-year-old climate, who was arrest- ed by the Special Cell of Delhi Police on February 13 from Bengaluru in connection with the 'toolkit' case as part of the police probe into violence on January 26 in the national capital during the tractor march called by farmers protesting against three new farm laws. Earlier, Public Prosecutor Advocate Vikas representing Delhi Police had informed the court that, there are two other accused persons in this case - Nikita and Shantanu -- who have joined the investigation. Recent- ly, both of them have been granted protection from arrest by the Bombay High Court. BUREAU CHANDIGARH, FEB 23 In an effort to expedite crime investigations, Haryana’s fourth Regional Forensic Science Laboratory (FSL) has started in Hisar. Three such laboratories are already functional at Bhondsi in Gurugram, Sunaria in Rohtak, and Moginand in Panchkula, be- sides the main facility at Madhuban. While giving this infor- mation here today, a Haryana Police spokesperson in- formed that new regional FSL has started receiving samples and exhibits related to various criminal cases for examination in the NDPS, Toxicology and Serology di- visions from February 12, 2021. He said that the new lab- oratory would receive sam- ples from four districts of Hisar, Fatehabad, Sirsa and police district Hansi. The ob- jective of establishing the re- gional lab is to ensure a more efficient investigation process using scientific methods. This would ensure timely preparation of reports and hence disposal of cases. Earlier, above four dis- tricts were dependent on FSL Madhuban for forensic ex- pertise. A lot of time and re- sources are being consumed while commuting to and fro by police personnel to de- posit a case and receive a re- port. Now the regional lab becomes functional, results will be available at the earli- est, expediting the whole in- vestigation process. It is worthwhile to men- tion that regional FSL has been established with the ac- tive support of DGP, Haryana, Sh. Manoj Yadava and efforts of Director FSL Haryana, Madhuban Dr. R.C. Chairing a high-level virtual meeting to review the situation, the Chief Minister also authorised the DCs to impose night curfew in hot spots in their districts if needed, with micro containment strategy to be adopted. He direct- ed the Police force to ensure strict enforcement of wearing of masks, along with notification of Covid monitors by all restaurants, mar- riage palaces, with the the De- partment of Excise and Taxation to be the nodal agency for the same. The Chief Minister said a de- cision on reducing occupancy in cinema halls will be taken after March 1. Private offices and restaurants shall be encouraged to display last tests done for all employees, he added. While directing increased testing, Captain Amarinder or- dered mandatory testing of 15 contacts per positive, with moni- toring to be done by CPTOs and review to be undertaken by the Health Department. The Chief Minister also took stock of the Vaccination status, underlining the need to carry out an IEC campaign to promote 100% coverage of healthcare and frontline workers. He directed the Health Department to plan for an strategise the roll-out of vaccine for the elderly population and those with comorbidities. Expressing concern over the 3.23 CFR, Captain Amarinder took note of the mortality audit findings that many of the deaths are happening within 2 -14 days of hospitalisation. He under- scored the need for continued su- pervision of protocols for manag- ing patients with comorbidities, especially in private facilities. Citing cases of some deaths at home, he further directed the Health Department to ensure proper monitoring of home isola- tion cases, especially those with comorbidities. The Fateh Kits comprising self-monitoring in- structions should positively reach all persons in home isolation the same day that they are tested pos- itive, he directed. The Chief Minister asked the Health and Medical Education departments to ensure that all po- sitions for which special hiring has been allowed are filled at the earliest. The Delhi Police had recently announced a re- ward of Rs 1 lakh for anyone who shares information regarding Sid- hana. He directed that the officersshould visit atleast two villages in amonth to create awareness about thewelfare schemes of the State Govern-ment. He said that due to lack ofawareness about the schemes, the ben-eficiaries are not able to take advan-

The Ambulance is factory fittedwith all the essential equipment in-cluding foldable stretcher cum trol-ley, medical kit box, provision foroxygen cylinder with internal light-ing and announcement system, headded. To fulfill the shortage of am-bulances in the government hospi-tals, Mr. Sidhu said that the healthdepartment had procured new 180more ambulances and all 22 Dis-tricts have their independent ALS

Ambulances (Advance Life Sup-port) which are fully equipped withlife-saving equipment such as Ven-tilators, Defibrillators, Multi-ParaPatient Monitor, Suction Machine,Nebulizers etc. He said that now,the Health department has a total of422 Ambulances in its fleet to cov-er all areas of cities and villages.

The Minister said that theseambulances proved, one of themain pillars to fight the pandemicby reducing the time required fortransit of critical patients to re-quired health facilities. He said thatat a time when the numbers of pos-itive patients are expected to in-crease, the addition of these new

ambulances will further give aboost to fight the pandemic.

curring Panchayat funds, Fi-nance commission’s funds,and Rural DevelopmentFunds to be completed with-in timeline while announc-ing that he will hold a week-ly review on the progress ofthese works. He said that the district administration was making se-rious efforts to prevent such accidents in which the co-operation of Punjab State, especially the adjoining dis-tricts of Himachal Pradesh was also required. He saidthat if overloading would be stopped in Punjab then itwould be easier for the district administration and thefair would be held successfully. Raghav Sharma saidthat Himachal and Punjab Police would jointly set uproadblocks to check the overloaded pilgrims. He saidthat police check posts would be set up between Mehta-pur-Nangal, near Chakk Sadhu, Marwari and GagretRTO barriers in Punjab like last year. Apart from theseplaces, the Himachal and Punjab police would jointly setup roadblocks at Garhshankar this year to ensure com-pliance of traffic rules.

The State Pollution Controland Environment ProtectionBoard on Monday organisedonline training for around 45industrial units of Baddi-Barotiwala-Nalagarh (BBN),engaged in recycling of metalbearing hazardous waste,utilisation of hazardous waste,contaminated containers, andcollection and transportationof used oil in the hill state.Aimed at ensuring strictexecution of management ofhazardous waste, itsutilisation and recycling, theofficials of SPCEPB, inassociation with the CentralPollution Control Board,organised this training,chaired by Dr Nipun Jindal,Member Secretary, HimachalPradesh State PollutionControl and EnvironmentProtection Board, a statementsaid here. The training wasalso attended by RegionalOfficers of the State Board. Inhis address, Dr Jindalhighlighted the provisions ofthe new regulations dealingwith the management ofhazardous waste andobjective to organise thistraining programme. Sincethe new regulations focus onreducing, reusing andrecycling of waste generatedduring the manufacturingprocess by the industries, therole of the units engaged inrecycling, utilisation ofhazardous waste has becomemore significant. Being acritical environmentalinfrastructure facility all units

registered under Rule-9 of theHazardous and Other Waste(Management and Tranboundary Movement) Rules,2016 need to ensurecompliance of the provisionsof rules and prescribedStandard Operation Procedure(SOP). Himachal PollutionControl Board has prescribedan enhanced monitoring andsampling schedule for theseunits. The Member Secretaryfurther said that the HimachalPradesh was pioneer insetting-up of CommonTreatment, Storage, DisposalFacility (TSDF) of landfillcapacity 10 lakh MT, atNalagarh, District Solan,which was made operationalin June, 2008 and was beingused for scientific landfilldisposal of hazardous waste.

Apart from that 45 unitshave been authorized torecycle and utilization ofhazardous waste in the State.The State annually generatesaround 28,000 MT ofhazardous waste through theindustrial manufacturingprocess of 2,436 units, out ofwhich about 34 per cent isbeing recycled, utilized, co-processed and remainingabout 66 per cent is beingdisposed through scientificlandfill at TSDF.

Secretary Health Himachal Pradesh,Amitabh Awasthi said that underAyushman Bharat-Pradhan Mantri JanArogya Yojana a special campaign hasbeen launched to issue Golden Card.He said that under this campaign,camps have been organized to issuecards and the department is alsoissuing cards by visiting the houses ofeligible candidates. He said that underthis special campaign started from 19thNovember, 2020, Golden Cards havebeen issued to 29660 families (67520persons). Golden Cards have beenissued to 74.2 percent families whereas

in India this figure is 49.6 percent. The Health Department has

targeted to issue Golden Cards to theremaining families by 31st March,2021. Secretary Health said thatAyushman Bharat-Pradhan Mantri JanArogya Yojana was launched byGovernment of India on 23rdSeptember, 2018. This ambitiousscheme is also being implemented inHimachal Pradesh from 23rdSeptember, 2018. Under the scheme,there is a provision of free treatmentfacility of upto rupees five lakh onhospitalization. He said that at present200 hospitals in the State are registeredunder this scheme, out of which 64 areprivate hospitals.

SC defers hearing in SNC Lavalin corruptioncase to April 6NEW DELHI: The Supreme Court on Tuesday deferred the hearing of the Central Bureau ofInvestigation's (CBI) appeal challenging the acquittal of Kerala Chief Minister PinarayiVijayan along with two others in the alleged multi-crore SNC-Lavalin scam to April 6. Abench of the apex court headed by Justice Uday Umesh Lalit adjourned the matter to April6. According to the prosecution, Vijayan is accused of allegedly hatching a criminalconspiracy while he was serving as the Electricity Minister of Kerala from May 1996 toOctober 1998. Vijayan and other senior executives of the Kerala State Electricity Board(KSEB)--former Power Department secretary K Mohanachandran and former joint secretaryA Francis--were accused of allegedly awarding the contract for renovation andmodernisation of few hydroelectric projects to a Canada-based company SNC-Lavalin atexorbitant rates, "thereby illegally causing a loss of around Rs 350 crores to the state", theprosecution said.

SC dismisses anticipatorybail petition against accusedin assault caseNEW DELHI: The Supreme Court onTuesday dismissed the anticipatory bailpetition of accused Mohammad Umar inconnection with an assault case. Umar isthe son of former Uttar Pradesh MP andgangster Atique Ahmed. A bench of theapex court, headed by Justice N VRamana refused to grant anticipatorybail to Umar. "No. We are dismissingyour (Mohammad Umar) anticipatorybail," the bench led by Justice Ramanasaid in his order today. Umar had movedthe Supreme Court seeking anticipatorybail in connection with a non-bailablewarrant (NBW) issued against him in analleged assault case. India reports 10,584 newCOVID-19 cases, 78 deaths

As many as 10,584 new COVID-19 cases and 78 deaths werereported in the country in the last24 hours, the Union Ministry ofHealth and Family Welfare(MoHFW) said on Tuesday.

With the new cases, thecoronavirus tally in the countryhas reached 1,10,16,434including 1,47,306 active casesand 1,07,12,665 discharges.

The death toll has mounted

to 1,56,463 with the loss of 78lives. As per the Health Ministry,1,14,24,094 vaccine doses hadbeen given through 2,44,071sessions till Monday evening.

"This includes 64,25,060health care workers who havetaken the first dose 11,15,542health care workers who havetaken the second dose, alongwith 38,83,492 frontline workerswho were administered the firstdose," it said.

The countrywide vaccinationdrive was rolled out on January

16, 2021. The vaccination of thefrontline workers started onFebruary 2.

The total number of samplestested up to Monday was

21,22,30,431, according to theIndian Council of MedicalResearch. The ICMR also saidthat 6,78,685 samples weretested on February 22.

28 fresh cases, twofatalities in Pondy

PUDUCHERRY: Puducherry logged 28 fresh cases ofcoronavirus and two related deaths during the last 24 hours ending10 a.m. on Tuesday taking the overall tally to 39,628. Two morepersons hailing from Puducherry region succumbed to theinfection taking the toll to 665. The 28 fresh cases identified at theend of examination of 1,632 samples were spread over Puducherry(10), Karaikal (5), Yanam (one) and Mahe (12). Director of Healthand Family Welfare services S Mohan Kumar said 21 patientswere discharged after recovery from hospitals during last 24hours. Kumar said the fatality and recovery rates were 1.67percent and 97.86 percent respectively. The number of active caseswere 179 while 38,784 patients recovered and were discharged sofar. Of the total 6.2 lakh samples examined so far, 5.76 lakh werefound to be negative. The Director also said 8,908 health careworkers and 444 front line workers were vaccinated againstCOVID-19 since the commencement of vaccination in January.

Driving is "absolutely impos-sible" without music, sug-gested the findings of a new

study led by Ben-Gurion Universi-ty of the Negev (BGU) researchers.

The novel study was publishedin the journal Psychomusicology:Music, Mind, and Brain.

"To young drivers 18-29, musicin the car isn't just entertainment,it's part of their autosphere whetherthey're alone or not," said Prof.Warren Brodsky, director of theBGU Music Science Lab in the De-partment of the Arts. "They are soused to constant stimulation andabsorbing great amounts of infor-mation throughout the day, thatthey don't question how the type of

tunes they play might affect con-centration, induce aggressive be-havior, or cause them to miscalcu-late risky situations," added Brod-sky.

"As the fastest growing re-search university in Israel, BGUprovides studies that give us greatinsight into the causes and effectsof human behavior," said DougSeserman, chief executive officer,American Associates, Ben-GurionUniversity of the Negev.

"Music is an essential, univer-sal language which we can all ap-preciate. Undoubtedly, though, theconcerns that stem from the resultsof this study are worth consider-ing," added Seserman.

An international team ofresearchers during arecent study found

that adults who suffer fromDown syndrome have a high-er risk of death due toCOVID-19, in comparison tothe general population. Thestudy implicated that vacci-nating people with geneticdisorders should be priori-tised.

Investigators found thatadults with Down syndromewere roughly three timesmore likely to die fromCOVID-19 than the generalpopulation. This increasedrisk was especially apparentin the fifth decade of life: A40-year-old with Down syn-drome had a similar risk ofdying from COVID-19 assomeone 30 years older inthe general population.

The study was publishedthis week in The Lancet's'EClinical Medicine'.

"Our results, which arebased on more than 1,000COVID-19 unique patientswith Down syndrome, showthat individuals with Downsyndrome often have moresevere symptoms at hospitali-

sation and experience highrates of lung complicationsassociated with increasedmortality," said Anke Huels,an assistant professor of epi-demiology at Emory Univer-sity's Rollins School of Pub-lic Health, and the study'sfirst author.

Huels added, "These re-sults have implications forpreventive and clinical man-agement of COVID-19 pa-tients with Down syndromeand emphasise the need toprioritise individuals withDown syndrome for vaccina-

tion." Down syndrome is agenetic condition typicallycaused by the trisomy--orhaving an extra copy--ofchromosome 21. This extracopy changes how a baby'sbody and brain develop,which can cause both mentaland physical challenges. Tocollect data for the study,T21RS COVID-19 Initiativelaunched an international sur-vey of clinicians and care-givers of individuals withDown syndrome infectedwith COVID-19 betweenApril and October 2020.

Sleep is vital to associating emotion with memoryAresearch from the University of Michigan suggests

that groups of neurons activated during prior learn-ing keep humming and building memories into

your brain during sleep. U-M researchers have been study-ing how memories associated with a specific sensory eventare formed and stored in mice. In a study conducted priorto the coronavirus pandemic and recently published in Na-ture Communications, the researchers examined how afearful memory formed in relation to a specific visualstimulus.

They found that not only did the neurons activated bythe visual stimulus keep more active during subsequentsleep, but sleep is also vital to their ability to connect thefear memory to the sensory event. Previous research hasshown that regions of the brain that are highly active dur-ing intensive learning tend to show more activity duringsubsequent sleep. But what was unclear was whether this"reactivation" of memories during sleep needs to occur inorder to fully store the memory of newly learned material."Part of what we wanted to understand was whether there

is communication between parts of the brain that are medi-ating the fear memory and the specific neurons mediatingthe sensory memory that the fear is being tied to. How dothey talk together, and must they do so during sleep? Wewould really like to know what's facilitating that processof making a new association, like a particular set of neu-rons, or a particular stage of sleep," said Sara Aton, seniorauthor of the study and a professor in the U-M Departmentof Molecular, Cellular and Developmental Biology. "Butfor the longest time, there was really no way to test thisexperimentally."

Now, researchers have the tools to genetically tag cellsthat are activated by an experience during a specific win-dow of time. Focusing on a specific set of neurons in theprimary visual cortex, Aton and the study's lead author,graduate student Brittany Clawson, created a visual mem-ory test. They showed a group of mice a neutral image,and expressed genes in the visual cortex neurons activatedby the image. To verify that these neurons registered theneutral image, Aton and her team tested whether they

could instigate the memory of the image stimulus by selec-tively activating the neurons without showing them theimage. When they activated the neurons and paired thatactivation with a mild foot shock, they found that theirsubjects would subsequently be afraid of visual stimulithat looked similar to the image those cells encode.

They found the reverse also to be true: after pairing thevisual stimulus with a foot shock, their subjects wouldsubsequently respond with fear to reactivating the neurons."Basically, the precept of the visual stimulus and the pre-cept of this completely artificial activation of the neuronsgenerated the same response," Aton said.

The researchers found that when they disrupted sleepafter they showed the subjects an image and had giventhem a mild foot shock, there was no fear associated withthe visual stimulus. Those with unmanipulated sleeplearned to fear the specific visual stimulus that had beenpaired with the foot shock. "We found that these mice ac-tually became afraid of every visual stimulus we showedthem," Aton said.

Onthe other hand, those meant to confer approval wererequired to ensure that the subject matter of an eventdid not relate to the “security of the State, border, theNortheast states, UT (Union territory) of J&K, orany other issues which are clearly/purely related toIndia’s internal matters”. Has the government gonetotally insane? Or is this just a way of imposingthought control through the backdoor because weare not — last heard — a country with a totalitarianconstitution in which the single ruling party or dicta-torial agency (the military, for instance) must decideand control everything, including who hears whatand who says what? In the Covid era, webinars be-came the lifeblood of intellectual and scientific inter-actions and exchange of ideas among peers interna-tionally, and it is this which is being sought to becurbed, forcing Indian scholars and students in allfields to be shut in without being able to take re-course to the latest findings and thinking in the vari-ous domains around the world. In short, the veryidea of discussion is being pushed into a room andthe door banged shut in order to please Big Brother.It is no surprise that the scientific community is notpleased. In a letter to education minister RameshPokhriyal (and others), the president of the IndianAcademy of Sciences, Partha Majumder, had calledthe order “too constraining” for the advancement ofscience in the country. He has also raised the validpoint that frequently, even for domestic webinars,foreign scholars of repute, including Nobel laure-ates, are invited as interlocutors and discussants asexchanges with them are of extraordinary benefit toour own scholars and students. Kerala Fin Corp loan assets cross record Rs 5000 crTHIRUVANANTHAPURAM: State-run Kerala Financial Corporation (KFC) hassurpassed the historic milestone of Rs 5000 crores in loan assets. Sugar production in the countryis likely to grow by 12 to 14 percent year-on-year to 31.5million tonnes in the October2020 to September 2021 season,Brickwork Rating said onTuesday. The pan-Indiasugarcane area is pegged at 5.23million hectares for 2020-21,about 7 per cent higher than theprevious year's cropped area of

4.87 million hectares. Theproduction growth is likely tobe driven by Maharashtra andKarnataka as the states haveexperienced better-than-averagesouthwest monsoon andincrease in area undercultivation. There is also amoderate increase in the areaunder sugarcane cultivation inGujarat. Uttar Pradesh, thecountry's largest sugar-producing state, is likely toexperience a slight decline in

production. This is primarilyexpected due to slight decline inarea under sugarcane cultivationand higher instances of red rotdisease in the state.

Brickwork said sugarproduction is also likely todecline as compared to the lastseason levels because ofresumption in normal servicesof gur and khandsari businesseswhich were under-operatingduring the last season. However,the situation in Uttar Pradesh is

likely to improve in comingseasons as farmers are fastreplacing existing sugarcanevarieties with high yielding andhighly resistant varieties. Aslight decline in area undercultivation and in sugarproduction for SS 2020-21 islikely in Tamil Nadu, anothermajor producer.
